The cumulative data indicates general long-term degradation of the contaminant plume related to a leaking gasoline underground storage tank (LUST). Persistent exceedences of the State of Vermont Groundwater Quality Enforcement Standards (GQES) are noted for benzene in MW-1. The current frequency of monitoring and sampling is biennial (every other year). Review of the historical data indicates that groundwater flows to the north towards a small stormwater pond located near the intersection of Allen Road and Karen Road. Historical impacts to the pond are noted in the historical data. The most recent data indicates that the stormwater pond inlet and outlet locations were at non-detect concentrations for all constituents. Groundwater Monitoring Routine monitoring and VOC water quality sampling was performed by EPSVT personnel on September 25, 2015. Groundwater generally flows to the north beneath the Site at a low hydraulic gradient of 0.03 ft/ft.

Photoionization Detector Assays EPSVT utilized a properly calibrated photoionization detector (PID) to assay headspace gasses in each accessible well. The collected data indicate:

Moderate PID readings [134 parts per million (ppm)] were measured in monitoring well MW-1; and

Background (<1 ppm) readings were detected at all other locations. VOC Water Quality EPSVT collected water quality samples from MW-1, 2, 3, 4, MH-13, the Pond Inlet, the Pond Outlet, and the Storm Drain Outfall during the September 25, 2015 site visit. The collected water quality samples were analyzed for VOCs via EPA Method 8021. The samples were collected from each well according to accepted methodologies and shipped on ice to Pace Analytical Services, Inc., in Schenectady, NY. Copies of the analytical results are included as Attachment 1, and tabulated on Table 1. Review of these data indicates:

Water quality concentrations at all locations continue to slowly decline; Benzene and naphthalene were detected above their respective GQES in MW-1; No other exceedences of the GQES were noted in any other sampling location.

Conclusions

Based on the available and collected data, the following conclusions are offered:

Dissolved phase petroleum contamination persists in the vicinity of MW-1, and to a lesser extent, MW-4. The data indicates that the contaminant plume is mature, and slowly decaying; and

No surface water impacts were noted in the storm drain system, or in the stormwater retention pond.

Recommendations EPSVT provides the following recommendations:

Continue with biennial monitoring and water quality sampling in MW-1, 2, 3, 4, the storm drain MH-13, the Pond Inlet/Outlet locations, and the stormwater outfall location. The next routine groundwater monitoring and sampling event is tentatively scheduled for September 2017;

Continue with biennial reporting. The next annual report will be prepared after receipt and review of the September 2017 water quality laboratory report.

The pH preservation check of Oil and Grease (Method 1664) and Total Organic Carbon (Method 5310B) are performed as soon as possible after sample receipt and may not be included in this report. The pH preservation check of aqueous volatile samples is not performed until after the analysis of the sample to maintain zero headspace and is not included in this report.Samples received for pH analysis are not marked as a hold time exceedance here. SW-846 methods suggests analysis to be done within 15 minutes of sample collection. Because of transportation time itis not possible for the laboratory to perform the test in that time. Sample Certificates of Analysis reports are noted as such.

1

32

Samples arriving at the laboratory after 4:00 pm are assigned a due date as if they arrived the following business day unless other arrangements have been made. The due date represents the date the lab report is expected to be completed on or before 5:00 pm (EST) for the date specified.

4

All samples which require thermal preservation shall be considered acceptable when received greater than 6 degrees Celsius if they are collected on the same day as received and there is evidencethat the chilling process has begun, such as arrival on ice.Control limits are between 0-6 Degrees Celsius. Control limits do not apply for metals analysis.

5

Samples requesting analysis for Orthophosphate (SM 4500-P E-99,-11) require the samples to be filtered in the field within 15 minutes of the sampling event. Samples that are received unfiltered willbe noted as not method compliant on the Certificates of Analysis.

FNYQ033-rev.00 (10July2015)

Definitions B - Denotes analyte observed in associated method blank or extraction blank. Analyte concentration should be considered as estimated. D - Surrogate was diluted. The analysis of the sample required a dilution such that the surrogate concentration was diluted outside the laboratory acceptance criteria. E - Denotes analyte concentration exceeded calibration range of instrument. Sample could not be reanalyzed at secondary dilution due to insufficient sample amount, quick turn-around request, sample matrix interference or hold time excursion. Concentration result should be considered as estimated. J - Denotes an estimated concentration. The concentration result is greater than or equal to the Method Detection Limit (MDL) but less than the Practical Quantitation Limit (PQL). MDL – Adjusted Method Detection Limit. P - Indicates relative percent difference (RPD) between primary and secondary gas chromatograph (GC) column analysis exceeds 40 % or indicates percent difference (PD) between primary and secondary gas chromatograph (GC) column analysis exceeds 25 %. PQL – Practical Quantitation Limit. PQLs are adjusted for sample weight/volume and dilution factors. RL - Reporting Limit Denotes lowest analyte concentration reportable for the sample based on regulatory or project specific limits. U - Denotes analyte not detected at concentration greater than the Practical Quantitation Limit (PQL) or the Reporting Limit (RL) or the Method Detection Limit (MDL) as applicable. Z - Chromatographic interference due to polychlorinated biphenyl (PCB) co-elution. * - Value not within control limits.

Mr. Glendon Shilling Pepsi Bottling Ventures, LLC P.O. Box 4010 20 Karen Drive South Burlington, VT 05403 RE: Water Quality Summary Report (Site #88-0158) Dear Mr. Shilling; Environmental Products & Services of Vermont, Inc. (EPSVT) hereby presents this Work Plan and Cost Estimate relative to the aforementioned Site (Figure 1). Recent activities include routine groundwater monitoring and sampling from select monitoring wells and surface water locations on September 25, 2015. Additional biennial monitoring and sampling is warranted to track contaminant concentrations. EPSVT will provide all labor, materials, and equipment necessary to perform the following scope of work: TASK 1: Monitoring and Sampling (September 2017) EPSVT will access monitoring wells MW-1, 2, 3, and 4 and collect depth to water measurements. A photoionization detector (PID) will be used to assess vapor phase concentrations in each monitoring well, and at the MH-13, Pond Inlet/Outlet, and Storm Drain Outfall locations. Water quality samples will be collected from each location. TASK 2: Summary Reporting (2017) Upon receipt of the laboratory results, EPSVT will prepare a summary report detailing the results of the monitoring and sampling program, and provide recommendations for future work. Task 1 Ground Water Sampling/Site Surveying
