Neck-and-Neck with Other Target Zones

After welcoming remarks by Peoria Mayor Cathy Carlat and a state of the region overview by Greater Phoenix Economic Council President & CEO Chris Camacho, Scott Whyte, the city’s director of Economic Development Services, jumped into discussing available and pending opportunities, and what differentiates Peoria from the Valley’s top-of-mind hot spots like Tempe Town Lake and Norterra in north Phoenix.

In talking to the crowd of approximately 120 investors, business leaders, partners and officials, Whyte quickly highlighted Peoria’s control of properties in several key micro markets, its experience in public-private partnership, its aggressive economic development plans backed by the City Council, and its ability and willingness to fund development initiatives.

One issue confronting the city addressed by both Camacho and Whyte, is the fact that, even though many companies – 30 percent of which currently reside in California – are interested in potentially relocating here, more than 80 percent of them want existing real estate. “Time to

occupancy is a major consideration for site selectors,” Camacho said.

Both acknowledged that, at present, Peoria has a serious deficiency when it comes to existing speculative development, particularly when it comes to office space for Class A and higher B options.

In his presentation, Whyte addressed that issue, and others, to highlight Peoria’s aggressive economic development efforts. He pointed out the city leadership’s focus on speed to market for development, making particular note of the program to priority track projects with significant economic impact. Such projects move to the front of the line for review and approval without any additional cost to the developers.

Whyte then spring boarded into the city’s planned Peoria Innovation Center Campus at P83 to illustrate the city’s program commitment and put to rest any thoughts of Peoria as a non-competitive market. The P83 area, which includes all the development around the Peoria Sports Complex, will soon be the focus of a major build-out, in partnership with Plaza Companies.

Taking 17 acres currently established as surface parking, the project will deliver 275KSF of Class A office space with supporting, walkable amenities to promote a live/work/play environment. Negotiations are in process to finalize a ground lease and development agreement. The supporting area will include the established amenities, along with additional retail, restaurant, multifamily and structured parking space.

Whyte said he hopes to have everything in place for groundbreaking next year.

Apples to Apples

In the meat of his presentation on Peoria’s competitiveness, he highlighted the P83 project against others around the Valley. Major demographic factors in nearly all cases were exceptionally similar.

The P83 center offers 275K of Class A office space, buttressed by a garage with 3,150 parking spaces, a four-story hotel, 25KSF of retail and restaurant and more than 3,000 multifamily units, in an area hungry for such development.

Hayden Ferry at Tempe Town Lake being the closest competitor in terms of Class A offerings, Whyte pointed out the higher planned volume of on-site retail, the greater number of hotel rooms and the fact that Hayden Ferry is an 11-year-old development.

Then he brought up the comparison points of likely greatest interest to site selectors. First were the demographic comparisons between Peoria’s population and those of Tempe, north Phoenix and south Gilbert. General population, population by education level and employment across business segments are nearly identical. However, the West Valley in general, and Peoria in particular, have 80 and 92 percent levels of outbound commuters, respectively.

With only two major employment centers in Peoria for higher-end workers, Whyte noted there is a severely underserved demand for job opportunity among area residents.

Lastly, and perhaps most importantly to those considering relocation, was the point of cost. Projected rents in the P883 center are between $26 and $28.50/SF. Rents at Hayden Ferry are around $40. With that cost difference, the opportunities for build-to-suit, customization and other tenant improvements are enormous, Whyte said.

In discussing other areas planned for development on the immediate horizon or in the very near future, Whyte highlighted the city’s investment in pre-creating infrastructure, setting zoning, planning locations near major transportation

routes, securing development and marketing partnerships, and focusing on issues such as amenities and desirable lifestyle components before the nuts and bolts corporate and industrial development.

After all, retail may follow rooftops, as the saying goes, but creating an area where companies want to call home and workers can actually live conveniently and with access to their creature comforts, is a driver any area has to consider when appealing to the decision makers. •

More than four years after Mesa voters approved a new downtown historical museum, and after $600K-plus in public spending, the museum may now not materialize.

The project would convert a historic former post office into an ultra-modern, interactive experience far different from the stuffy, artifact-crammed historical museums of old.

It was among the amenities offered to voters in 2012 when Mesa sought permission to issue up to $70M in general-ob-ligation bonds for a wide array of park and cultural projects.

The proposals included pur-chase of the Buckhorn Baths, a defunct east-side motel that played a big role in the early history of the Cactus League. When the Buckhorn deal fell through, Mesa funneled some of the money into the historical museum project, eventually setting aside $5M to redo the old federal building at 26 N. Macdonald.

Mesa said it has already spent just over $630K on design and demolition work for the museum. City spokesman Kevin Christopher said all the money came from the 2012 bond authorization.

But two weeks ago, Mayor John Giles told the Mesa Historical Society that unless it can soon prove an ability to pay the museum’s annual operating costs, the money that had been set aside will be used to pay for other recreation-related projects, such as parks.

City Manager Chris Brady told the Tribune that it is his under-standing a council committee will hold a hearing within the next couple weeks to deter-mine the society’s ability to cover the museum’s annual operating costs.

Former city Councilman Dennis Kavanaugh said that before he left Council in mid-January, “I saw no analysis or documents from any city staff containing any conclusion that the MHS would be unable to sustain the operation of its portion of the renovated building.”

He added, “I do know that with respect to bond issues, the council has a long tradition of ‘promises made, promises kept’ on bond projects. If changes or revisions are needed for vot-er-approved projects, I believe the council must follow a very public process before making any final decisions.”

Lisa Anderson, director of the Mesa Historical Museum, said work stopped months ago. The interior is a hollow shell and none of the planned exterior renovations is in evidence.

“It’s just stalled,” Anderson said. “It’s been stalled since the summer and we’re actually waiting to have a meeting with the city on it.”

The City Council voted 7-0 in October 2016 to approve the $5M museum authorization, and Mesa’s published capital improvement plan shows the project scheduled for comple-tion this fiscal year, which ends June 30.

“From the very beginning, the council made it clear the museum had to demonstrate

they had operating funds,” Brady said. “We haven’t seen that … The operating expenses are what really eat our lunch.”

Although Mesa and the museum have a set of bid-ready construction plans, Brady said other projects could use the more than $4M that re-mains from that authorization.

But Anderson said Mesa res-idents have a right to expect the federal building will be converted as promised.

“The council has voted not once but several times to sup-port this museum,” she said. “We want to make sure they keep their obligation.”

Roughly 40 percent of the nation’s roads and major highways are not considered to be in good condition, and about 70,000 of U.S. bridges are structurally deficient. During the 2016 presidential campaign both candidates seized on our failing transportation infrastructure, each promising heavy investments to rebuild roads and bridges.

Now, while political leaders grapple with where to prioritize infrastructure investment, our transportation needs call for deeper, more complex dialogue than that offered in political talking points. Beyond rebuilding today’s infrastruc-ture, we may want to ask ourselves what tomorrow’s roads, bridges and automobile alternatives might look like, and how we can prepare for coming change. What technological advances should we take into consideration? Will autonomous vehicles go mainstream soon? Which materials are best from sustainability and longevity standpoints?

No single government agency can address all these issues, but Arizona State University researchers are an-ticipating the future. Here’s a look at ASU’s role in answering the nation’s biggest transportation questions.

Materials

When it comes to crumbling roads and bridges, advances in materials are key to getting the greatest long-term bang for today’s transportation buck. Narayanan Neithalath, professor of structural engi-neering and materials at ASU’s School of Sustainable Engineering and the Built Environment, has been grappling with materials dilemmas for years. He appears to have found some solutions.

Concrete used for today’s roads and bridges easily cracks with temperature shifts. With cracking comes consider-able repair work, and in areas where roads are salted during the winter, the steel underneath the concrete surface can corrode without notice.

In collaboration with researchers at UCLA and in Europe, Neithalath has experimented with a waxlike mate-rial mixed into concrete that allows

the concrete to better expand and contract and handle temperature fluctuations without cracking.

His team also experiments with new materials to reduce the amount of Portland cement — the most common type of cement in general use around the world — needed in concrete.

Predicting Transportation Needs

Understanding current and future traffic patterns is key to prioritizing transportation investment. Figuring out how we use transportation re-sources today, and considering how we may use them in the future, is a complex game. Ram Pendyala, an ASU professor of transportation systems, is at the center of these tradeoffs.

The models attempt to account for all transportation circumstances and needs, factoring in driving patterns, mass transit use, demographics, economics, rider and driver profiles and emerging technologies, while also considering the potential for future changes.

Electric and Autonomous Vehicles

A second core area of study for Pendyala’s team is understanding how electric and autonomous vehicles will impact transportation systems.

Further expansion of the electric vehicles (EV) market can influence infrastructure plans and designs. With more EV, there’s a need for more charging stations. When building out

new and rebuilding old systems, plan-ning for this potential shift is critical.

Currently, battery storage and the short range for electric vehicles is a deterrent slowing their expansion, Pendyala adds, but if these techno-logical solutions surface soon, infra-structure may need to play catch-up.

Beyond Cars, the Environment

Mikhail Chester, an ASU professor of transportation infrastructure, studies life cycle assessment of transportation systems, including vehicles, infrastruc-tures and fuels. When looking at the environmental impact of travel, the emphasis tends to be on the tailpipe, he says, but there is so much more involved. Massive supply chains and infrastruc-ture are needed to operate one car.

Chester also analyzes metro-area transportation infrastructures. Phoenix, he explains, has a relatively young and extremely auto-centric transportation infrastructure. As much as he would like to encourage less automobile use, some modes of transportation struggle for viability, given the configuration of the city. Placing bus stops, for example, in low-density suburban areas results in too few riders to justify the expense of send-ing a vehicle there. On the other hand, when it comes to light rail, the line is con-centrated in the urban core, where res-idential and business density, as well as events and activities, support its success.

A controversial proposed expansion of the University of Arizona’s Honors College, including a 1,000-bed dorm, is moving forward despite protests from nearby residents and concerns about the legality of the proposal.

UA officials met with area residents twice recently, offering an overview of the plan to build a six-story building that would span an entire city block.

The land where the dorm is proposed is owned by American Campus Communities and is outside the official campus boundaries. ACC is one of the nation’s largest developers of student housing communities.

A two-hour meeting on campus had more than 80 people attend, mostly nearby residents who were visibly upset and often alluded to previous disputes with the university expanding into their neighborhoods.

University officials said a second meeting was less confrontational.

Peter Dourlein, the campus architect for the university, said those attending the second meeting offered suggestions on ways to change the project’s physical dimensions that could help alleviate some of their concerns.

In addition to the planned Peoria Innovation Center Campus at P83, Scott Whyte, the city’s director of Economic Development Services, outlined several imminent and planned projects on the horizon for the city and interested partners at this week’s 2017 Peoria Investment Forum, sponsored in part by AZBEX.

Peoria Sports Complex Stadium View

The first is a “shovel ready” on nine acres near the Peoria Sports complex.

In discussion with the San Diego Padres, the city learned the team had a significant need for player development housing during Spring Training. Those discussions led to the planning and announcement last year of a mixed-used live/work play development that would include 100 units of player housing, along with retail, meeting space and other enhancements to optimize the area.

Whyte also gave overviews of four planned/pending projects in the city’s near-term vision.

Peoria 101 Project

Located off Loop 101 and Peoria Avenue, the Peoria 101 Project will feature a Class B-Plus office and business service environment for businesses looking for a lower price point.

There will be 300KSF of office space. The plan is under development with Plaza Companies, with initial conceptual design by Butler Design Group. Ground lease and development agreement will be presented to the council in June, Whyte said.

Vistancia Commercial Core

After closing out the previously discussed and planned options, Whyte moved onto opportunities in the next phase of visionary development for the area.

The grandest of these plans is the 320-acre, shovel-ready Vistancia Commercial Core development in the Loop 303 commercial zone. The planned mixed-use development, ultimately aimed at serving both the general region and the high-income housing developments at Vistancia, will initially target sports tourism.

The Sports Tourism and Commercial Village aims to provide a destination sports facility, which the Valley currently lacks. The nearby facility in Avondale, does not have a sufficient number of hard courts to serve serious tournament needs, and the nearest acceptable facility is in Anaheim, more than 350 miles away, according to Whyte.

This development amenity core on 50 acres, which the city negotiated in exchange for creating the necessary infrastructure, will be created to draw sports tourism events from around the country, such as volleyball and other tournament-centric competition. It will feature supporting retail, entertainment and hotel space.

Serving as an amenity anchor, the project hopes to draw in significant additional development to support the immediate area and overall region.

The city is looking for a master developer.

In order to prevent still more grocery-anchored developments going in in the area, the city procured a 112-acre site near 83rdand Grand avenues for future development.

The 112.5-acre Peoria Place plan is preliminarily divided into eight parcels. In the first phase of development, the city intends to create a medical complex to support both residents, who are underserved with services, and students at nearby outlets who don’t have employment outlets in the immediately located area.

That will be followed by continuum of care, high- and medium-density residential and commercial services.

Redeveloping Old Town

Last, but not least, on the city’s redevelopment agenda is a facelift and renovation for the Old Town area. Primarily focused in the area of Washington Street and 83rd Avenue, the city has created an extensive redevelopment area to bring professional, commercial and entertainment opportunities to bear in the district.

Proposals

Infill development in need of funding can have opportunities and challenges, depending on the type of project being undertaken.

Developers are garnering financing from both equity investors and lenders, as well as debt providers and banks, said Jim Belfiore, president of Phoenix-based Belfiore Consulting.

Belfiore said he has seen money for new infill apart-ment buildings tighten, especially as the market appears to be pausing while it absorbs the multi-family building boom of the past five years.

Ray Cashen, owner of Cashen Realty Advisors in Phoenix, has been involved in infill projects for 20 years as a broker.

He sees money for infill projects coming from four main sources: insurance companies, conventional lenders, private equity and mezzanine lenders, such as debt funds that fill the gap between what the conventional loan and what the developer needs to get the deal done. Debt funds typically have higher interest rates than conven-tional loans, while conventional lenders and insurance companies are fairly competitive in rates, Cashen said.

Cashen Realty Advisors has just under 2MSF of build-ings and 300 acres of land listed for sale, mainly in the central Phoenix development area.

While it’s getting harder, Cashen said “there’s a fountain of money available.”

Rob Lyles, a partner and co-founder of Deco Communities, said he sees most of his infill develop-ment funding being raised through private investors.

Given the uncertainty of public support for large-scale capital improvement projects in Surprise, the wish list presented during this week’s City Council Work Session may seem — at least in its entirety — more like a dream list.

Rather, this is a list of public safety, transportation, parks and recreation, government and water projects the city is likely to need in the next 5-10 years. City departments ranked the projects by priority, and the council will need to do the same.

During the discussion, questions by councilmen Todd Tande and Ken Remley hit on one factor that is likely to bump up a project’s priority. Several items on the list have development impact fees tied to them that must be spent by Jan. 1, 2020, and will need to start soon.

Surprise Budget Director Jared Askelson stated in an email that impact fee funds must be spent by that date in the following projects:

► Road improvements on 163rd Avenue from Grand Avenue to Jomax Road, $2.4M of the $2.5M in impact fees for the $11.3M project.

► A third library in the city (at an unspecified location), $4.6M of a $10M project.

► A new public works yard — a project in the failed 2016 bond — has $7.2M in impact for the $11.8M project.

Fire Station 308, planned for the southwest corner of Litchfield and Cactus roads, has $1.4M in dedicated impact fees for the total $7M project, but the deadline for using these fees is further off, Askelson said.

Transportation projects comprise the second largest total by category on the list of priorities. The majority of these projects would add a second travel lane in each direction to unfinished stretches of busy city roads.

The list for parks and recreation is the priciest and a bit different. While the total potential price tag is more than $65M, the projects listed come directly from the city’s parks master plan, and parks projects by their nature tend to take longer from concept to completion – sometimes two decades or more.

And as Councilman John Williams said, parks projects are more likely to wait longer or not to come to fruition than roads or public safety proposals.

He said with a list this long and pricey the city may need to look at alternative ways to fund some projects, perhaps by leveraging some of its assets.

While Vice Mayor Tande agreed that some projects are needed fairly soon and have to take priority, he cautioned against ignoring big picture items that residents will appreciate 15-25 years from now.

The Gilbert Road Bridge is scheduled for a long-awaited transformation that will help traffic move smoothly.

Funding for a $65.5M replacement bridge is scheduled to be approved by the Maricopa County Association of Governments. MAG’s Transportation Policy Committee voted unanimously to recommend the project.

The need for the bridge was obvious, with a picture on a display monitor showing the so-called “low-flow crossing” under a lake created by recent rain and a water release. What it didn’t show was that the northbound lanes through the river bottom had washed away.

In optimal conditions, all southbound traffic has two lanes over the Salt River on the aging current bridge. Because of the washout, all traffic heads over the bridge, with one lane devoted to each direction.

The new bridge will have four lanes, two in each direction, along with bicycle lanes.

The MAG action diverts $28.6M previously earmarked for two other projects in the area to be allocated to the Gilbert Road Bridge after officials determined that it was a higher priority.

Proposition 400-based funding would be $42.6M, or about 65 percent of the total cost, with Maricopa County and the Salt River Pima-Maricopa Community providing the rest.

MAG said the original cost was estimated at $50M in 2009, but a more detailed design resulted in a more realistic estimate. He said the 1.6-mile length of the bridge contributes to the cost.

The new bridge is in a design phase that is scheduled for completion in spring 2019.

It is hoped that construction on the new bridge will begin in summer 2019 and that it will be finished in about two years.

The bridge is being designed to alleviate railroad-related delays on SR 347, the main highway connecting Maricopa with Interstate 10 and Phoenix. The SR 347/Union Pacific Railroad intersection currently sees 31,000 vehicles and 40-60 trains each day, with projections of more than 60,000 vehicles and as many as 100 trains daily by 2040.

ADOT has been discussing plans for the bridge with the Maricopa community since 2012. After a public hearing in December 2014, ADOT selected a new route for SR 347 and made a slight adjustment to the route in 2016 to improve access, capacity and traffic flow.

Construction is expected to begin later this year and take about two years to complete. It is partially funded through a federal Transportation Investment Generating Economic Recovery (TIGER) grant. •

President Donald Trump’s proposed budget for the U.S. Department of Transportation would leave the Tempe streetcar project and a Flagstaff bus rapid-transit proposal in financial limbo.

Ending the Federal Transit Administration’s Capital Investment Grant Program for projects that don’t already have full funding agreements, as Trump proposed, would hinder the Tempe streetcar, a Phoenix light-rail extension on Central Avenue, and Flagstaff bus rapid-transit projects.

The Tempe streetcar, which would service downtown, assumes $75M million in federal funding. The south Phoenix light-rail extension would take about $350M, which is about half the project cost, according to Valley Metro. The Flagstaff bus project summary from October said the 13-mile corridor would cost $32.9M but didn’t identify the federal funding request.

Trump’s budget also would eliminate the Transportation Investment Generating Economic Recovery, or TIGER, grant program. Local transit agencies and the Arizona Department of Transportation have received millions of dollars through the program for road, rail and other projects.

Arizona’s infrastructure is the subject of significant debate this legislative session.

Last fall, a citizen task force studied the issue of transportation funding. Their efforts resulted in several pieces of legis-lation considered by the Legislature this year. One is a ballot measure raising the gas tax, currently at 18 cents per gallon for cars and light trucks to 28 cents per gallon. Yet another bill increases fees to generate revenue for Arizona’s roads and highways. The Highway User Revenue Fund will no doubt be an issue in budget negotiations.

In his executive budget, Governor Doug Ducey stated developing a world-class higher education system requires ongo-ing investment in university R&D. New investments will encourage innovation and expand economic opportunities for students.

The budget recommends a perma-nent commitment to the three in-state universities to support approximately $1B in new R&D infrastructure by diverting transaction privilege tax revenues paid by the universities to enable a new 30-year

bond program. The recommendation calls for an investment of $110M in the first three years alone.

The Ak-Chin Indian Community has filed suit against the Central Arizona Water Conservation District after its water rights recently came under threat.

Lawyers filed a complaint in federal court to ensure the water district continues delivering water entitlements to the community, located near Maricopa.

In a letter, the water district suggested it would not be able to continue delivering 10K acre-feet of water to Ak-Chin in future years.

The complaint calls for the courts to declare that Ak-Chin is entitled to the water being threatened by CAWCD under agreements made with the federal government more than 30 years ago.

In 1978, Congress passed a settlement agreement that promised to provide Ak-Chin a permanent supply of 85K acre-feet of water per year. CACWD is responsible for delivering Central Arizona

Project water guaranteed under this agreement.

The deal was amended a few years later, lowering the water allotment to 75,000 acre-feet.

But a stipulation of the agreement required the government to provide an additional 10K acre-feet of water in any year when sufficient surface water is available.

That extra water allotment has turned into a long-standing dispute between the two parties. CAWCD believes the 10,000 acre-feet should only be delivered in a year when there’s a surplus of water available.

The U.S. Department of Interior has disagreed with the district’s opinion, by previously instructing CAWCD to continue honoring Ak-Chin’s additional water rights.

Arizona’s seasonally adjusted unemployment rate nudged upward 0.1 percent in February to 5.1, according to a recent report published by the Arizona Office of Economic Opportunity.

The national rate improved to 4.7 percent, down from 4.8 in January.

The state had a net gain of 27,100 non-farm jobs over the month. Most gains were in Government, which added 15,500. Overall, the private sector gained 11,600. Ten of the 11 sectors tracked gained. Only Trade, Transportation & Utilities lost jobs, shedding 4,600 for the month.

Construction gained 300, and the sector has an overall year-over-year net gain of 2,300. Total statewide Construction jobs for the year-to-date stand at 133,200.

The Construction sector features three major segments: Buildings, Heavy, and Specialty Trades. There are currently 25,300 jobs in Buildings, down 1,100 from January but up 400 from last February. Heavy Construction was unchanged for the month with a total of 15,500, down

300 from last year. Specialty Trades gained 1,400 over the month to 92,400, and the segment maintained an increase of 2,200 over the year.

Construction jobs in the Phoenix Metro Area (Phoenix-Mesa-Scottsdale) increased 500 over the month, for a total of 104,400. The February 2016 number was 102,300.

Construction jobs in Metro Tucson increased 200 to 14,800.

Yuma, Flagstaff, Prescott, Lake Havasu City-Kingman, and Sierra Vista-Douglas combine Construction and Natural Resources jobs in reporting their job sector totals. Yuma was unchanged at 2,200, as was Flagstaff with the same number. Prescott gained 100, up to 4,800, as did Lake Havasu-Kingman for a total of 2,400. Sierra Vista-Douglas stayed the same at 1,300. •

Phoenix’s West Valley is on the rise. In fact, 52-percent of the Phoenix area’s future growth is expected to occur in the West Valley, according to the Greater Phoenix Economic Council.

What that growth may look like can be seen in the City of Buckeye where a successful master-planned community is spurring the development of a nearby commercial district, creating tremendous growth potential.

Verrado — a master-planned community spanning 8,800 acres with plans for 14,000 homes in Buckeye — has made headlines for being one of the best-selling master-planned communities in the nation, and Buckeye has too for being one of the fastest growing cities in the country.

Consistent with the philosophy that “retail follows rooftops,” a 150-acre commercial district, dubbed the Marketside District, has seen an increase in interest from site selectors and businesses.

The hub is being built in phases, but plans currently include robust retail, office, hospitality and medical uses on the commercial side and both single-family and multifamily on the residential.

Strong leasing creates the potential for the commercial district to become the region’s next mixed-use hub, similar to Westgate, but closer for residents.

Not every West Valley city needs or wants a Westgate, says Sintra Hoffman, CEO and president of the Western Maricopa Coalition, but Buckeye has the population to support a regional hub.

Hoffman says, “These projects showcase we have the workforce, we have the housing and now we are getting the amenities.”

What’s needed next, says Len Becker, economic development director for Buckeye, are base employers, professional services and users that can serve residents like accountants, attorneys, dry cleaners and restaurants.

He mentions “retail leakage,” as one of the reasons why the city is focusing on bolstering its retail offerings. Becker explains, “Within a 10-mile radius from I-10 and Verrado Way, we lose about $700M in retail sales taxes to neighboring communities.”

“The opportunities here are endless,” Becker explains. “The mayor, city council and all of us are looking at the big picture, 30-40 years down the road, to make sure the community isn’t like anywhere else in Greater Phoenix, and has its own identity and amenities to foster continued growth.”

T.A. Shover of developer DMB predicts the success of Marketside will have a domino effect for everything around it and adjacent to it. “Once you prove that a regional draw works,” he says, “it will draw more activity throughout Buckeye and the neighboring communities.”

2PROGRESS REPORTS

After a lengthy discussion at a recent council workshop, Glendale is planning to consider a proposed drought plan at a cost of more than $300K over the next three years.

The statewide plan, called the Drought Contingency Plan Plus, aims to keep Lake Mead from falling below levels that would reduce delivery of water to the public.

The proposal would keep the lake above 1,079 feet above sea level, which would keep from triggering a reduction in water deliveries from the Colorado River to the Central Arizona Project, as well as water projects in Nevada.

Previous measures to help stabilize water levels in Lake Mead occurred in 2016, when council approved storing 1,000 acre feet of its Colorado River supply in Lake Mead and Environmental Program manager Drew Swieczkowski pointed to years of drought.

The new proposal would take reduction to new, higher levels, including reducing consumption by 1.2M acre feet of water per year. Current requirements set consumption to be 625K acre feet a year, per the 2007 agreement. One acre foot of water is equal to 325,851 gallons of water.

Before giving consensus to move forward with the proposal, council asked for a list of what each city involved would be paying on the agreement. The issue will be brought to a future voting meeting for a council vote.
