•Section 18 of the Climate Change Act of 2009 (RA 9729) as
amended by RA 10174 which establishes the People’s Survival
Fund.
•Providing funding for climate change adaptation projects.
•A special fund in the National Treasury of at least Php 1 Billion
allotted annually sourced from GAA.
•Can be augmented by donations, endowments, grants and
contribution.
•May be increased subject to the review of the Office of the
President and Department of Budget and Management
•Any unutilized balance shall not revert to the general fund.

Criteria for LGUs
• Exposure to Climate Risks (30%)- Potential climate change risks of the province in relation to projected mean temperature, rainfall change, and extreme weather events
• Poverty Incidence (40%) -Proportion of families (or population) with per capita income less than the per capita poverty threshold to the total number of families (population)
• Key Biodiversity Areas (30%) - Sites that are critical for the conservation of globally important biodiversity

Criteria for local community
organizations
• Certificate of Accreditation under DILG Memorandum
Circular 2013-70, DSWD-DBM-COA Joint Resolution
2014-01 or the CCC Accreditation for Local/Community
Organizations.
• CCC Accreditation for Local/Community Organizations
criterion based on organizational independence, track
record in the community and/or field of expertise, financial
management and participatory practices.

1. Adaptation activities in the areas of water and
land resources management, agriculture and
fisheries, health, infrastructure development,
and natural ecosystems
2. Monitoring, controlling and preventing vector-
borne diseases triggered by climate change;
3. Forecasting and early warning systems as part
of preparedness for climate-related hazards;

Evaluation Guidelines
Status • October 2015: Call for Proposals. Launch of PSF website, PSF
Proponent Handbook & information materials; Letter of Request of
Support to various government agencies seeking cooperation in
information dissemination about the operationalization of PSF
• November 13, 2015: Pres. Benigno Aquino III signed the RA 10174
Revised-Implementing Rules and Regulations (R-IRR)
• December 2015-Present: Proposals received; responding to
queries; Pre-assessment; follow-up proponents regarding
completion of requirements
- Coordination with TWG member agencies (DFO, DBM, NEDA,
DILG, PCW, business, academe): Disbursement to CSOs and Risk
