    The administrative inormation

    The administrative inormation is the one that results rom

    human acts and initiatives that are considered to uniquely

    identiy someone:

    Origins

    A person has a ather and a mother who have their

    origins.

    A child will normally bear the amily name o his/her ather

    and/or mother.

    The parents will give him/her a frst name to dierentiate

    him/her rom his/her siblings.

    Places

    A person is born in a country that has a name, in a city or

    a village that has a name, and in most cases, at a location

    having a name, an address

    A person lives at a location that has a name in an area, acity, a village, a street, a house

    Time

    The time when the person was born is another identifcation

    element.

    When and by whom the identifcation data are collected,and the validity o that set o inormation, are other useul

    administrative data.

    Collecting all the above inormation will provide a strong

    data set that should be sufcient to uniquely distinguish

    one person rom another.

    The certifcation

    However, in some cases, the set o inormation or two

    individuals can be close to equal risking identity conusion.

    This could have dramatic consequences or both the

    individual and society.

    To avoid this situation a set o complementary elements

    can be used.

    Numbering

    The set o individual data will be one element o a database

    (register) where the individual record has a unique

    number.

    A numbering system can be structured to give each

    person a unique number (i.e. country code, province code,

    municipality code, birth date, sequence number).

    Another numbering system can be structured to give each

    document a unique number.

    Signatures and stamps

    The set o inormation should be certifed.

    The civil servant representing the government in chargecan sign a document to testiy about the completeness o

    the inormation. He will use an ofcial stamp to certiy hisrole as civil servant and to identiy the authority that he

    represents.

    The individual can also sign the same document to testiy

    that the inormation is accurate.

    Secure inormation support

    To protect the inormation and testiy that it is the ofcially

    registered version, and so oering the best guarantee, the

    inormation is written on a secure register or on a secure

    mobile support such as a card, a certifcate, a passport

    These supports should be non alsifable, impossible to

    imitate or copy. The secure register should be uniquely

    linked to its bearer.

    The biometric inormation

    All the previous elements could be modifed or wrongly

    recorded leading to situations where errors will be possible,

    whether voluntarily or not!

    This is why biometric inormation can complement the

    administrative data. Inormation linked to the persons

    physiognomy is collected and added to the traditional

    identifcation data.

    The most popular biometrics that are currently consideredwith regard to people identifcation are fngerprinting,

    acial geometrics and iris scanning.

    Other technologies are, or will be, available such as voice

    patterns or DNA.

    In the world o the people identifcation, the criteria used

    to select a one technology over another are generally the

    accuracy and reliability o the tool, the investment level,

    the availability o the technology, the ease o use, the

    acceptance by the targeted population

    Currently, the most popular technologies are photographs

    and fngerprints which are generally accepted as being the

    least intrusive.

    Photographs

    The use o a picture o the person or identifcation

    purposes is obviously an excellent and easy choice. Decisions

    must be made and standards should be respected: color or

    mono picture, ICAO compliance (background, size, no hat

    or accessories, position).

    Fingerprints

    Fingerprints are unique to every individual. In most o thecases, the prints o 2 fngers are adopted or civil peopleauthentication applications. When more sophisticatedidentifcation is required then the capture o 4 prints is anappropriate alternative. The registration o 10 fngerprintsis considered when security is the main concern such asapplying or a visa.

    Implementing People Identifcationapplications

    Collecting administrative and biometric inormation andregistering them onto secure carriers enables the buildingo applications to beneft the government and the targetedpopulation.

    The authorities identiy the needs.

    The authorities have to identiy the needs by defningthe targeted applications and a planning and proving abudget.

    In the world o people identifcation, like in any otherdomain, the implementation o solutions will succeedwhen a knowledgeable integrator introduces themost appropriate technologies. Any project should beundertaken by highly qualifed partners working withexcellent technology providers. Integration and technologydevelopment are two dierent and complementarydisciplines.

    The independence o the ID integrator

    The ID integrator, defned as a solution provider, must havethe ollowing profle:

    Understanding o the people identifcation applicationsand mastering o the technologies in order to committo delivering true and reliable solutions.

    Understanding o the standards and expectations

    applicable to people identifcation technologies toensure interoperability, conormity and usability.

    Independence rom the technology providers in orderto be in a position to make the appropriate technologychoice.

    Strong fnancial grounding in order to respect thecommitments, on short, middle and long termprojects.

    An independent ID integrator will always consider theadequacy o the solution as opposed to imposing a giventechnology

    Specialization in the required competences and experiencein delivering people identifcation solutions supportedby major reerences will be reliable warranties or anygovernment.

    An integrator should also be strongly involved inmaintaining relations with key actors in the concernedarea.

    Where people identifcation is concerned, the integratorshould be involved in:

    e-Government projects: talking to the ministries in charge

    o the technologies and their implementation.

    Document security: communicating with the peopleappointed by the authorities to be the experts in thismatter.

    International organizations ocusing on major peopleidentifcation concepts and projects like i.e. ICAO,the Porvoo group where all international experts areregularly meeting and exchanging experience andideas.

    Permanent contacts within the community o the leadingtechnology providers.

    The applications

    Working together, the authorities and the integrator will

    defne the areas where applications are needed.

    The ollowing applications would typically be considered:enrolment, centralization, production o secureidentifcation documents.

    Enrolment

    Census o the total population to build a NationalRegister.

    Registration o a targeted population such as civilservants, the members o the army,

    Registration o potential voters.

    Such projects generally require biometric enrolment kits(hardware and sotware) or paper-based and/or liveenrolment. Project management, logistics, training andtechnical support services must be associated to this. Theseservices are typically provided by local companies workingin close cooperation with the integrator.

    Centralization

    Consolidation o the inormation collected during anenrolment into a central database.

    Search or the doubles analyzing the fngerprints withan AFIS tool (Automatic Fingerprint IdentifcationSystem).

    Set-up o a National Register.Preparation o voter lists.

    Preparation o the data to produce Identity cards andother secure identity documents.

    Again, such projects require a combination o hardware(servers, printers, workstations, back-up capabilities),sotware (Operating system, Database Management System,

    applications) and services (project management, set-up andconfguration, training, maintenance).

    The integrators role is to make the global centralization

    For the people identifcation market, there are a multitudeo technologies that are requested, both common ITtechnology and specialized technology

    Common IT technology

    Desktop and portable PC and printers, servers, LANinteraces, tape or disk back-up devices, UPS can beused in many environments and are not applicationdependant.

    The same applies to Operating Systems and DatabaseManagement Systems.

    The selection criteria are based upon the reputation o thetechnology provider, its proximity, the quality o the service

    that it delivers but also upon its strategy in terms o opensystem architecture and the commitment to standards.

    Porvoo Group

    Zetes is an active member o Porvoo Group since 2003.

    The international Porvoo Group supports the deployment

    o electronic identity in Europe

    The Porvoo Group is an international cooperative network

    whose primary goal is to promote a transnational,

    interoperable electronic identity, based on PKI technology

    and electronic ID cards, in order to help ensure secure

    public and private sector e-transactions in Europe. As

    its name suggests, the Porvoo Group was established
