This month I will have the pleasure of sending letters to the 8 JROTC Units in our area to offer them an opportunity to acquire needed items for their High School Units. This is done every year and the schools include: Gulf Shores, Foley, Pine Forest, Pensacola, Northview, James M. Tate, Escambia, and Booker T. Washington.

Our PMOAA nominating committee has present-ed the following proposed members to replace retiring Board Members CDR James Von Lo-renz, USN and LCDR Francis Beeby, USN. The nominees are: LtCol Alan Sanders, USMC and MAJ Charles Booten, USAF. Voting for board member replacements will take place at the 15 November business meeting. Nominations will be taken from the floor. If you want to make a nomination, please make sure you have dis-cussed it and received approval from the mem-ber you are nominating. An absentee ballot is included in this edition of the Beacon for those unable to attend the November meeting. I ex-tend my deepest thanks to Captain Harry Her-man and Captain Jim Frazier for acting as our nominating committee this year.

The September luncheon held at the Pensacola Yacht Club was attended by over 45 members, more than twice the attendance of September 2011! We were all awarded an excellent presen-tation by Captain Maureen Padden, MC, USN, the Commanding Officer of Naval Hospital Pen-sacola. Captain Padden provided all with details of her past assignments and many insights into the future of Navy Medicine.

AUXILIARY CORNER- New Frontiers

Auxiliary members have a reason to celebrate this year. Ten years ago, MOAA formed a study group to look at auxiliary issues and how MOAA could better meet the needs of this important membership group. Soon after, the Auxiliary Mem-ber Advisory Committee (AMAC) was formed, and auxiliary liaisons were appointed in many chapters. Today, 116 auxilia-ry liaisons are serving as chapter leaders, and 15 are part of council leadership teams. You have chosen to continue your spouse’s dedication, service, and loyalty to this country. You’ve supported military families, planned events, managed projects, raised funds, and given comfort and help to other military spouses who have suffered the same loss as you. You have advocated maintaining and improving the benefits prom-ised to servicemembers. Now MOAA’s membership has voted on a proposed bylaw change, granting the vote on national MOAA issues to auxiliary members and allowing auxiliary members to serve on MOAA’s board of directors. Results will be announced in late October, but we anticipate member sup-port for this initiative. (PMOAA Bylaws state that auxiliary members are eligible to vote and/or hold office in PMOAA.)

Earlier in 2012, we told you about four areas of concern re-garding auxiliary members. They are low attendance at chap-ter events, an aging population, difficulty in recruiting new members, and the continuing inequity of the Survivor Benefit Plan/Dependency and Indemnity Compensation (SBP/DIC) offset for military spouses who choose not to remarry. We suggested several ways to attract new auxiliary members to chapters, including program variety that appeals to all age groups, organizing activities such as trips to local points of interest that include auxiliary members, and supporting mean-ingful projects that serve the needs of military families and engage younger auxiliary members.

Because the SBP/DIC offset was the biggest concern, the AMAC has chosen it as its next national project. Congress has acknowledged the gross inequity that allows spouses age 57 or older who remarry to retain the benefits their late spouses earned but forces un-remarried spouses continue to have their SPB annuities reduced dollar-for-dollar by receipt of DIC pay-ments. SBP is income insurance purchased by the military retiree through monthly payments over a period of years. The AMAC will plan and execute a campaign to build support for eliminating the offset. We need help to launch a well-organized plan in early 2013. Please email ideas to your AMAC representative or to [email protected].

As auxiliary members, we need to commit to do all that we can to promote MOAA’s goals and issues in our chapters and communities. Together, we also can persuade Congress to eliminate the SBP/DIC offset.

THE OBAMACARE TAX VERSUS THE TRICARE FOR LIFE FEE:

According to Fact Check of the Annenburg Project, the taxes (as stipulated by the Su-preme Court) below would apply to those who choose not to buy private insurance:

"The minimum amount — per person — will be $695 once the tax is fully phased in. But it will be less to start. The minimum penalty per person will start at $95 in 2014, the first year that the law will require individu-als to obtain coverage. And it will rise to $325 the following year.

Starting in 2017, the minimum tax per person will rise each year with inflation. And for children 18 and under, the mini-mum per-person tax is half of that for adults.

However, the minimum amount per family is capped at tri-ple the per-person tax, no matter how many individuals are in the taxpayer’s household. So, for example, a couple with one child over 18 (or two children age 18 or under), and no coverage, would pay a minimum of $285 in 2014, $975 in 2015 and $2,085 in 2016. And that would be the minimum no matter how many uninsured dependents a taxpayer has.

The tax would be more for persons with higher taxable in-comes. When phased in, it will be 2.5 percent of household income that exceeds the income threshold for filing a tax return. For 2011, those thresholds were $9,500 for a single person under age 65, and $19,000 for a married person filing jointly with a spouse. So, to give a rough calculation, a couple with $100,000 of income might pay a tax of $2,025 if they choose to go without coverage.

But the penalty can never exceed the cost of the national average premiums for the lowest-cost “bronze” plans being offered through the new insurance exchanges called for under the law. We have no way of knowing what that aver-age rate might turn out to be in 2014, but there is reason to think it could be quite high. For example, the total cost of a basic Government Employees Health Association plan cur-rently offered through the Federal Employee Health Benefit program (the model for the state insurance exchanges) to-tals $9,459 per year for a family plan, and $4,159 for indi-vidual coverage."

Note: CBO, Jan. 11, 2010: Overall, CBO estimates that premiums for Bronze plans purchased individually in 2016 would probably average between $4,500 and $5,000 for single policies and between $12,000 and $12,500 for family policies.

The tables below have been previously published in the Beacon. But given the Administrations threat to veto the Defense Bill if the fees are not included in the Bill I have repeated them here. As noted above, Fact Check provided an analysis of the cost of Obamacare for those who choose not to buy private insurance. It is confusing even to those who know the system...and I confess that confusion in-cludes me. As I understand it, the Administration is recom-mending fees on TRICARE for those under the age of 65, whose retired pay is over $45,179 of approximately 300% over a five year period. And for those over the age of 65 fees on TRICARE for Life would be a 475% increase for the same period with the same pay.

who died on active duty would be exempt from fee increase. 2) The only impact proposed in the budget for ADFMs would be for prescription co-pays, the Standard enrollment fee and deductibles proposed are for retirees under age 65 only, not ADFMs.

The Affordable Care Act (Obamacare) is an oxymoron be-cause as the cost of health increases by 10 percent, the cost of health insurance is a silent, $1,600 tax on every American family, healthy or sick. That is the true cost of the “Affordable Care Act.” It will make health insurance even less affordable for people who are just getting by today and will lead to the fulfillment of Obama's personal objective of a "single payer" or complete government takeover of health care in the United States.

Whether TRICARE and TRICARE for Life survive is a mat-ter of both debate and concern given that military medicine is vital to the success of the active force and heretofore was an earned benefit for retirees.

Implications of Force Reductions

Since the end of WWII, the United States has deployed sig-nificant forces around the world. Some were relatively per-manent such as in Japan and Germany and others were temporary such as during a military operation that was fo-cused on a specific task or objective. For about fifty years the singular underlying purpose was to counterbalance the 1500 Square Mile Per year expansion of the Soviet Union. Its' was an ideologically driven expansion when combined with Communist Chinese hegemony translated into one of the most repressive eras in the world's history.

It is not the purpose to recite history here, but it is significant that this Administration's focus is to reduce military expendi-tures to the absolute minimum and intentionally or other-wise, limit the nation's ability to protect both its general and vital interests wherever and whenever those interests are affected.

The interests include among others: the free flow of interna-tional commerce, enforcement of mutual security treaties, humanitarian and relief operations and military contingency operations undertaken to protect U.S. property or vital inter-ests, the last of which would be to keep open vital oceanic passageways and air routes.

Teddy Roosevelt and the Marine Corps had it right. Teddy's was, "Walk softly and carry a big stick," and the Corps' is, "Nobody is looking for a fight, but somebody has to know how."

As I see it, the Administration's "Pivot" back to the Far East is intended to tell the Muslim world that the U.S. is backing out of their realm of influence, while signaling China that the U.S. has continuing interests in that region of world. This may be debatable, but what is not debatable is that without highly trained and well equipped forces, the ability of the U.S. to control its own destiny becomes increasingly ques-tionable.

Do Not Resuscitate Order

As set forth in Rule 64J-2 of the Florida Administrative Code, a Do Not Resuscitate Order (DNRO) is a form or patient identification device developed by the Florida Department of Health to identify people who do not wish to be resuscitated in the event of respiratory or cardiac arrest. Most importantly, the form must be printed on yellow paper in order to be legally valid. EMS and medi-cal personnel are only required to honor the form if it is printed on yellow paper. The shade of yellow is not im-portant as long as the form is printed on some shade of yellow paper. Health care facilities may honor the yellow form, but they may also honor their own internal forms.

Do not Resuscitate Order forms are generally used by someone who is suffering from a terminal condition, end stage condition or is in a persistent vegetative state. If you are not sure if a DNRO would be appropriate for you, or you would like additional information, it is best to consult your physician as well as an attorney.

What is the difference between a living will and a DNRO? A DNRO deals specifically with the refusal of cardiopulmonary resuscitation in the event of cardiac or pulmonary arrest. It is a physician’s order, signed and dated. Living wills, or any advance directive, deal with a broader spectrum of end of life related issues. Any com-petent person can fill out a living will at any time. A DNRO is a physician’s order to withhold or withdraw re-suscitation if a patient goes into cardiac or pulmonary arrest. It is part of the prescribed medical treatment plan and must have a physician’s signature.

Pursuant to Florida law, the DNRO is honored in most health care settings, including hospices, adult family care homes, assisted living facilities, emergency depart-ments, nursing homes, home health agencies and in hospitals. Florida law further provides that health care providers employed in these health care settings may withhold or withdraw cardiopulmonary resuscitation if presented with a DNRO and be immune from criminal prosecution or civil liability. The form can be revoked at any time either orally or in writing, by physical destruc-tion, by failure to present it, or by orally expressing a contrary intent by the patient or the patient’s health care surrogate. Only those that signed the form (patient or health care surrogate) may revoke the form.

PMOAA BOARD OF DIRECTORS MEETING 25 September 2012

President Milheim called the meeting to order at 1530 at Azalea Trace with the following members present: CDR Milheim, CPT Schneider, CAPT Walsh, RADM Engel, LCDR Beeby, MAJ Werner, CDR VonLorenz, LTC Kuklish and Legislative Chair, Col Pappas. Members absent: LtCol Limbach, Maj Fitzgerald, and CAPT Thompson.

A motion was made by CDR VonLorenz, seconded by MAJ Werner that the 21 August minutes be approved as written. Motion carried.

Treasurer Report: CAPT Walsh presented the treasurer report indicating there is $325.00 in the scholarship fund. The proposed budget was discussed and amounts were decided for donations to USO and support of JROTC units. A motion was made by CPT Schneider, seconded by LTC Kuklish that the proposed budget be approved. Motion carried.

COMMITTEE REPORTS Legislative: Col Pappas stated not a whole lot is going on at the present time due to the ongoing campaigning. He briefly discussed the items he will cover in the October Beacon and asked for additional suggestions from board members – TRICARE fees were of great interest. Membership: CPT Schneider reported that 654 emails went out to recruit new members with one return to date. In October, MOAA will have a cover wrap to again recruit new members. All members are encouraged to recruit new members. CPT Schneider will visit UWF ROTC unit to sign up 17 juniors. Survivor Assistance: RADM Engel expressed sympathy in the loss of Captain Dick Thomas. CAPT Mayer will have an article in the October Beacon regarding Florida laws in Do Not Resuscitate Orders. This committee is now down to only 2 members and help is desperately needed. If anyone is interested, please contact Captain Mayer. Captain Mayer’s phone number and email ad-dress will be published in all future editions of the Beacon. Hospital Liaison: No report. Scholarship Committee: Members who have sugges-tions regarding the essay topic for the 2013 scholarship awards are encouraged to contact Captain Frazier.

OLD BUSINESS Nominating Committee: Captain Herman and Captain Frazier submitted the following names for consideration for Board members to replace LCDR Beeby and CDR VonLorenz: CAPT Timberlake, Major Booten and Maj Sanders. Since only 2 new members are needed for 2013, a motion was made by CDR Milheim that he contact Captain Timberlake and hold his nomination in abeyance until 2014 when 3 new directors will need to be replaced. I was elected president of the Lacrosse Club and am currently organizing the team in our pre-season. I have also been on the executive board for Phi Sigma Kappa, during which we earned the highest GPA, most community ser-vice hours, and won the overall best fraternity on cam-pus. Recently I was accepted into Omicron Delta Kappa leadership honor society, and while I have yet to prove myself as a leader in this particular group, my record of being helpful and leading when needed speak for itself.

Stetson University has become somewhat of a second home for me, as the small private campus allows me to know many of my fellow students and truly make memo-ries and learn lessons I will cherish for a life time. I have know that working hard would give me the opportunity to succeed, but to truly thrive and mature during my college life, I am blessed to be able to count on the support of family, friends and those willing to create and fund schol-arships. who died on active duty would be exempt from fee increase. 2) The only impact proposed in the budget for ADFMs would be for prescription co-pays, the Standard enrollment fee and deductibles proposed are for retirees under age 65 only, not ADFMs.

The Affordable Care Act (Obamacare) is an oxymoron be-cause as the cost of health increases by 10 percent, the cost of health insurance is a silent, $1,600 tax on every American family, healthy or sick. That is the true cost of the “Affordable Care Act.” It will make health insurance even less affordable for people who are just getting by today and will lead to the fulfillment of Obama's personal objective of a "single payer" or complete government takeover of health care in the United States.

Whether TRICARE and TRICARE for Life survive is a mat-ter of both debate and concern given that military medicine is vital to the success of the active force and heretofore was an earned benefit for retirees.

Implications of Force Reductions

Since the end of WWII, the United States has deployed sig-nificant forces around the world. Some were relatively per-manent such as in Japan and Germany and others were temporary such as during a military operation that was fo-cused on a specific task or objective. For about fifty years the singular underlying purpose was to counterbalance the 1500 Square Mile Per year expansion of the Soviet Union. Its' was an ideologically driven expansion when combined with Communist Chinese hegemony translated into one of the most repressive eras in the world's history.

It is not the purpose to recite history here, but it is significant that this Administration's focus is to reduce military expendi-tures to the absolute minimum and intentionally or other-wise, limit the nation's ability to protect both its general and vital interests wherever and whenever those interests are affected.

The interests include among others: the free flow of interna-tional commerce, enforcement of mutual security treaties, humanitarian and relief operations and military contingency operations undertaken to protect U.S. property or vital inter-ests, the last of which would be to keep open vital oceanic passageways and air routes.

Teddy Roosevelt and the Marine Corps had it right. Teddy's was, "Walk softly and carry a big stick," and the Corps' is, "Nobody is looking for a fight, but somebody has to know how."

As I see it, the Administration's "Pivot" back to the Far East is intended to tell the Muslim world that the U.S. is backing out of their realm of influence, while signaling China that the U.S. has continuing interests in that region of world. This may be debatable, but what is not debatable is that without highly trained and well equipped forces, the ability of the U.S. to control its own destiny becomes increasingly ques-tionable.

Do Not Resuscitate Order

As set forth in Rule 64J-2 of the Florida Administrative Code, a Do Not Resuscitate Order (DNRO) is a form or patient identification device developed by the Florida Department of Health to identify people who do not wish to be resuscitated in the event of respiratory or cardiac arrest. Most importantly, the form must be printed on yellow paper in order to be legally valid. EMS and medi-cal personnel are only required to honor the form if it is printed on yellow paper. The shade of yellow is not im-portant as long as the form is printed on some shade of yellow paper. Health care facilities may honor the yellow form, but they may also honor their own internal forms.

Do not Resuscitate Order forms are generally used by someone who is suffering from a terminal condition, end stage condition or is in a persistent vegetative state. If you are not sure if a DNRO would be appropriate for you, or you would like additional information, it is best to consult your physician as well as an attorney.

What is the difference between a living will and a DNRO? A DNRO deals specifically with the refusal of cardiopulmonary resuscitation in the event of cardiac or pulmonary arrest. It is a physician’s order, signed and dated. Living wills, or any advance directive, deal with a broader spectrum of end of life related issues. Any com-petent person can fill out a living will at any time. A DNRO is a physician’s order to withhold or withdraw re-suscitation if a patient goes into cardiac or pulmonary arrest. It is part of the prescribed medical treatment plan and must have a physician’s signature.

Pursuant to Florida law, the DNRO is honored in most health care settings, including hospices, adult family care homes, assisted living facilities, emergency depart-ments, nursing homes, home health agencies and in hospitals. Florida law further provides that health care providers employed in these health care settings may withhold or withdraw cardiopulmonary resuscitation if presented with a DNRO and be immune from criminal prosecution or civil liability. The form can be revoked at any time either orally or in writing, by physical destruc-tion, by failure to present it, or by orally expressing a contrary intent by the patient or the patient’s health care surrogate. Only those that signed the form (patient or health care surrogate) may revoke the form.

PMOAA BOARD OF DIRECTORS MEETING 25 September 2012

President Milheim called the meeting to order at 1530 at Azalea Trace with the following members present: CDR Milheim, CPT Schneider, CAPT Walsh, RADM Engel, LCDR Beeby, MAJ Werner, CDR VonLorenz, LTC Kuklish and Legislative Chair, Col Pappas. Members absent: LtCol Limbach, Maj Fitzgerald, and CAPT Thompson.

A motion was made by CDR VonLorenz, seconded by MAJ Werner that the 21 August minutes be approved as written. Motion carried.

Treasurer Report: CAPT Walsh presented the treasurer report indicating there is $325.00 in the scholarship fund. The proposed budget was discussed and amounts were decided for donations to USO and support of JROTC units. A motion was made by CPT Schneider, seconded by LTC Kuklish that the proposed budget be approved. Motion carried.

COMMITTEE REPORTS Legislative: Col Pappas stated not a whole lot is going on at the present time due to the ongoing campaigning. He briefly discussed the items he will cover in the October Beacon and asked for additional suggestions from board members – TRICARE fees were of great interest. Membership: CPT Schneider reported that 654 emails went out to recruit new members with one return to date. In October, MOAA will have a cover wrap to again recruit new members. All members are encouraged to recruit new members. CPT Schneider will visit UWF ROTC unit to sign up 17 juniors. Survivor Assistance: RADM Engel expressed sympathy in the loss of Captain Dick Thomas. CAPT Mayer will have an article in the October Beacon regarding Florida laws in Do Not Resuscitate Orders. This committee is now down to only 2 members and help is desperately needed. AUXILIARY CORNER- New Frontiers

Auxiliary members have a reason to celebrate this year. Ten years ago, MOAA formed a study group to look at auxiliary issues and how MOAA could better meet the needs of this important membership group. Soon after, the Auxiliary Mem-ber Advisory Committee (AMAC) was formed, and auxiliary liaisons were appointed in many chapters. Today, 116 auxilia-ry liaisons are serving as chapter leaders, and 15 are part of council leadership teams. You have chosen to continue your spouse’s dedication, service, and loyalty to this country. You’ve supported military families, planned events, managed projects, raised funds, and given comfort and help to other military spouses who have suffered the same loss as you. You have advocated maintaining and improving the benefits prom-ised to servicemembers. Now MOAA’s membership has voted on a proposed bylaw change, granting the vote on national MOAA issues to auxiliary members and allowing auxiliary members to serve on MOAA’s board of directors. Results will be announced in late October, but we anticipate member sup-port for this initiative. (PMOAA Bylaws state that auxiliary members are eligible to vote and/or hold office in PMOAA.)

Earlier in 2012, we told you about four areas of concern re-garding auxiliary members. They are low attendance at chap-ter events, an aging population, difficulty in recruiting new members, and the continuing inequity of the Survivor Benefit Plan/Dependency and Indemnity Compensation (SBP/DIC) offset for military spouses who choose not to remarry. We suggested several ways to attract new auxiliary members to chapters, including program variety that appeals to all age groups, organizing activities such as trips to local points of interest that include auxiliary members, and supporting mean-ingful projects that serve the needs of military families and engage younger auxiliary members.

Because the SBP/DIC offset was the biggest concern, the AMAC has chosen it as its next national project. Congress has acknowledged the gross inequity that allows spouses age 57 or older who remarry to retain the benefits their late spouses earned but forces un-remarried spouses continue to have their SPB annuities reduced dollar-for-dollar by receipt of DIC pay-ments. SBP is income insurance purchased by the military retiree through monthly payments over a period of years. The AMAC will plan and execute a campaign to build support for eliminating the offset. We need help to launch a well-organized plan in early 2013. Please email ideas to your AMAC representative or to [email protected].

As auxiliary members, we need to commit to do all that we can to promote MOAA’s goals and issues in our chapters and communities. Together, we also can persuade Congress to eliminate the SBP/DIC offset.

THE OBAMACARE TAX VERSUS THE TRICARE FOR LIFE FEE:

According to Fact Check of the Annenburg Project, the taxes (as stipulated by the Su-preme Court) below would apply to those who choose not to buy private insurance:

"The minimum amount — per person — will be $695 once the tax is fully phased in. But it will be less to start. The minimum penalty per person will start at $95 in 2014, the first year that the law will require individu-als to obtain coverage. And it will rise to $325 the following year.

Starting in 2017, the minimum tax per person will rise each year with inflation. And for children 18 and under, the mini-mum per-person tax is half of that for adults.

However, the minimum amount per family is capped at tri-ple the per-person tax, no matter how many individuals are in the taxpayer’s household. So, for example, a couple with one child over 18 (or two children age 18 or under), and no coverage, would pay a minimum of $285 in 2014, $975 in 2015 and $2,085 in 2016. And that would be the minimum no matter how many uninsured dependents a taxpayer has.

The tax would be more for persons with higher taxable in-comes. When phased in, it will be 2.5 percent of household income that exceeds the income threshold for filing a tax return. For 2011, those thresholds were $9,500 for a single person under age 65, and $19,000 for a married person filing jointly with a spouse. So, to give a rough calculation, a couple with $100,000 of income might pay a tax of $2,025 if they choose to go without coverage.

But the penalty can never exceed the cost of the national average premiums for the lowest-cost “bronze” plans being offered through the new insurance exchanges called for under the law. We have no way of knowing what that aver-age rate might turn out to be in 2014, but there is reason to think it could be quite high. For example, the total cost of a basic Government Employees Health Association plan cur-rently offered through the Federal Employee Health Benefit program (the model for the state insurance exchanges) to-tals $9,459 per year for a family plan, and $4,159 for indi-vidual coverage."

Note: CBO, Jan. 11, 2010: Overall, CBO estimates that premiums for Bronze plans purchased individually in 2016 would probably average between $4,500 and $5,000 for single policies and between $12,000 and $12,500 for family policies.

The tables below have been previously published in the Beacon. But given the Administrations threat to veto the Defense Bill if the fees are not included in the Bill I have repeated them here. As noted above, Fact Check provided an analysis of the cost of Obamacare for those who choose not to buy private insurance. It is confusing even to those who know the system...and I confess that confusion in-cludes me. As I understand it, the Administration is recom-mending fees on TRICARE for those under the age of 65, whose retired pay is over $45,179 of approximately 300% over a five year period. And for those over the age of 65 fees on TRICARE for Life would be a 475% increase for the same period with the same pay.

PRESIDENT’S CORNER

This month I will have the pleasure of sending letters to the 8 JROTC Units in our area to offer them an opportunity to acquire needed items for their High School Units. This is done every year and the schools include: Gulf Shores, Foley, Pine Forest, Pensacola, Northview, James M. Tate, Escambia, and Booker T. Washington.

Our PMOAA nominating committee has present-ed the following proposed members to replace retiring Board Members CDR James Von Lo-renz, USN and LCDR Francis Beeby, USN. The nominees are: LtCol Alan Sanders, USMC and MAJ Charles Booten, USAF. Voting for board member replacements will take place at the 15 November business meeting. Nominations will be taken from the floor. If you want to make a nomination, please make sure you have dis-cussed it and received approval from the mem-ber you are nominating. An absentee ballot is included in this edition of the Beacon for those unable to attend the November meeting. I ex-tend my deepest thanks to Captain Harry Her-man and Captain Jim Frazier for acting as our nominating committee this year.

The September luncheon held at the Pensacola Yacht Club was attended by over 45 members, more than twice the attendance of September 2011! We were all awarded an excellent presen-tation by Captain Maureen Padden, MC, USN, the Commanding Officer of Naval Hospital Pen-sacola. Captain Padden provided all with details of her past assignments and many insights into the future of Navy Medicine.

Our October Veterans Day luncheon will be a held in Seville Quarter at Heritage Hall. Our guest speaker is Mr. Jerry Maygarden. Mr. Maygarden was a Pensacola City Councilman from 1985 to 1992, Mayor pro tempore from 1989 to 1991, the Pensacola city mayor from 1991 to 1994, and member of the Florida House of Representatives, 2nd district, from 1994 to 2002. He served in the United States Navy and
