JNET Mission To provide highly-available, secure, and accurate data and integraon services to Pennsylvanias criminal jusce and public safety communies. The Pennsylvania Jusce Network (JNET), an office within the Pennsylvania Office of Administraon, Office of Informaon Technology, Public Safety Delivery Center, provides a common online environment for authorized users to access public safety and criminal jusce informaon. This crical informaon comes from various contribung municipal, county, state and federal agencies. Informaon available on JNET is protected by policy, advanced authencaon, secure connecvity and role-based entlements. JNET serves its customers through both portal and messaging services. One-me data entry has improved the effecveness of parcipang agencies and has significantly improved data accuracy throughout the commonwealth's criminal jusce system. Informaon entered into a records management system at the onset of an invesgaon can now follow the offender through the criminal jusce system from beginning to end. As offenders pass through the gateway of jusce all the way to post- sentencing supervision, offender informaon flows with the offender's progression. JNET Vision To be the data integration innovation leader for Pennsylvania’s criminal justice and

public safety communities.

JNET Mission To provide highly-available, secure, and accurate data and integration services to

Pennsylvania’s criminal justice and public safety communities.

The Pennsylvania Justice Network (JNET), an office within the Pennsylvania

Office of Administration, Office of Information Technology, Public Safety Delivery Center,

provides a common online environment for authorized users to access public safety and

criminal justice information. This critical information comes from various contributing

municipal, county, state and federal agencies. Information available on JNET is protected

by policy, advanced authentication, secure connectivity and role-based entitlements.

JNET serves its customers through both portal and messaging services.

One-time data entry has improved the effectiveness of participating agencies and has

significantly improved data accuracy throughout the commonwealth's criminal justice

system. Information entered into a records management system at the onset of an

investigation can now follow the offender through the criminal justice system from

beginning to end. As offenders pass through the gateway of justice all the way to post-

sentencing supervision, offender information flows with the offender's progression.

JNET Portal

The JNET portal is a secure mobile-friendly website that provides authorized users

access to criminal justice data through 39 applications. Highlights include:

PennDOT Records includes driver photos, demographics, certified driving records

and vehicle registrations.

Traffic Stop provides driver and vehicle information combined with information on

active warrants and hot file information.

Warrant Search returns warrant results from PA State Police, the National Crime

Information Center, PA courts and domestic relations and child support warrants.

Warrant Correction increases the acceptance of warrants in state and federal

repositories by allowing users to correct rejected warrants assigned to their agency.

Federated Search returns data from several justice agency sources including courts,

county prison and probation, state corrections and probation, sentencing guidelines,

booking information and criminal history.

Unified Judicial System Portal gives JNET users the ability to access important case,

court, participant and warrant information not available to the public.

Commonwealth Photo Imaging Network (WebCPIN) is used to create photo

lineups, perform investigative searches and print wanted/missing person posters.

PSP CLEAN PortalXL provides online access to PSP CLEAN including PA SORT (Sex

Offender Registration Tool), NCIC, National Law Enforcement Telecommunications

System (NLETS) and the Interstate Identifications Index (III) records.

Overdose Information Network allows law enforcement to submit and track

overdoses, naloxone administration and identifiable drug markings.

PA Chiefs of Police Association Facial Recognition users can compare an unknown

suspect’s image to over 35 million images from several databases including arrest

photos, corrections, probation and PennDOT.

JNET Messaging

JNET’s robust service oriented architecture supports data exchanges, event services and

notifications between local, state and federal criminal justice agencies. JNET’s flexibility

ensures that electronic record exchanges meet the specific business needs of its criminal

justice partners.

Examples of JNET messaging events or topics include: arrests, warrants, photographs,

court case events (case initiation, case bind-over, case disposition), address changes,

county or state jail admissions or releases, and Megan’s Law status updates. JNET users

can subscribe to notifications related to those events as well.

JNET notification services allow agencies or individuals to subscribe to customized events

to meet their specific business need. Whether it is a probation officer supervising active

clients or a police detective monitoring outstanding warrants, JNET notification services

can be customized to ensure that the right information is provided to the right person at

the right time.

who, in the past, have gotten away on violations due to the PO being

unaware of new offenses. Notifications provide real time updates so

agents can be proactive, which results in increased prosecution and

enhanced public safety.”
