ThePennsylvaniaAdoptionExchangehasbeenhelpingchildren,youthandfamiliesfindconnectionsfor33years.Therearemanychildrenwhoarestillwaitingfortheirforeverfamilies.Manyofthesechildrenandyouthhavespecialcircumstances,whetheritistheirage,beingpartofasiblinggrouporhavingaphysicaloremotionaldisability.Regardlessofthechallengestheyface,everychilddeservesafamilytocalltheirown.

Ithasbeensaidthatchildrenaretheworld’smostvaluableresourceandbesthopeforthefuture .

Statewide Adoption and Permanency Network, SWANTheStatewideAdoptionandPermanencyNetworkworkstofindapermanenthomeforchildreninPennsylvania’sfostercaresystem.Thenetworkisrecognizednationallyforitsaccomplishmentsinhelpingthesechildrenfindfamilies.

SWANhelpsimplementthepermanencyprocessbycoordinatingtheworkofthevariousprofessionalswhohelpfosterchildrenfindpermanenthomes.ThenetworkisledbytheDepartmentofPublicWelfare,DPW,andiscomposedof:aprimecontractor;countychildrenandyouthagencies;publicandprivatechildwelfareagencies;organizations;advocates;attorneys;familycourt;foster,kinship,permanentlegalcustodianshipandadoptiveparents;andotherswhorecognizethatallchildrenneedanddeservepermanentloving homes .

Pennsylvania Adoption Exchange, PAEThePennsylvaniaAdoptionExchange,establishedin1979,hasplayedakeyroleinPennsylvania’sadoptionsystemforthepast33years.PAEprovidesadoptionmatchingservicesforchildren:

• Whoarelegallyfreefor90daysandhavenoreportofintenttoadoptfiled;and

• Forwhomterminationofparentalrightsisbeingpursued.

ServicesprovidedbyPAEincluderegisteringchildren and families in the database so electronicmatchingcanbeperformed,referringpotentialmatchestothechild’sandthefamily’sagenciesandprovidingtrainingforworkersandfamiliesatSWAN/IndependentLivingquarterlymeetingsandconferences .

ThechildrenservedbyPAEoftenfacechallenges,suchasahistoryofabuseandneglect,ahistoryofmultipleplacements,drugandalcoholexposure,specialeducationneeds,emotionaldisturbance,intellectualdisability,specialmedicalcare,physical

disabilityandrunawayhistory.Thesechildrenoften face more than one of these challenges .

Thedatacontainedinthisreportreflectsinformation about the children and families servedbyPAEfromJan.1,2012throughDec.31,2012.

Infederalfiscalyear2011-2012,Pennsylvaniafinalized1,881adoptions.Ofthesefinalizations,1,020werechildrenregisteredwithPAE.

NotallchildrenwhoareadoptedrequirePAE’sservices .

Registering Children and Families

PAEacceptsregistrationofwaitingchildrenfromPennsylvania’scountychildrenandyouthagenciesandfromprivateadoptionagencies.PAEalsoacceptsregistrationsfromagency-approvedadoptivefamilies,regardlessofthestatewheretheadoptivefamilylives.ThispolicyhelpsPennsylvaniameettheAdoptionandSafeFamilyActrequirementstoeliminateallgeographicboundariesthatmayhinderpermanencyforachild.SWANpolicyrequiresthatallwaitingfamilieswhoreceivefamilyprofilespaidbytheprimecontractorberegisteredwithPAEtomaximizetheopportunityforthesewaitingchildrentofindafamily.Databasesearchesforwaitingchildrenand families are conducted regularly to also maximizeplacementopportunities.

ReferralsforWaitingChildren

PAEmakesreferralsforpotentialmatchesforPennsylvania’swaitingchildrenwithregisteredfamilies.Usingdemographicandbehavioralcharacteristics,computer-suggested“matches”betweenregisteredchildrenandfamiliesareforwardedtotheirrespectiveagencies.TelephoneandInternetinquiriesreceivedfromfamiliesoradoptioncaseworkersaboutspecificchildrenorfamiliesarealsoforwardedtotheappropriateagencyforpotentialmatchingconsiderations.

TrainingandRecruitmentatSWAN/IndependentLivingQuarterlyMeetings and Conferences

PAEprovideseducationandtrainingtopermanencyprofessionalsatSWAN/IndependentLivingquarterlymeetingsandtheSWAN/IndependentLivingAnnualPermanencyConference.PAE’strainingandrecruitmentinitiativesinclude:

• ProvidingmonthlyreviewsofwaitingchildrenwithSWANcountycontactsandquarterlyreviewsofallrecruitmenteffortswiththechild’scountycaseworker;

• Providingsemi-annualonsitereviewsofallchildrenwithagoalofadoption;

• Assistingagenciestodeveloprecruitmenttools,suchaspostersandthoroughchildbiographieswithhighqualityphotos;

• Assistingwithcomputersearchesforsuggestedmatches;

• Providingchildren’spostersforlocalcommunityrecruitment;

• ContributingarticlestotheSWAN/IndependentLiving(IL)Network News and thePennsylvaniaStateResourceFamilyAssociation’snewsletter;

• ShowcasingwaitingchildrenonthePAEwebsite,www.adoptpakids.org;

• Providingphoto-listingbooksofPennsylvania’swaitingchildrentomorethan170agencies;

• Facilitatingtelevisionfilmingofwaitingchildrenonlocalstations;

• FacilitatingmatchingeventsatthesummerandwinterSWAN/ILstatewidemeetings;and

• Assistingagencieswithlocalrecruitmentefforts .

Adoption Medical History Registry, AMHRPennsylvaniawasthefirststateinthenationtoallowbirthparentstovoluntarilysubmitimportantgeneticandothermedicallyrelevantinformationtoadopteesbornwithinthestate.TheAMHRwascreatedin1997tomeetamendmentstotheadoptionlawenactedbyAct76of1995,P.L.685.ThefocusoftheAMHRwasonbirthparentswhogavebirthinPennsylvaniaandthenrelinquishachildforadoptionandPennsylvania-bornadoptees.TheAMHRreleasedmedicalhistoryinformationconfidentially;itdidnotreleaseidentifyinginformationofthebirthparentortheadoptee.

Pennsylvania Adoption Information Registry, PAIROnOct.27,2010,SenateBill1360wassignedintolaw.ThisamendmenttotheAdoptionAct,knownasAct101of2010,wentintoeffectonApril25,2011.Act101of2010willhavefar-reachingeffectsontheabilityofadopteestomaintainlifelongconnectionswiththeirbiologicalfamilyandtohaveaccesstoinformationwhenappropriateauthorizationsareonfilethatmaynothavebeenreadilyavailableinthepast.Act101of2010establishesthePennsylvaniaAdoptionInformationRegistry,PAIR,astatewideinformationregistryforrecordsanddocumentsassociatedwithalladoptionsfinalizedorregisteredinPennsylvania.PAIRallowsadopteesandbirthparentstoregisterinformation about themselves so children canbetterunderstandtheirownpastanditspotentialimpactontheirlivesandthelivesoftheirdescendents.TheDepartmentofPublicWelfaredevelopedproceduresandformsforbirthparentsandadopteestoregisterwiththePAIRandallowsthemtospecifyifidentifyingornon-identifyinginformationmaybe released .

PAIRexpandstheregistrationandsearchcapabilitiesofthoseimpactedbytheadoption.Siblings,ifbothareover21,may register and search for each other . Descendantsofdeceasedadopteesmayregisterandsearch.Forchildrenunder18yearsold,anadoptiveparentorlegalguardianmaysearchonbehalfoftheadoptee.Allagenciesinvolvedinthefinalizationofachildare required to register medical and social informationwithPAIR(effectiveApril25,2011).UnlikeAMHR,bothidentifyingand non-identifyinginformationmaybereleasedwiththeproperlysignedformsbybothadopteeandfamily.

PAIRreplacestheAMHR.AllinformationoriginallyobtainedthroughtheAMHRisnowmaintainedandincorporatedintoPAIR.

2012 AMHR Statistical Information (Jan. 1, 2012 - Dec. 31, 2012):

• 4newbirthparentsregisteredin2012;

• 767birthparentshaveregisteredsince1997;

• 28newadopteesregisteredandinquiredaboutmedicalhistoryin2012;

• 2,612adopteeshaveregisteredsince1997.

2012 PAIR Statistical Information (July 1, 2012 - Dec. 31, 2012):

• 84newbirthfamiliesregisteredwithPAIR;

• 93newadopteesregisteredandinquiredaboutPAIR;

• 26birthfamilyrequestswereregisteredwithPAIR;

• 176adopteerequestswereregisteredwithPAIR;

• 1,581adopteeswereregisteredbyagencieswithPAIR.

Resource Family Registry, RFRThedepartmentisrequiredtomaintainaResourceFamilyRegistryinwhichallfoster,formalkinshipandadoptiveparentapplicantsmustberegistered.Currently,supportfortheRFRisprovidedbytheStatewideAdoptionandPermanencyNetwork’sprimecontractwithDiakonLutheranSocialMinistriesinpartnershipwithFamilyDesignResources.Atotalof58,229applicantshavebeenregisteredwiththeRFR.Ofthattotal,16,117appliedforadoption,42,166appliedforfostercareand14,418appliedforformalkinshipcare.TheOfficeofChildren,YouthandFamiliesBulletin#00-03-03,KinshipCarePolicy,definesFormalKinshipCareas:Thefull-timenurturingandprotectionofachildwhoisseparatedfromhisparentsandplacedinthehomeofacaregiverwhohasanexistingrelationshipwiththechildand/orthechild’sfamily.Theexistingrelationshipinvolvesoneofthefollowingcharacteristics:

• Relativeofthechildthroughbloodormarriage;

• Godparentofthechildasrecognizedbyanorganizedchurch;

• Memberofthechild’stribalorganization;or

• Significantpositiverelationshipwiththechildorthechild’sfamily.

AswecontinuedtopromotetheconceptofresourcefamiliesinPennsylvania,wecontinuetoseeatrendthatfosterparentsaretheprimaryadoptersofchildrenintheircarewhobecomeavailableforadoption.

SWAN Helpline 1-800-585-7926 (SWAN)Thetoll-freeSWANHelpline,1-800-585-7926,beganin1996torespondtoinquiriesaboutadoption.Today,theSWANHelplineisacentralpathwayforSWAN’soutreacheffortstofamilies,oftenservingasthefirstpointofcontactforinquiringparentsandpotentialadoptiveandfosterfamilies.TheSWANHelplineaverages210callsperweek,withhighervolumesduringmediacampaigns.Callsarefieldedbyateamofinformationandpermanencyreferralspecialists.Inadditiontoansweringincomingcalls,thespecialistsalsomakefollow-upcallstofamilieswhohaverequestedadditionalsupportinthepermanencyprocess,providecallerswithinformationalSWANFamilyPacketsandmakereferrals to other agencies .

PAEcoordinatorsworkdirectlywiththechild’scaseworkertogetadditionaldetailsaboutthechildandthenreviewthatinformationwiththefamily . If the family remains interested in that childafterlearningtheadditionalinformation,PAEthennotifiesthechild’sworker.

CountycaseworkersandaffiliateagenciesarealsocriticaltothesuccessofPennsylvania’sSeamlessSystem,astheyroutinelyupdateinformation about the availability and status of children and families . Current information is keytokeeptheprocessmovingandtoassurethatin-depthinformationoneachchildisavailabletoapprovedfamilies.

Outreach Initiatives

Media Campaign 2012In2012,DPWranatargetedandstatewiderecruitmenttelevisioncampaign,atargetedradiocampaign,andprintandonlineadvertisementstoincreaseawarenessabouttheneedforfosterandadoptivefamilies.ThetargetedtelevisionmediacampaignairedonnetworktelevisionandcableinPhiladelphia,HarrisburgandPittsburghmediamarketsfromFeb.13toMarch25,2012andMay7to27,2012.Thestatewidetelevisionmediacampaignairedonnetworktelevisionandcable,rotatingeverytwoweeksthroughthemonthsofJuly,AugustandSeptember2012inallsixmajormediamarketsinPennsylvania,whichincludedPhiladelphia,Pittsburgh,Harrisburg,Wilkes-BarreScranton,JohnstownAltoona,andErie.

ThestatewideradiocampaignairedinWilliamsport,Altoona,Johnstown,ErieandStateCollegemediamarketsfromApril2-June17,2012.Wherepossible,theradiocampaigntargetedfaith-basedstations.AnonlinepaidwordsearchranstatewidefromJan.1,2012throughSept.30,2012onYahoo,Google,andMSNwebsites.FacebookandGoogleadvertisementsranApril30toJune30,2012andadvertisementsranonnewswebsites,including6ABC.com,HeraldStandard.com,InYork.com,LancasterOnline.com,Observer-Reporter.com,andPennLive.comfromJune11toJune30,2012.AnonlineradiocampaignthroughPandoraRadioranfromJuly1toSept.30,2012.

InNovember2012,inrecognitionofNationalAdoptionMonth,DPWissued31mini-grantstoprivateandpublicagenciesacrossPennsylvaniatosupportlocalfostercareandadoptionawarenessevents.Variousadoptionawarenesseventsandcelebrationswereheldacrossthecommonwealth,includingsuchthingsasadoptionfinalizationceremonies,matchingevents,skating,movienights,recognitionceremonies,festivals,andsportingevents.Toqualify,agencieshadtosubmitaproposalforreviewandapproval.

Inadditiontothemediacampaign,OCYF’smediacontractsincludesubcontractswiththreetelevisionstations,WHTMinHarrisburg,KDKAinPittsburgh,andWBREinWilkes-Barre.Allthreestationsrunwaitingchildsegmentsandtheirreportersparticipateinuniquechildinterviewsthatfeaturetheinterestsofthechild.ThesponsorshipsranfromFeb.6toSept.30,2012.
