Ward boundary review

Modified Ward boundaries for Cerberus, Nepean, Red Hill and Seawinds Wards will take effect at the Local Council Elections in October to ensure equitable representation for voters. Tootgarook will be transferred from Seawinds Ward to Nepean Ward and the rural northern part of Balnarring to be transferred from Cerberus Ward to Red Hill Ward. The thinly populated south-eastern corner of Rye will remain in the Red Hill Ward.

I’m proud of many projects including the new Leisure Centre, Youth Precinct and Men’s Shed. I also thank all those involved in supporting new planning controls to safeguard our amenity. Working with residents, volunteer and sporting groups everywhere for better facilities and services is what it’s all about.

Anne Shaw

The great volunteers we have, our CFA, lifesavers, service clubs and all those who support our young people through sport and activities. The Corner youth centre is fantastic and I’m really looking forward to the Pavillion at Citation. We’ve delivered some great projects in Briars with many more to come.

Andrew Dixon

The investment in the ward for such projects as new footpaths, new sporting facilities and ongoing works to make our roads safer gives me great pride. The Briars Ward has a great community and these improvements will only strengthen the pride I feel for making our community even better.

SEAWINDS

Graham Pittock

The work to futureproof the ward with projects such as the stabilisation of the Tassels Cove cliffs, the restoration of the community Soundshell in Rosebud and the works to improve accident blackspots on our roads including a $350k traffic management plan for Eastbourne Road. These projects will transform the ward into a safer place.

The Seawinds Ward community reflects a diversity of interests across its townships. I am very proud of how the residents of Seawinds are proactive in taking care of their community and work together to advocate and achieve the best outcomes that will benefit the people and amenity of the area.

The excitement of ‘Destination Rosebud’ which includes the revitalisation of the streetscape and the regional adventure playground at Jetty Rd; the national status Short Film Festival and the Labour Day Kite Festival and the iconic beaches from Safety Beach to Capel Sound which are a year-round source of relaxation.

We are proud that Council resolved to adopt an interim Design and Development Overlay (DDO) which will protect the low-scale character within the commercial area of Ocean Beach Road, Sorrento. Ocean Beach Road is under substantial development pressure and the proposed interim DDO will include a mandatory height control of three stories. The DDO gives force and effect to the previously adopted heritage study of all buildings along Ocean Beach Road. The interim DDO will provide protection of the area whilst Council progresses a permanent version of the DDO, to be placed on public exhibition in the coming months.

CERBERUS

I am particularly proud of the way that residents in the Cerberus Ward, local volunteer organisations and the Shire work collaboratively together to deal with crises (e.g. summer bushfires), develop strategies to deal with local issues (e.g. graffiti removal) and provide policy guidance for township beautification and planning (e.g. Hastings Town Centre Structure Plan).

WATSON

The community has rallied around since the devastating fire at Somerville Recreation & Community Centre and transitioned easily to using the temporary facilities at Eramosa Road West. There are some major projects to look forward to and after the elections with a new Councillor on board, there’ll be exciting times ahead.

The Red Hill Ward is the most diverse in the Shire with its farmlands, olive groves and vineyards together with premier tourist destinations, coastal and hinterland villages. The wards’ share of the Shire’s Capital Works budget has increased from 1.4% to 18.7% since 2014, resulting in significant community projects.

Advocacy in action

The Shire has secured a number of grants recently including: a $10,850 Crime Prevention Grant to expand the Shire’s Integrated Graffiti Prevention Program which encourages appropriate artistic expression ahead of vandalism through things like community murals; $10,000 from VicHealth’s Walk to School program to promote the uptake of active transport in getting kids to and from school; and $10,000 from Visit Victoria as a contribution to a ‘Careers in Tourism Industry’ promotional video.

Sense of place

This year’s Placemaking Grant recipients have been announced with 31 community projects benefiting from the funding. There are a range of innovative projects in the mix that aim to strengthen communities by improving places and spaces.

Some of the exciting projects include the setting up of community gardens which will enable access for all the community. Edible gardens are being created in preschools that will assist children’s learning of how vegetables and herbs are grown. Our neighbourhood houses are taking on a number of projects, including a start-up project of a mobile café that will provide training and local connections for participants.

Community groups will have the opportunity to apply for a shire Community Support Grant.

Arts & GallerySalon des Refusés

Mornington Peninsula Regional Gallery (MPRG) is again the exclusive Victorian venue for the ‘Salon des Refusés – the official alternative selection to the 2016 Archibald and Wynne Prizes’, 24 September – 20 November. Following the selection of the official prizes by the Art Gallery of New South Wales, S.H. Ervin Gallery selects works for the Salon in the great tradition of the French Salon des Refusés, which displayed refused works by Cézanne, Pissarro and Manet. Enjoy portraits of famous Australians and stunning landscapes painted by some of our most exciting artists. $7 adults, $4 concession, free entry for Senior card holders on Tuesdays during October.

Easels to women’s drawing group

Rosebud 3940 is an ongoing art group which provides women of all drawing abilities with a guided class that encourages both artistic and personal growth in a supportive environment. The group meets weekly for life drawing sessions at the Rosebud West Vern Wright Hall and until recently they were using very old easels prone to collapse mid-artwork! The Shire loaned the group 12 brand new hand-crafted easels, to be stored at the Rosebud West Hall and to be shared among other groups across the Southern Peninsula as needed. This fantastic group operates on very modest funding and donations. Police Point Artist in Residence

Archibald Prize-winning artist Euan Macleod generously donated six works to MPRG created during his May residency at the Shire’s artist’s cottage at Police Point. Juan Ford enjoyed a residency in June, where he further developed work for MPRG’s upcoming exhibition ‘Birds: Flight Paths in Australian Art’. Mornington

Delys Sargeant Age Friendly Awards

Nominations are now open for the second Delys Sargeant Age Friendly Awards. The Awards were introduced by us in collaboration with PACE (Peninsula Advisory Committee for Elders), in 2014 to recognise a local person, business, corporation or service that contributes to building a stronger local community for seniors who live, work or play on the Mornington Peninsula. Delys Sargeant (OAM) was the founding chair of PACE and was integral in shaping our current approach to supporting residents to age well.

About Aline BurgessCitizen of the Year

It was a pleasure to meet Aline Burgess, the winner of last year’s Mornington Peninsula Australia Day Citizen of the Year award. Aline is an extraordinary lady with an infectious laugh, huge smile, a love of literature quotes and an unwavering passion for helping carers and people with mental illness.

We caught up with her to ask her a few questions…

Congratulations on winning the award. How did you feel when you found out you’d won?

Quite overwhelmed actually; but proud to think the council recognised the challenges carers face daily. Our motto at the Peninsula Carer Council is ‘No carer should ever feel alone’ and we have an amazing team so I was really accepting it on behalf of them, as recognition of their work and I mean that quite sincerely.

You set up Peninsula Carer Council in 2004, can you tell us what made you take this step?

I was only a part of a very dedicated group of family and professional carers who set up the PCC. We have a son with a severe mental illness who spent 15 years in and out of psychiatric hospitals. They were the old psychiatric hospitals where the prognosis was that he would never be released. During the 1990s, as the world wide process of de-institutionalisation progressed, the big psychiatric hospitals were closed and he was allowed to come home. He attended the Peninsula Community Mental Health Service in Frankston where some very professional mental health workers contacted a few carers and asked the question “What can we do to help you?” That was the start of the Peninsula Carer Council. We started out as a small group where carers told their story, then we developed a steering committee and then we launched. Now we have 150 members on our books, we hold monthly support meetings, coffee mornings, we have a website, Facebook page and a 24/7 telephone answering service for people to contact us.

How has the mental health care system changed in your lifetime?

Our son had his first psychotic episode in 1980 where the psychiatrist who interviewed us at the hospital said “It is obvious it’s schizophrenia, the major cause of which is a dominant mother.” So it has changed a lot. Carers feel guilty enough without being told that the road we’ve taken or the decisions we’ve made at various times could have contributed to it.

What drives your dedication to help carers?

It’s basically a belief that everybody deserves some quality of life. I’ve worked a lot with refugees when I was Principal of Noble Park English Language School and I could see the magic that happens when people are cared for and given hope and love and that’s been my passion right through my life. As Atticus Finch says in To Kill a Mockingbird, “You never really understand a person until you consider things from his point of view...until you climb into his skin and walk around in it.” With mental illness you have to look past the mask and see the person behind. As a carer I’ve seen the tragedies that happen when people lose hope and are frustrated. At our Annual General Meeting in October there will be a conversation by Skype from a carer in London who has benefited from a program called Open Dialogue. The program was started in Finland in 1984 and quickly spread across Scandinavia and Europe. It’s built on respect and love and really listening. No diagnosis or heavy medication is given until the medical staff have really consulted with the family, carer and the person themselves so they can get the whole picture of each patient’s illness and lifestyle. No matter how serious the illness the patients and carers are treated with respect throughout the whole process, it’s just common sense.

Would you like to see this Open Dialogue program in Australia?

Yes, at our AGM we have a speaker from the Bouverie Centre. In the Peninsula Carer Council we “dream impossible dreams” and sometimes they become a reality. It would be great if the Open Dialogue program could be gradually introduced on the Mornington Peninsula. It would take time and increased resources but it would eventually be economically positive. There’s no reason to say it wouldn’t work in the whole country if we start off in a small way.

What motivates you to keep volunteering?

I really believe it’s important that the caring role is recognised and accepted in the community. I want all the carers to know the resources that are out there and I would love to see all the mental health services working together. I think great things happen when a community works together. Margaret Mead the anthropologist said “Never doubt that a small group of thoughtful committed citizens can change the world; indeed, it’s the only thing that ever has.” I speak at the Citizenship ceremonies and I just hope that people in the crowd might listen as one in five people in the community suffers from some form of mental illness and just about anyone in a general audience would know someone who suffers.

Who have you got to support you?

A husband, Ron who’s an absolute rock. Ron should share this award. And so should my oldest son Peter who has been a tremendous support. He always takes time to take multiple phone calls from my son and he’s always there when there’s a crisis. Also, of course I have the support of all the amazing members of the PCC and the support of many very dedicated professional Peninsula Health Mental Health workers.

What would be your advice to any carers out there?

I’d like them to be aware of the resources that are available to them and be involved. Be informed about the illness and the treatments and listen to the person with the illness. Also, be kind to themselves and know that they never have to feel alone. Please join us at the PCC – our motto is “We’re not waiting for the storm to pass; we’re learning to dance in the rain.”

Finally, do you have any advice for the 2017 winner?

Be proud of the fact that the Mornington Peninsula Shire has recognised your work for the community.

Major projectsEastbourne Road

Works will begin in September to improve road safety on Eastbourne Road, Rosebud between Jetty Road and Boneo Road. This section of road is considered a ‘black length’ given 14 recorded casualty crashes in five years and three fatalities in this section in the past two years. We have successfully obtained funding through the Federal Government’s Black Spot Program to address this crash history with the most common causes of crashes associated with right turning vehicles as well as with parked cars. We are changing the layout of Eastbourne Road from two traffic lanes in each direction to one traffic lane in each direction with a centre median turn lane and shared parking / bike lane on both sides. In addition, a number of pedestrian refuge islands will be installed to assist pedestrians to cross Eastbourne Road. To accommodate the changes above, the following is also required as part of this project:

• Banning right hand turning movements out of Third Avenue and Foam Street.• Relocating the school bus stop near Foam Street closer to the Rosebud RSL.

Similar works happened on Jetty Road, Rosebud to address a significant crash history and since its completion there has been a reduction in serious injury crashes. Eastbourne Road is busier but testing has shown the road will function effectively with the new improvements. We have worked closely with nearby residents and businesses as well as other key stakeholders including Victoria Police, CFA, local schools and bus operators to adjust the designs to better suit those directly impacted by the changes. Red Hill

Shands Road remains closed from Tucks Road to Shoreham Road as the works to replace the old bridge continues. The new bridge is being constructed to current design standards and will cater for immediate and future needs. Works on the new bridge include concrete piles, concrete abutments, steel substructure, concrete decking slab with asphalt overlay, concrete approach slabs, steel barriers and guardrail, widening of the approaches to match the existing road width, appropriate signage and line-marking and creek bed and embankment treatments to prevent and control erosion. Work is due for completion in October. A traffic management plan and signage has been placed in the area.

Blairgowrie

Recent path improvement works at the Point Nepean Road footpath and access ramp supports mobility access to the foreshore. Pedestrian safety has been enhanced by providing physical separation between path users and motorists travelling along Point Nepean Road. The project included the construction of a new footpath, concrete kerbs, pedestrian access ramp, an elevated boardwalk and other associated works. Hughes Road, Stringer Road and the Olive Street pedestrian access ramp have all been completed.

Hastings

Water Sensitive Urban Design (WSUD) works have recently been completed to enhance the Wallaroo Reserve including the construction of a swale to protect the waterways by filtering stormwater and to minimise erosion. The contract was awarded to Programmed Property Services Pty Ltd to carry out the works and included the construction of the vegetated swale with overflow and associated landscaping works.

Mornington

The construction of a 57 space car park at the Currawong Community Centre is due to be finished in September. The car park includes three disability parking spaces and has been finished with sensitivity to the heritage area keeping concrete kerbing to a minimum. The new design limits the rate of stormwater run-off into the Tanti Creek catchment includes lighting and footpath works to improve the safety of centre users.

Baxter

Jacaranda Reserve will have a new playground. The park will be suitable for 3-12 year olds and will include natural play items such as rocks for stepping stones, open ended play elements for imaginative play and a kick about area. A new picnic table and bench seating with natural shade will be installed for parent’s supervision, resting and relaxing.

Nominations are now open for food businesses to enter the Shire’s 2017 Best Bites Food Awards.

Best Bites recognises the importance of food safety, access and healthy eating options in protecting the health of customers, and the crucial role that the local food industry can play in improving resource efficiency throughout the Shire. The Shire is encouraging businesses and consumers to be part of the Best Bites program by nominating for the 2017 Best Bites Food Awards.

Positive Power

Our Eco Living Display Centre is moving towards being carbon positive, generating more power on-site than is used at the centre. The first steps include removing gas from the site and installing heat pump technology for heating water and hydronic heating. Eventually the centre will completely eliminate its reliance on mains power using upgraded solar panels and the installation of battery storage to help reach this goal. The new technology will be on show on Sunday 11 September, as part of Sustainable House Day. This annual event, now running for over 10 years, showcases a wide range of sustainable homes across Australia.

‘No charge’ green waste weekend

From Friday 18 to Sunday 20 November we are encouraging you to reduce the green waste around your homes and dispose of your green waste at all our Resource Recovery Centres. The ‘no charge’ green waste weekend is for Shire residents and ratepayers only and proof is required in the form of a driver’s licence or proof of residency.

Resource Recovery Centres are located in Truemans Road Rye, McKirdys Road Tyabb and Watt Road Mornington. Opening hours are from 8am until 4pm Friday and from 8am until 5pm Saturday and Sunday. Mornington can only accept up to three cubic metres of green waste per trip. Did you know you can opt-in to receive a 240 litre fortnightly kerbside green waste bin collection service for those living in the urban area of the peninsula?

Are your pets bushfire ready?

Ahead of the upcoming fire season, you’re encouraged to consider your individual bushfire plans which may need to include your beloved animals as well. Decide whether you will keep your pets with you or move them elsewhere during fire risk days and include these details in your Bushfire Survival Plan. Remember, on Code Red days, the safest place to be is away from highrisk bushfire areas. Here are some other great tips:

• If you choose to keep your pets with you, confine them early. Pets are safest inside a secure room, on a lead or in carriers.

• Make sure you have wet towels and woollen blankets available to cover and protect your pets.

• Make sure they have plenty of water to drink.• Make sure your pets are microchipped or wearing a collar identification tag at all times.

Ensure all contact information is current.• Include an emergency contact outside your area that is linked to your pets’ records.• The National Pet Register provides free identification for cats and dogs via

This may include boarding kennels, a relative/friend’s place or you may be able to keep them with you.

• Discuss with neighbours about protecting your pets if you are not at home during a bushfire. Keep in regular contact with your neighbours during the fire danger period to let them know your plans.

• Keep your Bushfire Relocation Kit for pets within easy reach so you are ready to leave early.

• Practice how you will move your pets if you leave. It takes longer than you think.

Find the right service

An easy to use online directory that lists all child and youth support agencies has recently been launched. The Mornington Peninsula Child & Youth Directory was developed with input from young people and will provide valuable links to wellbeing agencies for children, young people and families and has a direct link to other health, education and employment websites. Since its launch the site averages around 30 hits per day and half of visitors to the site have been return visitors, coming back to access more information.

The directory can be accessed by urgency of need, age of service user, or agency and includes information about the resource providers and how to contact them. It enables young people to connect with those who can help with any questions or need for assistance and is compatible with mobile phones when on the move.

It’s your peninsula 2021What does your peninsula look like in 2021?

Pop down your ideas and help shape the future

If you could change one thing about the peninsula what would it be? New sports facilities, more jobs, fun events and festivals? Well, now is your chance to put your ideas forward.

From 15 August to 18 September we will be popping up across the peninsula to capture your input to help shape the future of your local area.

We are going to be asking you to think big and answer questions like: What does your peninsula need to be a great place to live, work and play? We’ll also be looking for your feedback on important local topics like health and wellbeing, the environment, the local economy, employment, safety and accessibility.

This is important because your feedback and ideas will be presented to Council to help us develop and shape our most important strategic plans that set the direction and lock in priorities for the four years from 2017 to 2021.
