The chairman r e p o r t e d t h a t i n t h e conference wi th M r . E ly , h e had expressed t h e op in ion t h a t t h e proposa l con- t a i n e d i n t h e second paragraph of t h e foregoing proposed change i n

e S e c t i o n 6 would n o t be cons idered f avo rab ly by t h e assembly and - noted t h e assemblymen had in fo rma l ly confirmed t h i s .

The predominate op in ion among t h e assemblymen was t h a t t h e c l a r i f i c a t i o n a s p e c t of t h e f i r s t paragraph of t h e fo rego ing proposa l was covered i n S e c t i o n 6 ( a ) B o f t h e ord inance . There w e r e s e v e r a l ques t ions of M r . Ely , and assemblyman Gerb i t z s a i d t h e ord inance would i n e v i t a b l y r e q u i r e a d m i n i s t r a t i v e i n t e r p r e t a t i o n s and c l a r i f i - c a t i o n s i n r u l e s and r e g u l a t i o n s , t h a t t h e s e need n o t n e c e s s a r i l y go i n t h e ord inance and t h a t should d i f f i c u l t i e s b e encountered i n exper ience wi th t h e ord inance , which could n o t b e covered wi thou t changing t h e ord inance i t s e l f , t h e assembly could r e a d i l y make appro- p r i a t e changes. H e sugges ted t h a t i n a j u r i s d i c t i o n of a s widely d i v e r s e e n t e r p r i s e s and i n d u s t r i e s a s t h e Kenai Pen insu la Borough it was t o be expec ted t h a t t h e r e would b e p r o g r e s s i v e improvements m e r i t i n g c o n s i d e r a t i o n .

Sec t ion 5. ACCOUNTING. A l l moneys r ece ived by t h e S t a t e from t h e s a l e , l e a s e o r o t h e r d i s p o s a l of borough l a n d s , s h a l l be depos i ted wi th t h e Department of Revenue, S t a t e of Alaska. Upon c e r t i f i c a t i o n by t h e Di rec to r t h a t payment i s i n o r d e r , t h e moneys s o depos i t ed s h a l l be t r a n s f e r r e d t o t h e Borough. The S t a t e s h a l l , du r ing t h e month of January of each yea r , r ende r an account ing of a l l monies
