GREETING: In the name of the Commonwealth of Massachusetts, you are herebyrequired and directed to notify and warn the inhabitants of the Town of Pembroke whoare qualified to vote on Town Affairs and Elections therein to meet at the PEMBROKEHIGH SCHOOL, Learning Lane, on TUESDAY, the TWENTY-SEVENTH DAY OFAPRIL, 2010 at EIGHT OCLOCK in the evening, then and there to act on the following:

ARTICLE 1: To see if the Town will vote to authorize the below listed transfers tosupplement Fiscal Year 2010 appropriations, and to authorize the below listed reductionsin Fiscal Year 2010 appropriations, or take any other action relative thereto:

ADVISORY COMMITTEE RECOMMENDATION:SELECTMENS RECOMMENDATION: Favorable ActionEXPLANATION: These transfers are requested to meet shortfalls in the currentbudget.
ARTICLE 2: To see if the Town will vote to transfer the amount of $28,000 from theoverlay surplus account to be expended under the authorization of the Board of Assessorsin order to complete the Fiscal Year 2011 Recertification, or take any action relativethereto.

EXPLANATION: Additional work requirements as mandated by the MassachusettsDepartment of Revenue. Required for the Fiscal Year 2011 Recertification.
ARTICLE 3: To see if the Town will vote to raise and appropriate and/or transfer fromavailable funds, the sum of $20,000.00 or any other sum, to be expended under thedirection of the Board of Selectmen and managed by the Pembroke WatershedAssociation , for the purposes of continuing the weed control program in HobomockPond, or take any other action relative thereto.

ARTICLE 4: To see if the Town will vote to raise and appropriate, transfer fromavailable funds, or borrow pursuant to any applicable statute, the sum of $1,380,000, tobe expended by the Department of Public Works, for the replacement of and repairs towater mains in the Oldham Pines area, or take any other action related thereto.

ADVISORY RECOMMENDATION:SELECTMEN RECOMMENDATION: Town Meeting FloorEXPLANATION: This article seeks approval to borrow a sum of money for watermain, drainage and paving improvements to the Oldham Pines area. The Town plans to
ask Plymouth County for Federal Stimulus Funding to complete the project. Requires a
2/3rds vote for borrowing.
ARTICLE 5: To see if the Town will vote to raise and appropriate, transfer fromavailable funds, or borrow pursuant to any applicable statute, the sum of $530,000, to be
expended by the Board of Selectmen, for the construction of sidewalks on HobomockStreet, or take any other action related thereto.

ADVISORY RECOMMENDATION:SELECTMEN RECOMMENDATION: Town Meeting FloorEXPLANATION: This article seeks approval to borrow a sum of money for theconstruction of a sidewalk from the Four Winds Drive area of Hobomock Street to
Learning Lane. The Town plans to ask Plymouth County for Federal Stimulus Funding to
complete the project. Requires a 2/3rds vote for borrowing.
ARTICLE 6: To see if the Town will vote to raise and appropriate, transfer fromavailable funds, or borrow pursuant to any applicable statute, the sum of $850,000, to beexpended by the Board of Selectmen, for the purpose of remodeling, reconstruction, andmaking extraordinary repairs to the Pembroke Community Center, or take any otheraction related thereto.

for Federal Stimulus Funding to complete the project. Requires a 2/3rds vote for
borrowning.

ARTICLE 7: To see if the Town will vote to raise and appropriate, transfer fromavailable funds, or otherwise provide a sum of money for the purpose of funding any newcollective bargaining agreements between the Town and the Pembroke PermanentFirefighters Association, or take any other action relative thereto.

ADVISORY COMMITTEE RECOMMENDATION:SELECTMEN RECOMMENDATION: Favorable ActionEXPLANATION: This article allows the Town to fund the collective bargainingagreement negotiated between the Board of Selectmen and Firefighters Association.
State law requires Town Meeting approval of funding for the first year of any collective
bargaining agreements.
ARTICLE 8: To see if the Town will vote to raise and appropriate, transfer from
available funds, or authorize the Treasurer with the approval of the Board of Selectmen toborrow the sum of $85,000, for the purpose of constructing a parking facility at theMattakeesett Street Municipal Ballfields, or to take any other action relative thereto.
