Goals and Management Objectives
Forest Management on PEI means different things to different people. Provincial Forest lands are
managed for a variety of reasons including timber and non- timber values, wildlife enhancement, soil
and water preservation, demonstration techniques, training and recreation and aesthetics.
The primary goal for management of P.E.I. Public Forest Land is to enhance the overall forest
quality. To accomplish this, it may be necessary to remove some of the lower quality trees on the
property and nurture those of higher quality. This will in turn improve genetic quality, species
distribution and diversity through careful tree selection and natural regeneration. Allowing acceptable
growing stock the chance to thrive and provide a seed source for the surrounding areas will ensure that
quality natural regeneration has an opportunity to grow. Enhancement or enrichment planting may be
necessary in areas where there is inadequate or unsuitable natural regeneration. Trees native to
Prince Edward Island that are suitable to the site conditions will be chosen for any required
reforestation on the property. Prescribing treatments in some stands while leaving others untreated will
provide for a wide range of forested habitat. Converting stands from a single species to multiple species
is desirable. This can be accomplished by retaining some of the natural regeneration in areas that have
been previously planted and by planned tree selection in stand improvement treatments. Planted and
natural stands on the property will be assessed for health and growth of desired species on an on-going
basis. This information will be used to determine when and where future treatments will be carried out.
Through time a favourable healthy mixture of short-lived and long-lived species will provide for an
abundance of quality forest products, biodiversity, wildlife, and recreational opportunities as well as a
range of ecological goods and services (such as clean air and water).

Property Overview
Location
Property# 163261 is located on the Straghbohgie Road, Route# 5, in the community of Cardigan,
P.E.I., Canada (Figure 1). The global position coordinate of the approximate midpoint of the property is
Latitude 62°39’16” N, Longitude 46°14’19” W. The total area of this property is 68 hectares or 170
acres.
Figure 1. Map of property 163261 with locator map
4
Past Information
Local records and previous aerial photography shows that the property has changed little in
regards to landscape. Farmland has since been created on the Western boundary as well as a 0.9
hectare clearing on the edge of the Eastern boundary in conjunction with the power line corridor. A
great deal of land was and still is forested. To better illustrate this 1974 photography can be seen in
Appendix A.
Property Information
The information in Appendix B has been taken from the 2000 Forest Inventory; however an on-
ground stand assessment will be completed prior to the commencement of any silviculture or
infrastructure treatment. This on-ground assessment information will be included in this plan as an
updated stand tally sheet and will supplement the extrapolated data when applicable. (Appendix C) A
topographic map of the property shows the general terrain profile and the ranges in elevation.
(Appendix D).
The provincial and federal government in combination of the tree improvement sector of
forestry have a total of 7 plantations on this property which are used for seed sources and research
information. (Table 1) The sites are classified by; test number, year planted, species, sources and area.
Wetland and Watercourse
There are three separate streams located on this property. The first stream crosses an existing
roadway which has a culvert in place already. The second stream does not cross the roadway on this
property but does have a crossing approximately 20 meters to the south on property 483339. The third
stream measures 220 meters and is located to the North. This observation can be viewed on Figure 1 of
this management plan.

Property Access
Access to the property is made available by a right-of-way from the Cavendish Farms
Corporation. This agreement allows access using an existing road on the Cavendish Farms land. This
roadway enters onto government property 483339, which then joins the road on property 163261. This
is a class 1 forestry road with travel capability for trucks and cars.
On going road maintenance will be required to keep the road in a useable condition. This will
include keeping the right-of-way clear of any brush or trees, repairing rutting on the road, repairing any
wet areas that restrict access, and any other maintenance required to keep these roads usable.
Existing roads on the property can be seen on Figure 1.
Property Boundaries
This property is bounded by private landowners on all sides with the exception of 180 meters on
the southwest corner which is government owned. A once railroad now converted into a walking trail
dissects this property leaving a north and south section. The north section measures approximately 3.5
hectares while the southern section is 64 hectares.
6
Fire Protection
This property is located within the jurisdiction of the Cardigan Fire Department. Protection of
our woodland from forest fire is the responsibility of the Forest Fish and Wildlife Division and our local
community fire brigades. In the Eastern District, there is a 900 gallon four wheel drive Forestry fire
trucks housed at each of the Souris, East River and Georgetown Fire Departments. These heavy duty
trucks are available to assist the local fire department responsible for this area. Additional forestry fire
trucks, off road tracked vehicles, portable pumps and specialized forest fire suppression equipment are
available if needed. A water source suitable for a portable pump is located 20 meters south of the
property by means of a water crossing upon the existing forestry road.
Planting and Silviculture
There are 20 plantations on the property. It is recommended that any trees planted on the
property be assessed at regular intervals. These assessments will determine if the planted trees require
manual maintenance or fill planting as specified in the Ecosystem-Based Forest Management Standards
manual. A list of all silviculture treatments completed on the property from 1991 to present is shown in
Appendix E.
Proposed Treatments
The 2006 Forest Policy “Moving to Restore a Balance in Island Forests” lays out the framework
for Public Land Forest management. The Ecosystem-based Forest Management Standards Manual (Eco-
Manual) provides details for prescribed treatments. All work completed on this property must comply
with that manual. Table 2 provides a summary of the prescribed treatments on this property. This table
will be updated as required when additional treatments are prescribed. For a better understanding of
the treatments prescribed, a more detailed explanation is available in the Eco Manual,
7
(www.gov.pe.ca/go/eco-manual). Any additional information may be obtained by contacting a
Provincial Forest Representative at the District Forestry Office in Southampton.
