A look at the issues of our General Assembly shows how PEFC is constantly moving forward and tackling upcoming issues in the interest of the users of forest certification worldwide. The new international PEFC Chain-of-Custody, which is applicable for all certification systems and in all countries, is just the latest example of this. The high confidence and trust the users of certification have in the PEFC framework is demonstrated by the rapid growth in numbers of certification systems applying for PEFC membership and their efforts to undergo the stringent endorsement process. Five years on, with Australia and Chile we have 55 million hectares PEFC certified, members in five continents and the sixth about to follow as we enter our sixth year with PEFC. All in all a great achievement in promoting sustainable forest management that we can all be truly proud of. The next General Assembly will be held in Luxembourg in October 2005. PEFC General Assembly 2004

Extracts from the Chairman’s Report

on activities in 2003 / 2004The PEFC Council has had

another hugely busy year as

is shown in the briefsummary of events that I

have listed below.

PEFC surpasses 52 millionhectares in FebruaryIn February 2004 the

amount of hectares certifiedto schemes endorsed by the

PEFC Council passed the 52million hectares mark. More

than 1,700 Chain-of-Custody

certificates have beenissued and the numbers are

rising rapidly.

International Chain-of-Custody Standard 

An international Chain-of-Custody standard has been

prepared following extensive

public consultation withmembers and other stake-

holders.

ENGO Network15 ENGOs from 13 countries

participated in a two day

symposium organized by

FNE (France NatureEnvironnement), France’sumbrella organization

representing over 3000

French ENGOs, togetherwith PEFC France and the

PEFC Council. National

ENGOs exchanged viewsand ideas on forest

certification in general and

the PEFC approach in particular. Following themeeting a network of ENGOs was established to

facilitate further co-operation and interaction withPEFC at international level.

ASEAN and ChinaPEFC has given presentations in China and forthe ASEAN member countries. Follow-up

initiatives are planned to assist the development

and implementation of independent national

forest certification schemes in South East Asia.

National Secretaries Training Day

The 4th National Secretaries Training Day inRome in May was attended by National

Secretaries from member schemes, as well asthe representative from the PEFC Asia

Promotions Initiative. It helped to further

strengthen the co-operation and exchange ofexperiences between PEFC member schemes.

PEFC brochures in 10 languagesThe three PEFC Brochures on responsible

procurement of wood based materials,

sustainable forest and forest certification, andpromoting sustainable forest management are

now available in ten languages and can be

downloaded from the PEFC website.

PEFC Asia Promotions InitiativeThe PEFC Asia Promotions Initiative opened itsoffice in Tokyo, Japan on 1st November 2003.

Another initiative is currently planned for the UK.

International Accreditation Forum and

Consultative Status with United NationsECOSOCPEFC has gained Associate Membership of the

International Accreditation Forum IAF and

Consultative Status with the Economic andSocial Council of the United Nations.

Certification systems fromAustralia, Chile and Italy now

PEFC endorsedPEFC Council International at its General

Assembly announced the official endorsement of

the national certification systems from Australia,

Chile and Italy. During a ceremony at the PEFC

General Assembly, representatives of the threecertification systems AFS, CertforChile and

PEFC Italy were presented with their official

endorsement certificates by Henri Plauche-Gillon, Chairman of PEFC Council.

With the Australian and Chilean systems, being

the first non-European systems endorsed, this

will increase the total area of PEFC endorsed

certified forests to more than 55 million hectares

worldwide. The endorsement followed a rigorous

and lengthy assessment process of several

months that included a detailed review of thesystems through independent consultants and a

public consultation period.

PEFC Council Internationalwelcomes Russia as new

memberThe General Assembly

unanimously approved theapplication by the National

Council for Voluntary

Forest Certification inRussia (RSFC) for PEFC

Council membership.

PEFC in Africa - Gabon appliesfor PEFC membership Ms Rose Ondo,

representative of PAFC

(Pan African Forest

Certification Council)

Gabon presented the

application of Gabon asthe first African country

for membership in PEFC Council International.

The PEFC members are currently voting on the

application in a postal ballot. The result will be

published on the PEFC website in December.

Slovenia intends to join PEFC

Mr Igor Kotnik, from the

Chamber of Agricultureand Forestry of Sloveniapresented the General

Assembly with the state

of development of theSlovenian national forest

certification system. The

Institute of Forest

Certification in Slovenia

is currently making the

final preparations to

submit its application forPEFC Council m embership.

Certification systemsundergoing assessment

The certification systems from Brazil, Canada,

Estonia, Luxembourg, Portugal and theSlovak Republic are currently undergoing the

PEFC endorsement process.

The certification system from Lithuania its

finalizing its endorsement application and it is

expected to be submitted shortly.

New Directors for the Board

Two board members were re-elected and one

new member elected to the Board of Directors.The background information below was providedby the Directors.

Professor Dr.HansKÖPP 

Member 

Hans Köpp was born in 1937 at Eberswalde. He

has degrees in forestry from the universities atGöttingen and Oxford, England, with practical

work experience in Germany, UK and NorthAmerica. He served as senior district officer in

the Lower Saxony state forest service and turned

to an academic career with a PhD in Forestry.

He worked for the Council of Europe in

Strasbourg during the first European

Conservation Year (1970) and for the first

European Environmental Year (1987/88). He

served with the new Northern Germany Academy

for Nature Conservation and became its firstDirector (1982/88). As Professor for Nature

Conservation, Forest Policy and Forest History,

he served at the University for Applied Sciencesat Göttingen for 20 years. His international

experience is well established: with missions

from FAO in Iran and UNESCO in Greece. Hewas the editor of the international journal Nature 

and National Parcs  (now EUROPARC) and a

member of the Federation for Nature and

National Parks in Europe. He is active with the

Boards of various environmental organisations inGermany (BHU, AGU, SDW and VDG*).

He is a member of the German Forestry Council

(DFWR), and Vice Chairman of PEFC Germany

and represents the European Environmental

Bureau (EEB/Brussels) in the Advisory

Committee for Forestry and Cork with the

European Commission. He has been active formany years in IUFRO and IUCN (as Chairman of

the former NW Europe Committee of the IUCN’s

Commission on Education). He has served as a

PEFC Council Board member since 2001.

LuisCOSTA LEAL

Member 

Luis is currently Director General of CELPA (thePortuguese Pulp and paper Association). He

graduated with a degree in forestry in 1981 and

worked until 1996 in CELBI, a Portuguese pulpcompany, with responsibilities for growth

modelling in silvicultural experiments on

plantation forests; forest mapping and inventory

and strategic forest planning. He was also in

charge of the research centre; an advisor to the

managing director on environmental issues;

project leader for the construction of a forest

nursery (producing 5 million seedlings per

annum) and for the development andimplementation of computerised operational

planning and follow-up systems for all forest

operations. From 1996 to 2000, as the forestadvisor to the Portuguese Minister for

Agriculture, Luis was responsible for the

preparations of the third Ministerial Conference

on the Protection of Forests in Europe (the

Lisbon Conference).

He gained considerable international experience

whilst heading the Liaison Office of the Pan

European Process where he negotiated theissues for adoption at the Lisbon Conference.

The Lisbon Conference Reports, the Pan

European Operational Level Guidelines for

sustainable forest management and the workprogramme for the conservation and

enhancement of forest biological diversity were

all prepared during this period. From 1999 to2000 Luis was the forest advisor to the Secretary

of State for Agriculture and in 2000 he became

Director General of CELPA.

A member of U.S. Department of Labour and

Labour Advisory Committee on trade

negotiations and trade policy. Political Directorand delegate for Southwest Regional Council of

Carpenters. Director for Carpenters/Contractors

Cooperation Committee. A member of the Boardof Directors for Metropolitan Water District of

Southern California and Chair on the Water

Planning, Quality & Resources Committee. Boardof Directors member for California Council for

Environmental and Economical Balance, Los

Angeles Convention and Visitors Bureau and a

member of the oversight committee for Los

Angeles Community College District Citizens.

His former positions consisted of Los Angeles

City Planning Commission, were he was

President from 1988 to 1992 and a member from

1982 to 1992. A Director of Los Angeles Countyand Vicinity District Council of Carpenters.

New international PEFC Chainof Custody released

The General Assembly has approved the new

PEFC international Chain of Custody, to track

wood flows from certified forests to final

consumers, that can be used in all countries and

by all certification systems worldwide. For further

Guest speakers at the PEFCGeneral Assembly

Mr Pekka Patosaari,Director of the United

Nations Forum on Forests

presented the General

Assembly members with

the upcoming steps of the

UNFF process. Heunderlined the important

role of forests in

supporting the livelihoods of people worldwideand the significant contribution forest certification

Mr Alexander Buck,

Deputy Executive

Secretary of IUFRO,

spoke on the

“Contribution of scienceto forest certification”.

He explained that

science had generatednecessary comprehensive knowledge as the

basis for the concept of sustainable forest

management and its criteria and indicators. As apotential new area for research he pointed to the

potential synergies between forest certification

and the verification of carbon sequestration

targets of the Kyoto protocol. The complete

Mr Carlos Weber, Executive

Director of the ChileanForest Service and member

of the Technical Committee

of the Montreal Processprovided the audience with

an overview on the Situation

of Chilean forestry and the

important role of the

Montreal Process for countries on the Asian and

American continents.

undertook a three-day field trip to the

southern part of the

country.

Through visits

to natural

forests, nature

reserves, forestplantations andseveral

enterprises of

the timberprocessing

industry the participants

gained a first handimpression of the

background for forest

certification in Chile.
