COMMENTS AND OBSERVATIONS

APPLICANT It is the intent of the Peace River Regional District to develop and operate a manned waste

transfer station on 1.06 (2.6 acres) of land within this parcel. This waste transfer station will

provide an area where the public can deposit municipal solid waste and recyclables.

ALR: The subject property lies within the Agricultural Land Reserve. Therefore, Agricultural Land

Commission approval is required.

Note: Pursuant to the Agricultural Land Commission Act, an application may not be considered

by the ALC unless the Regional Board authorizes the proposal to proceed to the ALC. This is

intended to provide local governments with latitude to consider and weigh the local community

interests of each application, in addition to its zoning and official community plan. Should the

Regional District forward the application to the ALC, the information and recommendation

offered by the Regional District is taken into consideration by the Commission but should not

be construed as being binding on the Commission’s opinions or decisions.

OCP: The subject property is designated ‘Agriculture-Rural’ within the Peace River Regional District

Rural OCP Bylaw No.1940, 2011.Section 16, Policy 3 states that the locations of existing

public solid waste landfills and transfer sites within the Plan area are permitted throughout the

Plan Area. Therefore this proposal will not require a OCP amendment

ZONING: The subject property is zoned A-2 (Large Agricultural Holdings Zone) within the PRRD

Zoning Bylaw No. 1000, 1996. This bylaw states that a solid waste transfer stations are a

permitted use in all zones, except for the Land Farm Treatment Zone. Therefore, this proposal

will not require a zoning amendment.

The ministry of Transportation & Infrastructure (MOTI) would like to request a boundary

adjustment to our Section 16 Map Reserve LF#0272709. MOTI requests that the area

shaded in blue on the attached google image be deleted from the map reserve. The shape

files for the area to be deleted are also attached.

The Peace River Regional district (PRRD) would like to acquire this portion for the

expansion of their existing Transfer Station. MOTI has not developed this portion

previously so reclamation works will not be required.

Should the PRRD is not successful in acquiring the subject area; MOTI will continue to

hold on to this portion together with the remainder of the reserve.

IMPACT ANALYSIS

AGRICULTURE: The proposal may have a marginal impact on the agricultural productivity of this parcel.

CONTEXT: This proposal is following the timeframe and proposed work laid out within the PRRD Solid

Waste Management Plan. The proposal is consistent with all OCP and Bylaw regulations and

has had approval from the Ministry of Transportation and The Ministry of Forests, Lands and

Natural Resources.

POPULATION &

TRAFFIC:

No permanent residences are proposed yet an increase in traffic in terms of staff and public use

of waste transfer site is foreseen. Based on identical stations within the Regional District,

probability of 500-600 vehicles will visit the transfer station per year.

WASTE TRANSFER STATION

I. Background (Photos of the Subject Property on last pages of document forreference)Proposed use — The site is intended for public use, to deposit municipal solid waste (householdgarbage) and recyclables into contained bins which are then sent to the nearest landfill and/orRecycling/Sorting Facility. The site will be

• constructed on a compacted clay/gravel pad• Fenced with hours of operation.• Have power for yard lighting and the attendant’s building/computer system• Provide for an attendant to direct the public to segregate their waste

Why here and now - the Regional District (RD) operates a Solid Waste Management Plan, whereby it isreplacing its unmanned waste drop-off stations with state of the art manned facilities which accept notonly household garbage but recyclables for the public. The proposed area we plan to develop (formerlywithin the Ministry of Transportation and Infrastructure (MoTI) gravel reserve) is located adjacent toone of the original unmanned drop off sites and will be utilized by the public for the aforementionedpurposes. The RD has developed several manned stations in other areas in the Region and is scheduledto build a station in the Upper Halfway area in line with its construction schedule. As the existingwaste system is woefully inefficient, costly and prone to illegal dumping, the District is intending toconsolidate several unmanned sites into one manned station with improved controls.

Preliminary investigative work —The RD employed an engineering consultant to revamp and provideoptions for improving waste disposal in the region in 2007 — the result was our Solid WasteManagement Plan, which was signed off by the Province. Over the course of 2 years of publicconsultation with area residents, it was decided that one station should be located somewhere near oron an existing unmanned sites to aid the public. Based on visits to several sites, examination of trafficsite lines and meetings with a representative of the MoTI, who is responsible for the gravel reservesurrounding the development area, the development site has been deemed the best option.

Current zoning — No land parcels, it is on Crown Land and is formerly part of the MoTI’s gravel reserve.An email from an MoTl representative is attached verifying that there is no objection to our use of theland portion. That said, the proposed site (as well as the entire area still within the MoTI’s gravelreserve) is in the Agricultural Land Reserve, though it is not actively farmed. The proposed site locationwill be deforested to accommodate the station, whi’e the remaining surrounding area still in theprovince’s reserve remains forested.

WASTE TRANSFER STATION

II. Location - please refer to the layout of the station on page 8 of thisdocumentAccess plans:

• Public and staff will be entering via the driveway of the existing unmanned site, off of the UpperHalfway Road. The driveway will be extended further east to the vehicle access gate of the newtransfer station compound.

Traffic including volume of traffic and phase or season:• Based on other identical stations in the District and the population density, the site will be open

25-30hrs per week and will likely see a maximum of 500-600 vehicle movements per year.

Seasonal expectations of use:• Based on having run spring and Fall Clean-up events in the area, there may be upwards of 50

customers in May and October, though many of those customers have illegally dumped largeitems on the unmanned site in the past. With the new site, customers with the larger items willbe met by an attendant and directed to the nearest RD facility which takes larger bulky itemsyear round, eliminating the illegal dumping issue.

Land use on parcel, adjacent parcels and surrounding area:• Area was kept as a gravel reserve, which MoTI has relinquished for the portion of land we want

to use for the transfer station. All remaining surrounding lands remain part of the Province’sgravel reserve. Active quarrying by MoTI is ongoing on the north side of the Upper HalfwayRoad directly across from the current unmanned waste site.

Confirmation of Safety plan including first aid• For construction — RD will issue an RFP for construction. As in past construction projects, the

contractor is required to have a Site Safety Plan in accordance with WorkSafe BC.• For operation of the station

o RD will hire a contractor via Tender to operate the site. They will provide for onsite firstaid kits and emergency contacts. (As an aside, the RD has a contractor operating 9 of itsnew transfer sites in this manner)

o The RD will be installing caution signage to keep the public and the workers safe.o STOP, ENTER, and EXIT signs will be installed at the turnoff to the Upper Halfway Road

to guide traffic.

III. InfrastructureNew facilities or infrastructure proposed and any ancillary uses:

• The site will feature a compound surrounded by an 8ft wildlife fence (padlocked), containingo A gravel pado Enclosed Roll-off bins and a Compactor bin for waste and recyclingo A locked attendant building approx. 10’ wide X 20 ‘long with 8’ ceilings. Indoor

plumbing takes the form of a wash station with set volume of water (contractorremoves grey water from site) and electric toilet.

o An 8’ wide X 10’ long share shed (locked). Open during operating hours, people can dropoff gently used items for re-use.

Existing and proposed roads and their use by season, and any proposed connections to public orFSR roads:

• Existing unmanned drop-off site has a driveway access onto the Upper Halfway Road and is used year-round by the public as well as clean-up personnel.

Utility (power, electrical, telecommunications) requirements and sources:

• Site will be tied to BC Hydro service (power pole mounted onsite which will junction to existing hydro

line running along the Upper Halfway Road). Separate application to be made to BC Hydro for tie-in.

• Telecommunication/Computer access will be via cell network, by way of Raven Modem and

antenna/booster combo. (This system exists already at other rural transfer stations in the RD)

Water supply; (use and quantity if known) and:

• Portable water to be supplied by truck and used via standing wash station inside the attendant building.

Grey water is transported offsite to proper treatment facility.

Waste disposal (note if septic system required), sewage, sanitation facilities and refuse disposal:• Electric Toilet utilized. It safely incinerates and cools the waste, which is transferred to the

compactor bin with the household garbage. No waste is left on site.

• Any additional waste generated by the onsite attendant goes to the appropriate bin (compactor for

garbage, enclosed roll-off bins for recycling). No waste is left on site.

IV. First NationsThere have been several discussions with the Upper Halfway River EN Band:

• 2007-2009 - During initial public meetings with the communities to roll out the Solid WasteManagement Plan, the Upper Halfway communities were included as well as the FN Band. Itwas generally accepted that the new manned site would go on the subject property, as therewasn’t interest to have it elsewhere.

• 2012- During a follow-up public meeting the RD was made aware that the Upper Halfway FirstNations (8km further west of the subject property) were working with a commercial venture(Upper Halfway First Nations Ventures) to develop an area immediately south of the UpperHalfway road, across from their community that would contain a gas station, small grocerystore, etc. The band felt that a manned waste transfer station would fit in well and still meetthe needs of the surrounding communities, as indicated to us by the then current BandManager. Band Councilors indicated that they wished to put the idea to a community vote andapproach Aboriginal Affairs. The RD communicated this info in a public meeting, to the extentthat we might construct the station in this new area, as opposed to the subject property.

• September 2012-2013 — several calls were held with the EN Band, Upper Halfway FN Venturesand a new Band Manager to get the project going, but very little follow-up information wasprovided.

At the end, the RD has decided to proceed with the subject property, as construction was delayed andwe have obligations to meet within the Solid Waste Management Plan

The nearest area of cultural significance is along the Upper Halfway River itself, immediately south ofthe Upper Halfway FN community, approximately 10 km away.

V. EnvironmentalLand Impacts:

• Land will be grubbed and cleared east of the current unmanned site to accommodate the roadaccess to the compound and the compound itself. The trees will be cut and removed from site,though a vegetative buffer will remain around the compound and on either side of the newaccess road.

• Existing soil will be utilized in the building of the site. Compound and access driveway will bebuilt on compacted clay with a gravel surface layer, with runoff ditches to shed surface waterand snowmelt.

• Riparian Encroachment — N/A• Management of pesticides and herbicides — N/A, though site will be included (as with all other

the site. As mentioned, the road and compound will be bedded on compacted clay withgravel surfacing. It is the PRRD’s intent to work with MoTl to obtain gravel from the nearbyactive quarry during construction to cut down on travel costs. Buildings are built withappropriate wood, metal sheathing. Below is an image of a similar station operated by theRD near Pink Mountain:

Atmospheric impacts:• Sound — limited to residential vehicle traffic dropping off garbage and Commercial trucks used

1-3 times per month to remove full bins of compacted garbage or recycling.• Odour— Garbage compactor is enclosed and uses employs a unit which draws ozone out of the

surrounding air and into the garbage bin to prevent odours and bacteria from forming.• Gas or fuel emissions — only from vehicles entering and exiting the site to drop off

garbage/recycling as well as the equipment to be used during site construction. There is nopermanent source of gas emissions onsite.

Water or Land covered by Water Impacts• Drainage effect — Compound will be surrounded by a surface water run-off ditch to divert rain

and snowmelt into the surrounding trees.• Sedimentation — N/A• Water Diversion — Same explanation as with the drainage effect. There is a slight slope to the

south through the trees, where run-off would likely go.• Water Quality — N/A• Public Access will be via the road into the compound (as described). The road and pad will sit

approximately 10 inches above the level of the surroundings (standard with any of our sites). Aculvert will be place across the access road, in line with our surface run-off ditch.

• Flood potential — None. Any excess water events would drain downslope to the south, awayfrom the compound and the public road.

fall) the garbage compactor employs odour and bacteria cancelling technology.

VI. Socio-CommunityLand Use:

• Land Management Plan - site has an existing unmanned waste facility used by the public andalso abused with illegal dumping. Trucking Contractors are used to keep the site clean severaltimes per week. This is the reason to

o Remove the unmanned site and locate a manned facility to control and eliminate eventsof illegal dumping

o Reduce the amount of vehicle traffic to remove waste.o Keep the site in an area already familiar to the public.

• Public recreation areas — None nearbySocio-Community Conditions:

• Operation contractor that will run the site operates a safety program whereby:o Fire extinguishers and limited suppression is kept onsite (the site attendant would be

the initial responder)o Site attendant has direct phone contact with immediate superior in case of

emergencies. That contact also inspects the site weekly as does PRRD personnel.O Site is located within the Prince George Fire Centre — North Peace Zone. If a significant

forest fire/flood/similar calamity occurs the PRRD would activate its EmergencyOperations Centre and coordinate with members of the public.

The Ministry of Transportation & Infrastructure (MOTI) would like to request a boundary adjustment to our Section 16Map Reserve, LF # 0272709. MOTI requests that the area shaded in blue on the attached google image be deletedfrom the map reserve. The shape files for the area to be deleted is also attached.

The Peace River Regional District (PRRD) would like to acquire this portion for the expansion of their existing TransferStation. MOTI has not developed this portion previously so reclamation works will not be required.

Should PRRD is not successful in acquiring the subject area, MOTI will continue to hold on to this portion together withthe remainder of the reserve.

This letter is authorizing the PRRD (represented by Paulo Eichelberger) to make application tothe Agricultural Land Commission (ALC) for Non-Farm Use in the Agricultural Land Reserve(ALR) on approximately 1.06 hectares of Provincial Crown land in Legal Subdivision 8 Sec I Tp87 Rge 25 W6M, Peace River District. The parcel of land is on the south side of the UpperHalfway Road about 25 KM from the Alaska Highway.

The Crown Lands Office and FrontCounter BC in Fort St. John are willing to accept anapplication from PRRD for a manned waste transfer site, however we would like the applicant tofirst make sure that the land can be rezoned for their purpose and will be approved for non-farmuse by the ALC.
