Praise God from whom all Blessings Flow: Praise Him all creatures here below. Praise Him above ye Heavenly Host; Praise Father, Son and Holy Ghost!

I greet you in the Name of our Lord and Savior, Jesus Christ--the Name that is above every Name. We praise God for the manifestation of His Amazing Grace as we have traveled and heard reports of all the work going forth from over 300 of our churches across the Fifth Episcopal District. The hard work that you have of-fered up in God’s Kingdom has not gone unnoticed; God has truly moved I powerful ways--His worder to per-form. The foundation of evangelism continues to be laid and we praise God for the Fifth District’s commitment to move to the next level of equipping saints for service and reaching out to those who are in search of the mes-sage that God is the answer to all their needs. The 2014 series of Annual Conferences highlighted your continued commitment to “Rebuilding the Walls” of homes, schools, churches; communities and the world. Our societal ills are demanding more and more that we stand firm on God’s word and that the “Church Remains the Church”--a peculiar people, a royal priesthood, holy and set apart. When we think of how God is guiding our steps; blessing our labors and anointing our work; we should feel blessed but aware that God is not through with us yet and is preparing to go higher. The 2012-2016 Quadrennial continue to be filled with promise and as your Presiding Bishop, I am committed to seeking the Lord’s guidance through continual prayer as to the direction we must take in rebuilding the wall. Mrs. Kirkland and I are convinced that because we are family, any challenges we face will not stop the fearless, faithful and forthright Fifth District from “Continuing to Rebuild the Walls.” May God bless you and keep you, Bishop T. I thank my God every time I remember you. In all my prayers for all of you, I always pray with joy because

of your partnership in the gospel from the first day until now, being confident of this, that he who began a

good work in you will carry it on to completion until the day of Christ Jesus.

Rev Gee and I pause to thank God for each of you and your many acts of kindness extended to us dur-

ing our first year at the helm of the District. Our theme will remain, “

Seeking Excellence in All we do”.

With this as our theme, we will use the following strategy to achieve excellence,

The 5 Star Strategy of church administration:

1) Evangelism 2) Spiritual Development 3) Fellowship 4) Ministry 5) Worship.

As we focus on these dynamics, we will grow our church to be all it can be! We will track our progress

in each area in each church on the District and we will have measurable indices to track our progress.

As we seek excellence, please keep these two areas of focus in mind and in heart:

With these two axioms, we can grow and sustain our church. With God and each other we cannot fail!

Rearrangement and Apportionment

October, 2013 To: Bishop T. Larry Kirkland, Presiding Prelate of the Fifth Episcopal District; Presiding Elders Rev. C. Jessel Strong and Rev. Brenda J. Hayes, Pastors, Other Conference Members, Delegates and Laity of the 159th Session of the Missouri Annual Conference The Committee on Rearrangement and Apportionment wish to make the following report. Historically, the salaries paid in the Missouri Conference have been much lower than other conferences of similar size. Therefore, our recommendation is that the Presiding Elders’ Districts be assessed to determine the fair dis-tribution of churches and that their salaries reflect a 5% increase over last year. Once again we recommend in accordance with the 2008 Book of Discipline of the AME Church (pages 126-127) that the benefit packages of both presiding elder’s district include the following. 1. The Self-Employment Tax, the Health-Disability-Malpractice Insurance, and the Key Person Insurance-50% to District and 50% to family. 2. That not only pastors, but elected officers of each church make every effort to collect and send to the Presiding Elders all apportionment and assessment in a timely manner so as to provide dignity to the office. Finally, we wish to applaud the goodwill and unity to the Presiding Elders of the St. Louis Columbia and the St. Louis Cape Girardeau Districts for the professional and unifying harmony brought to the Missouri Conference.
