The board-adopted Process Framework was incorporated into the Draft Charter for a PDP WG on a Next-Generation gTLD RDS:http://gnso.icann.org/en/drafts/whois-ng-gtld-rds-charter-07oct15-en.pdf
This Framework identified Pre-PDP WG Steps: Completed: New Issue Report (including needed inputs and draft PDP
WG Charter); Public Comment; Final Issue Report Remaining: GNSO Council consideration; PDP WG formation
Followed by PDP WG, grouped and sequenced into 3 phases:
Phase 1: Policy Requirements Definition (IF & WHY) Phase 2: Policy Functional Design (WHAT) Phase 3: Implementation Guidance (HOW)
Post-WG Steps: GNSO Council and Board Approval; IRT Formation; Implementation, informed by PDP WG guidance

Note: As the PDP progresses, if the GNSO decides to develop a new
consensus policy framework, BWG-RDS
guidance will be needed regarding
impact on and leveraging of other
on-going ICANN efforts, including
legacy WHOIS activities
corresponding to the Board’s two-prong
approach.
