Let me add my warm welcome to all of you attending the 12th edition of the International Symposium on Temperature and Thermal Measurements in Industry and Science (TEMPMEKO 2013). Over three decades have passed since the first edition of this event and we gratefully remember all the people involved in making this conference an important event of the temperature and thermal measurement community. IPC Chair Welcome Message

Welcome to TEMPMEKO 2013; the twelfth international Conference on Temperature and Thermal Measurements in Industry and Science. As with previous TEMPMEKO Conferences, we continue to increase our presence, and hopefully also our impact, with about 390 scientific presentations from no fewer than 35 different countries. Your fellow attendees represent a broad spectrum of the temperature measurement community; professional metrologists from national measurement institutes, teachers and students of metrology from universities, manufacturers of measurement equipment, and engineers and quality staff who make the difficult measurements that keep us safe, our environment clean, and the wheels of our economies turning.

When temperature measurement is the main subject of a conference we should expect a large number of papers discussing the application of temperature measurement, and this is indeed so. However there is a lot happening in our community at the moment, so we also have a larger number of papers than is usual, dealing with measurements in support of meteorology and climate research, fundamental papers supporting the redefinition of the kelvin likely to take place in 2018, and the development of new thermometry techniques that will exploit the new kelvin definition, especially at low and high temperatures.

To simplify the scheduling of the presentations and help minimise clashes of interest between different parallel sessions, we have arranged the conference in four themes:

• Radiation thermometry, • Humidity, moisture, and climate, • Fundamentals and applications, including thermophysical properties, and • Contact thermometry,

with the oral presentations for each theme presented in the same room all week. We hope this arrangement will enable you to easily find the venues for the presentations and that you get to see all of the papers of interest. Between the oral sessions, you will also be able to renew acquaintances over coffee, view poster presentations, and talk with the many exhibitors participating in the trade show.

We trust you have a busy and enjoyable week discovering new ideas and sharing and solving measurement problems with colleagues.

NOC Chair Welcome Message

As Chairperson of the TEMPMEKO 2013 Symposium, it is a honor and a privilege to welcome you to Funchal, capital of the Madeira Islands, Portugal. The settlement of this wonderful Atlantic archipelago, discovered in the 14th Century, started in 1419 by João Gonçalves Zarco and Tristão Vaz Teixeira. Madeira island, known as the Atlantic Pearl and a well-known tourist destination was chosen to host TEMPMEKO 2013, the 12th International Symposium on Temperature and Thermal Measurements in Industry and Science, to be held on October 14-18, 2013.

The organization of this event by SPMet, Portuguese Society of Metrology and RELACRE, Portuguese Network of Accredited Laboratories Association has the support of IMEKO TC12, of the Madeira Autonomous Regional Authorities and of IPQ, Portuguese Institute for Quality – the Portuguese NMI.

The TEMPMEKO 2013 website is available at http://www.tempmeko2013.pt and there you will find useful details concerning the important dates for the conference along with information about the accommodation and transportation arrangements. This website is the principal communication channel for the conference, so be sure to visit it often.

The International Program Committee and the National Organizing Committee will do their best to offer you a Symposium at least as successful as the previous ones, namely TEMPMEKO 2007 in Lake Louise, Canada and TEMPMEKO-ISHM 2010 in Portoroz, Slovenia. Special attention will be given to the peer review process in order to maintain and possibly increase the quality of the accepted papers and the scientific level of the Symposium. I do hope that such goals will contribute to the continued effort toward excellence in TEMPMEKO events.

It is my special pleasure to host this TEMPMEKO 2013. I hope that you will find it technically fulfilling and highly entertaining and that it will be an opportunity for useful interactions and communications with colleagues from all over the world. Beyond the technical and scientific aspects of the Symposium, I do hope that you will have the opportunity to enjoy Funchal and its surroundings as well as the many cultural and recreational activities available in the Madeira Islands. Andrea Merlone PhD, is a senior researcher and head of the “Thermal measurements and application” program of INRiM and responsible for the projects “Environment and Energy thermal metrology” and “temperature controls and traceability”. He is coordinator of the Euramet Joint Research Project “MeteoMet – Metrology for Meteorology”, that groups a wide consortium of 18 European Institutes of Metrology, 7 Universities, 12 Meteorological Institutions, including WMO, manufacturers and research Institutes. He is: chairman of the Working Group 2, the Task Group on System of Units and the Strategy Group of the Consultative Committee for Thermometry of CIPM, member of the Strategy group and of the Best Practice task of the Technical committee on Thermometry of Euramet, information officer of the Technical Committee on thermometry (TC12) of IMEKO, member of the International Surface Temperature Initiative and of the WG of GRUAN - WMO. Merlone is author or co-author of about 100 papers on international reviews and conferences proceedings. His recent activities ranged from the accurate measurements of phase transitions thermodynamics, to the determinations of the Boltzmann’s constant for the new definition of the kelvin, to a new metrological approach for the traceability of meteorological observations and climate studies. He was awarded the EURAMET impact prize on July 2013 for the outcomes of the MeteoMet project.

METROLOGY FOR METEOROLOGY AND CLIMATE

For a few years now, a fruitful collaboration has been growing between the metrology and meteorology communities. A key event was the signing of the CIPM Mutual Recognition Arrangement by WMO on 1st April 2010, which also launched common activities. The main need expressed by top level stakeholders was for the availability of robust data for meteorological studies and for the benefit of the present and future generations of climatologists. This was translated by the metrology community into two key objectives centred on traceability and uncertainty. Essential Climate Variables are continuously recorded by a multitude of different sensors on satellites, balloon radiosondes, aircraft, surface weather stations, buoys, and deep sea devices; all of them working in different operating environments and affected by different influence quantities. This complex system, as a whole, requires dedicated calibration techniques and methods to guarantee fully documented traceability and measurements uncertainty evaluation, thus ensuring complete comparability of measurement results. The inclusion of measurement uncertainty in historical and future data series represents a fundamental step towards greater public confidence in evaluations of climate change. This mission leads to a novel vision: a permanent cooperation between metrology and meteorology based on new and existing institutions and infrastructures. A tree, robust symbol of a healthy environment, is used in this presentation as a metaphor to represent the idea and complexity of this subject.

Joachim Fischer obtained the M. S. degree in physics in 1981 at the University of Stuttgart, Germany and the Ph.D. degree in physics at the Technical University of Berlin, Germany in 1985. Since 1982 he has been with the Physikalisch-Technische Bundesanstalt in Berlin. He first worked at the laboratory of synchrotron radiation at the electron storage ring BESSY.

In 1986 he joined the section temperature radiation of PTB. His work has been devoted to radiation thermometry through the development of absolute cryogenic radiometry and the determination of thermodynamic temperatures for the ITS-90. Since 2001 he is heading the department Temperature of PTB where the temperature scales PLTS-2000 and ITS-90 are maintained, developed and disseminated by contact thermometry. In current projects he is involved in the improvement of the fixed points of the ITS-90 and in research on a new definition of the kelvin by fixing the value of the Boltzmann constant employing gas thermometry.

He represents PTB in the Consultative Committee for Thermometry and chairs the working group on thermodynamic temperature determination and the task group for the new kelvin definition. He was involved in the formulation of EURAMET roadmaps for the development of thermometry and of the CCT strategy. Other international work includes membership in the CODATA task group on fundamental constants, German contact person in the EURAMET technical committee for temperature and humidity, and secretary of the OIML technical committee “Instruments for measuring temperature and associated quantities”.

TOWARDS THE NEW DEFINITION OF THE KELVIN J. Fischer

With the new definition of the kelvin, primary thermometry methods based on acoustic gas thermometry, dielectric constant gas thermometry, Johnson noise thermometry, Doppler broadening thermometry and most of all, radiometry, are gaining more importance. Already, at temperatures above the silver point, some institutes now realise and disseminate thermodynamic temperature T through the use of primary radiometry rather than temperature T90 in terms of the defined international temperature scale ITS-90. Users will have the freedom to choose between primary thermometry and ITS-90. To provide conversion from T to T90 with low uncertainty, more and better data for T – T90 in the mise en pratique for the definition of the kelvin is required. The recent review of thermodynamic measurements of CCT found unexplained inconsistencies between the uncertainties claimed for specific data sets and the consensus estimates of T – T90 and, in addition, a lack of data. This contribution identifies in detail the weaknesses and reviews the advances in thermodynamic temperature determinations made since 2010. The envisaged new determinations will be discussed. Concerning preparative steps towards new definitions of the kilogram, the ampere, the kelvin and the mole, the International Committee for Weights and Measures has been asked to provide new determinations of the Boltzmann constant. The recent progress achieved in this special field of primary thermometry will also be reported.

Yoshiro Yamada was born in Tokyo, Japan in 1959. He received the BEng and MEng degrees in Instrumentation Physics from the University of Tokyo in 1983 and 1985, respectively. He then joined Nippon Kokan KK (currently JFE Steel Corp.) and worked on optical systems for in situ measurement and inspection in steel production, including immersion optical-fiber thermometer for molten steel and emissivity-compensating thermometer for steel coating line. During this time, in 1992 he received the MEng degree in Electrical Engineering from California Institute of Technology, USA. In 1998 Yoshiro joined the National Research Laboratory of Metrology (currently National Metrology Institute of Japan (NMIJ), AIST), and has since been the impetus for the development of high-temperature fixed points of metal-carbon systems. In 2002-2003 he worked as guest worker at the BIPM in France. Yoshiro is currently responsible for the radiation temperature scale above the zinc point in Japan, is leading the radiation thermometry team of the APMP TCT and is a coopted member of CCT/WG5. He is also an editorial board member of Measurement Science and Technology. His research interest remains to be temperature measurement in the industrial field, with recent research activities including in situ silicon wafer surface temperature measurement in semiconductor production and temperature measurement in steel production. He has coauthored a book chapter on radiation thermometry in steel production in Radiometric Temperature Measurements. He is currently Prime Senior Researcher at the NMIJ. In private he is challenging the problem of the aging population by being a father of five.

TOWARDS RELIABLE INDUSTRIAL RADIATION THERMOMETRY Y. Yamada

Application of radiation thermometry in industrial scenes is rapidly increasing with the widespread use of low cost infrared thermometers and thermal imagers. However, their performances are not always up to the users’ expectations. This is often due to lack of appropriate information on the limitations of the instrument performance and of radiation thermometry itself. In this presentation, these limitations are disclosed, namely the targeting capabilities of the thermometers including size-of-source effect of thermal imagers, reflection errors, and unknown emissivity of the measurement object. Attempts made at the NMIJ are introduced, which aim at alleviating the effect of these difficulties. Methods to compensate for unknown emissivities are presented utilizing auxiliary sources to realize blackbody condition, which are extended to applications with thermal imagers overcoming the problem of size-of-source effect and reflection error at the same time. Calibration of low cost thermometers with fixed instrumental emissivity setting has been an issue for calibration laboratories. Simple apparatus that enable calibration of such instruments are described. Two-color thermometers have been neglected from the traceability chain and from standardization efforts due to their technical complexity. Recent activities to incorporate them effectively in the calibration chain and to establish international standards are presented. Such efforts are encouraged in the thermometry community since they are essential in establishing an unbroken chain of traceability to the industrial front.

Rod White graduated from the University of Waikato, Hamilton, New Zealand, with M.Sc. in physics in 1980. He took up a position as a research scientist in the Temperature Standards Section of the Physics and Engineering Laboratory of the Department of Scientific and Industrial Research, which later became part of the Measurement Standards Laboratory of New Zealand (MSL). During the last 30 years Rod has actively pursued research encompassing Johnson noise thermometry, radiation thermometry, the triple point of water, platinum resistance thermometry, the calibration of resistance thermometry bridges, the mathematics of temperature scales, and propagation of uncertainty. He is the author of more than 100 scientific papers, co-author of the text Traceable Temperatures, and author of several contributions to texts and encyclopaedia. He has received the Silver medal and the Cooper medal of the New Zealand Royal Society for his work, and in 2010 he was awarded a D.Sc. from the University of Waikato for Contributions to Temperature Metrology. Rod is currently the New Zealand representative on the CIPM Consultative Committee on Thermometry (CCT), is an active member of four of its nine working groups and three of its special task groups, and is chairman of the Working Group on Uncertainty. When family allows, Rod dabbles with the physics of the golf swing and electrostatic loudspeakers.

OBSERVATIONS ON THE NATURE OF MEASUREMENT Rod White Measurement Standards Laboratory, Lower Hutt, New Zealand E-mail: [email protected] Metrologists claim to study the science of measurement. Unfortunately, most metrologists have the luxury of measuring well-defined quantities in well-controlled environments using well-designed instruments. Only occasionally do we ask “what are we measuring?”, and if the question is considered at all, the answer is usually relegated to detail in an uncertainty analysis. Instead, the difficult “what are we measuring” and “what is the best way to measure it?” questions tend to surface in industrial situations where ambiguities arise from ill-defined quantities, ill-suited measuring instruments, and large uncontrollable influence effects. This talk explores the nature of measurement by considering the wide range of measurements required in a technological society. A concept of measurement based on this broader perspective provides insights into metrological traceability, uncertainty, ambiguities in measurements, and the definition of measurement itself. It is suggested that metrologists, if we are to build a useful science of measurement and make smart decisions about the structure of international measurement systems, we must keep this broader perspective in mind.
