RESOLUTIONEXPRESSING THE GRATITUDE AND APPRECIATION OF THE SENATE TO SENATOR ANTONIO ‘SONNY’ F. TRILLANES IV FOR HIS INVALUABLE CONTRIBUTIONS TO THE SENATE AND THE NATION DURING HIS TERMS AS SENATOR

WHEREAS, the Honorable Antonio “Sonny” F. T rillanes IV h as served as Senator for two (2) consecutive term s (2007-2013 and 2013-2019);

WHEREAS, du ring h is term s as senato r, he served w ith honor and distinction as ch a irm an of the Com m ittees on Civil Service, G overnm ent Reorganization and Professional Regulation and National Defense and Security, and the O versight C om m itttees on Intelligence; D isaster Risk Reduction; AFP M odernization; and Agrarian Reform;

WHEREAS, he registered the m ost num ber of legislative m easu res enacted into laws as principal a u th o r and principal sponsor, forem ost of w hich were the following: Republic Act No. 10154 which provides for the im m ediate release of re tirem ent benefits of governm ent em ployees w ithin 30 days after the actual date of retirem ent; Republic Act No. 10668, otherw ise know n as the “Cabotage Law”, the law which prom otes com petition in the m aritim e cargo; an d Republic Act No. 10635 which estab lishes MARINA as the single m aritim e adm in istra tion responsible for the im plem entation and enforcem ent of the STCW Convention;

WHEREAS, being a form er soldier h im self genuinely concerned over the p red icam ents of the Philippine soldiers and uniform ed personnel, he au thored and sponsored various legislative m easu res add ressing the concerns of the m en in uniform , notably: Republic Act No. 10349, otherw ise know n a s the “New AFP M odernization Law”; Jo in t Resolution No. 5 w hich increases the subsistence allowance of uniform ed personnel; Republic Act No. 10664 or the “Armed Forces of the Filipino Week Act”; and Republic Act No. 10649 w hich increases the burial assis tan ce to veterans;

WHEREAS, h is growing list of legislative accom plishm ents includes Republic Act No. 10591 or the “Gun Control Act”; Republic Act No. 10627, otherw ise know n a s the “Anti-Bullying Act”; Republic Act No. 10173 or the D ata Privaey Aet of 2012; Republic Act No. 10364, otherw ise know n as the “Expanded Anti-Trafficking in Persons Act of 2012”; Republic Act No. 10176, also known as the “Arbor Day Act of 2012”; and Republic Act No. 10589 or the “A nti-Corruption M onth Act”;

WHEREAS, a firm believer in em pow ering the c o u n try ’s m arginalized sectors and senior citizens, he h as con tinuously worked in finding ways to guaran tee their full enjoym ent of basic righ ts and to en su re the protection of their well-being, th rough m easu res such as the M agna C arta of the Poor, the Instu tionalized Pantaw id Pam ilyang Pilipino Program (4Ps) Act, and the National Com m ission for Senior Citizens Act;

WHEREAS, instilled w ith a strong advocacy for good governance and public accountability , he conducted and partic ipated actively in the public hearing of w idespread corrup tion cases and anom alies in the governm ent, notably the co rrup tion in the Armed Forces of the Philippines, the anom alous construction of M akati car park ing building, the c o u n try ’s co rrup t ju stice system , and the ram p an t corrup tion a t the B ureau of C ustom s;

WHEREAS, for h is ou ts tan d in g perform ance of h is du ties a s a legislator and for giving honor and pride to the country in h is various regional and national engagem ents, he im m easurab ly con tribu ted to the o u ts tan d in g achievem ents of the Senate du ring the 14th, 15th, 16th and 17th C ongresses for w hich th is au g u st C ham ber is tru ly grateful; Now therefore be it
