FAST is authorized for use in PCC bibliographic records. The question before us is whether FAST alone can be used, without either LCSH or MeSH. BIBCO participants manual, Section 5.5 on Subject headings states:

BIBCO does not require its participants to use one particular subject thesaurus, genre/form thesaurus or classification scheme. BIBCO participants may utilize any classification or subject heading scheme recognized by the MARC 21 Format for Bibliographic Data. The format identifies the thesauri in two places:
