Current consenting processes are highly complex and lengthy:

– Lack of a strategic planning framework

– Highly contested projects with multiplicity of competing interests

– Cross boundary issues and ‘duty to co-operate’

– Multiple consenting processes for different elements

Opportunity to follow a ‘Locally-led Development Consent Order’ process?

– Single process for all necessary consents

– Requirement for ‘front loaded’ evidence-led approach

– Defined timescales for determination
