    SECTION 1 COMFORTWITHREGARDTONOISE

    1 General

    1.1 Application

    1.1.1 Application

    The COMF-NOISE notation, in accordance with Pt A,Ch 1, Sec 2, [6.7.2], will be granted to ships complyingwith the requirements of this Section.

    1.1.2 Ship categories

    Ships are divided into three main categories, taking into

    consideration the specifics of the ship in the noise field, andthe technical feasibility for the ship to comply with theseRules at a reasonable cost:

    a) Passengers ships, including cruise ships, ferries and lin-ers, in which comfort needs particular care.

    b) Heavy duty ships, namely all types of cargo ships,including tankers, container ships, bulk carriers, etc.,where a minimum comfort is necessary to preventhuman errors due to reduction of ear capability orexcessive stress of the crew.

    c) Ships with length between perpendiculars below 65 m,including fishing ships, tug boats, ferries, small passen-ger ships, etc., for which the unavoidable proximity ofthe sources makes special measures for noise reductionnecessary.

    1.1.3 Exclusions

    a) These Rules apply to open and closed spaces in thecrew and passenger living and transfer areas. They donot apply to machinery spaces or garages.

    b) These Rules are not applicable to public restrooms orlaundries.

    1.1.4 Merit levels

    Three decreasing merit levels, A, B and C, are possible. Thenotation is assigned if at least the C merit level is reached.

    1.2 Basic principles

    1.2.1 Scope of the Rules

    These Rules define the limits and criteria of acceptability ofnoise levels on board. They indicate the international refer-ence standards, procedures and instrumentation necessaryto carry out the measurements.

    1.2.2 Assessment criteria

    The criteria considered for the assessment of personal com-fort are based on the evaluation of airborne noise levelsduring normal navigation. These Rules do not consider theeffects of ship motions.

    1.2.3 Compliance with the Rules

    Compliance with these Rules is verified by means of meas-urements to be carried out on board in the conditions andlocations indicated.

    1.2.4 Measurements

    Measurements are to be carried out either by a Surveyor

    from the Society or by a technician from a company recog-nised as suitable by the Society. In the latter case, measure-ments are to be carried out under the surveillance of theSurveyor.

    1.2.5 International standards

    These Rules are based on the most recent internationalstandards and requirements relevant to the measurementand control of noise issued by IMO and ISO. Tab 1liststhese standards.

    c) The following general data and conditions are to berecorded and included in the report:

    ship loading condition

    propulsion machinery, main auxiliaries, navigationalaids, radio and radar sets

    water depth environmental conditions (wind and waves)

    noise sources due to external factors such as pres-ence of additional personnel, ongoing repairs or fit-ting work, etc.

    2 Acoustic insulation

    2.1 General

    2.1.1

    a) A prerequisite for compliance with these Rules is thedesign and proper installation of an acoustic insulationsystem in crew and passenger spaces in order to con-tain, besides the machinery noise, the "maximum ran-dom noise level", i.e. noise expected to arise from everykind of human activity and passenger entertainment.

    b) Technical requirements for sound insulation systemsfrom airborne noise and impact sound are reportedbelow in [2.2], [2.3] and [2.4].

    2.2 Maximum random noise level

    2.2.1

    a) The acoustic insulation system of ship crew accommo-dation and public spaces is to be constructed taking intoaccount the sound level which is likely to occur in theseareas.

    b) Apart from special cases, which are to be judged on acase-by-case basis by the Society, maximum sound lev-els to be considered when designing the sound insula-tion system are stated in Tab 2 for each space typology.

    c) Levels supplied are to be considered mainly as an indi-cation of maximum noise produced by ship entertain-ment systems; it is the responsibility of the commandnot to exceed them.

    2.3 Acoustic insulation from airborne noise

    2.3.1 Acoustic insulation index

    a) Walls, decks and ceilings delimiting spaces for crewand passenger stay or transit are to have such acousticinsulation properties as to comply with the minimumacoustic insulation index from airborne noise (R'W) asperTab 3.

    b) These limits are appropriate on the hypothesis that themaximum random noise level, Nmax, in spaces is not

    exceeded.

    2.3.2 Alternatives

    Limits of the acoustic insulation index lower than thoseindicated in Tab 3may be accepted on the basis of technical

    documentation proving that, at the discretion of the Society,the maximum random noise level Nmax is lower than that

    considered in Tab 2.

    2.4 Acoustic insulation from impact sound

    2.4.1 The floors of the spaces above passenger cabins areto have impact sound insulation properties, Ln,W, asrequired in Tab 4.

    3.1 General

    sengers on board in the operating conditions defined in[3.2].

    b) Different conditions may be considered if accepted asequivalent for the purposes of these Rules at the discre-tion of the Society.

    c) The level of acoustic insulation from airborne noise andimpact sound indexes is to be measured with the ship atberth once the installation of the walls, floors and ceil-ing has been completed.

    3.2 Noise levels: transit condition

    3.2.1 Propulsion plant power

    a) Measurements are to be carried out with propulsionplants working at 85% of maximum power.

    b) Additional measurements are to be carried out with pro-pulsion plants at full power in particularly critical areas,i.e. areas whose measured noise level is very close tothe limit given for the comfort level assigned and/or forwhich an appreciable rise in noise intensity can beexpected.

    3.2.2 Auxiliaries

    During measurements, all auxiliary systems, forced ventila-tion and air conditioning systems (HVAC systems) and hotelservice systems are to be operating in normal service condi-tions.

    3.2.3 Human activity

    a) During measurements, noise arising from every kind ofunnecessary human activity is to be avoided as far aspossible.

    b) To this end only the personnel needed for the normaloperation of the ship and those carrying out the meas-urements are to be present and as far as possible astraight course is to be held.

    3.2.4 Entertainment systems

    During measurements every crew and passenger entertain-

    ment system is to be off.

    3.2.5 Water depth

    Water depth is to be sufficiently great, at least 10 timesmedium ship draught.

    3.2.6 Meteorological conditions

    In general, meteorological conditions are to be within thefollowing limits:

    wind: not stronger than Beaufort 3 - strong breeze(speed 7 to 10 knots)

    waves: not stronger than force 3 - rough (significantwave height 0,5 to 1,25 m).

    3.3 Noise levels

    3.3.1 Measurement positions

    a) Measurements are to be carried out in living or transitpassenger spaces according to the following indica-

    tions. At the discretion of the Society, additional meas-urements are to be carried out in particular locationswithin the measurement area.

    b) Following a preliminary full reconnaissance of the ship'spassenger areas, measurement spaces and positions areto be chosen with the Societys Surveyor according tothe following requirements.

    3.3.2 Suites, mini-suites and passenger cabins

    a) Measurements are to be carried out in at least 30% ofthe cabins between the extreme stern and engine venti-lation trunk and in 10% of other cabins.

    b) Each tested cabin larger than 25 m2

    is to contain at least2 measurement points.

    c) Special cases will be individually considered by theSocietys Surveyor.

    3.3.3 Enclosed passenger spaces

    a) Measurements are to be carried out in all the enclosedpassenger spaces with the exception of corridors, stairs,laundries and public restrooms.

    b) Each tested space larger than 60 m2 is to contain at leasttwo measurement points.

    c) Tested spaces larger than 120 m2 are to contain, at the

    Surveyors discretion, any number of measurementpoints needed to qualify each space area in relation tonoise level, and at least one measurement point every

    80 m2. Special cases will be individually considered, atthe discretion of the Surveyor.

    3.3.4 Open recreational spaces

    In open recreational spaces, a measurement point is to beplaced every 200 m2. Special cases will be individuallyconsidered, at the discretion of the Surveyor.

    3.3.5 Heavy load ships and spaces other thanpassenger accommodation spaces in

    passenger shipsa) Measurements are to be taken in at least three points of

    the wheelhouse (one at the centre and two at the twoextremities, port and starboard).

    b) Measurements are to be taken in at least six cabins(including hospital) per deck (preferably two cabins atthe centre, two portside and two starboard side).

    c) Any other tested space larger than 60 m2 is to contain atleast two measurement points.

    3.3.6 Limits

    Noise level is to be measured in dB units with A weighting

    filter, [dB(A)]. For each space typology, limits for the calcu-lation of the noise comfort level are given in Tab 5.

    3.3.8 Measurements at full propulsive power

    a) Additional measurements are to be taken in those posi-tions or spaces shown to be critical by measurementstaken according to [3.3.7], excluding outside recrea-tional spaces.

    b) The total number of measurements taken at full propul-sive power need not exceed 5% of the number of meas-urements taken at 85% of full propulsive power.

    c) At the Societys discretion, additional measurements are

    to be carried out in particular positions within testedareas.

    3.3.9 Comfort level - measurements at fullpropulsive power

    For each measurement point, the measured noise level, Lmis,

    is compared with the limits in Tab 5.

    a) Suites or mini-suites, passenger cabins and type A, B, C,

    D spaces less than 120 m2

    1) Comfort level is A if:

    all Lmis values are less than or equal to Lmin, or

    all Lmis values are less than or equal to Lmin,

    except for less than 5% of values measuredwhich are to be less than Lmin + 3 dB(A)

    2) Comfort level is B if:

    all Lmis values are less than Lmax

    3) Comfort level is C if:

    all Lmis values are less than or equal to Lmax,

    except for less than 5% of values measuredwhich are to be less than Lmax + 3 dB(A).

    b) Type A, B, C or D spaces greater than 120 m2, and otherenclosed spaces

    1) Comfort level is A if: all Lmis values are less than or equal to Lmin, or

    all Lmis values are less than or equal to Lmin,

    except 20% of the total area, where Lmis is less

    than or equal to Lmax

    2) Comfort level is B if:

    3.4 Acoustic insulation indexes

    3.4.1 Measurements positions

    Measurements are to be carried out in passenger cabinsaccording to the following indications. At the discretion ofthe Society, additional measurements are to be carried outin particular locations within the measurement area.

    3.4.2 Measurement procedure

    Measurements of acoustic insulation indexes from airbornenoise and from impact noise are to be taken according toISO Standards 140/IV and 140/VII.

    3.4.3 Acoustic insulation of airborne noisea) On at least two decks for each kind of wall installed,

    measurements are to be taken of acoustic insulationfrom airborne noise index R'Wmis.

    b) For each kind of wall measured, values are to be com-pared with the limits in Tab 3.

    c) The resulting comfort level will be:

    A if R'Wmis R'W + 2 dB(A)

    B if R'Wmis R'W + 3 dB(A)

    C if R'Wmis R'W + 4 dB(A).

    3.4.4 Acoustic insulation from impact sounda) On at least two decks for each kind of accommodation,

    and varying floor typology, measurements are to betaken of acoustic insulation from impact sound Ln,Wmis.

    b) Two floor typologies are to be considered:

    hard: marble, wood, tiles

    soft: moquette, resins.

    c) For each kind of floor measured values are to be com-pared with the limits in Tab 4.

    d) The resulting comfort level will be:

    A if Ln,Mmis < Ln,W - 2 dB(A)

    A if Ln,Mmis < Ln,W - 3 dB(A)

    A if Ln,Mmis < Ln,W - 4 dB(A).

    3.5 Global comfort level

    3.5.1 For the purposes of these Rules, the global noisecomfort level is assigned as follows:

    comfort level is A if all measured values are A level

    comfort level is B if at least one measured value is Blevel and no values are C level

    comfort level is C if all measured values are at least Clevel.

    For passenger ships the comfort level is rated on the basis ofthe actual rating reached by the passenger accommodationspaces, provided that at least C level is reached in all otherlocations.

    4 Testing procedures

    4.1 Instrumentation

    4.1.1 Sound level meters

    Noise level measurements are to be carried out by means ofprecision grade sound level meters. These sound levelmeters are to comply with either IEC 60651 type 1 require-ments or a standard accepted as equivalent by the Society.

    4.1.2 Calibration

    Instrumentation is to be properly calibrated according to arecognised standard.

    4.2 Measurements

    4.2.1 Units

    Noise level is to be measured in dB using the A weightingfilter [dB(A)].

    4.2.2 Calibration

    The sound level meter is to be set for slow response and cal-ibrated with an acoustic calibrator before and after themeasurements are taken.

    4.2.3 Microphone position

    Measurements are to be carried out keeping the micro-phone at approximately 1,5 m from the floor and at least1,0 m from the walls or dividing bulkheads.

    5 Forms

    5.1 Characteristics of the ship

    5.1.1 Tab 6 indicates the suggested format for recordingdata relative to the ship.

    5.2 Characteristics of machinery

    5.2.1 Tab 7 indicates the suggested format for recordingdata relative to the ships machinery.

    5.3 Measuring instrument

    5.3.1 Tab 8 indicates the suggested format for recordingdata relative to the measuring instrument.

    5.4 Conditions during measurement

    5.4.1 Tab 9 indicates the suggested format for recordingdata relative to the conditions during measuring.

    5.5 Measuring results - sound

    5.5.1 The following tables indicate the general schemefor recording the measurement positions and thesound levels.

    5.5.2 Tab 10, Tab 11, Tab 12 and Tab 13 show the sug-gested formats for recording the measurements carried outin suites, mini-suites, passenger cabins and type A, B, C, Dspaces of less than 120 m2.

    5.5.3 Tab 14, Tab 15, Tab 16 andTab 17 show the sug-gested formats for recording the measurements carried out

    in type A, B, C, D spaces of greater than 120 m2.

    5.5.4 Tab 18and Tab 19 show the suggested formats forrecording the measurements carried out in outside recrea-tional spaces.

    5.6 Measuring at berth
