1. Executive Summary
This is a Residential Building Construction Housing Project proposed by M/s S. R. Infracon. The project is
low rise Building Construction Project having built up area 38,798.18 sq.m. Proposing plot (area of
10,667.00 sq.m.) at village Kudasan, Taluka & District Gandhinagar (Survey/Block no. No. 114, 15, 116,
117, 157 & 158 - FP no.47, 48, 49, 50, 79 & 80, Village Kudasan, District: Gandhinagar). The 168 Housing
units are proposed with parking area of about 12,114.64 sq.m., 1094.77sq.m. common plot area with
4.00 m minimum margin on periphery with green belt development area. The building construction will
involve a Basement, hollow plinth, ground floor and up to six floor level having height of 27.85 m above
ground. The building will be constructed as frame RCC structure with brick/AAC work for walls. The Soil
investigation report, NBC norms and relevant IS codes including for earthquake zone are referred while
designing the project. During construction phase, the safety practices will be implemented and basic
needs (water supply, electricity, bathing & toilet facility, drainage facility etc) of workers will be
addressed. The construction materials transportation will be optimally managed to minimize the impact
on noise level, fuel consumption, flue gas emission and dust minimizing measures. Facilities like, water
supply, sewerage connection, power supply, emergency power provision, access road, parking space,
common plot (garden / landscape area), etc are planned and will be provided for tenants.

2. Introduction of the Project / Background Information
2.1. Identification of Project and Project Proponent
This is a residential building construction Housing Project. M/s S. R. Infracon is Project
Proponent for this project. The Project Proponent is Partnership firm having its office Shivalay
Residency, opp Urjanagar 1, Kudasan, Taluka & District Gandhinagar.

2.2. Brief Description of nature of the Project
The plot area of the project site is 10,667.00 sq.m. The proposed built up area for Construction
is 38,798.18 sq.m. including covered parking area. The built up area is more than 20,000 sq.m.
and hence the Environmental Clearance is applicable to the project under heading “≥20,000
sq.m. and <1,50,000 sq.m. of built-up area for category 8(a) of Schedule to EIA Notification 2006.
2.3. Need of the Project and it’s important to the country and or region
Housing is the primary need of the human and other living organisms on this Earth. The
providing housing is the primary agenda of the Nation. The need for the Housing Infrastructure
Development is ongoing process in India due to ever increasing population, change in social
status, economic condition of family and so many other socio economic reasons.
Urbanization trend in India is increasing due to many factors. Urban areas are increasing in
physical boundaries due to need of basic infrastructures and development works. Gandhinagar
is being State Capital of Gujarat and needs Urban Development Plans, Town Planning and
Development Schemes by appropriate Authorities for future demands. Many Cities & Mega
Cities in India and in other countries developed their plans for next decades to meet the future
requirement. City is also following the path for better future to the citizen.

The land in the city area is allowed for developing the Residential and Commercial
Infrastructure. M/s S. R. Infracon is proposing for developing the Residential Infrastructure
project at village Kudasan, Taluka & District Gandhinagar (Survey/Block no. No. 114, 15, 116,
117, 157 & 158 - FP no.47, 48, 49, 50, 79 & 80, Village Kudasan, District: Gandhinagar).
2.4. Demand Supply gap
Please refer section 2.3 above for the need of the project.
2.5. Imports Vs Indigenous production
The project is about the development of Infrastructure Project for local need and will not a
manufacturing activity.
2.6. Export Possibility
Not Applicable as this is an Infrastructure Project.
2.7. Domestic and or Export Markets
The project will attract the customers from local, rural areas, state Gujarat and other states as
well as from other countries for procuring the Housing facilities in Gandhinagar City based on
their demand / future planning or requirement.
2.8. Employment Generation
Employment generation is envisaged during construction phase for about twenty four months
for about 100 workers. The residential units, post construction phase, will attract about 5-8
long term employment.

3. Project Description
3.1. Type of Project and interlinked and interdependent Project, if any
The project is “Building and Construction projects” activity type under EIA notification 2006 and
amendment 2009, serial number 8 category “B(a)” project will be treated as B2 as the activity will not
require EIA study report for Environmental Clearance (Please refer 7(i)I Stage (1) Screening) .
3.2. Location (map showing general location, specific location, and project boundary & project site
lay out) with co-ordinates
The project is located near Shivalay Residency, opposite Urjanagar 1, Kudasan, Gandhinagar.

3.3. Details of alternate site considered and the basis of selecting the proposed site, particularly the
environmental considerations gone into should be highlighted
This is infrastructure housing development project, need of the nation, state and society to
cater the primary need of the family. For such project, the alternative site study was not
needed at the time of land procurement.
3.4. Size or magnitude of the Operations
The project is about the building construction project having residential units. Project
Proponent proposes six residential blocks having 168 residential units. The basement (for
parking) and with Hollow Plinth for Parking and Ground floor to sixth floors are proposed for
residential use. Total built up area estimated is 38,798.18 sqm including a basement & Hollow
Plinth for parking purpose.
3.5. Process Description with process details (a schematic diagram, flow chart showing the project
lay out, component of the project etc. should be given)
Not applicable as this is Infrastructure Housing Development Project.
3.6. Raw materials required and estimated quantity, likely sources, marketing area of final
product/s, mode of transport of raw material and finished product/s
The project will require building materials for building construction. Project Proponent will
require Cement, Steel, Sand, Bricks, aggregates etc building materials. The estimated quantity
requirement is stated in Annexure 6 with the tentative sources.

3.7. Resource Optimization/ recycling and reuse envisaged in the project, if any should be briefly
outlined
Man power and building materials Resources will be optimally consumed during construction
phase using Project Planning and Project Management.
3.8. Availability of water, energy, power, requirement and source should be given
The water will be catered from ground water during construction phase. Post construction
phase, it will be catered through Municipal Corporation-Gandhinagar. The electricity supply
during both phases will be catered through local supplier Uttar Gujarat Vij Company Limited
(UGVCL), Gandhinagar. The Diesel Generating set of 25 KVA capacity will be installed for
emergency power requirement.
3.9. Quantity of wastes to be generated (liquid and solid) and scheme for their Management /
disposal
The estimated sewage generation during construction phase will be4.30cu.m./d and 160.29
cu.m./d during post-construction phase. The sewage generated during construction phase will
be treated and disposed off through Septic Tank and Soak Well system. For more details please
refer Annexure 5.
Post BU permission, the Drainage connection will be approached and is available near the
project site. The nearest sewage pumping station is located about 0.67 km from site.
The municipal solid waste (MSW) generation estimation is made based on the literature survey
like CPCB manual, and is estimated as 600kg/d post construction phase. The waste will be
collected block wise and disposed off through GMC registered MSW contractors. For more
details please refer Annexure 7.
3.10. Schematic representations of the feasibility drawing which give information of EIA purpose
Not applicable as the Developmental projects with built up area less than 1,50,000 sq.m. will
not required EIA study.

4. Site Analysis
4.1. Connectivity
The project site is located within GUDA area at Kudasan near Urjanagar 1, having good road
network connection to other part of city and state Gujarat. The project site well connected with
Railway and Airport.
4.2. Land Form, Land use and land ownership
The land is Non-Agriculture purpose and is ordered by District Collector Authority-Gandhinagar. The land is owned by original land owners and have Development Agreement with Project Proponent and same is enclosed as Annexure 2 and 3. The land orders from original land survey/block nos. to FP no. are summarized in Table 1 and ownership document is enclosed as Annexure 3.

4.3. Topography (along with map)
The land is plain in topography.

4.4. Existing Land use pattern (agriculture, non-agriculture, forest, water bodies (including areas
under CRZ)), shortest distance from the periphery of the project to periphery of the forest,
national park, wild life sanctuary, eco sensitive areas, water bodies (distance from HFL of the
river), CRZ. In case of notified area, a copy of gazette notification should be given
The land is Non-Agriculture type proposed for Residential use. It is neither falling under water
bodies nor under CRZ notification. The project site is located within the GUDA area.
4.5. Existing Infrastructure
The area is having basic infrastructure like road, electricity supply, water supply and drainage
facility, telecommunication facility to surrounding area.
4.6. Soil Classification
The overburden filled up soil is observed up to 10.5 m depth found sand silt mixture in shallow,
non-plastic silty sand found in middle of the bore hole and found clayey sand of low plasticity
during soil investigation carried out by M/s Mukesh A. Patel Technical Consultancy & Civil
Engineering Laboratory, Ahmedabad. For more details please refer Annexure 4.
4.7. Climate data from Secondary sources
The climate of the city is hot and arid. The temperature recorded from 4.0 oC to 46.0 oC. The
average rain fall is about 670 mm.
4.8. Social Infrastructure available
The project is about the housing infrastructure will provide the social infrastructure to the
users.

5. Planning Brief
5.1. Planning Concept (type of industries, facilities, transportation etc) town and country planning /
development authority classification
The proposed project is planned based on the General Development Regulation prepared and
implement by GUDA and GMC.
5.2. Population projection
We estimated to cater housing to about 1176 persons and 5-8 person employment.
5.3. Land use planning (break up with green belt)
The total plot area is 10,667.00 sq.m. The common plot proposed in 1,094.77 sq.m area. The
built up area at ground floor area will be 3,770.64 sq.m. The parking at ground floor open to sky
is 411.14 sq.m. The balance 5,788.80 sq.m. area is allotted for access road, margin area around
the scheme.
5.4. Assessment of Infrastructure Demand (Physical and Social)
The following infrastructure are estimated
Water: The water requirement is estimated as 7.91 cu.m./d during construction phase
(Source Ground water) and 183.95 cu.m./d post-construction phase (GMC water supply-To
apply during B.U. permission)
Electricity: The estimated electricity connected load will be 2,350 KW
Parking Space: 12,114.64 sq.m. (A basement, ground level and Hollow Plinth parking)
Drainage Facility: Available (To apply during B.U. permission) with Pumping station about
0.6 km from project site.
MSW disposal: Will be Available on demand application
Access Road: Available and will be connected to Gandhinagar GIFT city Ring road
Communication Facility: Will be available
Fire Brigade facility: On demand will be available in case of emergency. The Fire Station is
6.7 km away from project site and approximate travel time is 13 minutes.
Other services like, Education, health services may available based on the social and economic
capacity to the users.
5.5. Amenities and facilities
The amenities and facilities will be available as described above and more such social and
economic networking available due to location within city area.

6. Proposed Infrastructure
6.1. Industrial Area (Processing area)
Not applicable
6.2. Residential Area (Non-Processing area)
The project is about the Residential purpose.
6.3. Green Belt
The estimated Common plot area is 1094.77 sq.m. and about 160 tree will be planted.
6.4. Social Infrastructure
As addressed in Section 5.4 in chapter 5.
6.5. Connectivity (Traffic and Transportation Road/Rail/Metro/Water way etc)
The project site is located within Gandhinagar City area having good road network connection
to other part of city and state Gujarat. The proposed project is located at 24 m wide road
connected with Gandhinagar GIFT city Ring road. The project site well connected with Railway
and Airport.
6.6. Drinking Water Management (Source & Supply of water)
The drinking water will be available from GMC/GUDA water supply.
6.7. Sewerage System
The GUDA/GMC Sewerage system will be available.
6.8. Industrial Waste Management
Not applicable
6.9. Solid Waste Management
The Municipal Solid Waste will be managed as per the GMC practice. For more details please
refer Annexure 7.
6.10. Power requirement and supply / source
The power requirement is estimated about 2,350 KW and will be met with from Uttar Gujarat
Vij Company Limited (UGVCL). The Emergency requirement will be met with by installing 25
KVA capacity D.G. set.

7. Rehabilitation and Resettlement (R &R)
7.1. Policy to be adopted (Central/State) in respect of the project affected persons including home
oustees, land oustees, and landless labours (a brief outline to be given)

8. Project Schedule and Cost Estimate
8.1. Likely date of start of construction and likely date of completion (Time schedule of the project
to be given)
The Project Proponent desires to start as early as possible to minimize the future risks and
competitiveness of the project. However, as part of procedure to obtain pre-construction
approvals from Statutory Authorities as per the various Acts /Rules /Notifications /Regulations
/Guidelines etc, The Project Proponent may start the project during January 2016 and
estimated to be completed within about 24 months. The completion time may vary depending
upon the various factors affecting the project.
8.2. Estimated Project cost along with analysis in terms of economic viability of the Project.
The estimated Project cost is about Rs. 30.00 crores.

9. Analysis of the Proposal (Final Recommendations)
9.1. Financial and Social benefits with special emphasis on the benefits to the local people including
tribal population, if any, in the area.
The project is Housing Infrastructure Building Construction Project. The project will attract the
people to basic need of housing at prima location of city area benefitting to economic
transportation, basic amenities. The project is viable considering present scenario and
Developmental plans of Statutory Authorities.
