PASSAGE-1A debate over agrarian policy is by no means

unique to India or the present period. Its originsgo back to the advent of classical politicaleconomy. According to several economists,consolidation of farm land was one of the keydrivers of increased agricultural productivity inEngland. Notwithstanding debate on whether ornot this increase merited an agriculturalrevolution, it is a fact that the dispossessionprovided footloose labour for England’s industrialrevolution. Struggles against the corn laws in 17th

century England, when workers came onto thestreets demanding the removal of tariffs onimport of corn, is another such example. Cornlaws had their advocates in domestic landlordswho stood to lose from cheaper imports.

During the colonial period, agriculturebecame an important instrument for plunder ofcolonies. Famines became commonplace, fromlreland, England’s first colony, to India, its largest.The terror of land tax, or lagan, has found

expression beyond the realm of economics. It isno wonder that farmers were an importantconstituent of the freedom struggle in India. Theiraspirations, undoubtedly, were of improvementin living standards and quality of life. Suchaspirations have not fully materialized inindependent India. Although farm incomes haverisen in absolute terms, the sector has laggedbehind the rest of the economy. The ratio ofagriculture’s share in national output to its sharein employment fell from 0.52 in 1980 to 0.33 in2010, indicating that the relative income shareof households dependent on agriculture has beendeclining over the past three decades. The biggestfall in the ratio was during 1990-2000. Althoughthis ratio had increased slightly to 0.34 in 2013,plummeting growth rates in agriculture mightjeopardize the recovery.

While the past decade has seen animprovement in rural fortunes, it has not beenenough to bridge India’s rural-urban divide. Yet,urban incomes grew faster, and the differencebetween rural and urban consumption increasedslightly over this period.
