Actualmente la sociedad IEEE‐SA adelanta la revisión del documento IEEE 998 “Guide for Direct Lightning Stroke Shielding of Substations”.
Como es conocido, este documento es ampliamente usado por los diseñadores, mantenedores y operadores de subestaciones eléctricas para establecer los mecanismos de apantallamiento contra rayos en este tipo de instalaciones eléctricas. Esa aplicación es ampliamente ejecutada en el mundo entero, incluyendo Latinoamérica.
El actual draft del documento IEEE ‐ 998 ha incluido como mecanismo de diseño del apantallamiento de la subestación, el método de colección de volumen (CVM). Este es un método de diseño, propuesto en el año 1979 por el prof J.E. Erickson, el cual modifica los conceptos del método electrogeométrico y de manera resumida, se puede decir que pretende justificar mediante ciertas manipulaciones de los valores de tensión crítica atmosférica el aumento del radio de acción de un terminal aéreo aplicado como elemento de impacto del rayo (Punta Franklin). En esencia, ese proclamado aumento del radio de acción es el fundamento de la tecnología ESE (Early Streamer Emission).
El asunto peligroso en torno al actual desarrollo del draft, el cual pretende ser sometido a votación en el IEEE‐SA sin atender alertas técnicas emitidas por la comunidad científica internacional, es que existe suficiente demostración teórica y práctica que invalidan los conceptos base del método CVM, así como la tecnología de pararrayos de emisión temprana (ESE technology).
Los alertas emitidos por la comunidad científica internacional han sido desechados en el grupo de trabajo (WG), fundamentados en alegatos administrativos, los cuales están siendo antepuestos a los alegatos técnicos, los cuales en un documento de la naturaleza del IEEE‐998, deben ser los prevalecientes.
Un punto, un tanto sórdido en el asunto que se adelanta, lo representa el hecho de que la empresa ERICO tiene posición dominante en el grupo de trabajo que ejecuta la revisión y es conocido que esta multinacional es uno de los mayores vendedores del mundo de los artilugios ESE. Obviamente debido a los múltiples reveses, incluso judiciales, recibidos por los vendedores, tales como ERICO y otros, así como a la cada vez mayor tomar de conciencia y adquisición de conocimiento que la industria eléctrica y otras, tienen sobre el fraude que hasta la fecha representan las nuevas tecnologías de protección contra rayos, los vendedores ejecutan cualquier cantidad de maniobras y exploran espacios para, en defensa de sus intereses comerciales, lograr el reposicionamiento de las ventas de sus artilugios.
Los estatus del IEEE rechazan la elaboración de normas con orientaciones comerciales, así como el conflicto de intereses. La presencia de personas que directa o indirectamente representan los intereses de ERICO en el seno del WG representa conflicto de intereses.
El tema de las irregularidades tanto técnicas, como de representatividad en el seno del WG ha sido denunciado por el Dr Abdul Moussa, autoridad mundial en el tema de proteccion contra rayos, sin embargo hasta el momento; el chair y otros responsables,

tanto del WG como de la sociedad IEEE‐SA, no han atendido los alegatos, por demás muy bien presentados y soportados, que hace el Dr Moussa.
Visto el manejo dado a la situación por parte de los individuos en cargos de autoridad en IEEE‐SA, el Dr Moussa ha solicitado formalmente la revisión del Draft y de manera explícita a solicitado al Dr D´Alessandro, principal soporte técnico del CVM en el draft de la norma 998, un debate público con jurado para establecer la realidad y el estado del arte en el tema, así como ha solicitado una apelación contra la emisión y el sometimiento a ballot del draft del documento 998 en el estado actual en el que se encuentra.
Debido a la importancia que el asunto de la introducción del CVM en el documento 998 representa, el asunto ha sido elevado a las mas altas autoridades del IEEE, mas allá de la sociedad IEEE‐SA, sin embargo hasta el momento no existe pronunciamiento de parte de la directiva del IEEE.
El asunto tiene muchos aspectos importantes para quienes trabajamos temas de SE(s) eléctricas y en general para el mundo de la ingeniería eléctrica. Entre estos aspectos se tienen:
1. La tecnología ESE no dispone de reconocimiento normativo a nivel internacional. Las únicas normas que de manera precipitada acogieron esa tecnología han sido la francesa NF‐C‐17‐102 “Protection of Structures and Open Areas Again Lightning Using Early Streamer Emisión Air Terminals” y la versión de esta, emitida por España. Es importante aclarar que ambas normas, la francesa y la española han sido sometidas a severos cuestionamientos por parte del CENELEC, así como por la comunidad científica internacional. El cuestionamiento ha sido de tal magnitud que la norma base francesa ha sido revisada y el alcance de protección declarado en el nuevo documento de los artilugios ESE ha sido reducido en casi un 60% del original.
2. La tecnología ESE no es reconocida por el IEC, así como tampoco lo hacen instituciones como la NFPA y el IEEE. El NFPA desde el año 1995 adelantó estudios los cuales demostraron que la tecnología ESE funcionaba igual que las puntas Franklin tradicionales. http://www.nfpa.org/assets/files/PDF/Research/ESE_Air_Terminals_segment_1.pdf
3. Los vendedores de la tecnología ESE han sido condenados por la justicia de los EEUU (ver decisión de corte del estado de Arizona del año 2005 http://www.hearybros.com/downloads/judgment‐and‐court‐order.pdf ) en razón a publicidad engañosa. La decisión de la corte obligó a los vendedores a eliminar su proclama de que los artilugios ESE representaban una mejora tecnológica en relación a los puntas franklin tradicionales y expresamente ordenó, por ser falsa, eliminar la proclama de los vendedores la cual establecía que un ESE dispone de mayor radio de acción que la punta tradicional.
El anterior escenario establece de manera categórica que la tecnología ESE no es superior a la tecnología tradicional de puntas Franklin. Los estudios de campo han demostrado que tienen similares radios de acción y en consecuencia, cuando un

incauto compra la proclama de los vendedores del mayor radio de acción de los ESE, simplemente esta siendo sujeto de estafa y además lo mas importante es que los individuos y las instalaciones están siendo expuestas a riesgos mayores. Al instalarse un sistema ESE se usa un número menor de terminales aéreos (Comparado con un arreglo tradicional de puntas Franklin). Es decir, aumenta el riesgo de impacto directo porque al disponerse de menor número de puntas el nivel de protección disminuye, obviamente.
El llamado es a la comunidad científica y tecnológica de Latinoamérica a conocer en profundidad el estado del arte en torno al desarrollo de las llamadas tecnologías emergentes de protección contra rayos y aprender a establecer límites a los vendedores.
Es muy bien conocido la alta penetración que artilugios tales como los ESE y los CTS y otras tecnologías “esotéricas” como la Faragauss de México, tienen en nuestros países. Esta penetración es de tal magnitud que algunos países, por ejemplo Cuba, están trabajando en el desarrollo de normas para sistemas ESE.
Dar cabida a estas tecnologías, las cuales ya está comprobado no cumplen los cometidos declarados por sus vendedores, es una muestra de ignorancia sobre el tema o en su defecto, irresponsabilidad, debido a que su uso compromete la seguridad de personas e instalaciones, las cuales paradójicamente se busca proteger.

This refers to the Project Authorization Request (PAR) for Standard 998 (Guide for Direct Lightning Stroke Shielding of Substations). That PAR was submitted by Mr. Bob Nowell to IEEE‐SA on July 26, 2007, and it was approved by IEEE‐SA on December 5, 2007.
I previously showed that draft Standard 998 was illegal in view of the following: a) Mr. Nowell had no authority to submit the PAR to IEEE‐SA; b) The SCOPE of the Standard as stated in the PAR; the objective of which was to introduce the Collection Volume Method (CVM) / Eriksson's Model, conflicted with its PURPOSE, and; c) Mr. Nowell failed to provide fair notice to the affected parties, thus violating the requirements of openness and due process.
Upon further examination of the PAR, I discovered an even more serious problem: electrical utilities, which Mr. Nowell claimed to be the only stakeholders, had no NEEED for the CVM / Eriksson's Model. Rather, it was ERICO that needed the inclusion of that design method in a standard so as to facilitate the marketing of its Dynasphere and other Early Streamer Emission (ESE) lightning rods. On the other hand, ERICO was not a declared stakeholder. Further, Mr. Nowell would not have dared to identify it as such in the PAR. It follows that the submission of PAR 998 to IEEE‐SA rested on false pretences.

Dear Mr. Wengerter,
By now, you have had an adequate opportunity to read my paper regarding invalidity of the CVM, which I attached to my e‐mail of October 1, 2010. Copies of that e‐mail was sent to the about 3,000 members of the Yahoo Lightning Protection forum.
It is a fact that the CVM is invalid. It is also a fact that ERICO has been pushing the CVM through standards organization despite the repeated statements of the Scientific Committee of ICLP (International Conference on Lightning Protection) that the CVM should not be included in standards, not even as an informative annex. I should note here that it was Dr. Franco D'Alessandro who acted on ERICO's behalf in pushing the CVM through Standards Organization in Australia, at NFPA and now before WG D5. Needless to say, ERICO has been pushing the CVM to serve its financial interests.
On the other hand, your e‐mail of September 27, 2010 suggests that Dr. D'Alessandro is an innocent "volunteer" trying to serve the IEEE and that I wronged him in trying to stop ERICO, with whom Mr. Bob Nowell allied himself, from railroading its invalid CVM into Standard 998.

As you would expect, I, as well as the thousands of people who got a copy of my e‐mail to you, are interested in learning your position after you have read my paper and satisfied yourself of the scientific evidence therein. I should note here that you did not issue your September 27, 2010 letter as an individual, but rather as an employee of Wisconsin Public Service. I note also that Mr. Nowell treated your e‐mail as representing the position of a utility and not just a person. Hence your reply that you are being asked to provide now reflects the collective competency of the engineers of your company.
Kindly let me have your reply by October 13, 2010. If I do not hear from you by then, then I will presume that you now realize that the CVM is invalid and that it was appropriate of me to try to protect the integrity of the IEEE by resisting ERICO's plan of getting its junk science in Standard 998.

With respect, I do not believe that any one would make the comments that you made after reading my paper. Hence my question to you:
Did you read my 10‐page paper before issuing your response? I noticed that my message was sent out Sunday night and that you responded to Mr. Nowell at 10:08 am Monday morning.
There is no doubt that the CVM is invalid and this is not just Mousa's opinion. Rather, the Scientific Committee of ICLP (International Conference on Lightning Protection) opposed ERICO's prior attempts to get the CVM in the Australian Standard and in NFPA Standard 780. That is why those prior attempts of ERICO failed. ERICO did not disclose this fact when it started its campaign to get the CVM in Standard 998. Further, Professor A.E. Pedersen of Denmark, Honorary Member of the Scientific Committe of ICLP, wrote to WG D5 about the problem with the CVM, but Mr. Nowell dismissed his submission.
If the CVM is invalid, then the real question is the following:
How did it happen that an invalid design method become part of draft Standard 998 despite the supposedly meticulous procedure of IEEE‐SA that Mr. Nowell followed?

Voting at the meetings of WG D5 has been dominated by ERICO. Most importantly, ERICO has improperly influenced the WG by controllingh the information being fed to it. If Mr. Nowell is suggesting that the voting reflected an informed opinion of the membership at large, then here is my challenge to him:
1) Give the membership at large a fair opportunity to see the anti‐CVM evidence by forwarding my paper to them.
2) Ask them to vote on the question of validity of the CVM by e‐mail so that voting would not be skewed by inability of many members to attend meetings while ERICO's supporters are financed to attend every one.
3) Post the results of the voting member by member to ensure transparency of the process.
Mr. Nowell used procedures to deny a fair hearing to those who oppose ERICO's junk science. I believe this violated the spirit and intent of the procedure of IEEE‐SA. It is that frustration that made it necessary for me to bypass his biased process. He is now trying to again use procedure to completely muzzle my point of view, which is the same as that of the scientific community at large, all for the benefit of ERICO.
Mr. Nowell is complaining that I used an obsolete mailing list. The reason is that no list of the membership has recently been published, and Messrs. Nowell and Havelka do not permit other members to see the related e‐mail addresses. Looking forward to a response that addresses the substantive issues.

I am disappointed in Dr. Mousa's email that was sent yesterday. It appears that Dr. Mousa has a direct personal agenda against the work of Dr. D’Alessandro and others who are doing work that may be contrary to what Dr. Moussa believes is the only acceptable method. I believe Dr. Moussa is missing the point of section 7 in that the working group is identifying new emerging research the users may want to consider in their approach to shielding. As seen from the survey a great majority of people still use fixed angle or roll the ball because it fits all the basic parameters. (As I noted in my comments).
I’m also wondering if this email of Dr. Moussa should be referred to IEEE legal staff. For a Fellow of the IEEE to use the language in the email against another member that borders on slander is unprofessional and uncalled for.
Again I apologize for not being able to be in Nashville. This topic alone would be worth it but the budget people have spoken. I wish you well in your real retirement. Hit them straight.
