DEFINITION OF THE TEAM’S ROLE WITHIN THE PARKING OPERATION/COMPANYTo operate a Decriminalised Parking Enforcement operation for Dundee City Council (Local Government)

DETAILS OF STAFF TRAINING UNDERTAKEN AND SUCCESS OBTAINED (NVQ’S, MBAS ETC.)Every member of the Parking Team receives an annual Employment Performance Development Review in December each year to assist in identifying the training requirements for each individual for the forthcoming financial year. An interim EPDR is also carried out with each employee in June each year to ascertain that the agreed training is, in fact, being pursued.

Alpha Parking delivered the ‘Parking Team Leaders and Supervisors’ City and Guilds training course and all staff who attended this course passed with flying colours.

All Parking Attendants have attained or are progressing with the NVQ modular qualification relating to their post.

EXTERNAL VERIFICATION OF PERFORMANCE (CONSULTANT STUDIES, INVESTORS IN PEOPLE, SIA RATINGS)The Team Leader, Senior Parking Officer and Parking Officer are all recognised members of the Chartered Institute of Logistics and Transport (MILT)

The Team Leader and Enforcement Operations Supervisor have ILM qualifications.

RECOGNITION OF THE TEAMS’ WORK (INTERNAL AND EXTERNAL AWARDS, PRESS COVERAGE, CUSTOMER TESTIMONIALS, ETC.)We have introduced Pay on Foot across the majority of our Multi Storey car parks, using the latest technology kit provided by Xerox, to enhance the customer experience of Dundee without the thought of incurring a Penalty Charge Notice. This has also increased the revenues at these facilities as people can shop for longer or simply enjoy a meal in relaxed surroundings in the knowledge that they can pay for the parking that they require.

We have introduced a centralised mini hub at our Gellatly Street facility to control our CCTV, Helpline and customer enquiries across our Pay on Foot facilities – it is intended for this facility to form a part of a Corporate Hub for the whole Council which will go live in late 2016.

We have achieved the Safer Parking Status, Parkmark, for a further 3 years across all of our car parks – this supports our commitment to the customer by offering a safe and secure environment for them to park their vehicle.

We have modernised our parking meters across the city to allow for various payment options to include Cash, Credit/Debit card and Pay by Phone (RingGo) Payments. By offering these different options to pay, income streams have increased over the past financial year.

The Parking Team fleet of vehicles are fully electric which is good for the environment and reduces fuel costs.

Although not a requirement of the RTA (1991) Act, an annual report is produced and placed on the Dundee City Council web pages and as well as providing in depth information relating to the Parking operation, the information is also used to answer various Freedom of Information requests that are received each month.

Mobile patrols were introduced across the city and this has proved to be another positive change for improvement to make Dundee’s streets safer to use. Our response time for enforcement requests across the city has also improved as we can now react quicker.

The team tries at all times to engage with community events.

• We support “Help for Kids” for two years helping to raise over £5000.

• We also (in partnership with Police Scotland) take part in initiatives around the primary schools in Dundee to help keep Tayside children safe.

A COMMITMENT TO POSITIVE CHANGEIn 2015, the Parking Structure Review was fully implemented across the Parking Team which introduced new ways of working, particularly within the Enforcement Team.

This structural change has improved the overall leadership and supervision across the Team as well as ensuring that quality communication is at the forefront of the operation.

This change has had a positive affect on all staff and absence levels have decreased considerably over the past year and commitment to the organisation has further developed.

There has also been an improvement in income levels from on and off street parking as well as significant increases in the issue of Penalty Charge Notices.

TEAM LEADERSHIPImproved communication across the team has been further developed with regular team briefings for Management, Supervisors and staff to get the positive message across about the Team as a whole.

The new structure has gone a long way in identifying the needs of the service delivery and making major improvements.

THE BUILDING OF PARTNERSHIPS TO DELIVER RESULTSContinuous improvement has been developed across the Teams across Parking and relationships with other Transportation Division Teams has also improved eg closer liaison with Network Management Team for Traffic Regulation Orders.

Shared services meetings are taking place with bordering local authorities to establish partnership working to reduce costs and increase efficiencies. These discussions are ongoing and meetings are held quarterly to determine the best way forward.

The Enforcement Team regularly liaise with Police Scotland to carry out patrols at schools – this has been recognised as having a major impact for parking at schools and has improved the safety for all.

Improved weekly football enforcement, in conjunction with Police Scotland, ensures maximum safety around the 2 Scottish Premier League football grounds in Dundee.

A COMMITMENT TO TEAM BUILDING AND STAFF DEVELOPMENT Improved systems for parking and increased communication across the Parking Team, has improved the commitment to building and supporting our team members and developing them at the same time. Staff can put forward suggestions on improvements on service delivery at the regular team meetings and this encourages team rapport.

CONSISTENT APPLICATION OF GOOD PRACTICEA Consultant has been hired to advise on best practice for the newly formed Parking Hub based at Gellatly Street Multi Storey car park. The expert advice given on our CCTV systems ensures that we are delivering best practice at all times across our car parking sites.

Procedures for car parking operations are in place to ensure consistency of approach by all Car Parking Team members.

OUTSTANDING CUSTOMER SERVICENearly 70% of parking payment transactions for the payment of Parking Penalty Charge Notices is paid electronically.

EXCELLENCE AS REPRESENTATIVES OF THE PARKING SECTOR TO CUSTOMERS AND THE WIDER COMMUNITY.The Parking Section is involved greatly with the wider community and pride ourselves in doing so. We have a close working relationship with officers from Police Scotland’s Road Policing Unit and support each other to promote safer parking around schools. Where it is needed, there have been visits to schools across the city to educate drivers and sometimes carry out enforcement action. We do on occasion also attend schools to give pupils an insight into the job we carry out and explain why we do not allow parents to stop on the zigzags and yellow lines etc. All of the work around schools is done to create a safer environment for children when going to and from the school grounds.

We also work in partnership with our local football teams, the police and the residents to promote safety during events at the stadiums. This allows residents access and egress from their homes whilst preventing indiscriminate parking of vehicles attending such events.

Since the completion of our new ‘Pay on Foot’ car parks we have incorporated a shared service with our City Centre Management team to host the first ever Pop-Up Xmas Market in one of our car parks. This was a parade of colourful street-stalls lining the car park and proved a great success which attracted many people. Other students also used our parking bays for the event ‘Parking Day’ which runs annually in our city and allows student to transform metered parking bays into experimental public spaces. This is to raise awareness of our environment, the loss of green space and the dominance of vehicles in our City.

Although the recorded amount of PCNs issued on mobile patrol is only 558 (1.7%), this is not a true reflection of the actual number 6015. (19.2% of the overall total)

The reason this is not shown accurately is due to the cross over of enforcement, where the mobile patrol unit are also issuing PCNs in zones predominantly covered on foot (patrols 1-10).

The amount of PCNs issued on mobile patrol has risen from 2677 in 2013-14 to 6015 in 2015-16.

The percentage increase is 124.7%
