RECOMMENDATIONS 2.1 The Portfolio Holder is asked to approve the provision of the additional parking control as indicated on drawing number ETD/9820/1, ETD/9820/1/2, ETD/9820/1/3, ETD/9820/1/4, ETD/9820/1/5, ETD/9820/1/7, ETD/9820/1/9. 2.2 The Portfolio Holder agrees that the sum of £3,000 be allocated from 2005-2006 capital block provision for road safety schemes.

    1. SUMMARY

    1.1 This report considers the outcome of the public consultation carried out to establish the views of local residents in Broadwater Gardens area, Hilda Vale Close, Hollydale Drive, Grasmere Road area, Mere Close area and Pinecrest Gardens on proposals to introduce additional parking controls in order to improve road safety. The report concludes that there is general support for these proposals and recommends that the restrictions as detailed in the report be introduced for road safety reasons.

    2. RECOMMENDATIONS

    3. COMMENTARY

    3.1 On the 6th July 2004 the Portfolio Holder approved (min. 13) the preparation of detailed design, consultation, and implementation for amendments to the parking controls in Grasmere Gardens, Grasmere Road, Broadwater Gardens, Pinecrest Gardens, Hilda Vale Close, Mada Road, Mere Close area and Hollydale Drive.

    3.2 Consultation letters were delivered to local residents in these roads, which resulted in comments being received as follows:

    (1) The main cause of the parking problem is the new parking arrangements at the new Princess Royal Hospital.

    (i) The lack of adequate parking spaces for NHS Hospital staff in the Hospital.

    (ii) Enforcement of the current parking restrictions needs to be improved.

    (iii) Parking controls are necessary throughout the whole section of Mere Close and Hollydale Drive.

    3.3 The proposed scheme is designed to improve road safety and reduce traffic congestion. In addition to the following proposals it was also suggested to introduce footway-parking exemption on the southern side of the Hilda Vale Close. Due to lack of responses and support it was decided to take no further action at this stage. A summary of the results of the consultation exercise is shown in Appendix A to this report. Phone calls and e-mails comments were taken into consideration as well.

    Members’ Views

    3.4 Three Ward Members have expressed their views. One of the Members has indicated that although road safety has been improved within the area but still further yellow line waiting restriction need to be introduced. Two other Members believe that proposed yellow line waiting restrictions in Hollydale Drive do not go far enough and are also concerned about the speed of traffic in this road.

    4. POLICY IMPLICATION

    4.1 Objective K of the Bromley’s Integrated Transport Strategy refers to the need “to manage the public parking stock to maximise the efficient use of resources in a manner which complements strategic transport objectives, supports the local economy and respects residents’ needs.

    4.2 Transport Objective 4 of the LA21 Blueprint, Action 4.1 states that the Council will “consider introducing parking schemes”. Avoiding long-term on street parking, bearing in mind the needs of both residents and commuters.

    5. FINANCIAL IMPLICATIONS

    5.1 The estimated cost of implementing the revised parking arrangements is £3,000 and could be met from the new capital block provision for road safety schemes that was agreed by the Executive in February.
