Existing Parking Summary: Capitol Complex has 13 State Parking Garages and ten surface lots for State Employee parking. (Approximately: 10,000 spaces)

New Underground Parking at the Capitol Complex Phase I – When the project is complete approximately 3500 additional parking spaces will be available under the Texas Capitol Mall (Congress Avenue) and the two new State office buildings: George H.W. Bush (1801) and 1601 Congress.

Access to the Underground Parking: The public entrances and exits to the underground garages will be on 17th Street. There will be three lanes for access from both east and west. A flexible contraflow traffic system will direct two lanes of inbound traffic and one exit only route from 6a-9a on weekdays. In the afternoons from 3p-6p, there will be two lanes for outbound traffic and only one lane open for inbound traffic. ”Express Ramps” have been designed to move traffic directly to lower floors without circling the floors.

Secure Parking Program: The new garages focus on our employees' safety. These garages will have 'layers of security controls,' including sophisticated surveillance and traffic analytic systems to track movement within the garages, manage traffic flow, and secure areas with physical devices like vehicle barrier points and overhead gates to partition sections. There will also be call-boxes for emergency assistance, and the automated pay stations can connect to live phone support if needed.

Capitol Complex Child Care Center Access: To ensure the safety of our State Employees and their children, a dedicated and secured area for drop-off and pick-up traffic from the Child Care Center has been designed under the Barbara Jordan building.

CAPITOL COMPLEX PARKING OPTIONS

There will be approximately 400 visitor parking spaces on the first two (2) levels of the garages under Congress Avenue to support public access to all the Capitol Complex buildings. Ticket and pay stations are located at the entrances and exits of these parking areas.

Note: All current State parking rules will apply in the new underground garages.

Reserved Employee Parking: The 1801 and 1601 buildings will have reserved parking beneath the buildings. There will also be reserved parking on other floors of the garages beneath the Capitol Mall.

Open Employee Parking: The majority of the new parking spaces will be in an open first-come, first-served garage format.

Motorcycle Parking: The garages will have dedicated motorcycle parking spaces.

Bike Storage: There will be secured bike storage areas in the underground garages. A State badge will be required to access secure storage areas.

Electric Vehicle Parking and Charging Stations: There will be approximately 20 electric vehicle charging stations and parking spaces.

Each parking level will be color-coded to help employees and visitors navigate the underground garages. To access the Capitol Mall or any State office buildings, employees will find the portal closest to their destination.

There are seven portals from the surface to the underground garages; about two exits per block on Congress Avenue's east side from MLK to 16th Street. The wayfinding of each portal will have a Texas regional theme. There are three elevator portals and three stair portals, and one portal with both. Cascading stairwells have been designed with wide openings to allow sunlight to reach each floor of the garages.

APPENDIX

• NEW PARKING GARAGES: State-of-the-art parking facility. The new garages do not have conditioned air. The underground garage building have air handling units with fans and vents to transfer air through the structure. These air handling systems are tied to the fire suppression systems to provide exhaust relief.

• Utilities: The chilled water and other utilities that are currently rerouted through the above ground TRSS over Congress will be rerouted through the garage facility. (This was possible with BIM (Building Information Technology) technology that facilitates very precise engineering design to locate utility conduits. • Traffic Flow: The traffic flow into the garages will be computer controlled by TFC to speed-up the entry and egress from the garages during peak times. There will be two in-bound lanes and two lanes outbound. Through special control systems, three inbound lanes will be activated at peak arrival times and three outbound lanes will be available during evening hours.

• Security: Important security analytics will be provided by cameras and gates, including an active monitoring systems that can alert DPS or TFC risk management of potential problems. Sections of the garages can be closed by gate arms or with roll-down grills to manage and limit access.

• Access technology under consideration is a “toll tag” style system to monitor vehicles access.• Card control access will be applied to bike cages located throughout the garage.• Emergency power systems are located throughout to maintain life and safety devices.
