B. THAT the Board accept the Province’s financial contribution of up to $100,000 towards this project, and authorize the General Manager to arrange for the necessary documentation in this regard.

Golf Professional ServicesAward of Contracts
A. THAT, subject to Recommendations C and D, the Board award a 5-year contract for Golf Professional Services at Fraserview Golf Course and Driving Range to Thomas Monaghan effective January 1, 2009, at the compensation level outlined in this report, with the provision for a 4-year extension, upon completion of capital upgrades to the Board’s satisfaction;
B. THAT, subject to Recommendations C and D, the Board award a 5-year contract for Golf Professional Services at Langara Golf Course to Muncie Booth effective January 1, 2009, at the compensation level outlined in this report.

D. THAT no legal rights or obligations will be created or arise by the Board’s adoption of Recommendations A, B and C, unless and until the legal documents contemplated thereby are executed and delivered by all parties.

• managing tee-off times and monitoring play on the course;
• stocking and operating a retail golf shop;
• sales and rentals of golf equipment;
• rental of power carts;
• club and apparel fitting;
• tournaments;
• record keeping;
• collection of green fees

• providing teaching programs and skill development;
Services provided by Golf Professionals
• driving range operation and management at Fraserview and McCleery
Selection Process
• Prequalification advertised on Bid BC website and distributed to the Canadian Professional Golfers Association, BCPGA and Alberta PGA
• Submissions were received from 13 interested proponents, 9 of which were invited to participate in a Request For Proposal (RFP)
• 5 proposals were received that met the criteria in the RFP
• Interviews were conducted, and the proposals were evaluated with regard to cost and added value to the Board
• Two proposals for Langara met all the criteria
• Muncie Booth’s proposal provides the best value for the Board
• Mr. Booth holds the current contracts at Langara and McCleery
• Mr. Booth has consistently provided excellent customer service and lessons programs
• Net cost to the Board of the proposal for Langara compared with current contract will save the Board $4,900 per year
• 5 year term is being recommended
Langara Golf Course
• Thomas Monaghan submitted the lowest cost proposal
• Mr. Monaghan has over 10 years experience in the industry and worked at a number of respected private, semi private and municipal courses. He promises to bring renewed enthusiasm, expanded lessons programs and excellent customer service to Fraserview
• Net cost to the Board is $12,200 more than the current contract, which will be offset by other revenue sources:– Includes a $120,000 addition to the cart storage building,
which will generate additional revenue– The proposal also includes the Board receiving a share of
lessons revenue
• 5 year term plus 4 year extension is recommended

• 180 public tennis courts
• Includes 6 pay courts at Stanley Park
• Pay courts provide options to players
• Board sets court rental rates
• Operator rents out the pay courts and provides lessons & programs under a license agreement with the Board
• Board receives a license fee of a percentage of Operator’s revenues
REQUEST FOR EXPRESSIONS OF INTEREST
• REOI issued for 2009-2013 seasons
• Only one expression of interest received - from the existing operators
• These operators have run Stanley Park Pay Tennis for 10 years
• They have proposed same revenue sharing arrangements as in previous years
