FROM THE RECTOR At table near Cluny in Burgundy in 1966 I am asked what nation I belong to. Je suis anglais, I reply, - but clearly not quite audibly enough to our host, who proclaims himself delighted to have a Dutchman as one of his guests. Perhaps with St George's Day coming up this month - 23rd April of course - we should learn if not to Cry 'God for Harry! England and Saint George' - at least to speak up for our nation. Laurence Housman (1865 - 1959) wrote a hymn in honour of St George Patron of England (about whom nothing is known), and perhaps he strikes the correct note concerning the nation as under God - part of the family of all nations. Thou Breath of Life since time began, Breathing upon the lips of man, Hast taught each kindred race to raise United word to sound thy praise: So, in this land, join, we beseech, All hearts and lips in single speech. FROM THE CHURCHWARDENS PEW Services
Our mothering Sunday service was well as usual and the children really loved giving the posses to their mothers. It was great to hear the “mothers” song which was sung by the children
Rogation Sunday is 1st May and the service and walk takes place this year at 10-30 am by kind invitation of Coldharbour Farm.
St Peter’s Fellowship. Due to the busy Easter period the will be no Fellowship meeting in March. Our next meeting will take place on 27th April 2016, 7-30 for 8-00pm at “Woodpeckers”, where the topic of discussion will be “The Widow’s Mite”. Please do come along, everyone will be most welcome.
Meal and a Pint. The next ‘Meal and a Pint’ evening is scheduled for Tuesday 19th April and the menu is Chicken Stroganoff with a vegetarian option ( see advert on centre page) . This is likely to be the last meeting before we break for the summer so do come along
Higham Choral Group Concert Saturday 19th March The Higham choral group under the direction or Richard Shackleton gave us a wonderful evening of a wide range of music.. At the end of the evening we were all able to wave our flags and have a good sing. The School Choir sang really well and clearly enjoyed the experience of singing with the Choral Group. Our hearty thanks to Richard and his singers for giving us such a happy and memorable evening. The proceeds of the evening were shared between the Church and the School and we are most grateful for the £400 donation.
Quiz night Friday 4th March The Quiz Night was sold out and was the usual good fun as a result of the great effort put in by Nick Byrne and our sincere thanks to him. Thanks also to those who prepared and served the food and donated to and ran the raffle. The event raised a very helpful £1350 for Church funds. Thank you to all who came along and supported and made the evening so enjoyable. Church ACM.
The Church ACM takes place in the village hall on Wednesday 13th April at 8pm. This is an opportunity to hear what has gone on over the passed year and most importantly give your views on our Church and what you would like from it. So please do come along. Volunteers Still Needed for The post of Treasurer, our current Treasurer Mel White would like to relinquish his post from the ACM. We are therefore urgently seeking a volunteer for this position. The job is not overly difficult and Mel will be happy to train and hold any persons hand until they were comfortable with the spread sheets and procedures. He would also help with the preparation of the annual accounts. We are also seeking two other volunteers for the roles of Parish Disclosure Officer, Parish Children’s Representative and Parish Representative for Vulnerable Adults. Best Wishes

W I N E W S Hello At the time of writing we are only halfway through the month and so far it has been quite a busy one. Firstly there was a 'very cosy' committee meeting in my dining room. Well it was a good job there were a couple of 'apologies for absence' because I don't know where they would have sat. It was decided at the meeting to hold a Books and Bakes coffee morning with raffle and this has been arranged for Saturday, 14 May from 9.30 to 11.30 am. Hopefully another one will be held in the Autumn. So, get those recipe books out girls and start baking as we'll need lots of cakes to sell. Any cake donations will be gratefully received too. The next thing was the village quiz in aid of the Church. W I put in a team called Pointless, and they came a very worthy 3rd place out of 12. I won't mention where the team I was in came but it certainly showed up the huge gaps in my education at Walthamstow High School. Our March members' meeting started very well with a lady from Waitrose at Crowborough talking to us about healthy eating and the products they stocked such as porridge, grenola, low fat croissants and reduced sugar jam. Fortunately she brought samples of all these items for us to try - delicious. This will be another week when I don't lose any weight. Ho! Hum! Not only did we have samples to try but we were all given a goody bag too. Refreshments were provided by the committee and I found myself, like Cinders, in my usual place at the kitchen sink. Well we all know what happened to her. Our AGM at the May meeting will be followed by a fish 'n chip supper so please bring £3.50 to the April meeting. On Wednesday 6 April one of the new W Is in Tunbridge Wells are holding a quiz so we thought it would be good to support them and enter a team. Watch this space to see what happens. To round off the evening a vote was taken on whether to reduce the number of West Kent News ordered every month in order to save money and this was passed unanimously. I was going to tell you about the 98th Annual Council Meeting held at the Assembly Hall but I think I shall keep you in suspenders, I mean suspense and leave it until next month or this will turn into 'War and Peace' so.................to be continued. FORDCOMBE VILLAGE HALL ANNUAL
GENERAL MEETING
The Annual General Meeting was held on the 3rd March 2016 in the Village Hall which was attended by 36 residents of the Village. The Meeting accepted the retirement of John Sworder and John Cunliffe, who have been Trustees of the Village Hall for the past 40 years – that is serious devotion to the cause! Three new Trustees were unanimously appointed being Fraser Greenshields, Christabel Sworder, and Tom Rimmer. We are very grateful to them for volunteering, and they will remain in office for the next year. The Committee have been aware for some time that the original 1921 Constitution, under which the Village Hall is governed, is inadequate in present times. Accordingly a new set of Administrative Provisions For The Charity have been prepared, and were presented to the meeting, and were unanimously adopted. The Committee are very grateful for all the assistance they have received from Simon Jeffries in preparing these. The present Committee were re-elected – and as Chairman, I would like to express my thanks for their help and support! I would also like to say that if anyone would like to get involved please do get in touch. We are still looking for a Secretary! It is not an onerous task, so if you have a few free hours to support this important community facility, please get in touch. As Chair of the Action Group, Elaine Barnett gave a summary of consultations held throughout the year, including positive discussions with Sevenoaks District Council regarding the building of a new Hall. Further consultations have been carried out with village organisations to ensure that all views have been included in the design. Nick Weaver then presented plans which have been prepared for a new building, and these were discussed at length outside the meeting. It is proposed that a planning application be submitted when the plans are finished, and if granted there will be an exhibition and presentation of these in the summer, to which all village residents will be invited. If anyone wishes to see the Minutes of the Meeting, or the new Administrative Provisions, these can be made available. John Morrison Chairman

Village Hall Action Group News
In this month’s mag you will see the full report of the Village Hall AGM giving news of progress of the group. The next step will be submitting the plans to Sevenoaks District Council. The biggest hurdle will be raising the funds for this project so I hope everyone will be supporting this in some way when we reach that stage. Future events: There will be a ‘pop up cafe’ in the hall to raise funds on the morning of Sunday 8th May – further details in next month’s mag, but please pop the date in your calendars. The fete is a fabulous day out, but also a great fundraiser for village resources so please do help if you can.

Neighbourhood Watch – APRIL 2016 Extract from Peter Johnson’s report This report covers nine Police Reports received between 16th February – 15th March. Penshurst is mentioned once but Fordcombe not at all. Penshurst Crime Report Between 11.30am on Monday 22nd February at 12.00pm on Friday 26th February there was an attempt to break into a farm outbuilding. Nothing appears to have been stolen. Similar Crimes in Penshurst Not Appearing in Police Reports I have been told about two other attempts to enter farm buildings in Penshurst, but the criminals were unable to gain entry. Comment 1. Crime in the Parish of Penshurst (Penshurst and Fordcombe) is less than in other villages of similar size. Leigh has had 5 crimes reported in the above mentioned period and Chiddingstone 4 Crimes. 2 Recent Reports in Penshurst News A report concerning children leaving their school bus and walking along a road without verges, footpaths or lighting mentioned that the village PCSO would make enquiries to see if the children could wear or have attachments that draw attention to them. I have not received any comments to my enquiry but I suppose any decision will apply next winter rather than the approaching summer months The Police promised to supply me with some shed alarms to distribute among villages but I have not as yet, been given any to give to you. PENSHURST PARISH COUNCIL Abstract from the Minutes of the Parish Council held on Monday 7th March 2016 in Fordcombe Village Hall (full Minutes on Fordcombe Village Hall notice board) or the Parish Council website MATTERS ARISING: Long Bridge - Traffic Schemes & Member Highway Fund/ Pedest6rian Access to Penshurst Village: Andy Padgham, Highway Project Engineer confirmed he would be moving to another area of the Traffic Schemes and Combined Member Grant Team as a result of internal re-organisation, response received from new Traffic Engineer - Geoff Bineham advising proposals were not acceptable due to lack of funding and non compliance with criteria for road

projects. No pattern of crashes were shown which would permit a 20MPH limit; PC would need to discuss removal of hedge with the landowner; insufficient room for a footway from Long Bridge to Glebelands and there had been no recorded personal injury crashes in area of The Glebe or Glebelands in the last three years. Cllr Broadhead advised that Cllr Rees wished to continue with this project, he was of the opinion that other parishes had similar systems to those proposed by Penshurst. Cllr Rees was advised to check the dates of installation of the traffic calming schemes in other parishes and whether the policy criteria had altered since their installation, also that they were in Kent and not surrounding counties. Long Bridge Priority System & Traffic Calming Project: Letters had been forwarded to Highways and the estate; no response had been received from the estate at date of meeting. KCCllr Clive Pearman had been copied in and had confirmed his support where possible for the improvement of road safety in the parish. Geoff Bineham had forwarded details of the final design of traffic control to members for their consideration. There had been a considerable improvement in the design provided and, after discussion it was proposed by Cllr Cass, seconded by Cllr Townsend and unanimously agreed that the option be approved. Social Housing: Cllr Rees had nothing to report and Cllr Carson advised that no meetings had been held with Becket Trust, there was nothing to report with regard to the provision of affordable housing in the parish on any of these sites or Randalls. Clerk advised by Mr Mark Leader of WKHA that they were still committed to the Forge Field project. Cllr Carson had advised the clerk that Becket Trust had scheduled a quarterly meeting for the 23 March; he would be able to report back at the April meeting. PLANNING Applications: SE/15/04048: Land North of Rosebank Cottage, Chafford Lane, Fordcombe: Conversion of redundant horticultural storage building to a single personal dwelling. PC Response: The PC does not consider that the existing building is of permanent and substantial construction, as required by policy GB7. There is no evidence that it is connected to a water or electricity supply and appears to be simply a shed or garage. Further, there is no evidence that the building has ever had a horticultural or agricultural purpose and the land on which it is sited would be insufficient to support a smallholding. In view of this, the PC does not support the application. Please Note: Notification received from SDC that application considered Invalid due to lack of Certificate D being completed, this has now been submitted and forwarded to SDC together with a copy of an advertisement which was scheduled to appear in the K & S Courier on 22 February. An amended valuation had also been forwarded to Mr Homes, who was dealing with the application. The site outline has been amended on the site location plan received 1.2.2016. SE/16/00228: Four Winds, Chafford Lane, Fordcombe: Replacement of existing garage and garden store. PC Response: PC Support. SE/16/00205: Gate Cottage, The Lane, Fordcombe: Demolish existing sheds and garage. Erect two storey side extension and porch canopy. Extend habitable area in loft incorporating addition of dormers. Erect detached garden room. Alterations to fenestration and alterations to interior layout. PC Support

This month was characterised by one single issue – setting the budget for the forthcoming financial year. Or perhaps it would be better to say that the real single issue was getting agreement to the proposed budget. SE/16/00447: 1 Hill Corner, Spring Hill, Fordcombe: Internal alterations comprising conversion of existing study into new corridor and bathroom. Or perhaps it would be better to say that the real single issue was getting agreement to the proposed budget. Eventually, however, as much as a consequence of exhaustion rather than working methodically through the various aspects of this meeting, the budget was finally approved, with the 3.99% increase in Council Tax, of which 2% must be spent on adult care. Sevenoaks District Councillor Paddy Cooke: Cllr Cooke apologised for his lack of attendance recently. Cllr Cooke had attended a meeting at Causeway relating to Affordable Housing, this had been attended by three housing associations: West Kent Housing; English Rural Housing and Moat Housing. The main topic of discussion had been the proposed right to buy homes and the impact on building on exception sites. Housing Associations were permitted to opt out of this proposal but would be required to offer alternative homes on a right to buy basis on non-exception sites. Ways of protecting these sites could include covenants on land transfer; protection under S.106 or equivalent; voluntary withdrawal from system. The option of withdrawal would not impact on the large housing associations as the housing stock available enabled them to find alternative right to buy units, however, smaller housing associations such as Becket Trust might have problems due to the small number of units in their housing stock. Speedwatch: : Mr Sellings reported that two checks had been undertaken, these would increase as weather conditions permitted. All speed data collated by Cllr Campbell was available to Kent Police on their system. High Weald Councils Aviation Action Group: Cllr Broadhead would attend meeting on 8 February. FINANCE: Queen’s 90th Birthday Commemorative Medals: The PC had previously provided commemorative cups for the children at the two schools for the Queen’s Jubilee, a Commemorative Medal available to Councils and Schools was tabled for members. These were £1.99 each plus VAT and delivery and were considered good value. It was unanimously agreed that sufficient numbers be ordered for the children at Fordcombe and Penshurst Primary Schools.
