Firstly I must apologise for not writing in the last news letter, I really do not have an excuse.

I am really getting fed up of reporting on the very stringent cut-backs that we are facing, which in total are approximately 34percent of the County Council budget.

We will of course notice various cuts in services, the first of which to hit Flixton and Folkton was the withdrawal of the 118 bus service. However I was pleased that with the help of the Southern Parish Cluster I was able to keep a reduced service of 2 buses per day. Whilst this is not ideal, it does enable residents to keep connected with Filey, Eastfield and Scarborough. I do urge you all to use this bus as much as possible, as lack of numbers could result it us loosing the service altogether.

I must take this opportunity to thank the many people who attended the public meeting and in particular those who spoke so forcefully at the meeting.

Despite the cut-backs I was delighted with the resurfacing and drainage work that has been done on Folkton Brow. Some of this was made possible due to some Government funding we received for repairs which were caused by the weather last

Whilst talking of public meetings, I was also very impressed by the turn out at the public enquiry into the closure of the Forden Road. I am of course very disap-pointed that there has been a delay in reopening this due to a few objections. I think it was always inevitable that this would happen but I am confident that we will win through in the end.

Another problem that we will notice next summer due to the cut-backs is the with-drawal by the County of grass cutting funding. This will in my opinion be catastro-phic for small Parishes such as Folkton and Flixton and could mean more than dou-bling the Parish precept. I am totally opposed to this and have already voiced my opinion at County Hall. I intend to fight this decision on behalf of my small rural par-ishes.

I am sorry this is such a glum report, I could talk about many other cuts that we will experience but I think that is enough for now. Things are starting to improve with the economy of the country and I do hope for much brighter news in the future. I will continue to do my best for Folkton and Flixton.

I would like to congratulate Your Parish Council through Cllr. Jill Carroll who recently

hosted an information evening on heating fuel clubs and energy bills. For those who

could not attend, further information can be obtained from Choices4Energy which is

funded by Scarborough Borough Council. The shop is located on Hanover 8/9 Hanover

Rising energy costs are particularly acute in rural areas where there is high dependency

on heating oil, LPG and solid fuels. Consumers cannot take advantage of discounts for

dual fuel bills which those on mains gas take for granted. Choices4Energy can advise if

your property is eligible grant assistance in updating heating and insulation. Please make

use of this valuable service to keep your energy costs under control.

Now that the Parish News is on the website I feel that it is necessary to update the look of the newsletter and to try

and avoid duplicating items that are already on the website , so in future I will not include the Parish Council

Minutes. However if you are not able to access the website and would like to receive a copy of the minutes please let

a Councillor know or write to the Parish Clerk.

Monday 28th April 2014 at 7:00 pm

These are Draft mins and have not yet been passed by the full Committee. Present: Councillors:- Muston - Godfrey Allanson (Chairman) & Brian Stevenson. Cayton - Roberta Swiers Speeton - Tricia Peake Folkton – Jill Carroll & Linda Thompson Osgodby - Eileen Vickers & Peter Southward Gristhorpe & Lebberston – Anand Lokottara Clerk to the Cluster - Helen Carter. Member of the public. 1 The chairman welcomed Anand from Gristhorpe & Lebberston Parish Council to the meeting. Apologies had been received from Linda Wilson Reighton Parish Council & John Blackburn Cayto Parish Council. Deeclarations Of Interest –none made. Matters arising Brian Stevenson advised that Muston Parish Council would not be drawing thei grant until the end of the year as that was when work on the pond could be undertaken.

Highway Service cuts 2015/2016 – information provided by Nick West at a recent Roads Liaison meeting was circulated & discussed by the members.

Grass cutting as part of the Highway Service cuts from 2015/16 parishes will no longer receive payment towards the urban grass cutting they undertake for North Yorkshire County Council. Amounts of between £1K & £4K are presently paid to parishes & if parishes want their villages to continue to look their best they will have to cover the cost themselves through a rise in the precept. For some of the smaller parishes this will have a huge impact.

Salt bins/heaps as part of the cuts it is the intention of NYCC Area3 to cut 2000 heaps/bins. There are presently around 3500 in the area. This could potentially have a severe impact on rural areas with few buses & residents reliant on their cars to get around. Salt is needed on the small road network & is vital in some areas.

After discussion it was resolved that a letter would be sent to both North Yorkshire County Council and Scarborough Borough Council requesting further information, explaining how much of an impact these cuts will have on parishes & requesting from SBC that consid-eration is given to an increase in money paid through the Model Agreement.

Nick West will have retired by the time we hold our next meeting. It was agreed that a letter would be sent to him, thanking him for he has done over the years for the parishes, he has always done his best in often difficult circumstances and also wishing him all the best for his retirement Parish reports Linda Thompson advised the 118 bus service from Folkton is only on a 6

month trial. It started in April. It was agreed to make enquiries of John Blackburn prior to the next meeting.

Area Committee Funding Grant scheme the clerk circulated information at the meeting:- Total of 12 applications approved totalling £9,455. To date the following have claimed their grant:-

�� Muston Village Hall £500.00

�� Folkton & Flixton Cricket Club £1,000.00

�� Cayton in Bloom £600.00

�� Folkton Village Hall £199.99

�� Jubilee Hall Management Committee £1,000.00

�� Cayton Parish Council £480.00 Cayton Bowling Club £840.00

Total paid out so far £4,619.99 The clerk has not heard anything from Scarborough Borough Council about funding for this year but will make enquiries. Finance The clerk reported, funds held total £10,853.86.broken down as £8,577.14 grant funding

and £2,276.72 own funds. Clerk payment to cover this meeting 10 hours & work for the grant scheme 11 hours total 21 hours. A cheque was drawn for £229.93 payable to Cayton Parish Council. Administration cost for grants £9.90 & for meetings £7.93. A cheque has been drawn for £17.83 payable to the clerk. It was RESOLVED the payments could be made.

Any other business Councillor Allanson raised the matter of horses tethered on grass verges on the A165, at Hunmanby gap roundabout and around Primrose Valley camp. Concerns from a safety point of view and condition of the horses. After discussion it was RESOLVED that our concerns would be expressed to North Yorkshire County Council, the police, the RSPCA & the British Horse Society with the letters copied to Anne Mackintosh & Robert Goodwill MPs for the area. Gristhorpe & Lebberston Parish Council- all members were in favour of G&L re-joining the Clus-ter as it makes us stronger. The clerk advised she is liaising with SBC about the legalities of them re-joining and will contact G&L clerk concerning this.

Next meeting date the next meeting will be held on Monday 14th July 2014 at 7pm.

��In1989�the�School� in�Folkton�and�Flixton�closed�and�the�children� �transferred�to�other�schools�in�the�area.�Whilst�I�was�involved�in�the�Digital�History�project�I�was�given��many�photographs�of�the�school�dating�from�as�far�back�1890.�Over�the�next�issues�of�the�Par�ish�News�I�will� include�some�of�the�photographs.�I�will�work�backwards�in�time�so�that�some�of�you�may�recall�the�people�in�the�photographs.���

St. John the Evangelist Church

Considering the Lent Lunches were a little bit had–hoc we managed to raise £50

to send to the Rainbow Centre in Scarborough. It is certainly an event that will

be done again. Many thanks to all who attended.

Forthcoming Events

The next new event will be the Special

Baptism Service on 24th. August at 11:00

a.m. Invitations will be sent out to all

those who have been baptised in the Benefice in the last 5 years but anyone who

has been baptised at any of the Churches in the Benefice, or else where, are wel-

come to come and celebrate their Baptism. It will be followed by a light lunch in

the Village Hall. Notices will be in the Church Magazine and noticboards nearer

the time. Nearer the time we will be asking if people would kindly loan any

Baptism memorabilia for a display in Church on the day.

The Folkton Church of England School Trust also known has the Londesborough Trust is being replaced by

FFolkton ParishLondborough Trust. The purposes of the Trust are; To promote and advance the education including social and physical training of young people in the Parish of Folkton .

Grants are available for anyone up to 18 years of age who live in Folkton Flixton or Flotmanby and meet the criteria set out in the application form

Forms can be downloaded from the Parish website or from any of the Trustees and returned to :- Mrs. Linda Thompson . A date will then be set for applications to be reviewed.

You will see The Bloom Group around the \villages busy re-planting the tubs with the summer plants we hope to have completed this by the end of the first week in June. We have already replanted the Wlidlife circle at the bottom of North Street and we have tidied the main beds around the Villages and will continue to do so throughout the summer. In the Autumn we are going to re-design the beds at Flixton on the junction of Fordon Road with the 1039. Just when we thought we had got the grass cutting sorted we found out at the last Parish Council meeting that next year North Yorkshire County Council are going to withdraw the money they give the Council for grass cutting ,apparently it is part of the cut backs they are having to make. Councillor Blackburn is opposed to this has he feels it will mean that small Parishes like ours will have to increase the precept considerably to compensate for this loss of funding. He has asked the Parish Council for their support in trying to get this cutback re-voked. The Parish Council have agreed to write in support of Councillor Blackburn. The Cluster are also writing to express their concern and also support Councillor Blackburn. On Saturday 17th. May Mar- tin Stephenson organised a Charity Auc-tion In the afternoon and in the evening over 500 people were enter-tained by The Wurzels and the Dave England Band. The objective of the day was to raise as much money as possible for three Charities Candlelighters, Hospice Air Ambulance and organisations in the Parish. The auctioneers were Cundalls , a Hog Roast was provided by Trotters and Wold Top Brewery’s put on a bar. The Bloom Group were involved in helping to park cars . It was an excellent event and enjoyed by all who attended. The fantastic sum of £42,227.37 was made .

This summer Flixton and Folkton Bloom Group have entered into Scarborough’s own Competition called ‘Muck and Magic Awards’ this poster explains what it is about. We feel this competition is better for us now that we have not as many members. However we have to make sure that all areas of the village are kept clean and tidy throughout the month of July. We would appreciate any help people can give in keeping grass verges and public areas tidy and litter free. To help with this I will organise a litter pick for the beginning of July.

FILEY EASTFIELD & RURAL NEIGHBOURHOOD WATCH ASSOCIATION SPONSORED BY FILEY TOWN COUNCIL & FILEY TROUBLE SHOOTERS, UNION STREET FILEYRecent burglaries - car keys targeted] There have been a number of recent burglaries where car keys have been targeted. This serves as a timely reminder to home owners about the importance of ensuring valuables are hidden away from sight when left unattended. Even when at home. Doors and windows should be locked when possible and no valuables left within reach and sight of open windows/letter boxes. If you see anybody who is acting in a suspicious manner please call the police immediately on 101.[North Yorkshire NHW Association] Observations are requested for a black left hand drive estate car registration number

89-RS-GS. This vehicle was seen in suspicious circumstances in the Rufforth area yesterday afternoon and may be travelling forcewide. The driver of the vehicle is de-scribed as a male late 40’s, 6ft 3” tall thick set with short cropped neat cut hair and

with a foreign accent. Any sightings or information ring 101 quoting ref no 12140095208.

Local Interest Information No crimes were reported to police in either village in May.

In May, a report was received of a noisy party in Main Street, Flixton and possible poach-ers at a farm on Main Street, Flixton and a neighbours dispute over fly tipping in Folkton Road Traffic IncidentsOfficers continue to target problem areas in relation to speeding – parking – and misuse of vehicles under operations ANVIL and SIREN
