INTRODUCTION SmallBlessingsisanEarlyLearningandChildcarefacilityandmaintainsthreelicensesundertheauthorityofSections3and4(1)oftheNewBrunswickEarlyChildhoodServicesAct.TheDepartmentofEducationandEarlyChildhoodDevelopmentisresponsiblefortheEarlyChildhoodServicesActwhichisenforcedthroughthefollowingthreeregulations;

• LicensingRegulation–EarlyChildhoodServicesAct,• ChildcareSubsidiesRegulation–EarlyChildhoodServicesAct,and• ProgramsforChildrenwithAutismSpectrumDisorderRegulation–EarlyChildhood

BASICOUTLINEOFPROGRAMS

SmallBlessingsisan“EarlyChildhoodDevelopmentCentre”thatoffersafulldayprogramforchildrensixmonthstofouryears,anafterschoolprogramforchildreninkindergartentogradeseven,aPreschoolProgram(morningsonly)forchildrenagesthree

andfour,andafulldaysummercampprogramforchildrenenteringkindergartentotwelveyearsinclusive.Preschool(Full-time)SmallBlessingsoffersafulldayprogramforchildrensixmonthstofouryearsofage.ThefulldayprogramfollowstheNBCurriculumFrameworkforEarlyChildhoodEducation.Onlyfull-timespotsareavailableforchildrenunder2yearsofage.Children2yearsandupmayattendpart-timeifthereisnotachildonourwaitinglistlookingtofillafull-timespace.Intheeventachildiscomingpart-timeandachildcomesalonglookingforafull-timespot,thepart-timechildwillbegiventheoptiontoregisterasfull-time.

PreschoolClass(Mornings) SmallBlessingsoffersaPreSchoolProgramforchildrenagesthree&four,inthe

morningsonly–8:30am–11:30am.ThisProgramrequiresaminimumregistrationoftwodays.InadditiontotheCommonGoalsoutlinedonPage4ofthishandbook,thePreSchoolProgramwillhelpsocializechildrenintoagroupsettingandgivethemtheopportunitytolearntheskillsnecessarytopreparethemforthepublicschoolsystem.Allotherpoliciesandproceduresinthismanualapply,includingapaid2weekwrittennoticepriortowithdrawal.AfterSchoolWeacceptchildrenagesfiveyearsthroughtwelveyears.Theprogramcommencesat1:30pmeachdaythroughouttheschoolyear.RegistrationisscheduledfortheendofFebruaryfortheupcomingschoolyear.Onceregistered,yourregistrationformbecomestheofficialcontractfortheapplicableschoolyear.ItismandatorytosubmitnoticeinwritingbyAugust1,ifyouchoosetowithdrawyournamefromourwaitlistfortheupcomingschoolyear.Atwoweekpaymentinlieuofawrittennoticewillbeaccepted.Ourfeescheduleisdesignedtocoverschoolclosuresduetostorms,scheduledPDdays,MarchbreakandChristmasholidays.Thisfeescheduledoesnotcoveranextendedschoolclosureotherthanthesetimesindicatedaboveatwhichtimeourfulltimefeewouldapply.Onschoolcancellationdays,scheduledPDdays,ChristmasbreakandMarchbreakyourchildwillberequiredtobringtheirownlunch(amandpmsnackswillbeprovided).Youarerequiredtosubmita2week,paidnotice,inwritingpriortowithdrawalfromourafterschoolprogram.CurrentlySmallBlessingsbuswillpickupchildrenfromtheRiverviewareaschools.Itiscriticalthatifyourchildisnotattendingschoolorissenthomesickduringthe

day,SmallBlessingsisadvisedby12noonofthegivenday.

appropriatematerialstostimulategrowthanddevelopmentofthewholechild;• Inorderofindividualimportance,tofocusupon:social-emotionalcompetency,self-

helpskills,independence,physicalandcognitiveskills;• Toprovidearangeofactivitiesthroughoutthedaythatwillchallengeandmotivate

thechildtolearn.Everyaspectofourdaywillbedesignedtofacilitatelearningwiththespecificdevelopmentalneedsofeachagegroupcarefullytakenintoconsideration.

• Toincorporatetheparentsasourmostimportantresource;byuseofparentmeetings,parentinformationcorrespondence,andparent-educatorconferences.

OurTheoryofDevelopment:“PositiveGuidance”

TheBenefitsofGuidance:Mostchildrenwanttopleaseadults.However,sometimeschildrenareconfusedaboutwhatisexpected.Whenlimitsareconsistentchildrenknowwhatisexpectedandovertimeitmakesmeetingexpectationsautomatic.Themoreautomaticbehaviorisforthechild,thelessadultinterventionisnecessary.Therefore,consistencydiminishespowerstruggles,increasesthechild’sindependenceandfostersthefollowingsixqualities.

• PositiveGuidance:Simplyput,guidanceteaches.Childrenlearnbywhatwesayandthewayweact.Guidanceinvolvessettingclear,consistentlimitsthathavereasonsandstrivingtofosterself-esteemandindependence.

• SettingAge-AppropriateLimits:Matchingachild’sdevelopmentalagetothestructure,activitiesandexpectationsthatareprovided.

• Safety:Childrenneedtoknowthatadultsarewatchingoutforthemandensuringtheirsafety.

• Trust:Childrenlearntotrustlimitsandconsequencesbecause,whentherearenosurprises,theyknowwhattoexpect.

• Self-Regulation:Whenlimitsarerandomchildrendoubttheycaninfluencetheirfuture(Curwin&Medler,1988)whenlimitsareconsistentchildrenlearntoself-regulate.

• Competence:Aschildrenbecomemoreindependenttheyfeelawonderfulsenseofcompetence

• Reflection:Guidancehelpschildrenmakewisechoices(Fields&Boesser,1998)butmakingwisechoicesdoesnotmeanthechilddoeswhatevershe/hewants.Rather,guidethechildtobereflectiveaboutresponsibilitiesForexample,achildcanthinkabouthowafriendmightfeelifshe/hetookallthecrayons.

• Respect:Ratherthanfeelingresentmenttowardthepersonsettinglimits,childrenlearntorespectthepersonguidingthem.

BehaviourialManagement

• GentlePersuasionandPositiveGuidancewillbeourmodelofchoice.Allchildrenneedtimetocontroltheiremotionsandadultguidancetolearnhowtodoso.PleaserefertoPositiveGuidance,page5.

• Wewillprovideampletimeandspacetogiveachildroomtocalmhim/herself.Ashortdiscussionwilltakeplace,alongwithaffectionatereinforcementofthechild’spersonalimportance.

• Ifstaffconsidersachild’sbehaviorasserious,aparentwillbecontacted.AdiscussionbetweenhomeandtheCentrewill,hopefully,facilitateasolutionorsomestrategiestosupportchange.

• StaffresponsibilityforthechildendswhentheparentarrivesattheCentre.Pleaseconsiderthiswhendroppingoffandpickingupyourchildren.Somechildrenexperienceconfusionandinsecuritywhentwoormoreadultsarepresent.

• Wearealwayswillingtodiscussyourchild’sdevelopment.However,weaskthatyouchooseaconvenienttimeforbothyouandthestaff.Allconversationsconcerningthechildrenshouldbedonewithoutthechildpresent.

• Tomakethemorningamorepleasanttimeforyouandyourchild,allowanextra15minutesinthemorningforunseendelays.Ifyouarecalmandrelaxedinthemorning,yourchildwilltendtobecalmandrelaxedaswell.

• UponarrivalattheCentre,werecommendashortconversationwiththestaff,hangupyourchild’scoat,giveyourchildaquickhugandkiss,andproceedtowork.Thisallowsyourchildandyoutobeginthedayintherightwaywithoutanydiscordordisruption.

• Parentsofourfulltimeprogramchildrenages3andunderwillreceiveadailynotewhichreflectsthefactsregardingyourchild’sdayandthelearningthatistakingplacewithyourchild.

• Weencouragetheparentsaskquestionsabouttheirchild’sdayandthechildrentotalkabouttheirdayathome.ParentsareadvisedthereisnoneedtogiveadditionalconsequencesforanythingthatmighthavehappenedduringthedayatSmallBlessings.

• Wewelcomeaphonecallorprearrangedmeetingafter5:30p.m.orduringbusinesshours.PleasecontactourAdministrationtomakearrangementsifnecessary.

• Adropinvisitiswelcomeanytimetoobserveyourchildandwealsowelcomeparentparticipationregularly.

• “123Magic”byDr.ThomasPhelanwillbeimplementedstartingattheageof2.Thevideoandthebookcanbemadeavailablefortheparentstoviewtomaintainconsistencyinthebehavioralstrategiesforyourchild.Thisprogramallowsthechildtoredirecttheirownbehaviorandisbasedonnotalking,noemotion.AtSmallBlessings,wechoosenottoreinforcethenegativebehavior.Thismethodallowsthechildtocomeawayfromanincidentwiththeirself-esteemintact.

HOURSOFSERVICE

• TheCentrewilloperatefrom7:30a.m.until5:30p.m.,MondaytoFriday,twelve(12)monthsoftheyear.

• TheCentrewillbeclosedonallPublicHolidays,whicharecelebratedonweekdays,andparentswillbechargedregularfeesforthedaysclosed,duetoPublicHolidays.

• PublicHolidaysweobserveare:-NewYear’sDay -FamilyDay -GoodFriday-EasterMonday -VictoriaDay -CanadaDay-NBDay -LaborDay -Thanksgiving-RemembranceDay -ChristmasDay -BoxingDay

• InanefforttokeepSmallBlessingsstaffcurrentandtohelpthemfeelvalued,weholdoneannualprofessionalDevelopmentDayforallfrontlinestaff.TheCentrewillbeclosedandparentswillbechargedregularfeesforthisday.Eachyearthedateoftheconferencewillbeannouncedinplentyoftimeforyoutomakealternatearrangementsforyourchildren.

• TheCentrewillalsobeclosedtheweekbeforethecivicholidayinAugust,nowknownasNewBrunswickDayorHeritageDay.

FOODPROGRAM

• Full-timepreschoolchildrenwillbeprovidedwithonelunchandtwosnacksdailyaccordingtothepostedmenufortheparent/guardianperusal.ThemenuisapprovedbytheDepartmentofEducationandEarlyChildhoodEducation.

• Childrenenteringtheinfantroomwillrequirethatparentssupplyfoodanddrinkinlabeledcontainersandbottlesdaily,until,attheparents’discretion,theyareintroducedtoourmenuitems.Themealswillbesufficienttofeedthebabyforthetimethebabywillbeinourcare.Menuitemscannotbeintroducedtothebabieswithoutwrittenconsentfromtheparentorguardian.

• SmallBlessingscelebratesspecialoccasionsie:Birthdays,Valentine’sDay,Easter,Halloween,andChristmas,thatareinkeepingwithourhealthymenuandtopromotehealthychoices.

• Birthdayswillbecelebratedonceamonth,onthefirstMondayofeachmonth.WithsomeconcernsbeingexpressedaboutexcesssugarytreatsandinconsultationwithyourparentrepresentativesatourCommunityCouncilMeeting,wehaveimplementeda“FUNWITHOUTFOOD”initiative.Somesuggestionsforreplacementsforfoodarebubbles,stickers,sidewalkchalk,pencils,erasers,crayonsandthemerelatedgame.Oneofthemostexcitingthingsaboutthispolicyistherewillbenomorechildrenmissingoutduetoallergiesetc.

• Wewillrequirethatparentsprovidelunchesand/orsnacksonoccasionwhenweplanfieldtripsoffthepremises.Thisincludespicnicsandotheroutings.

ILLNESS

• ParentsarenottobringasickchildtotheCentre.ExceptionsmaybemadeinconsultationwiththeDirectorwheretheillnessisnotcontagious;theillnessisnotchronicanddoesnothamperthechild’sabilitytoparticipateactivelyintheprogram.

• Wearenotequippedtocareforchildrentooilltoparticipateinourprogram.• Similarsituationswhichdonotjeopardizethewelfareofthechildorotherchildrenand

staffattheCentrewillbeassessedonanindividualbasis.• AnoticeandafactsheetfromtheCanadianPediatricsSociety“WellBeings”willbe

postedontheparents’bulletinboardimmediatelyupondiscoveryofacommunicabledisease,asbeingdefinedbyNBDept.ofHealth.Allchildrenexperiencingsymptomsofthesewillbesenthome.Theycanreturntothecentrewhenthecriteriaoutlinedintheexclusionreferenceguidehavebeenmet.

• Medicationmaybeadministeredbythestaff,providedthenecessarymedicationwaiverissignedbytheparentorguardianpriortotheadministration.

• MedicationwhichistobeadministeredatSmallBlessingmustbeintheoriginalcontainerwithpharmacylabelattached,showingthechild’sname,nameofthemedication,amountandtimetobeadministeredaswellasthedate.Thisinformationistoberecordeddailyontheadministrationofmedicationrecordandsignedbytheparent/guardianandthestaffadministeringthemedication.Parentsandstaffmustsignusingfullsignature,notinitials.

• Whenachilddevelopsafever,theirtemperaturewillbetakenandrecordedinourdailyjournal.TheparentorguardianwillbecontactedforinstructionsinadministeringacetaminophenbroughttotheCentrebytheparentorguardian.Themedicineisadministeredaccordingtotheparents’direction.Thetemperatureistakenagainaftertwentyminutesandrecordedtoensuretheacetaminophenisworking.Ifnot,theparentwillbecontactedagaintopickuptheirchild.Wewillrequirethattheparentorguardiansigntheadministrationofmedicationbookletuponarrivaltoconfirmthatheorshewasconsultedandisinagreementwiththedosagegiven.

• IfachildbecomesillduringhisorherdayattheCentre,theparentorguardianwillbecontactedtopickupthechildwithinonehour.Upontheirarrivaltheparent/guardianmustsignaPotentialIllnessForm,providedbytheProvinceofNewBrunswick.Untiltheyarrive,wewillattempttomakethechildascomfortableaspossible,usuallymovingthemtoaquietareatoliedown.ForexclusionperiodsrefertoAppendixA.AreturnafterexclusionformisrequiredwhenachildisdiagnosedwithillnessasindicatedinappendixA.

• Ifachildbecomesseriouslyinjuredorill,thestaffwillarrangetotransportthechild,attheparent’sexpense,tothehospitalandnotifytheparentorguardianimmediately.

• Administrationofepi-penswillbeaccordingtopriorwritteninstructionfromtheparentorguardianonanindividualbasis.

• ParentalresponsibilityinmanagingIllnessinChildDayCareFacilitiesasmandatedbytheProvinceofNewBrunswick’sDepartmentofEducationandEarlyChildhoodServicesisasfollows:

Yourinvolvementasaparentisimportant!Youcantakethefollowingstepstohelpensurethatearlylearningandchildcarefacilitiesaresafeandhealthyplacesforallchildren.Step1:Makesureyouprovideup-to-dateinformationaboutyourchild’simmunizationtothefacility operator. If you choosenot to immunize your child, youmust sign awaiver availablefromtheDepartmentofHealth.Immunizationrecordsarenotrequiredforschoolagechildren.Step 2: In general, if your child is too sick to participate comfortably in activities and hassymptomsoraconditionthatmayaffectthehealthofotherchildren,itisnecessarythatyourchildnotattendchildcare.

Youmustkeepyourchildathomeormakealternatechildcarearrangementsifyourchildhasoneormoreofthefollowingsymptomsorconditions:

a.Fever(oraltemperature38.5ºCorgreater;rectaltemperature39ºCorgreater,armpittemperature 38º C or greater) accompanied by behavior changes or other signs ofillness

b. Diarrhea as defined by an increase in frequency of stools and/or change to unformedloose, watery stool. Fever, loss of appetite, nausea, vomiting, abdominal, mucus orbloodinstoolmayalsooccur

c. Vomiting illness with two or more episodes of vomiting in the previous 24 hours (inexcessoftypicalinfantspit-ups)

Step3:Ifyourchilddoesnotattendchildcareduetoillness,youmustletthefacilityknowyourchild’sillnesssymptoms.

Step4: Ifyourchildgets illat the facility,youwillbenotifiedandyouwillbeaskedtomakearrangementstopickupyourchildwithinonehourofbeingnotifiedbythefacilitystaff.Thisisimportanttomakesureyourchildgetsthetreatmenthe/sheneedsaswellastopreventthespreadofillnessestootherchildren.

These illnesses are listed in Appendix B “New BrunswickGuideforExclusionofChildreninEarlyLearningandChildcareFacilities”ofthe“Guidelinesforthe Prevention and Control of Communicable Diseases in Early Learning and Childcare (ELC)Facilities”.Theguideisavailablefromyourfacilityoperatororadministrator.Ifyourchildhasbeen diagnosedwith any of the illnesses in this guide, youmust follow the requirements inorderforthefacilityoperatortoallowyourchildtobere-admittedtothefacility.

Step 7:When you take your child back to the ELC facility after having been sick with aninfectious illness,youmustcompletetheReturnafterExclusionformtocertifythatyouhavefollowednecessarystepsforre-entrytotheELCfacility.

WethankyouinadvancefortakingthesestepstomakeearlylearningandchildcarefacilitiesasafeandhealthyplaceforallchildreninNewBrunswick.

MINORINCIDENTLOGS

SmallBlessingswillmaintainachronologicallyfiledincidentlogfilerelatingtothehealth,securityandwell-beingofthechildrenreceivingservices.Wewillinformtheparentorguardianofthechildinvolvedintheincidentwithin24hoursofwhentheincidenttakesplaceandshallensuretheparentorguardiansignsthedailyincidentformtoconfirmtheirawareness.

Incidentlogsarekeptconfidentialandareindividualizedforeachchild.Toprotectconfidentiality,parentsdonotseetherecordsofotherchildren.

MAJORINCIDENTREPORTING

SmallBlessingsshallcompleteanincidentreportonaformprovidedbytheDepartmentofEducationandEarlyChildhoodDevelopmentifoneofthefollowingincidentsoccurswhileachildisreceivingservices:

a) thechildismissingortemporarilyunsupervised;b) afireorotherdisasteroccursatthefacility;c) amotorvehicleaccidentoraninjuryoccursduringthetransitofthechildd) anillnessorinjuryrequiresthetransferofthechildtoahospital;ore) thechilddies.

SmallBlessingsshallinformtheDepartmentofEECDandtheparentorguardianofthechildinvolvedinoneofthesemajorincidentsassoonasthecircumstancespermitandshallensurethattheparentofguardiansignsthemajorincidentreporttoconfirmtheirawareness.SmallBlessingsshall:

a) maintainacopyofthereportforthechild’sfileb) provideacopytotheparent/guardian,andc) forwardtheoriginaltotheDepartmentwithin24hoursoftheincident

MANDATORYREPORTINGOFCHILDABUSE(NBChildVictimsofabuseprotocols)

TheFamilyServicesActrequiresmandatoryreportingofsuspectedcasesofchildabuse

totheDepartmentofSocialDevelopmentandappliestoeveryone,includingprofessionals.A“professionalperson”isdefinedinthelegislationandincludesanypersonwho,byvirtueofhisorheremploymentoroccupation,hasaresponsibilitytodischargeadutyofcaretowardachild.FailureofaprofessionaltoreportasuspicionofchildabusetotheDepartmentofSocialDevelopmentisanoffenceundertheFamilyServicesAct.

Thelegislationmakesitclearthatthereportingobligationexistswhetherthe

informationwasacquiredthroughthedischargeofprofessionaldutiesorwithinaconfidentialrelationship,exceptfortheprivilege,whichattachestotherelationshipbetweensolicitorandclient.

Staffbyvirtueoftheiremploymentmayreceiveinformation,whichcausesthemtosuspectthatachildhasbeenabused.Itispossiblethattheinformationobtainedincludestheidentityoftheperpetrator.Theallegedperpetratormaybeapersonwhoisunknown;however,thesuspicioncouldalsoinvolveacolleague,co-worker,asupervisor,afriendorotherassociate.

Theobligationtoreportisunrestrictedbyanypre-conditionthatthecomplaintbefirstreportedwithintherespectivedepartmentsoragencies,eveniftheallegedperpetratorisanemployeeofthatdepartmentoragency.AllstaffmustreportasuspicionimmediatelyanddirectlytotheDepartmentofSocialDevelopment.Priortoreferral,professionalswhoreporttheincidentshouldnotattempttomakeasubjectivedeterminationastowhetherornottheallegationistrueorfalse.Meresuspicionisthelegalrequirementformandatoryreporting.

CurrentprovisionsoftheFamilyServicesActindicatethataprofessionalwhoreasonablyoughttohavesuspectedthatachildhasbeenabandoned,deserted,physicallyoremotionallyneglected,physicallyorsexuallyill-treatedorotherwiseabusedbutdidnotinformtheMinistercommitsanoffence.Inaddition,theMinisterofFamilyandCommunityServiceshasthediscretiontoreportthefailuretocomplywiththelegislationtoanyprofessionalassociationresponsibleforregulatingtheprofessionalactivitiesofthatperson.TheFamilyServicesActallowstheMinistertorequireaprofessionalassociationtocauseaninvestigationtobemadeintothefailuretoreportsuspicionsofchildabuse.

PICKUPPOLICY

• Theparent/guardianisrequiredtosubmitthenames,addressesandtelephonenumbersofatleasttwoalternatepeopleeligibletopickuptheirchildrenfromthecentrewhentheyarenotavailableorwhomaybecontactedincaseofanemergency.Weexpectatelephonecallpriortothesealternatespickingupthechild.Nootherpersonispermittedtopickupyourchildwithoutpriorwrittennotice,datedanddeliveredinperson.

• Ifforsomereasonitisimpossibleforyoutopickupyourchildbefore5:30p.m.,arrangementscanbemadewiththeDirectoroftheCentreforalaterpickup.Therewillbenochargefortheoccasionallatepickups,butifithappensonmorethananoccasionalbasisandnopriorarrangementshavebeenmade,thena$5.00per15minutelatefeewillbecharged.NochildshouldbeattheCentremorethanninehoursaday.

• Nochildwillbereleasedtoaparent/guardian/alternatewhoisintoxicatedorwhohasbeendrinkingorundertheinfluence.OtherarrangementsMUSTbemade.

CLOSURESDUETOWEATHERCONDITIONS

• WhentheCentreisclosedoradelayedopeningisrequiredduetoinclementweather,parentswillbeadvisedviaFacebookby6:30a.m.Amessagewillbeleftontheansweringmachineaswell.

• WhenthecitybusesaretakenofftheroadsSmallBlessingswillbeautomaticallyclosed.• Ifthereisapoweroutageformorethanonehour,theparentswillbenotifiedtopickup

theirchildren.• Ifastormworsensduringthedayanditbecomespotentiallyunsafeforchildrento

returnhome,parentswillbenotifiedtopickupthechildassoonaspossible.

TRANSPORTATION

• TransportationtoandfromtheCentrewillbetheresponsibilityoftheparent/guardian.• Occasionallyparentsmayberequestedtotransporttheirchildrentoandfromsome

outings,suchaspicnics,fieldtrips,etc.,andwillbenotifiedinadvanceoftheseoutingsTheywillberequiredtocompletethetransportationsectiononthePermissionformforfieldtrips.CarseatsandboosterseatsmustbebroughttotheCentrebytheparent/guardian.

• Itmaybenecessaryalsotousethepublictransitsystem(bus).

COMMUNITYACTIVITIESANDLIAISON

• ThecentreisoperatedbyTheSalvationArmyandfulluseofavailableresourcesinoperatingtheCentrewillbemade.AmemberofTheSalvationArmyMonctonAdvisoryBoard,aboardconsistingofpeoplefromthecommunity,isrequestedtoserveonourSmallBlessingsCommunityCouncil.

• Inordertoprovideaquality,stimulatingchildcareexperience,arrangementswillbemadefromtimetotimetoparticipateinactivitiesoffthepremises.Parentswillbenotifiedaweekinadvanceandwillbegivenadocumentofapprovaltobesignedandreturnedbeforethedayofparticipation.Ifyoudonotwishyourchildtoparticipateintheseextracurricularactivities,itwillbetheparent’sresponsibilitytomakealternatechildcarearrangementsduringthescheduledtimeoftheactivity.

• TheCentretakesadvantageofsuchcommunityfacilitiesas:CentennialPark,theMuseum,Library,seniorresidences,etc.

• TheCentreattemptstoinvolveseniorcitizenactivitieswiththeprogramaspartofthecommunityinvolvement.ForexampleCamdenTerraceisanideallocationtoencourageinteractionbetweenseniorsandthechildrenthroughartsandcrafts,gamesandreadingaresomeactivitiesthattakeplaceatCamdenTerrace.

• Fromtimetotime,wemayaskthatparentsassisttheCentrewithfundraisingtohelpdefrayoperatingcostsandtoattempttokeepfeesatanacceptablelevel.Anyfundsraisedwillbenon-refundable.

• TheCentrecelebratesspecialoccasions(Christmas,Thanksgiving,Easter,etc.)byvisitingseniorcentresorthemallorbyparticipatinginspecialeventssuchastheMuscularDystrophyHop-a-thon.

• Onceayear,aspecialChurchServicewillbeheldatTheSalvationArmytohonortheparentsandchildrenoftheCentre.ParentswillbeadvisedinadvanceofthedateandtimeoftheServicewhichiscalledSmallBlessingsSunday.

• TheDirectorandtheCentrewillmaintainmembershipswiththelocal,ProvincialandFederalAssociationsforthepurposeofprofessionaldevelopmentandtohelpraiseawarenessofqualitychildcareprograms.

PARENTALRESPONSIBILITYWITHREGARDTOCHILDCARECENTRE

• Eachparentmustcompletearegistrationform,achildprofile,andthreeconsentformsalongwithahandbookacknowledgementbeforethechild’sadmissiontotheCentre.

• Parentsmustprovideacopyofyourchild’simmunizationrecord.Parentsareresponsibletoupdatetheirchild’simmunizationrecordandprovidethistothefacilityaschangesoccur.Ifachildisnotimmunized,theparentsmustprovidealetterabsolvingthecentreofresponsibilityforillness.

• NochildsufferingfromacommunicablediseasewillbeacceptedattheCentreaccordingto“TheNewBrunswickChildDayCareFacilitiesOperatorStandards.”(Seepage5)

• ParentsarerequestedtorefrainfromallowingthechildtobringtoystotheCentreexceptforShowandShareday.However,afavoriteblanketordoll,etc.,maybebroughttobeusedatquiettime.ToysofviolencearenotpermittedintheCentre.Theparent/guardianwillbenotifiedofanynewlyreleasedtoysdeemedinappropriatebytheCentre.

• Allclothing,toysandpersonalitemsbroughttotheCentremustbeclearlymarkedwiththechild’sname.

• ParentsarerequestedtoprovidetheCentrewithanalternativesetoflabeledindoorclothing.Thisshouldincludepants,top,socks,andundergarments.Pleasedonotforgetlabeledindoorandoutdoorfootwear.Pleaseensureyourchildisdressedappropriatelyfortheweather,withanextrapairofmittensforwinterandcoldweather.Acomborbrush,labeled,andacleanfaceclothforeachdaymustalsobeprovidedfortheirlocker.Wecannotguaranteethereturnofimproperlyornon-labeleditems.AlostandfoundboxwillbelocatedattheCentreandavailableforparentstogothroughanytime.

• ParentsmustprovidetheCentre,inwriting,withnames,addressesandphonenumbersofpersonswhoareallowedtopickupyourchild.Yourchildwillbereleasedonlytopersonsindicated.Intheeventthereisapersonorpersonswhoarenotallowedtopickuporseeyourchild,pleaseprovidetheCentrewithnamesandphotosofpersonsandcopiesofcustodypapers.

• Parentsarenottosendmoneyinwiththechild.• ParentsarerequestedtomeetperiodicallywiththeCentre’sstaffmemberstodiscuss

yourchild’sprogress.Twoparent/educatoreveningswillbescheduledeachyear.

• Anannualmeetingwillbeheldandallparentsareencouragedtoattend.Adequatenotificationwillbegivenforyoutomakeplansforattending.

• WerequirethatparentsattendtheannualmeetingandelectamaximumofsixparentrepresentativestotheCommunityCouncil–twoparentsperlicense.TheCommunityCounciliscomprisedofparents,administrativeemployees,andTheSalvationArmyMonctonCitadelrepresentatives.

• YourchildmustbeescortedtoandfromtheCentrebyanadultandtheadult’snameandtimeofarrivalanddeparturebeloggedinthesigninandoutbook.Thisbookservesforanaccuratecountforfireandsafetyandwillbeusedtodoacountofpersonspresentintheeventofageneralemergencyofanykind.(I.e.,fire,smoke,etc.)

• ParentswillbringthechildtotheCentreforavisitbeforeadmissiontofamiliarizethechildwiththeCentre.

COMPLAINTPOLICY

Complaintsand/orgrievancesaretobeaddressedinthefollowingmanner:Speaktotheteacherinchargeofyourchild.Ifsatisfactionisnotforthcoming,speaktotheDirectoroftheCentre.Ifyoufeelyoustillhaveaproblemthathasnotbeendealtwith,sendacomplaintinwritingtotheTheSalvationArmyMonctonCitadel-CorpsOfficers.ComplaintscanalsobeforwardedtotheCommunityCounciland/ortheCoordinatorforearlyChildhoodServicesfromtheDepartmentofEducationandEarlyChildhoodDevelopment.Theparentrepresentatives’namesonthecouncilwillbepostedontheparentbulletinboardatalltimesalongwiththenameoftheCoordinatorforChildcareservicesintheprovince.

DISCHARGEPOLICY

• Allparentsinallprogramsarerequiredtogive2weekswrittenpaidnoticeofterminationofservice.PaymentcanbemadeinlieuofthenoticeatthetimethechildleavestheCentre.

• AlackofparentalcooperationwiththeCentreorachild’sbehaviormayresultinthechild’sdischargefromtheCentre.Throughconsultationwiththeparents,abehavioralmanagementprogramwillbeimplemented.Ifthechildshowsimprovementwithintwoweeks,wewillcontinuetoworkwiththatchildandhis/herparents.Shouldtherebenoimprovementanoticeofdischargewillbesenttotheparentsoneweekbeforethedischarge.DischargefromtheCentrewilloccuronlyasalastresortandafterallavenuesofrecourseareexhausted.

• AlackofcooperationordisagreementwiththeCentre’spoliciesmayalsoresultindischargefromtheCentre.

• TheoneweektheCentrewillbeclosedwillbetheweekbeforetheCivicHolidayinAugust.ThatCivicHolidayfallsonthefirstMondayofAugust.

ADDITIONALINFORMATIONREGARDINGPROGRAMSANDRELATEDFEESParentswillberequiredtocompletean“authorizationforautomaticdebitform”whenregisteringandtheauthorizedamountwillbedebitedfromtheclient’saccountbi-weeklywiththeamountpayingforthe2weeksthatfollowthewithdrawaldate.Whenthereisafeechange,youwillbenotifiedinwritingofanyincreasespriortothewithdrawaldatethechangescomeintoeffect.

Whywecollectpersonalinformation.Aslicensedprovidersofchildcarewecollect,useanddisclosepersonalinformationinordertoserveourclients.Theprimarypurposeofthiscollectionistoprovidethebestchildcarepossible.AsecondprimarypurposewillbetomeetthelegislativerequirementsoftheFamilyServicesAct.Athirdprimarypurposeissothatwecancontacttheappropriatepeopleintheeventofanemergency.Inacaseofurgencyitmightbenecessarytocollectthisinformationwithoutexpressconsent,(e.g.achild’swellbeingisatrisk).Whatispersonalinformation?Personalinformationincludesinformationthatrelatestoanindividual’spersonalcharacteristics,theirhealth,ortheiractivitiesandviews.Whoweshareourinformationwith.Wepartnerwithanumberofagenciesandsupportworkersthatmayinthecourseoftheirdutieshavelimitedaccesstopersonalinformationwehold.Theseincludecomputerconsultants,accountingauditors,supplystaff,resourceconsultants,employeesofagenciesthatprovidesupporttochildrenwithspecialneeds.AlsoincludedistheNewBrunswickdepartmentofHealthandWellnesstoensurecompliancetotheFamilyServicesAct,TheDepartmentofSocialDevelopment,TheDepartmentofEducationandEarlyChildhoodDevelopment,TheSalvationArmyaccreditationteamforthepurposeofaccreditationofourcentre,andTheSalvationArmyDivisionalHeadquartersforreviewpurposes.Werestricttheiraccesstoanypersonalinformationweholdbasedonthelegislativerequirementsandtheirauthoritytocollect.Protectingpersonalinformation.Weunderstandtheimportanceofprotectingpersonalinformation,therefore:

- Paperinformationiseitherundersupervisionorsecuredinalockedorrestrictedarea.

- Electronichardwareiseitherundersupervisionorsecuredinalockedorrestrictedareaatalltimes.

RetentionanddestructionofPersonalInformation.Wekeepourclientfilesfor7yearsaftertheclientswithdrawfromourcentre.Wedestroypaperfilesthatcontainpersonalinformationbyshredding.Wedestroyelectronicinformationbydeletingit,andwhenthehardwareisdiscarded,weensurethattheharddriveisformattedtoeraseanyinformationcontainedwithin.
