We’re having a long weekendto celebrate Presidents Day.This important federal holidayhonors George Washington’sBirthday on February 22, but isnow celebrated on the thirdMonday in February and hasexpanded to honor all UnitedStates Presidents. So far in ourhistory we’ve had 44 Presiden-cies, but 43 Presidents – Presi-dent Grover Cleveland iscounted twice, elected to non-consecutive terms as the 22ndand 24th President. Take some time this weekend to honor theleaders of our great nation and consider the path our Nationhas followed to gain the global role we hold today.. On February 8th, we started a security modification at the main

gate at Capodichino. The modification will increase safety and security for pedestrians who use the gate on a daily basis, andshould help with traffic flow in the outbound lane. However, it isgoing to take a few months to complete the project – our sched-uled end date is May 6th. I have modified the traffic pattern andgate hours at Capodichino during the project, and you can findmore information on Facebook and in the PAO notes. Please bepatient, especially at the peak traffic times, and consider usingthe back gate for entry in the morning or coming to work a littleearlier. Additionally, it really helps the sentries to keep trafficmoving if you have your access credentials out and ready prior toarriving at the entry control point (ECP). As a friendly reminder, Sunday is Valentine’s day, and a great

opportunity to show your significant other that you appreciatetheir support and companionship. MWR, ITT, Fitness Forum,Carney Park, and the NEX are all hosting their own specialevents and deals for the day, so it is not too late to plan a special day if your plans for a romantic getaway have fallenthrough.Valentine’s day also reminds us of two other important things.

First, February 14th is the new deadline to take the living pattern survey (LPS), and that February is American HeartMonth. The month, by presidential proclamation, urges the peo-ple of the United States to recognize the nationwide problem ofheart and blood vessel diseases and to support all essential pro-grams required to solve the problem. At NSA we use this monthto remind ourselves not to give up on our New Year’s fitness andhealth resolutions. Not only will this benefit our military com-munity, those required to take semi-annual physical fitness as-sessments, but also our civilian counterparts who also profitfrom the mental and physical benefits of a healthier lifestyle. Please enjoy the long weekend, and mark your calendars for

my next town hall meeting on March 8th at 6 p.m. in the Support Site Movie Theater.

ENERGY CONSERVATIONPresident Obama’s Energy Comments in Final State of the Union

Scout Sunday at Support Site ChapelScouts, scouters and families worshipped together on February 7, 2016, at the Support Site Chapel during Scout Sunday, an annual Boy Scouts -based special ecumenical worship service. Navy Chaplain Cmdr. Don Biadog Jr preached the message entitled “Every Act of Kindness Counts”based on the story of a little lad, whom he referred to as the “first Boy Scout,” who was prepared for the day when he shared his two fish and fiveloaves of bread to help feed more than 5,000 people. Photo by Cmdr. Don Biadog Jr.

From climate change to wind and solarpower to electric vehicles, President Obamatouched on a lot of key energy topics in hisfinal State of the Union delivered January12, 2016. A part of his speech is posted below: “Look, if anybody still wants to dispute

the science around climate change, have atit. You will be pretty lonely, because you’llbe debating our military, most of America’s businessleaders, the majority of theAmerican people, almostthe entire scientific com-munity, and 200 nationsaround the world whoagree it’s a problem andintend to solve it. But even if – even if the

planet wasn’t at stake, even if 2014 wasn’t thewarmest year on record –until 2015 turned out to beeven hotter – why wouldwe want to pass up thechance for American busi-nesses to produce and sellthe energy of the future? Listen, seven years ago,

we made the single biggestinvestment in clean energyin our history. Here are the results. Infields from Iowa to Texas, wind power isnow cheaper than dirtier, conventionalpower. On rooftops from Arizona to NewYork, solar is saving Americans tens of mil-lions of dollars a year on their energy bills, and employs more Americans than coal – injobs that pay better than average. We’retaking steps to give homeowners the free-dom to generate and store their own energy

– something, by the way, that environmen-talists and Tea Partiers have teamed up tosupport. And meanwhile, we’ve cut our im-ports of foreign oil by nearly 60 percent, and cut carbon pollution more than anyother country on Earth. Gas under two bucks a gallon ain’t bad, ei-

ther. Now we’ve got to accelerate the transition

away from old, dirtier en-ergy sources. Rather thansubsidize the past, weshould invest in the future– especially in communitiesthat rely on fossil fuels. Wedo them no favor when wedon't show them where thetrends are going. That’swhy I’m going to push tochange the way we manageour oil and coal resources,so that they better reflectthe costs they impose ontaxpayers and our planet. And that way, we putmoney back into those com-munities, and put tens ofthousands of Americans towork building a 21st cen-tury transportation sys-tem.

Now, none of this is going to happenovernight. And, yes, there are plenty of en-trenched interests who want to protect thestatus quo. But the jobs we’ll create, themoney we’ll save, the planet we’ll preserve –that is the kind of future our kids and ourgrandkids deserve. And it's within our grasp.”For further information, visit, http://en-

NAPLES COMMUNITY HEALTH AWARENESSThe Naples Public Health Evaluation (PHE) was an extensive

effort to learn more about the potential environmental healthrisks present in the Campania region of Italy. The Navy estab-lished health protective policies based on the study’s findings toprotect the health of U.S. personnel and their families, which in-cludes bottled water advisories and health protective leaseclauses. The PHE found the potential health risks for living off-base can be mitigated by following established risk-managementactions.

The enduring health protection policies are as follows:• Maintain the July 2008 bottled water advisory for U.S. person-

nel living off base.• Maintain the New Lease Suspension Zone (NLSZ) areas, based

on U.S. Navy and Italian environmental sampling data. In thesezones, U.S. Navy personnel are not permitted to sign new rentalhome leases.• Maintain the U.S. Naval Support Activity Naples PHE website

and the U.S. Navy Regional Water Quality Board.• Maintain the health-protective U.S. Navy lease clauses for pri-

vate off-base rental homes:– Landlords must provide containerized water service from a

Navy-approved vendor.– Leased homes must be supplied by city water or permitted

wells. Landlords must disconnect all non-permitted wells and pro-vide proof of connection to the city water system or that the well ispermitted.– Landlords must clean and disinfect domestic water holding

tanks every six months.• The U.S. Navy will continue to share data with designated

Italian public health officials. Throughout the Public Health Evaluation, the U.S. Navy estab-

lished health protective policies and took immediate action, whennecessary, to protect the health of U.S. personnel and their fami-lies. The risk management analysis determined that many of thehealth protective policies established during Phase I and Phase IIwill continue, as well as new policies implemented to ensure con-tinued health protection. The Phase I and II reports, along withfact sheets addressing commonly asked questions and a detailedtimeline of study components, are available through a link on theNaval Support Activity Naples website:www.cnic.navy.mil/Naples. If you have a concern about your spe-cific health risk and how the study relates to you, please contactthe U.S. Naval Hospital Naples at DSN: 629-6299 or commercial:081-811-6299.

States;● Engaged in military operations involving conflict with an

opposing foreign force; or● Serving with friendly foreign forces engaged in an armed

conflict against an opposing armed force in which the UnitedStates is not a belligerent party.

There must be no margin of doubt or possibility of error inawarding this honor. To justify this decoration, the deed per-formed must have been one of personal bravery and self-sac-rifice so conspicuous as to clearly distinguish the individualabove his or her comrades, and must have involved risk oflife. It must also be the type of deed which if not done wouldnot subject the individual to any justified criticism.

Throughout the month ofFebruary, the Navy joins ournation in celebrating the his-tory and culture of African-American and Black Sailorsduring African-American/Black HistoryMonth.Established in 1926, Presi-

dent Gerald R. Ford ex-panded the celebration in1976 to include the entiremonth of February.”“Our past is our history and

our future is our destiny,”Victoria Bowens, Depart-ment of the Navy director fordiversity and inclusion, said.“We must look at whatworked, what did not workand how we can improve ourefforts in promoting inclu-sion to optimize our resultsto achieve mission success.”From port cities where

Africans disembarked fromslave ships to the battlefields where their descen-dants fought for freedom, from the colleges and univer-sities where they pursued ed-ucation to places where theycreated communities duringcenturies of migration, theimprint of Americans ofAfrican descent is deeply em-bedded in the narrative ofthe American past.USS Mason (DE 529),

manned by a predominantly

African-American crew cameunder dire conditions duringWorld War II in heavyweather when Mason’s decksplit. The crew made emer-gency repairs allowing theship to continue its convoyoperations. In 1994, Presi-dent Clinton awarded com-mendations to the 67surviving crew members. USS PC 1264 was a subma-

rine chaser built duringWorld War II. She was one ofonly two U.S. Navy ships tohave a predominatelyAfrican-American enlistedcomplement during the war,the other being the Evarts-class destroyer escort USSMason (DE 529). PC 1264was in service for less thantwo years, but the perform-ance of her crew – and of theUSS Mason’s – caused theNavy to reevaluate the roleof African-American Sailors. The USNS Carl Brashear

(T-AKE 7) was named forMaster Chief Boatswain’sMate Carl M. Brashear(1931-2006). Brashear’s ca-reer spanned more than fourdecades and exemplifies out-standing service and dedica-tion. Brashear enlisted in theNavy in February 1948 andqualified as a First ClassDiver in 1964. In 1965, whilerecovering atomic bombs offthe coast of Spain, Brashearsustained injuries which

eventually required the am-putation of his leg. Despitehis injuries, he became recer-tified in March 1968 as adiver, the first amputee toserve as such in the Navy, and in 1970, Brashear be-came the first African-Ameri-can master diver in the Navy.In April 2009, Vice Adm.

Michelle Howard com-manded CTF-151, a multina-tional task force establishedto conduct counter-piracy op-erations in the Indian Oceanwhen the U.S.-flagged M/VMaersk Alabama containership was hijacked by piratesoff the Somali coast. Howardand twelve U.S. naval forcescoordinated the rescue of theship and its crew includingCapt. Richard Phillips, whohad been kidnapped and heldhostage in a lifeboat. African-Americans continue

to serve with distinction, nowcomprising almost 19 percentof our active-duty enlistedforce, eight percent of our ac-tive-duty officers and fivepercent of our flag officers. More information on the

many milestones achieved byblack Sailors and the historyof the African-AmericanNavy experience can befound at the Naval Historyand Heritage Command at www.history.navy.mil/brows

Every year, around three million visitorstravel to Mount Rushmore National Memorialin the Black Hills of South Dakota to look at thecolossal sculptures of four outstanding presi-dents of the United States: George Washington,Thomas Jefferson, Abraham Lincoln andTheodore Roosevelt.

The idea of giant sculptures was originated byState historian Doane Robinson. He imaginedlarge figures of the American west carved inSouth Dakota’s Black Hills. Robinson contactedthe famous sculptor Gutzon Borglum, who likedthe idea, but wanted the sculpture to be a mon-ument that conveyed the meaning of America.

Gutzon Borglum chose four presidents to carveon the mountain, because to him they repre-sented the first 150 years of American History: ● George Washington, being our first presi-

dent represents the birth of our country. Served1789-1797● Thomas Jefferson symbolizes the expan-

sion of the nation, he is credited with LouisianaPurchase in 1803. Served 1801-1809

● Abraham Lincolnembodies the preser-

vation of the na-tion in

confronting the

challenges of the Civil War. Served 1861-1865● Theodore Roosevelt represents the devel-

opment of our country. He promoted construc-tion of the Panama Canal. Served 1901-1909

Work on the massive sculptures started Octo-ber 4, 1927, and was completed October 31,1941.How do you turn a mountain into a workof art?

Borglum familiarized himself with life masks, paintings, photographs and descriptions of thefour presidents. He then created multiple mod-els which his workmen could use as guides.

The models he created were sized at a ratio of1:12-one inch on the model would equal one footon the mountain. He used these models in con-junction with a method of measurement calledthe pointing system. He had one set up on themodels and another on the mountain itself, using the ratio guidelines workmen were able tofigure out how much rock to remove and where.

How big are the heads of the fourpresidents?

Each of the heads are approximately 60 feethigh, which is about the same height as a sixstory building, such as the main parking garageon board Capodichino. And, their mouths areabout 18 feet wide. To give an idea of how bigthat is, if President Washington’s sculpturecame to life and he opened his gigantic mouth,he could swallow two semi-truck trailersside by side as easilyas you could eat a

hotdog.
