In exercise of the powers conferred by the
Goa State Working Journalist Welfare Scheme
Rules, 2002 and all other enabling powers
under it, the Government of Goa hereby
makes the following rules to amend ‘The Goa
State Working Journalist Welfare Scheme
Rules, 2002’ by inserting the below
mentioned clause. This shall come into force
from the date of publication in the Official
Gazette.
1. In the Principle Rule “XX”, the
following clause shall be added:-
(a) Every beneficiary, pensioner and/
or family pensioner will mandatorily
submit ‘Life Certificate’ as provided by
the Department of Information &
Publicity to its office on or before
June 30, every year to facilitate
disbursement of pension under the
scheme.
This issues with the approval of the
Government vide UO No. 1664/F dated
March 01, 2019.
Note:- The principal rules was published in
the Official Gazette on April 12, 2002.

The State Transport Authority in its meeting
held on 16-01-2019 has decided to approve
following guidelines for APP Taxi Aggregators.
Guidelines for Taxi Operator/Radio Taxis/Rent
a Car and Taxi App Aggregators in the State
of Goa:
In order to provide effective, efficient and
transparent services to the public and tourists
visiting the State enabled by new and
emerging technologies, State Transport
Authority is desirous of introducing
guidelines for smooth conduct of the business
of Radio taxi and App Aggregator. Any
existing or new radio taxi or app based taxi
services shall have to confirm and adhere to
these guidelines and permissions will have
to be sought from the STA, for operating and
managing such services in the State from
effective date as may be specified by the
Government.
The guidelines are necessitated to keep a
watchful eye on abiding of all regulatory &
compliance framework with special focus on
Standards of Safety, Security & Compliance
and to prevent fly by night operators. This
was also accentuated by the need to bring
aggregators, radio taxi operators and
traditional city taxis under a uniform, fair and
transparent regulatory framework.

An aggregator is a digital intermediary or
market place for a passenger to connect with
a driver for the purpose of transportation. The
aggregators can aggregate all types of
vehicles however they will have to ensure
that the vehicle complies with all the
regulations. The services can be provided for
intra city as well as inter-city operations. The
three-wheeler auto-rickshaws can also be
brought under aggregation which would offer
convenience to the commuters. It is
recommended that a suitable service charge/
convenience fee may be allowed by transport
department to be charged by the aggregators
for such service. Taxi owners, Agents and
Radio Taxi operators can join Taxi App
aggregators as permitted by the guidelines
mentioned in this framework. Aggregators,
Radio Taxi operators or other Agents should
ensure they have received an appropriate
license from the Transport Department of the
State Government under Section 93 of the
Motor Vehicles Act, 1988.
Terms:—
1. Licensee:— Any individual or firm or
company.
2. Taxi App System:— Means a mobile
and web based application for hailing of
taxis. App under this scheme displays all
relevant details of taxi driver/taxi/fare to
the passenger.
3. Aggregator:— Firm or Company
which aggregates different class of taxis
under “Taxi App System”.
4. Agents/Operator :— Firm or a
Company with his own fleet enrolled in
“Taxi App System”.
5. Service Brand:— Taxi App System
Brand provided by Aggregator/Operator
6. Rent a Cab:—Means a motor cab
holding valid permits and approvals to
operate under Rent a cab scheme.
The guidelines defined by State Transport
Authority Goa, are based on the recommen-
-dations published by Government of India,
Ministry of Road Transport and Highways
under the Proposed Taxi Guidelines No. RT
16017/01/2016-T and are summarized
hereunder:
1. To reduce delays and to embrace digital
technology online grant of the permits is
being implemented in Goa. Online conversion
of compliant Non Transport vehicles to
commercial taxis may be done on payment
of requisite charges so as to facilitate use of
idle assets.
2. The aggregator may aggregate taxis in
the category of AGT (All Goa Tourist), Yellow
black taxis and AITP taxis, Yellow Black
Motorcycles, Rent a cab, rent a bike etc.
These vehicles would have to comply with
the fuel specified for the city while operating
for aggregators for intra city transport on long
term hiring/leasing, for ferrying tourists, local
passengers, employees of Government/
/private companies etc.
3. Taxis must comply to the stipulations laid
down by the transport department with
regard to safety & security of the passengers.
The drivers’ photo identity along with the
registration number of the taxi should be
clearly visible to the passengers. The taxis
must also have a valid permit, insurance,
fitness certificate and PUC at all times. The
taxis must also be fitted with STA approved
GPS, panic button and other mandatory
devices as applicable from time to time.
4. There should be no restrictions on the
choice of the operator or aggregators with
regard to composition of the fleet, i.e. deluxe
and economy.
5. The Taxi APP Aggregators should get the
App validated from Standardization Testing
and Quality Certification (STQC) or any other
agency authorized by Ministry of Electronic
and Information Technology (MEITY),
Government of India. This report for Taxi App
validation shall be submitted along with
license application. Any existing GOA State
tender initiated App based Taxi Hailing
System Aggregator shall submit this report
within 6 months from the date of license.

application. Aggregators should take
measures including a firewall for the security
of the personal data of the passengers.
6. The Operator/Aggregator shall abide to
fare charges fixed by Goa State Transport
Department from time to time. However, range
bound dynamic pricing to be allowed to
effectively match demand and supply.
Maximum tariff will be permitted as per
Government notified rates only. This would
ensure adequate supply during peak hours
and at night. Alternatively, the aggregators
may be asked to provide the minimum fare
that would be charged from the customers
limit to cap the maximum fare defined by Goa
State Transport Department. This would help
in meeting the peak load requirements of the
taxi users.
7. In order to provide cheaper travel
solutions and to reduce the number of cars
on road, sharing of seats may be allowed on
aggregator based taxis with express consent
of the passengers.
8. Operator shall ensure and follow cap on
the duty hours of drivers in the interest of
road safety and in consonance with labour
laws.
9. Operator/Aggregator may also promote
bike sharing and e-rickshaws for last mile
connectivity.
1. Permission Holders Profile
1. The applicant should be a taxi service
provider including an aggregator of taxis,
Driver-cum-owner (DCO) or any other
Business that is defined under taxi app
system for running the Fleet aggregation,
individually or through registered company.
2. The permission will be granted to an
individual, partnership firm, Limited
Liability Partnership (LLP), or a company
registered under the Companies Act, 1956
or Companies Act, 2013 mandated to
provide public transport services.
3. The permission holder will abide by
all relevant statutes as may be applicable
including the MV Act, 1988 or MV Rules
and GMV Rules, 1991, and the relevant
provisions of the IT Act, 2000 (as amended
from time to time) and the rules made
thereunder.
2. Operational Infrastructure
(A) Individual Category
(1) The applicant under the individual
category shall be eligible to apply for
permission to operate App based
aggregator system.
(1) Ensure adequate parking facility
for the vehicle for non-business hours at
home location. An undertaking to that
effect shall be given by the aggregator
which shall be sufficient.
(2) The applicant shall ensure that the
GPS/GPRS device shall be fixed in the
vehicle as mandated by Goa Transport
Authority & is connected 24X7 with the
control room of the licensee and
Government director location tracking
server.
(3) The applicant shall adhere “Taxi
App System” web portal containing all
details of its ownership, registered
address, services offered, fare structure,
insurance liabilities.
(4) The applicant shall submit
background verification & character
certificate. There shall not be any
criminal proceeding pending against
licensee. He/she shall state the same
with Affidavit.
(B) Group Category
(2) Adequate parking space for all
taxis for non-business hours long parking
must be available. In case of Taxi App
Aggregator, Aggregator shall take
parking space availability consent from
the each agent/operator/taxi owner
enrolling with them. An undertaking
to that effect shall be given by
the aggregator which shall be
sufficient.

(3) The applicant shall have a
registered office in Goa and details of its
Headquarter and Goa office including
telephone number, e-mail ID and details
of office in-charge shall be provided by
the license to the transport department
at the time of application.
(4) The applicant shall enrol/register
taxis under “Taxi App System” and shall
abide with business rule set for duty
allocation, dispatch, execution and billing
as stated in “Taxi App System”.
(5) The applicant shall setup a
helpdesk/support center to operate as
an aggregator/operator through Goa
Government authorized web portal &
“Taxi App System”.
(6) The applicant must maintain a
minimum fleet of 400 taxis (4 Wheeler)/
/Bikes or/auto rickshaws either owned
or through an agreement with individual
permit holders at the time of submitting
application to STA.
(7) The applicant shall adhere to a
“Taxi App System” web portal
containing all details of Licensee
ownership, registered address, services
offered, fare structure, insurance
liabilities, helpdesk number, name end
contact details of a duly appointed
grievance redressal officer.
(8) The applicant should share his
“Mobile App Source code” within
Escrow Account in adherence for full
proofing the system from sudden exits/
sustenance of the Taxi Services
registered with State Government of Goa.
Authenticity of the code has to be signed
by the license.
(9) The applicant shall ensure
adequate mechanism for receiving &
replying customer’s feedback and
grievances through central portal
provided by “Taxi App System”.
(10) The applicant shall ensure
stipulated mechanism for protecting the
rights of women as per the Sexual
Harassment of Women (Prevention,
Prohibition and Redressal) Act, 2013.
(11) Taxi Aggregator or Operator or
Agents shall not collect any commission
from driver/taxi owner in whatsoever
manner. Only charges to be deducted
from taxi owners payments will be of TDS
as per Government process, bank
charges in case of online payment and
penalty in case of any violations of policy
laid by State Transport Authority/
operator/aggregator/“Taxi App System”.
Aggregator can however charge
convenience booking fee not exceeding
Rs. 200 per ride from the end user.
(12) Applicant firm/any of the owner/
/partner/director must not have been
blacklisted in last 3 years and also there
shall not be any criminal proceeding
pending against licensee, same shall be
stated with Affidavit.
(13) Applicant should preserve and
provide on demand the data regarding
taxi trips and customers for a minimum
period of 1 year or period specified by
the Goa State Transport, Police or any
other enforcement authorities as per law.
(14) Clear display of a photograph of
the driver or description of the vehicle
(including license plate number) should
be provided to the rider on the web or
mobile application as well as inside the
car, so as to enable verification of the
same once the vehicle arrives with the
said driver, details of which has been
received via the Agent, Aggregator or
Radio Taxi operator.
(15) Taxi App must have a feature in
the mobile application that gives riders
the ability to contact local police in case
of an emergency by pressing panic
button.
(16) There needs to be a emergency
button in the driver’s mobile app, which
allows the driver to notify of him in need
of any help.

(17) Follow the directions/guidelines
of the State in terms of maximum duty
hours of drivers to promote road safety
and to comply with the labour laws.
(18) Violation of the stipulated rules
by the taxi operators/drivers should be
strictly dealt in accordance with law.
(19) In the event of an incident of a
criminal nature involving a trip booked
through the Taxi Operator, Agent or
Aggregator platform, such Aggregator,
Taxi Operator or Agent should
immediately inform and co-operate with
relevant authorities upon lawful request.
(20) Taxi owners/Agents/Operator/
/Aggregators shall ensure their have
drivers police verification report, self-
-attested copies of their KYC IDs like PAN
card, Passport/Voter ID/Aadhar Card,
local address and contact details of two
family members. The cab operators will
be also directed to update the
information on drivers and vehicles and
provide them to the Government when
asked for.
(21) Applicant must establish a policy
of zero tolerance for discrimination
or discriminatory conduct while a
driver is working on such platforms.
Discriminatory conduct may include:
a. refusal of service;
b. using derogatory or harassing
language directed at passenger;
c. rating a passenger on the basis
of sex, race, caste, creed, religion, or
nationality.
(22) Aggregator Platform shall upon
receiving a complaint from a passenger
containing an allegation that the driver
operating through the Platform violated
the zero-tolerance policy for discrimina-
tion immediately suspend the services
of such driver, for the duration of the
investigation.
(23) The aggregator should have a
physical presence in the respective State
of operations. They should provide a
grievance redressal mechanism and
should also have an emergency response
centre to handle SOS alerts by
passengers. The App should also have
adequate safety features for the
passengers such as sharing the ride
details.
(24) Mobile App Based Taxi Software
& Quality testing of the Fare calculation
platform
a. The algorithms used for distance
and fare calculation, fare calculation
etc. should base on the GIS surface
proposed shortest travel plan or best
travel plan in accordance with specific
road & traffic conditions at a given
time. Quality of these software
applications should be audited by from
Standardization Testing and Quality
Certification (STQC) or any other
agency authorized by Ministry of
Electronic and Information Technology
(MEITY), on a one-time basis.
b. STQC or other nominated agency
of MEITY should validate the attributes
used by cab aggregators to calculate
the shortest path for any inaccuracy
and this validation should be
maintained. This would also ensure
that the customers are not
overcharged. Along with Quality
check Security testing shall be
completed for Vulnerability Assess-
ment and Penetration Testing (VAPT).
Any existing GOA State tender
initiated App based Taxi Hailing
System Aggregator shall submit
Quality check/VAPT report within 6
months from the date of license
application.
c. In the interest of security of
personal data, the Aggregators should
provide options to the consumers
whether they want to share the data
on their mobiles with the aggregators
or not. Express consent of the
consumers should be obtained to
share the personal data and it should

be ensured that all the data is
protected by a firewall. However, if any
such data is requisitioned by any
enforcement agency then the
aggregators would be bound to
provide the same.
(C) Conditions applicable to individual
as well as operator or Taxi App Aggregator
Category
(1) All the procedure and/or
transactions related to taxi hailing shall
be managed and operated under “Taxi
App System”.
(2) In case of Individual or agent or
operator shall notify STA approved “Taxi
App System” in their license application
and same will be mentioned in license.
(3) KYC and background verification
shall be mandatory to the individual and
Taxi Aggregator.
(4) The applicant shall always maintain
branding of the taxi haling system,
vehicle internal and exterior space
utilized for co-branding/advertisement
[on the basis of revenue share model] in
good condition. Licensee will be allowed
to use roof top location aware
advertising LCD panel which are not
more than 18 inch in height from the
base of the panel.
(5) Applicant shall follow print
dimension and standards for service
brand and service co-brand as specified
by “Taxi App System” Aggregator.
(6) The individual and taxi aggregator
shall adhere to all safety norms and self-
training courses given by “Taxi App
System” team from time to time.
(7) The individual and taxi aggregator
shall charge as per Standard tariff rates
as defined by Government of Goa or
lower than that. Taxi App Aggregator/
operator will add only government taxes
and convenience/service/Travel Traffic
Time charge/waiting/entertainment/
cancellation fee to passenger.
(8) The applicant shall have sufficient
fuel in the taxi so as to cater to the
Tourists without any issue.
(9) In case any accident occurs
causing damage to passengers or their
belongings, the concerned Driver/Taxi
Owner will be fully liable for the same.
All vehicles enrolled under app system
must hold valid permits, authorisation,
third party insurance, PUC Certificate
and valid driving license.
(10) The settlement of online payment
by app aggregator shall be done on
Maximum period of T+5 (Transaction+5
Working Days) or Lesser period, basis
wherein “Taxi App System”. The process
shall deduct convenience charges/Km
differential charges from the payment
collected from passenger and the taxi
fare is paid to the Driver or Aggregator/
Operator, Aggregator is required to
distribute the relevant charges to Driver.
(11) In case payment is collected by
the Driver in cash, the System shall
recover the convenience charge from the
Driver/Taxi Owner in the next settlement
cycle.
(12) Government mandated terms and
conditions as provided on the “Taxi App
System” shall be mandatorily be
applicable and the Licensee understands
and acknowledges the same.
3. Vehicle Profile
(1) Aggregator shall ensure that every
Taxi is a motor cab which has a valid fitness
certificate issued from the Transport
Department is driven on clean fuel and has
an engine capacity of 998 CC and above.
(2) The Agent/Operator/Taxi owner shall
ensure that each AC Taxi is equipped with
proper temperature control device in proper
working order and AC/Non AC taxi is fitted
with working electronic digital fare meter
on the front panel (dashboard) as per STA
guidelines.
(3) The Taxi should be driven on clean
fuel electric battery operated/petrol/diesel.

The Taxi should meet emission standards
as prescribed from time to time by the
Transport Department. The taxi should
have updated and valid Pollution Under
Control Certificate (PUC).
(4) Taxi shall be fitted with GPS and GPRS
based tracking device as mandated by
central government. Billing to the
passenger is either though “Taxi App
System” or Digital Fare Meter. Meter shall
have printer, and a display panel showing
the path traversed and total distance
covered. The device shall be in constant
communication with the Central Control
room of the transport department in case
of vs. In case of group category, the device
shall be in constant communication with
the central control room of the licensee
while the taxi is on hire. In case of closure
of the said GPS, the reason thereof is to be
recorded by the licensee along with the
duration of such closure. Meter option have
minimum specification of the devices are
prescribed at ANNEXURE-A, and may be
changed from time to time.
(5) The Taxi shall be suitably insured
commercially as prescribed from time to
time under applicable Laws of India.
(6) Every Taxi shall have a valid contract
carriage permit issued by the State
Transport Authority under section 74 of the
MV Act, to operate as a Taxi. The permit
issued by the transport authority shall be
displayed at a prominent place in the Taxi.
(7) The Colour of the Taxi shall be
preferably white (in case of AITP) or STA
approved, with a “Taxi App System” brand
on both side of the taxi prominently
displaying the name of “Service Brand”
with Service co-brand.
(8) A LCD display panel visible from both
front and rear should be installed on the
roof of the Taxi to indicate that the vehicle
is a Taxi and whether it is available (green
indicator) or occupied (red indicator). The
dimensions of the LCD display panel shall
conform to those prescribed by the State
Transport Authority from time to time.
(9) The Taxi is allowed to carry
advertisement in accordance with the
guidelines issued by the from time to
time.
(10) Taxi shall be equipped with a first
aid box containing materials specified in
DMVR Rules, 1993.
(11) The details containing the
photograph of the driver, license number,
and registration number of the vehicle etc.
shall be displayed prominently inside the
taxi, so that the same is directly visible to
the passenger.
(12) Transport helps line number No.
along with Police help line No. 100 shall
be prominently displayed inside the Taxi.
(14) No tinted glass or curtains or films
shall be affixed on the taxi.
(15) The permit of the vehicle can be
transferred in accordance with section 82
of the Motor Vehicles Act, 1988 and
fulfilling the terms and conditions of permit
transfer as prescribed by the Transport
Department.
(16) The existing permit holders of other
taxi schemes can also apply for permits
under the Goa State Taxi Scheme provided
their vehicles meet all the requirements of
the scheme and is not more than 4 years
old at the time of induction.
(17) The owner shall be free to convert
the taxi to private category vehicle as per
provisions of Act/Rules governing the same
from time to time.
4. Arrangements for Services
(1) The aggregator shall adhere to the
provisions of Motor Vehicle Act, 1988 and
rules framed there under and the terms
and conditions prescribed by the Transport
department from time to time for providing
the Taxi services.
(2) Working hours of drivers is to be
limited in accordance to the Motor
Transport Workers Act, 1961.

(3) The Aggregator may seek passengers
through telephone calls, “Taxi App
System” or through hailing on road. In case
of mass public transit place like Airport/
Railway Stations/Bus stand guidelines shall
be followed for the pickup of the
passengers.
(4) Touting/Hijacking are not allowed for
any of the taxi in business in the State of
Goa
(5) The Aggregator shall not charge for
dead mileage and shall charge the fare from
the point of boarding by the passenger to
the point of destination.
(6) The Taxi is permitted to ply within
the geographical limits of the Goa subject
to counter signature from the Transport
Department of the State concerned. Out
state travel will be as per the permit
granted.
(7) The Aggregator shall ensure the
facility of a panic button in the Taxi so that
in case of any distress, the signal is
transmitted to the control centre of the
licensee and there from, to the nearest
Police Station/Police Control Room, as also
a hooter to raise alarm in case of mishap.
(8) The Aggregator shall ensure that at
the end of every journey, a bill is generated
and handed over to the passenger showing
the distance travelled, unit rate, along with
taxes. Copy of the same should also be
maintained either electronically or in
physical form by the licensee for a period
of
(9) The Aggregator shall develop and
include a feature in its mobile application
that gives the rider facility to contact local
police in case of an emergency.
(10) The rider must have the option to
submit their grievances on difficulties faced
during the travel via-the web or through
the mobile app or service telephone
number. The licensee is liable to resolve
the grievance and inform the rider within
a reasonable time.
5. Driver’s Profile
(1) The driver shall have a valid driving
license to drive a LMV.
(2) The driver shall have adequate
knowledge of the roads and routes of Goa
so that the passengers are not
inconvenienced.
(3) The driver on duty shall be in uniform
as approved by the Transport Department
(4) The driver shall be of good moral
character without any criminal record. Any
person who has been convicted within the
past seven years of driving under the
influence of drug or alcohol, also has been
convicted at any time for any cognizable
offence under the Criminal Code of
Procedure, 1973 including fraud, sexual
offences, use of a motor vehicle to commit
a cognizable offence, a crime involving
property dispute and/or theft, acts of
violence or acts of terror must not be
engaged by the licensee.
(5) The Aggregator shall be responsible
for quality of drivers, their police
verification, and their conduct with
passengers. The applicant shall also ensure
that the drivers are totally safe, reliable and
trustworthy.
(6) Information regarding ownership of
taxis and profile of drivers including their
verification by the Police shall be ensured
by the Aggregator and shall be provided
to the Transport Department as well as Goa
Traffic Police.
(7) If the Aggregator intentionally uses
or causes or allows a Taxi to be used in
any manner not authorized by the permit
or provisions mentioned herein, the
Aggregator and the driver shall be jointly
ans severely responsible for any injury,
harm, offence or crime committed by any
person, including the driver.
(8) The driver shall always behave in a
polite and courteous manner with the
passenger.

(9) The Aggregator shall endeavour to
hire as many women drivers as may be
feasible so as to bring about gender
equality in taxi trade and create self
employment opportunities for women.
(10) The Aggregator shall conduct
structured refresher training program for
its drivers including but not limited to safe
driving skills, gender sensitization,
passenger etiquette etc.
(11) The Aggregator shall ensure that
the driver shall undertake such refresher
trainings at least once in calendar year.
Such training programs should be duly
documented by the licensee.
(12) The Aggregator shall ensure that
the driver undergoes an annual health
check-up for ensuring his fitness to drive
the Taxi.
(13) Driver shall not drive under the
influence of drugs, liquor, psychotic
medicines or any such prohibited
materials.
(14) Driver shall not drive when
contracted with contagious diseases or
conjunctivitis.
(15) Driver shall adhere to all safety
norms as may be made applicable from
time to time.
6. Grant Duration and Renewal of Licence
(1) The application for approval by STA
shall be accompanied with a processing
fee of Rs. 25,000 (Rupees twenty five
thousand) in the form of a Demand Draft/
online/cashless payment drawn in favour
of Director of Transport, and payable at
Goa.
(2) In case of Taxi App System
Aggregator, after scrutiny of application
and upon being found eligible, approval to
operate in Goa will be granted by STA for
a period of 10 years upon furnishing a Bank
Guarantee of Rupees ten lakhs for the entity
with validity period of ten years.
Special Exemptions will be given to GOA
State initiated App based Taxi Hailing
System Aggregator for Bank Guarantee.
(3) The approval granted by STA shall
be renewable for a further period of ten
years at a time, subject to the satisfactory
performance of Aggregator the as per
terms and conditions of the scheme. The
applicant may submit an application for
renewal of approval at any time after
completion of four and half years but not
less than three months before the expiry
of the license. A renewed/fresh bank
guarantee as per the above point 3 with
validity of five & half years shall be payable
for each renewal processing fee of Rupees
Twenty-Five thousand shall also be paid at
the time of renewal.
7. Fare
(1) The Aggregator shall not charge
above the maximum charge fare as
prescribed by the transport department
from time to time or lower amount.
(2) Fare structure as approved by the
Transport Department shall be displayed
in “Taxi App System”.
(3) The Aggregator shall abide the fare
rate and a fare rate estimator provided on
the “Taxi App System” used by the licensee
to connect driver and passenger.
(4) The Aggregator can charge Waiting
Charges, Flag down charges, Night
Charges as approved by the Transport
Department.
8. Suspension/Cancellation of the License
(1) If the State Transport Authority after
giving the licensee an opportunity of being
heard, is of the opinion that—
(i) The Aggregator has failed to comply
with any of the terms and conditions
detailed herein above; or,
(ii) The Aggregator has failed to
maintain the Taxi in compliance with the

provisions of the Motor Vehicles Act and
or Rules framed there under; or,
(iii) An employee of Aggregator is
guilty of any misbehavior or misconduct
with any customer; or,
(iv) A complaint against the
Aggregator by any customer has been
proved beyond reasonable doubt, the
licensing authority may suspend the
license for a specified period or cancel
the license.
(2) Where the STA is of the opinion that
having regard to the circumstances of the
case it would be necessary to cancel or
suspend the approval, and if the holder of
the approval agrees to pay a fine that
may be imposed by the STA, then
notwithstanding anything contained
hereinabove, the STA may instead of
suspending or cancelling the approval as
the case may be, recover from the holder
of the approval the said fine.
(3) When the approval so granted is
suspended or cancelled, the holder of the
approval shall surrender the license to the
STA.
9. Appeal
(1) Any person aggrieved by any order
of the STA may within thirty days of the
receipt of the order, make an appeal to the
State Transport Appellate Tribunal.
(2) An appeal shall be preferred in
duplicate in the form of a memorandum
setting forth the grounds of objections to
the order of the Licensing Authority and
shall be accompanied by fee as may be
specified by the Government.
(3) The State Transport Appellate
Tribunal may, after giving an opportunity
of hearing to the parties and after such
enquiry as it may be deem fit pass an
appropriate order.
10. Miscellenous
(1) The holder of a license under the
group category shall –
(i) Not shift the registered office in Goa
mentioned in the approval without the
prior intimation to the Director of
Transport.
(ii) Keep the premises and all the
records and registers maintained and
Taxi open for inspection at all times by
the Transport Department.
(iii) Submit from time to time to the
Department such information and return
as may be called for.
(iv) Display the approval at a
prominent place in its office.
(v) Maintain a serially numbered
feedback report in all its App Based Taxis.
(2) The permission/approval shall not be
transferred without prior written
permission of the STA.
(3) Any further continuation of permit/
license of the existing licensees under shall
be governed by the terms and conditions
contained herein above.
(4) The Aggregator may at any time
surrender the permission/approval and on
such surrender the STA shall cancel the
permission. The holder of the license shall
clear all dues before surrendering the
approval, failing which the approval shall
be deemed to be cancelled and the bank
guarantee shall be forfeited.
(5) The Aggregator shall comply with all
applicable insurance requirements as may
be applicable under the law.
(6) The Aggregator shall undertake to
indemnify and protect the Transport
Department from and against all actions,
suites, proceedings losses, costs, damages,

charges, claims and demands of any nature
and description brought against or
recovered from Transport Department by
reasons of any act or omission of the
Aggregator, his agents or employees or,
during the validity of the license or in the
guarding of the same.
(7) The jurisdiction for settlement of any
disputes through Courts under this scheme
shall be at Goa.
(8) The department reserves the right to
change any or all of the above terms and
conditions in public interest.
This is issued with the approval of State
Government and comes into force with
immediate effect.

In exercise of the powers conferred under
clause 6(3) of Laadli Laxmi Scheme notified
vide Notification No. 2/279/LL/2012/DW&CD/
/2562 dated 06-07-2012 and published in the
Official Gazette No. 16, Series I, dated
19-07-2012, the Government hereby further
amends and republishes the said scheme as
under:—
Objective of the Scheme.— The scheme
proposes to financially empower the girl child
to meet educational and other expenses on
becoming a major of age and to improve the
female sex ratio in the State.
I. Short title and commencement— (1) This
scheme shall be called “Laadli Laxmi
Scheme”.

(2) The scheme shall come into force with
immediate effect.
II. Eligibility and other conditions.— (1) Any
Girl who fulfils all of the following conditions
is eligible to apply:–
(a) born in the State of Goa;
(b) resident of Goa for the last fifteen
years; and
(c) (i) whose at least one of the parents is
born in Goa and is also a resident of Goa for
the last fifteen years; or
(ii) whose one of the parents is residing
in Goa for last twenty five years.
(iii) whose parental income does not
exceed Rs. 8.00 lakhs per annum.
Provided that a Girl, who is born outside
Goa, shall be eligible if she is:
(a) resident of Goa for the last fifteen
years;
(b) educated in Goa; and
(c) (i) whose at least one of the parents is
born in Goa and is also a resident of Goa for
the last fifteen years; or
(ii) whose one of the parents is residing
in Goa for last twenty five years.
(iii) whose parental income does not
exceed Rs. 8.00 lakhs per annum.
(2) If any doubt arises regarding eligibility
of any, the same shall be decided by a
Committee consisting of the following:
(i) Secretary to Government of Goa in
charge of Department of Women and Child
Development as Chairperson,
(ii) One Social Worker to be appointed by
the Government as Member,
(iii) Additional/Joint Secretary to
Government of Goa in charge in the
Department of Finance as Member, and
(iv) Director, Directorate of Women and
Child Development as Member Secretary.
(3) The decision of the above Committee
shall be final and binding. No appeal or
request for reconsideration of decision shall
be allowed under the scheme.
(4) (a) All applications received from a girl
child who is an orphan or a destitute child or
who is born outside a legitimate wedlock or
an adopted girl child or any other case which
is covered under the objective of the scheme;
shall be referred to the Committee mentioned
above, if the application is made by the
guardians or the Institution/Organisations
which is taking care of the child.
(b) In case if an applicant is unable to
produce documents pertaining to parent’s
birth, residence, etc. on account of their
opposition to her marriage, such an
application shall be placed before the
Committee for decision.
(5) The beneficiaries shall be grouped into
two categories, namely:—
(a) Those applicants who attain the age
of majority i.e. 18 years on or after 01-04-
2012, and
(b) Those who have already attained the
age of 18 years before 01-04-2012 and are
in the age group of 19 to 45 years
prospectively from 1st April, 2016.
III. Mode of operation.— (1) The benefi-
ciaries under the scheme shall be paid Rs. 1.00
lakh as financial assistance, by means of bank
fixed deposit, jointly in the name of the
Director of Women and Child Development
and the applicant (the girl).
(2) “The fixed deposit shall be renewed
annually automatically on maturity, along with
the amount of interest accrued, till the date of
claim by the applicant as per the scheme or
until the age of 45 years whichever is earlier.”
For the purpose of operation of this scheme
through the bank/financial institution
concerned, the Government, shall execute a
Memorandum of Understanding (MoU),
detailing the terms and conditions of operation

of the bank account, the fixed deposit account/
cer tificate, amount of interest accrued,
authorization procedure for payment to the
beneficiary, terms of payment by the
Government to the bank/financial institution,
credit to the Government on closure of
individual account etc.
IV. Application procedure.— (1) The
applicant who attains the age of majority i.e.
18 years on or after 1st April 2012 [i.e. those
beneficiaries covered under clause 2(5)(a)
above] may apply to the Director of Women
and Child Development, Panaji - Goa, in the
prescribed form (“Annexure I” to this scheme),
complete in all respects, along with two
passport size photographs and the following
documents:
(i) Attested copy of the Birth Certificate
of the applicant.
(ii) Attested copy of any document as a
proof of 15 years residence of the applicant
in the State of Goa. In lieu of the Residence
Certificate, the previous School Leaving
Certificate and the current Bonafide Student
Certificate issued by the recognized
Educational Institution in which the girl is
presently studying can also be produced.
However, in case of girls who discontinued
education at school level, the gap period i.e.,
from the time of discontinuation of education
till completion of 18 years of age/marriage
as the case may be, may be proved by
production of residence certificate. In case
of graduates, the Certificates of passing of
Xth; XIIth and Graduation is adequate
evidence.
(iii) 15 years or 25 years Residence
Certificate of the parent(s) as the case may
be. In lieu of the Residence Certificate, any
documentary evidence to prove the
residence for the specified period can also
be produced which may include:
(a) The land records i.e. tenancy rights;
mundcarial rights; occupancy rights, etc;
(b) Employment certificate; or
(c) Any such records to the satisfaction
of the Committee.
(d) In case of a girl whose father/
mother is in service either with the State
Government or the Central Government
or the public sector undertakings, in lieu
of the certificate of residence such
applicant may produce the service
certificate of 25 years issued by the Head
of the Department. However, the girl
should be born in Goa and should have
studied in Goa up to Xth class.
(iv) Birth Certificate of the parent(s). If
no birth certificate is available one of the
following documents can be produced
showing the details namely the date and
place of Birth of the parent(s):
(a) Baptism certificate;
(b) School leaving certificate of the
parent(s) etc;
(c) Any document which establishes
that one of the grandparents of the girl
has lived in Goa around the time of the
date of birth claimed by the parent(s); or
(d) Any such records, which
establishes the date of bir th of the
parent(s).
(v) Attested copy of the Aadhar card if
any, and
(vi) A Self-Declaration in the format as
given in “Annexure II” to this scheme.
(vii) Annual Income Certificate of parents
issued by the Competent Authority.
Note 1: The Aadhar card will be compulsory for
all applicants after 01-04-2013. However,
the Government by separate order may
relax the requirement of producing
the Aadhar card and such other
certificate(s), for a further period of time,
as may be prescribed in the said order.
Note 2: The application form (Annexure-I) shall
be serially numbered and issued by
the designated offices notified by
the Director of Women and Child
Development/designated branches of
the bank concerned. Application forms
in any other format or proforma or
reprographic copies of the same shall
not be accepted.

Note 3: The application form (Annexure-I) shall
be signed by the applicant in the
presence of either the Member of
Legislative Assembly, the Member of
Parliament, Government Officer (not
below the rank of Additional/Special
Secretary to the Government of Goa) or
the District Magistrate.
(2) In case of those beneficiaries who have
already attained the age of 18 and above
before 01-04-2012 [i.e. those beneficiaries
covered under clause 2(5)(b) above] and have
got/are getting married hereinafter, may apply
to the Director of Women and Child
Development, Panaji - Goa, in the prescribed
form, in “Annexure-I” of this scheme with all
the documents listed in clause 4 (1) above
along with following additional documents;
(i) Attested copy of the Civil Marriage
Registration Certificate (which may also
include the first registration certificate)
provided the certificate is dated on or after
01-04-2012 only.
(3) The application shall be submitted
within one year, from the date of attaining the
age of 18 years or from the date of issue of
Civil Marriage Registration Certificate. All
applications received beyond the specified
period of one year shall be rejected.
(4) The application duly filled and complete
in all respect, received by the Directorate of
Women and Child Development, shall be
scrutinized and sanctioned by the Director of
Women and Child Development, in the
chronological order in which application is
received in his Office.
(5) The applicant shall have to open an
account in the bank/financial institution as
declared by the Government, in any of its
branches in the State of Goa.
(6) In order to receive the money after civil
marriage, the beneficiary shall personally
present herself before the designated officer(s)
or the Director of the Directorate, Women and
Child Development for issue of withdrawal
order/letter, which in turn can be presented
in the bank/financial institution for withdrawal
of the money/amount due and payable. The
withdrawal order/letter shall be issued based
on the submission of the Civil Marriage
Registration Certificate (which may also
include the first registration certificate).
(7) If the girl who has availed the benefits
under the scheme, on attaining the age of 21
years intends to withdraw the said amount for
her use in business/profession or for her
further studies, should apply in the prescribed
Form ‘A’ duly completed in all respects
alongwith her relevant documents directly to
the Department such cases shall be placed
before the Committee for decision.
V. Other Conditions. — (1) (a) In the event
of death of the beneficiary before the marriage,
the amount in the fixed deposit shall be paid
by the bank/financial institution concerned to
the Director of Women & Child Development,
who shall deposit the same into an appropriate
Government account.
(b) In the event of death of the beneficiary
after marriage before claiming the benefit, the
financial assistance shall be released to the
parents. If both the parents of the beneficiary
are expired, the assistance shall be released
to the guardian whose name is mentioned in
the Laadli Laxmi application of the expired
beneficiary.
(2) A separate account shall be opened with
one of the bank/financial institution concerned
to be identified by the Government for
implementation of the scheme, which shall
prepare a fixed deposit in the name of the
applicant as per the sanction order issued by
the Director, Women and Child Development,
from time to time.
(3) The money under the fixed deposit shall
be permitted to be withdrawn from the bank/
/financial institution, provided the beneficiary
produces the withdrawal order/letter from the
Director, Women and Child Development or
any other authorised official and also
personally present herself before the bank
officials.

(4) The benefits under the scheme shall be
given only once in the lifetime of each
beneficiary.
(5) The unpaid money under the fixed
deposit shall be credited back to the
Government along with the interest accrued
thereon and no family members/co-signatory
/guardian, as the case may be shall have right/
claim of whatsoever on the same.
(6) In the event, there is no claim by the
beneficiary till attaining the age of 40 years,
the fixed deposit shall be closed and the
amount shall be credited back to the
Government along with the interest accrued
thereon. No further assistance of any nature
shall be provided to the concerned.
(7) This scheme does not confer any right
on any one merely on application made under
the scheme, for claiming the benefits under
this scheme and denial of the benefits under
the scheme, after the same has been examined
by the Director of Women and Child
Development as well as the Committee
constituted under clause 2(2) above, shall not
be disputed.
(8) The disbursement of benefits under this
scheme shall be subject to the availability of
funds provided for the purpose annually by
means of budgetary support.
(9) “Any person who avails financial
assistance under the scheme on the basis of
false information, submitting false declaration
or by concealing material information,
shall be liable for criminal prosecution.
Notwithstanding any criminal prosecution that
may be initiated or result thereof, such person
shall also be debarred for life for getting any
benefits and or assistance under any other
schemes of the Government.”
VI. Power to relax. — (1) For removal of
any difficulties in the implementation of the
scheme, there shall be a four member
Committee constituted as in clause 2(2) above.
(2) The decision of the Committee shall be
final and binding on all concerned.
(3) The Government shall have the power
to amend, modify and cancel any part or
whole of the scheme at any time.
This notification shall come into force with
effect from the date of publication of this
notification in the Official Gazette.
