“It’s hard to believe that anywhere else could be better for a family with children,” Adams said.

He has also volunteered as the PTA presi-dent for Walter Hays Elementary. He said that everything he did — from fund raising to orchestrating a breakfast for the community — drew upon different skills he had acquired from working.

“That is common with a lot of parents who are actively involved,” Adams said. “I use my skill set to bring back to the schools.”

Mante said she volunteers her time with helping teachers in the classroom and orga-nizing events at the school.

“My kids are on the Rinconada swim team, and I do community hours for them as the contact parent for new kids and parents who join the swim team,” she said. “I like to help them feel a bit more at home.”

Allen, vice president of the Community

Center Neighbors’ Association, found his pas-sion in trying to launch the fiber-to-the-home community network.

“I walked up to my neighbors’ doors and asked them to become active,” said Allen, who has been a resident of the community since 1990.

In 2001, about 70 houses signed up for the fiber-to-the-home network trial and 40 per-cent said they would like to keep the local area network, he said.

“It is exciting because our neighborhood was on the forefront of this municipal net-work,” he said.

He said that because he was talking to his neighbors about the network idea, he realized he was living next to interesting and amazing individuals.

Over the years, Ferguson believes the Com-munity Center neighborhood has seen a won-derful flourishing of new families.

“It remains a healthy and valuable place for a young family to put down roots and grow — as my own family did — and for old folks to thrive as well,” he said. ■

QFor my personal safety, I would like to have the front and back door

lock to my new apartment re-keyed. The manager told me the previous tenant did not turn in all the keys but she is not authorized to install new locks. What can I do?

ALandlords are not legal-ly required to change the locks for new ten-

ants. However, if you feel this may be a safety issue, give the manager or proper-ty owner a note stating your concerns. Hopefully, they will understand and install new locks. If not, you can re-place the locks yourself, give them a copy of the key, and, when you move, take the new locks with you after replac-ing the current locks.

Civil Code 1941.3 re-quires that each exterior door, except sliding doors, be equipped with a deadbolt lock. If in place after July 1, 1998, this lock must be at least 13/16 inch long for each entry door and must be a thumb-turn model. Locks are also required on louvered and casement windows that are not equipped with their own locking mechanisms or are less than 12 feet above the ground or are less than six feet from a roof or other platform where entry could be achieved. Contact your local housing mediation pro-gram for further assistance.

QI manage a large apart-ment complex and am having a large number

of immigrant applicants who speak limited English or not at all. It is very difficult to conduct business with them even if they have friends or family that are available to translate. The property owner is concerned that a non-speaking tenant would be disruptive and has told me not to rent to anyone who does not speak English. Can I refuse an applicant just because they do not speak English?

ANo, you should not re-fuse an applicant just because they do not

speak English, as that may be seen as discrimination based on national origin. National origin is a protected category under both federal and state fair housing laws and it is illegal for landlords to refuse a rental, hold an ap-plicant to different eligibility standards, or evict a tenant because of his/her national origin. There are three main reasons for which you can le-gally refuse to rent to an ap-plicant: 1) lack of adequate income, 2) poor credit histo-ry, or 3) poor rental history.

However, these standards must be applied equally to all applicants. An applicant’s lack of ability to speak Eng-lish is directly related to their national origin and if you refuse to rent to them solely because of this reason, it could be considered national origin discrimination. On the other hand, if a tenant is un-able, for whatever reason, to satisfy the eligibility require-ments listed above, then you may legally deny their appli-cation.

QMy wife and I live in a multi-story senior complex that has an

elevator at each end of the building. The elevators have not been inspected for quite awhile and the inspection certificates are not current. What can we do to get the elevators inspected?

AThe property owner is responsible for main-taining the elevators in

your building. You can con-tact him or her or the resident manager to request the ele-vators be inspected and the certificates renewed. If this does not happen, you can contact the State of Califor-nia Department of Industrial Relations, Elevator, Ride and Tramway Unit. For the pro-tection of the public, this unit is responsible for inspecting elevators once a year. Addi-tionally, they issue permits and investigate complaints and accidents involving el-evators, as well as amuse-ment rides, aerial passenger tramways, and ski lifts.
