Message from the Chairperson HEC/PUSB
Investment in human resource development is the only route through which developing
economies can compete in an increasingly globalized world. In this environment science and
technology are central to the creation of the human capital required to generate high growth and
equitable distribution. Improving
productivity and increasing the competitiveness of Pakistan's human resource is the surest
pathway to socio-economic development and sustained poverty alleviation. The Higher Education
Commission (HEC)
was mandated to ensure that higher education becomes a central/significant driving force and
engine for the socio-economic development of Pakistan.
The Higher Education Commission has continued to focus on faculty and human resource
development, quality education, technology readiness, research and innovation despite
availability of limited resources. Under the leadership of HEC, the universities have assumed
their new roles as producers of knowledge and research, and builders of community and
economy.
There is no escaping the fact that the youth of Pakistan are its real wealth. Pakistan needs
to invest massively in this valuable resource to maximize its potential. It is the youth who will
create the Pakistan of tomorrow that is prosperous and peaceful. They have to be equipped
adequately to take Pakistan forward. Education is the only vehicle for this journey.
Academic and sports are the fundamental pillars of any civilized society. Sports teaches
the young athletes discipline, leadership and quality work ethics. Its for the grooming of the youth in all areas of life, to build their character, trust, responsibility, fairness and nationalism.
The participation in 27th World University Games, Kazan, 2013 was an exhilarating and
inspiring experience. The event will be remembered as a source of encouragement and
enlightenment for youth. Such a mammoth event was successfully executed for the first time in
the history of the PUSB.

Message from Executive Director HEC / Member PUSB
In Pakistan the higher education segment has undergone histrionic revival since the
creation of the Higher Education Commission (HEC) in 2002. The Commission was established
by Presidential Ordinance on September 11, 2002, on the basis of endorsements of the 'Task Force
on Higher Education' that was mandated by the Government of Pakistan to look for ways and
means for the promotion of higher education in the country. The Task forces felt that higher
education sector was very vital in contributing to sustainable socio-economic development, as well
as poverty reduction in Pakistan. The creation of Higher Education Commission was a logical
outcome of this process. Since then tangible progress has been made in improving the state of
higher education in the country that has also been recognized by the international community.
Sports and professionals associated with sports can inculcate tolerance, human values and
sportsmanship in our future generation. Universities should open its grounds/gyms/facilities for
students of schools/colleges as Universities have good number of facilities as compared to schools
and colleges. Today school/colleges students are tomorrow university students so we should invest
for future. Sports offices of universities through policy changes must ensure that more and more
students take part in sports activities in one way or other for promoting health activities in the
society. “Sports for All” slogan should be promoted in Universities. Faculty members,
administrative and junior staff should also involve in sports activities. Policies, incentives, benefits
of participation in sports should be highlighted for motivation. More games may be identified in
which Pakistani youth has potential and our players can win medals/positions at International
level. HEC will ensure, rewards to the winners according to the level of the event. Good human
can be made through participation in sports and allied activities. We should not limit sports to
celebrate sports week only. HEC will continue supporting new ideas that may be helpful for the
development of sports culture.
PUSB is providing unique chance for all universities, and DAI’s catering for every type
of student player, from the varsity to the National Level to contribute to the way forward for active
physical activity. Now that the framework for the future has been established, there is a
mechanism to assist universities in increasing participation in physical activities, strengthening
their sports practices, helping and advising on how to access funding, and sharing good practice.

I am pleased to send greetings to all participants at the 27th world University Games. I
thank the organizers for convening this important gathering, and Kazan for hosting.
Sport, and physical activity are outstanding tools to build healthy body which ultimately
leads to healthy brain. We have a collective responsibility to ensure that all students, regardless of
gender, race, religion, have the right to practice and play in state of the art sports facilities.

1 Introduction Pakistan University Sports Board (PUSB) came into existence on 22nd April
1974 through the act of Parliament. Chairperson of Higher Education Commission (HEC)
is the Chairman of the Board, Executive Director (HEC), Vice chancellors/Rectors of the
Universities/Degree Awarding Institutes (DAIs), and Director General, Pakistan Sports
Board are its Members. Director General/In charge, HEC Sports Division serves as
Secretary/Member. The secretary PUSB is responsible for arranging annual meeting of
the board.
A standing sub-committee under the Chairmanship of Director General/In
charge, HEC Sports Division has been constituted with Directors of Sports Divisions of
all the Universities as its members. Furthermore, to address the technical issues, a
technical committee has been constituted. The members of technical committee are
elected during standing sub-committee annual meeting for a period of one year.
Pakistan University Sports Board (PUSB) deals with the Sports matters for
tertiary level students (Male & Female) of the Universities and Institutes of Higher
Learning of the country. It organizes sports activities for students of universities and their
affiliated colleges in the shape of Intervarsity Championships in close collaboration with
the Universities of Pakistan. Basic objective of HEC Sports division is to provide
opportunities to student players (Male & Female) for development of human abilities
both Physical & mental through participation in Sports activities by maintaining
transparency & standard in university sports.
It provides opportunity/platform for outstanding student players to prove their
skills at National and International Level. This is the biggest sports setup in the Country,
which Organizes Championships, participate in Championships/Games at National and
International level.

6. To arrange meetings and training courses
7. To provide sports facilities to the HEC employees
2 Organization of HEC Intervarsity Sports Championships 2012-13 Keeping in mind the target of 3rd position in the 32nd National Games, which was
scheduled from 22nd to 28th December 2012, for full participation in the 32nd National
Games and to meet the given target, Intervarsity Schedule was made on war footing.
Intervarsity championships started from 5th November 2012 and all the events in which
HEC was participating in the 32nd National Games, Intervarsity championships of those
games were held prior to the games. Final round 38 (22 Male and 16 Women) Intervarsity
Championships were held in two months i.e November and December, which helped in

selection of best HEC teams on merit. A total of 60 final round (35 Men and 25 Women)
Intervarsity Championships were held in this year.
Overall 89 Universities participated in the Intervarsity Championships this year,
85 in men events and 45 in women events. Comparison of participation as compared to
last year is as follows:

It will not be out of place to appreciate the contribution of Director Sports of
Pakistan Universities, who left no stone unturned in raising teams of good quality and
organizing of these championships. They worked day and night.
Intervarsity Championships were held under the supervision and support of the
respective Federations. Ski Federation provided their full facilities, equipment and
Coaches for training and holding the Intervarsity Championships. Pakistan Sports Board
extended its full cooperation and support in making the HEC Intervarsity Championships a
successful event by providing its facilities mostly on gratis basis. Guns & Country club
also provided its shooting facilities on gratis basis.

3 Activities at National Level.
3.1 Affiliations with National Sports Federations
PUSB got affiliation with three National Sports Federations; Alpine Club of
Pakistan, Pakistan Cycling Federation and Pakistan Taekwondo Federation during
2012-13. Thus total number of Federations with whom PUSB/HEC has affiliation
reaches to 25.
3.2 Performance at National Level Competitions. Pakistan University Sports Board/HEC provides opportunity to student players to
prove their skills at National level. Revival of sports in the country depends on the
University Sports being the largest sports setup in the country. Schedule of sports
activities during the year under report was extremely busy as in addition to National
championships, 32 National Games were held in December 2012. HEC teams were
selected purely on Merit.
3.3 32ND NATIONAL GAMES 2012 LAHORE
Colorful opening ceremony was held on 22nd December, 2012 at Railway Stadium
Ghari Shahu Lahore. Total of 10 units participated in National Games including
WAPDA, HEC, Railway, Police, Punjab, KPK, Baluchistan, Sindh, FATA, and
independent athletes from Islamabad.

During 32nd National Games 25 sports events were held. HEC participated in 22
sports. HEC went in full strength with the target of 3rd position in the National Games.
HEC contingent comprised of 390 participants consist of 323 players and 67 Officials.
HEC contingent was led by Mr. Ahmad Yahya Khan, Director General Sports as Chef de
Mission. People in the world of sports were surprised when they saw HEC players on the
victory stands of all the events in which HEC participated.
Swimmers ready for the competition
HEC got overall 2nd position by winning 165 medals which includes 29 Gold, 62
Silver and 74 Bronze Medals and secured 2957 points. In the history of Pakistan
University Sports Board this was first time that PUSB/HEC team secured overall 2nd
position. WAPDA got 1st position by winning 319 medals and securing 6260 points. 3rd
position went to Punjab by winning 111 medals and securing 2746 points. It is pertinent
to mention here that HEC got 9th position during the 31st National Games held in
Peshawar.
This performance was due to combined devoted effort of all the Director Sports,
Pakistan Universities who did not left any stone unturned and did their best.

3.5 Organization of National Championships
HEC emerged as one of the major units in the world of Sports in the country
during the last couple of years. National Federations were insisting that HEC should organize
National Championships as it is one of the major unit in the world of sports in the country.
HEC organized 11th National Men’s Netball Championship 2013 in collaboration with
the Pakistan Netball Federation. Event was held at Hamidi Hall, PSB Sports Complex,
Islamabad from 18th to 21st February 2013.
Eleven units participated in the Championship; Army, Police, Air Force, HEC,
Punjab, Sindh, Balochistan, KPK, FATA, AJK and Islamabad. HEC Team got 4th
Position.

4 International Participation In the history of PUSB, it was the 1st time PUSB players participated in two
international events i.e 1st ECO games held in Turkish Republic of Northern Cyprus and 27th
World University Games, record number of players and officials got the opportunity of
International experience, which will definitely help in increasing the standards of sports in the
country. 61 members contingent participated in the 1st ECO games, all the cost including Airfare
was paid by the host.
38 members PUSB contingent participated in the 27th World University games held in
Kazan, Russia. Increased participation of Pakistan was taken positively by FISU and expenditure
of 2 players and 2 officials amounting to 5875 Euros was reimbursed.
HEC is thank full to D.G passport, for issuing passport on high priority otherwise it was
impossible to get the passports in time. Thanks to the Ministry of Commerce and Ministry of
Interior on issuing NOC for Export and import of shooting equipment in just one day, otherwise
HEC shooting team could not participate in these games. Finally thanks to the Mr. Abdul Ghaffar
Khan and Mr. Syed Javed Ahmed both Joint Secretaries Ministry of IPC (Sports) who issued
NOC for participation in the International events on high priority. With the Grace of Allah all the
obstacles were overcome.
Membership of Asian University Sports Association (AUSF) was got restored during the
AUSF General Assembly meeting held in Bangkok, Thailand.
4.1 1st Economic Cooperation Organization (ECO) University Sports
Games 2013 Northern Cyprus (TRNC)
1st Economic Cooperation Organization (ECO) University Sports Games were
held from 15th to 20th April 2013 at Turkish Republic of Northern Cyprus (TRNC).
Turkey, Afghanistan, Pakistan, Kirghizstan, Kazakhstan, Azerbaijan and Northern
Cyprus participated in ECO Games
Pakistan contingent was consisted of 61 members, which included 46 players and 15 officials.
Pakistan squad was led by Ahmad Yahya Khan Director General Sports as Chef de mission.

Kazakhstan won 6 gold and 4 silver medals and got 1st position. Turkey got 2nd Position,
whereas Pakistan and the TRNC got 3rd position. Pakistani team won 10 Bronze Medals in
Wrestling and got team 3rd position, 1 Bronze in Team Tennis Men and 1 Bronze Medal in
Badminton Team event. Only cross country race was held in Athletics in which HEC female
Athlete got 6th position, Bronze Medal. HEC first time participated in Futsal event at International
level.

4.2 27th World University Games, 2013, Kazan, Russia
University Games are held after every two years under the auspices of International
University Sports Federation (FISU). The 27th World University games were held in, Russia
from 06th -17th July, 2013 in the city of Kazan, Russia. 10,400 athletes from 162 countries
participated in these Games. 1.2 million Volunteers were prepared and trained for assistance in
organization of these Games.

Pakistan Flag hoisting Ceremoney was held in the Universiade village on 5th July, 2013.
Mr. Ahmad Yahya Khan Chief- de- Mission Pakistan exchanged Souveniers with the Mayor of
Kazan city.
Grand colorful opening ceremony of the games was held on 06th July. The ceremony took
place in the new Kazan Arena stadium with a seating capacity of 45,000. For the first time in the
history of the Universiades, twenty-seven sports were included in Kazan 2013. Arrangements at
the Village and the venue of opening ceremony were well organized.
HEC participated in the six events; Athletics, Rowing, Weightlifting, Boxing, Shooting and
Swimming. Players were selected on the basis of their performance during the National Games
2012/National Championships. Training camp were arranged at the best possible facilities in
Pakistan under the supervision of available best coaches of the respective event.
To cut down the cost, members of the contingent were sent in three batches according to
the schedule of their event and returned back after their respective event on 1st available flight. 1st
batch of 14 players and officials left for Kazan, Russia on 2nd July, second batch of 16 players and
officials left on 4th July and 3rd batch of 7 players and officials left on 7th July. Welcome
arrangements by the organizers were excellent at the airports of Moscow and Kazan, diplomatic
level welcome was given to HEC (Pakistan) Contingent.

Finally 62 Countries were able to reach the Victory Stand. Total of 1,165 medals were
awarded; including 353 Gold medals.
Performance of shooting team was good in 10m Air Pistol in which Pakistani team got 7th
position and also received Diploma of Honor. Performance of Swimming and Athletics players
was satisfactory while others were not up to the mark.

meeting, 46th Sub Committee of PUSB and 15th PUSB meeting.
