Part I INTRODUCTION

1.1 IESCO

1. Islamabad Electric Supply Company Ltd. (IESCO) is a public utility company,

having more than 02 Million consumers and provides service to 04 Nos. Northern

Districts of the Punjab Province (Rawalpindi, Attock, Jhelum and Chakwal); Capital

Territory (Islamabad); and Southern parts of Azad Jammu & Kashmir (AJK). IESCO

jurisdiction map is placed at Annex – A.

1.2 Directorate of CE (Development) / Management Unit (MU)

2. To carry out and handle investment projects IESCO has established Management

Unit (MU) under the supervision of Chief Engineer (Development). The MU comprises of

four sections.

i) Planning Scheduling & Coordination

ii) Procurement

iii) Project Finance

iv) Environment & Social Safeguard

3. The organizational structure of MU – IESCO and main responsibilities of each

section are given in Annex – B.

1.3 Environmental & Social Safeguard Section – Management Unit

4. The Environmental & Social Safeguard (E&SS) Section of MU, IESCO provides an

overall supervision and advisory services during the Pre - Construction phase,

Construction phase & Post – Construction phase of the project. The unit also assists and

advises GSC Directorate, Construction Directorate and other IESCO departments on

environmental and social matters overall. Presently, the E&SS Section has one

Environmental and one Social Impact expert under the supervision of a Deputy Manager

Environmental and Social Safeguard (E&SS). Organizational structure of E&SS – MU

IESCO is attached as below.

1.5 Scope of the Work – Tranche-III Sub-projects

6. IESCO Tranche – III subproject includes 03 Nos. New Grid Station, Extensions /

Augmentations of power transformers at 13 No. Grid stations and 08 Nos.

Transmission Lines. The detail scope of work of Tranche – III subproject is

attached as Annex – C.

1.6 Present Status of the Project:

7. The civil works of following 132 KV T/lines sub-projects of Tr – III have been

awarded, but the physical execution is yet to get underway. The detail of works

awarded is provided below in table 2.

1.7 Relationships with Contractors

9. Orientation / pre – construction meeting was arranged by E&SS section for the

M/s ICC Private Limited , Pakistan ( the contractors) on 19 – 05 – 2015 and they have

been made aware of their responsibilities as per the EMP. The contractors were also

informed that monitoring will be an integral part of the project and will consist of;

checklist filling) and reporting to GSC IESCO with a copy to MU.

12. On the request of M/s SMEC, Lahore (Project Facility Consultant), a facilitation /

Pre-work meeting was arranged with M/s ICC Private Limited, Pakistan (the

contractors) on 05 – 06 – 2015 at the Camp office of contractor at Rawalpindi.

Part II ENVIRONMENTAL MONITORING

2.1 Monitoring.

13. Environmental Monitoring of the projects will be carried out by the contractors

under the supervision of Environmental and Social Safeguard (E&SS) section PMU,

IESCO during the execution phase. For this, field visit will also be carried out by E&SS

Section, PMU IESCO for the smooth and effective implantation of EMMP & Monitoring

plan as prescribed in approved Environmental Assessment Report.

2.2 Monitoring Status:

Part III ENVIRONMENTAL MANAGEMENT

3.1 Compliance Status with Statuary Requirements

14. The loan agreement of the project requires the Implementing Agency (IA) to

implement the project in compliance with statuary / regulatory requirements of the

country and requirements of ADB Guidelines (May 2003). The detail of environmental &

social compliance regarding statuary / regulatory requirements in accordance to ADB &

National Law is tabulated below.

the re-located site of 132 kv Bara-Kahu Grid

Station.

3.2 Re-location of 132 KV Bara-Kahu Grid Station Site / Feeding

Transmission Line

15. The Bhara Kahu grid station subproject was to be constructed on )ESCO s owned land at 220 KV Grid Station Bhara Kahu, covering an area of approximately 20 Kanals of

land. However, due to technical reasons the site for the said grid station has now been

relocated. The new 32 kanal site is located near Barakahu at Village Phulgaran, Tehsil

and District Islamabad. The project site is accessible from Simly Dam road, about 25

km from the Kashmir Chowk. It is at about 10 minutes drive from the Bara Kahu

town. Presently, the land is owned by M/s Bharia Town Ltd. and they have offered

and committed to provided 32 Kanal (04 Acres) of land to IESCO on willing buyer

willing seller basis for construction of the said grid station. For this purpose, IESCO

constituted a Committee to finalize the site, and mutually negotiate price with M/s

Bharia Town Ltd. Consequently, the grid station site is being purchased by IESCO from

M/s Bharia Town Ltd on mutually agreed rate of Pak Rs. 0.6 million per Kanal i.e a total

cost of 19.2 million for the construction of 132 kV Bara Kahu grid station. The land will

be transferred to IESCO once the purchase agreement/ procedural formalities are

finalized.

16. The proposed 132 kv feeding line (about 09 km having approx. 14 poles and 35

towers) will pass along the existing road i.e Nimra Abbasi road and hilly area and some

forest land with shrub and sparse tree cover. The Transmission line will be constructed in

the barren areas of the foot hills excluding the houses or any other public infrastructure or

the private land. The proposed feeding will be connected to existing 132 kV Transmission

line University – Nilor.

3.3 EMP as a part of Bid Documents.

17. Environmental Management & Mitigation Plan (EMMP) & Monitoring Plan of the

approved EIA Reports have been made part of all the bidding documents of civil works

of Tranche – III sub projects.

3.4 Clauses in the Bid Documents.

18. Sufficient clauses have been included in the bid documents and the Contractor is

bound to comply with and carry out all the monitoring and mitigation measures as set

in the Environmental and Social Assessment reports and EMP. Detail of all the clauses

included in the bid documents are given at Annex – E.

3.5 Other Monitoring Indicators.

3.6 Compliance Status with Aid Memoire / Agreed Action.

19. The compliance status with ADB Aid Memoire / agreed action during the review mission are as under;

The site of one IESCO subproject is to be changed and the

application for EPA NOC will be filed after the new site is

confirmed.

An addendum to EIA for Bara Kahu grid station site has been

prepared and submitted to Pakistan Environmental Protection

Agency (PAK – EPA), Islamabad for Clearance / NOC on 26-06-

2015.

BIDDING DOCUMENTS.

All DISCOs have included environmental clauses in bidding

documents and subproject EMPs have also been attached.

Complied.

03.

DISCLOSURE:

Similar to tranche-2 subprojects, the EMPs of tranche-3

subprojects are to be translated into urdu and disclosed on

the project website and are also to be placed at the

subproject sites,

EMP has already been translated into Urdu and uploaded at

IESCO website; the same will be disclosed at PMU, office of

concerned XEN / SDO and project site.

04.

At least one environment staff has been appointed in the

Environment and Social Cells (ESC) established under the

various PMUs.

Complied.

05.

ENVIRONMENT STAFF OF CONTRACTORS:

It must be ensured by the DISCOs that all contractors hire

qualified and experienced environment staff. The CVs of

the applicants for the position should be shared with the

Environment Officer of the DISCO and the appointment

Contractor has been advised to nominate suitably qualified

persons as i) Environmentalist / HSE Officer & ii) Social /

Resettlement Officer under the contract. In this regard, contactor

is advised to furnish the following documents to E&SS Section of

the IESCO for approval;

SITE SPECIFIC ENVIRONMENTAL MANAGEMENT PLANS:

The Environmental Assessment and Review Framework EARF of PDE)P Tranche further requires that Package was site specific Environmental Management Plan (SSEMP)

will be prepared by the contractor under the supervision of

Environment Specialist (ES) of SMEC. The SSEMP would be approved by these D)SCOs and ADB paragraph of EARF for Power Distribution Enhancement Investment

Program – Tranche-3, September 2012). In view of the

large number of subprojects under Tranche-3 ADB will

only required SSECPs of new grid stations and

transmission lines passing through ecologically sensitive

areas (if any) to be prepared. The subprojects for which the

SSEMPs are to be prepared will be decided in consultation with ADB s environment specialist based at PRM. For

subprojects that have already been awarded (e.g. new grid

stations under MEPCO) SSEMPs are to be prepared and

submitted to MEPCO and then ADB for approval by 30 June

2015.

Plan (EMP) that has been prepared for the Project.

46.2 The Contractor shall take all reasonable steps to protect the

environment (both on and off the Site) and to limit damage

and nuisance to people and property resulting from

pollution, noise and other results of operations as set forth in

the EMP.

46.3 The Contractor shall ensure that emissions, surface

discharges and effluent from its activities shall not exceed the

values stated in the Specifications, or as prescribed by the

applicable laws.

46.4 The contractor shall Comply with all applicable

environmental laws and regulations of Pakistan.

46.5 The contractor shall

a) Establish an operational system for managing

environmental impacts.

b) Carry out all of the monitoring and mitigating measures set

forth in the EIA and the EMP.

c) Allocate the budget required to ensure that such measures

are carried out, and the actual costs for the implementation

of such measures shall be reimbursed by the employer to

the contractor from provisional sums. The contractor shall

submit to the employer quarterly reports on the carrying

out of such measures.

46.6 The Contractor shall submit monthly & quarterly reports on

carrying out such measures to the Employer.

The Contractor shall;
