Renewing thecable contractThis past Wednesday, the residents of Lawrence

had the opportunity of letting city officials listento their concerns regarding the service we receive

from the cable company so that it can be taken intoconsideration when drafting the new contract with thecity.

The problem is that only three residents attended. From the City Council, only Nicholas Kolofoles broughthis opinion about the service being provided and CouncilPresident Patrick Blanchette came in half-way throughand stayed for about fifteen minutes.

The City of Lawrence will be locked into anotherten-year commitment and this is the time to make surethat it is fair to both parties. Of particular interest is thefuture of Channel 8, the Public Access Channel. It wasexpected that all the television producers who use theGlenn St. facilities would be there and there were none.

Let’s hope that this will not be repeated at the nextand final public meeting in June.

Lawrence SchoolCommittee

NotesBy Dalia Díaz

You may have read it here. We thoughtthat last year we had the worst SchoolCommittee in the history of Lawrence butthe current one is so much worse. That’sright: Worse than Worst!

For the past two years wehave grown accustomed toJorge Gonzalez being silentin his corner, notcontributing anythingpositive to the interests ofthe people and we justhoped for something betterto come along and perhapsvoid his votes with anintelligent one.

The problem is that weacquired two additional

rubber stamps who don’t even bother to readwhat’s in front of them. Whether it is thebudget or the superintendent’s contract, hadthey read it, they would be in a position toask questions. Meanwhile, the city willcontinue to sink further into the abyss ofdebt, incompetence and political favors.

Equally unfair is the fact that they don’treally represent the concerns of parents inthis community, particularly the triorepresented here. You never see themanywhere and to add insult to injury, LauraVanderveer’s cellular telephone has nowbeen changed not to accept incoming calls.Probably that was in response to the manymessages left by me that went unanswered.

Their attitude seems to indicate theydon’t want to be bothered with the peoplewho electedthem. Youdidn’t win ap o p u l a r i t ycontest. Youran for aposition thatrequires you todo some work.

Please dothe communitya favor: resignnow. With theupcoming state elections we have thechance to have a special election for SchoolCommittee in Districts A, B and D at noextra cost to the city. Meanwhile, let’sspread the word that we need decent, honorable people to represent their area.

¡Nadiedebe verse forzado a trabajar bajo tales

condiciones!

The birth of the first child is the mostspecial moment for parents, filled withdreams and aspirations. But those happymoments can be easily thwarted now thatMassachusetts has a new series ofcompulsory tests done to newborns. Babiesare tested for several congenital diseasesand parents soon find out what they canexpect in the future.

That was the case of Steven andLaureen Campagnone of Methuen. Theirbaby girl was born with cystic fibrosis.According to the researchers, one in twentypeople are carriers of this gene but it is onlywhen both parents are carriers that a childhas a 25% probability of being born withthe disease.

The Campagnones have no idea as towhat to expect in the family’s future. Rightnow, they are learning and coping with thefirst signs. Cystic fibrosis affects the lungsand digestive system so the medication usedat this point in an enzyme to help with thedigestion and daily massages in the chestand back to release the mucous from thelungs. What makes it more difficult todiagnose is that, according to the CysticFibrosis Foundation, there are more thanone thousand different forms of the disease.

As the child gets older, the problemsmay increase; there is little known althoughthey are aware that by the time she is fouryears of age, their daughter will need anelectric vest to replace the massage they

provide now. The current cost of this vestis $15,000 and fortunately, the medicationsare covered by health insurance.

So, to start preparing for the future, theCampagnone family, with the assistance ofthe VFW Ladies Auxiliary 8349 ofMethuen, organized a dinner to start raisingthe necessary funds to cover futureexpenses. The Campagnones are so wellregarded all over the Merrimack Valley thatthe VFW hall was filled to capacity and anenormous amount of gifts were donated fora raffle.

Steven was overwhelmed with emotionnot expecting the support and love theyreceived that day. They now know that theirordeal will be a lot easier thanks to theirfriends.

We had the opportunity also of meetinganother family who can relate to what theyare going through. The Robinsons fromNorth Andover and their daughter KC werethere.

Nancy Robinson, is a physical therapistwith the Visiting Nurse Association andRichard Robinson is a teacher at theGuilmette School in Lawrence. KC is agorgeous 15 years old who plays softballand is a member of the ski team at NorthAndover High School. When she was born,Massachusetts did not have such a testingrequirement and it was not discovered untila few months later. Back then, lifeexpectancy was not long but as time passes, people can aspire to a better, longer life.

A community united for the Campagnones

Steven and Laureen hold a picture of their baby girl during the dinner toraise funds for her future needs. With them, Steven’s parents Joyce andStephen Campagnone.

These are the wonderful ladies from the Ladies VFW Auxiliary 8349, whovolunteered to make sure everything turned out perfectly: Edna Sierpina,Doris Abdallah, Ellie Shimko, Jackie Baillargeon, Joanne Kobrinsky andMarjorie Sweeney.

You may not have heard of the BicknellClock but its rebirth is well under way.Perhaps the oldest street clock of its type inthe entire Commonwealth of Massachusetts,it was originally erected in 1885 by theBicknell Brothers clothiers on Essex Streetwhere it stood for over 100 years.

In disrepair and broken for more than50 years, the Lawrence HistoricalCommission has partnered with the Friendsof the Heritage State Park to undertake thecomplete restoration and modernization ofthis incredibly rare piece.

Research has shown that a statue of aCivil War Union Army Drummer Boy oncestood atop the clock and disappeared inapproximately 1910. Renowned sculptor,Robert Shure has been commissioned toduplicate this one-of-a-kind headpiece,

which was cast in bronze. Beyond this, therestored clock features an internal mastercontroller with a GPS (global positioningsatellite) transceiver. This basically meansthat the clock recalibrates itself directly withsatellites in orbit, and be accurate to .00001seconds -not bad for a clock that hasn’t toldtime for over half a century! Thesecombined features make the Bicknell Clocktruly unique in the entire world.

While taking spring photos ofLawrence where I work, I wanted to showmy appreciation to a man who works forthe Buckley Transportation Center. He wasso happy I took his picture, too. Manytimes I have lost or forgotten my greenparking pass and other items in the garage. He and the other workers were diligent infinding them and returning them to mesaving me lots of money and worry.

When the Buckley TransportationCenter was built in Lawrence many of usdowntown workers were very excited tohave the opportunity to park in a brand newparking garage near our places of businessat a very reasonable cost. For at least thepast 8 years, Billy Ray Hawkins and hisco-workers at the Buckley Garage havebeen saying cheery hi and good-byes to usLawrence workers.

The annex to the District Court Clerk’sOffice where I worked, was located acrossfrom the Buckley Transportation Center onAmesbury Street for several years. Whenour new District Court was relocated to 2Appleton Street, Billy Ray and the otherregulars stayed on to greet us patrons.

They were very helpful registering our

cars for our monthly green passes and carstickers which some of us had never ownedbefore. Occasionally you will see Billy Rayand the other garage attendants filling inon Appleton Street if you ever park in thatgarage. Even when he takes a walk on hislunch hour Billy remembers to greet hispatrons. His cheery “This is a good one”and “Have a nice day” makes me feelcomfortable leaving my car in the garageon Amesbury Street.

He and the other garage workers patrol

the parking levels all day long no matterwhat the conditions. They try diligently toreturn our lost belongings ie: parkingpasses, keys, etc. if they find them. Whenwe think to reward them with donuts ortake out food, excitement is in their faces.

Hopefully they will forget the manytimes the card machine wouldn’t workbecause I failed to wait until the gate fellbefore driving out. Thanks to the workersat the Buckley Transportation Center.

The truth, sorely lacking in ourleadership is and should be dragged out intothe open clean air for all to see what is goingon in our little community. It not only affectsus but all the other communities in the stateof Massachusetts. I think it is time to paythe piper.

Let everyone know the facts as to whywe haven’t moved forward. For that matter, let us ask why after all these years, we stilldo not have a single person in charge ofsome of our vitally important departmentswhich hold the key to the pulse and survivalof the city. These departments include,Department of Community Development,Personnel, Economic Development andDepartment of Public Works. No one personin charge today has the necessary pastrecords and experience to keep us solvent.

Let us not forget the bulging top heavyunnecessary managerial staff working insidethe police department knowing full well thatwe need patrol police working the streets.Check out the ratio of management versusstreet police of other police departments inthe state. We seem to gravitate towardsunder-achievers, political hacks, friends, family, girl friends ALL with less experienceor none at all pushed ahead of those whodo, not to mention a nice big fat salaryincrease AT OUR EXPENSE.

This is the ongoing problem withLawrence. We are forced to adhere to twosets of rules. One for the average citizen andone for the favored few erroneously placedin power. This is so obvious by looking atwho have been brought into thisadministration lacking the propercredentials in the field in which they havebeen placed. Why? Is it a reward?

Let me give you a few examples. Mr.

Galligani, recently resigned (if that is thecorrect word) from the Department ofCommunity Planning and Development. Hehad a two year stint in the City of Lowell, which already had in place, long range plansfor quite a few years. This can be clearlyevidenced by sight alone. Mr. Galligani wasnot involved in that lengthy process. Wasn’tsomeone with a proper paper trail ofnoteworthy accomplishment hired? Thenthe salary would have been worth it.

Another example is Tom Schiavonewhose education background is in CriminalJustice. He was placed as interim Directorof Community Planning and Developmentuntil a permanent position could be found. His salary was brought up to par with theposition; however, when Mr. Galliganiaccepted the director’s position, the salaryof Tom remained the same. This error wasnot found out for some time.

Does his salary remain the same? Afterall, he is the Director of EconomicDevelopment working under Galligani. Here is another abuse of money which couldhave been used towards the improvementof Lawrence.

Another example, Frank McCann,Director of Public Works. Was the jobdescription of this position tossed aside aswell? We all know that how poorly thisDepartment works (or doesn’t) whicheverthe case may be. More waste of money. We,the public, need the educational informationof all who apply for these positions. Weneed to be shown the proven seasonexperience found in his/her past records. How much money do we have to waste?

Have we hit the final amount yet?Andrea Traficanti, who when coming onboard had a very grey track record, no

Lawrence’s quagmire experience, no qualifications, but there shewas in the position of Supervisor at DPW.She can’t take phone calls because shedoesn’t speak Spanish (which is arequirement), so another person has to do itfor her.

How embarrassing to the city. Here wasa person who had parking tickets voidedwith not one bit of remorse, concern, conscience knowing that if it were J.Q.Citizen would have been houndedincessantly or even arrested for such a hightotal of tickets. Why wasn’t she taken totask? Why hasn’t she been fired for all theatrocities not to mention her poor behavior? Her demeanor involving other city hallworkers is abhorrently appalling. Themayor cannot sweep these horrendousepisodes under the rug anymore.

This city needs knowledgeablepersonnel with credentials of planningexpertise and knowledge in the know-howof bringing to this city the much neededrespect by other communities that we don’thave today. We must have accountabilityto be able to move Lawrence to a placewhere it does not have to be a laughing stockoutside our community and no longerfeeding off these other communities.

Too many proven facts have alreadycome into public view to allow this tocontinue. But remember folks, a great dealof blame lies with us for we are allowingthis farce to continue. It is time we stoodtall in unity as a community. Stand up tothe plate and make your voices heard beforethere is nothing left to salvage.

So, folks, it is up to you. As I saidbefore, scream loud and clear. It may taketime but it will work. It is up to you fellowLawrencians to let your legislators knowwhat should be done for our community.

Let the Governor know of unseenmoney spent supposedly for the city pouringin with nothing to show for it.

Let the State Department of Educationknow in order that they might make thechanges needed to help our children.

Drum roll please…Introducing the MerrimackValley Planning Commission

If we manage to bump off the MVPCwho has shown in its astute attention todetail via their estimate on the cost of fixingthe 110 Rotary. I believe it was stated inthe daily record of advertisement, death,Dear Abby and horoscope the amount couldrun anywhere between a couple of millionand over 20 million. I think at the time Iread this, my thoughts were, Boy they reallynailed that down!

In listening to Gaylord Burke’s diatribe(Head honcho MVPC) trying to justify whyafter 21 years he should still be allowed toremain teeth clenched to the spout, Icouldn’t help but think he probably shouldnot have started out with such a snotty

condescending attitude that no matter what,Methuen would have to pay the bill andcould not remove themselves from thesupporting member ranks.

Apparently it would take an act of thepart-time employees that double for ourstate legislature to be able to removeourselves from the MVPC. I say let’s get JoeySalvo on the case and go get it! Remember, when Joey wanted the term limits changed, there was no mountain high enough.

When it comes to shutting down oneof the useless tributaries funded by thepeople’s money, Gaylord made it sound likemaybe we were going to need to get Godinvolved… like moving heaven and earth.

I say let’s show the MVPC we’re in!We’re game to test the system. As I wassitting there listening to all the wonderfulthings the MVPC has done, some big thingsin the last week as a matter of fact. Thefire boys called and Gaylord jumped intoaction and enhanced our fire departmentcomputer with GeoPad, defining 11,000points in Methuen. Damn! It only took theblade of the axe grazing his neck to extractsuch service. MVPC must be better atcomputers than they are with estimates.

I said it many months ago, after beingamazed by this Commission, who had thechutzpah to milk over a hundred grandconsulting price tag to define the estimatebetween a couple of million and 20 million, all funded by the taxpayers in one form ofanother.

Cut them loose, ditch them, put themout to pasture! I think that many residentsof the lovely haven of pork town would beamazed to see how many times Gaylord andhis band of so-called public servants jumpedinto bed with developers and realtors, muchto the detriment of the citizens of Methuen.

Ellen Bahan’s Short StoriesEpilog

The knickknacks sans Mike Hennessyvoted to let Gaylord’s teeth remain clenchedto the spout.

For my loyal readers, before Gaylordleft, I made (in writing of course) a requestfor public information. Please supply thepacket that was supplied to the knickknacksand salary and names of MVPC employees.I don’t know about you, but I’m surecurious.

The Cookie manI was stationed in my usual seat “The

Front Pew”, where I can see down eitherwing, able if need, to be ready to adjourn tothe stall where the real meetings take place.

I hear a stir on the royal quarters side, look up and who is tiptoeing out of oldshar’s office, none other than KingsleyLough. He is our computer guru guy,MCTV board member and of course, oneof old shar’s hackey-lackeys is indeed thecookie man. And I’m not talking GirlScouts.

I’m so filled with “RandomUnconnected Thoughts” it crossed my mindjust what King was filling the queen in on.So many things come to mind… Daytrading, Home Shopping, Jim Conway,Porn, Viagra, actually where any employeecares to surf the net, while on the clock.Damn! There could actually be somepeople-related research being done.NAWWWW! Only if it is to get even, thwart, punish them for.

I think that if Kingsley were pressed,he would have to admit that with all thethings he’s tracking, there is very little timeleft for the “People’s Work”.

Add to your cast of characters, THECOOKIE MAN staring Kingsley Lough.

More RandomUnconnected Thoughts

It was like a cavalcade of stars at theknickknack gathering last night. Lou AnnClemons was there. At first, I thought shewas going to have some insight in the PussyGestapo, but it was only about extra carson your property. I guess the Board ofHealth are still congregated in the stall, stalling the Pussy Gestapo until they thinkthe citizenry have forgotten and are notlooking, as they did with Fluoride.

Dave Aucoin was there, I think he wasworking for us. You can never be sure. Theonly thing we can be sure of is that we arepaying him!

Kevin Haggerty, surfaced on the radaragain, must be pulling Frank along withhim. Does this mean that Frank Russo ourtown engineer is about to take a spot on theradar?

It was good to see Kevin again, I forgotto ask, but now would be as good a time asany. Kev, how’s the day trading going?

Kevin as you all know retired from thetown after having served for many years asgood buddy to realtors and developers alike, all the while getting paid by us.

After he retired, he was a paidconsultant still on the people’s payroll. Thiscould actually still be in effect, it is hard totell when you look at the actual fiscalbudget, if you are not wearing your decoderring. I am still tying to get me one of thoserings. I think next I am going to try theDistrict Attorney’s office and see if theyhave one.

Next was Randy Haggar, sporting hisvacation attire, operating his cell phone, likeit was a switchblade. I was wondering justto whom he was speaking. I was wonderingif it was his vacation cell phone or if it wasthe citizens’ cell phone. Do you think itwas long distance? Randy always the card, whether sporting ski après, or play togs, orhog togs for that matter.

Clown Town by the Shriners took placethis past weekend. Some of our finest badboys, bad boys, whatcha gonna doparticipated with their children, andchildren from the Arlington Neighborhood.Don’t you all think that was a mightyadmirable thing to do. I do! I only hopethat it was untrue that those boys weregetting overtime pay from the CommunityPolicing grant money so they could lookgood.

I’ll bet when you saw the first twowords of the previous paragraph youthought I was describing the current stateof affairs. Fooled YA!

Be sure and watch Channel 22, MCTVWednesday at 8:30pm. Guest: Ronnie Ford, host of Hotline on WCCM radio 1490 AM.

A couple of weeks ago I wrote aboutthe City Yard being condemned severalyears earlier, the deplorable conditions andthat several workers are continually havingrespiratory problems. The pictures accom-panying this article demonstrate how thestreet sweepings, catch basin cleanings, tiredisposals and hazardous debris are storedat the Yard for several months at a time.

The Environmental Protection Agency(EPA) has been called several times. Thereis no proper ventilation. Even theOccupational Safety and HealthAdministration (OSHA) has declared theplace unfit yet, the conditions remain. Noone should be forced to work under suchconditions!

Inhuman working conditionsfor city employees

My question is: If these conditionsaffect the city workers, what about thepeople in the elderly projects in that area,Central Catholic and residents andbusinesses?

There has to be a better system thanallowing the trash picked up all over the cityto ferment and spew toxins for everyone tobreathe. It is difficult to understand howthis situation can persist. These cityemployees are protected by a union andnothing seems to improve their workingconditions. Perhaps it is up to the residentsto demand that the hazardous waste isremoved to a safe place instead of beingstored in that residential neighborhood.
