When this picture was taken, he called Kevin Merrill, his supervisor and told him tomark him “out sick” from 8 o’clock because Rumbo took his picture while he was on break.The truth is that he goes there every morning at the same time whilehis 15-minute break is to be taken between 9 and 9:45, accordingto Mr. Merrill’s memo to his employees.

La presidenta del Desfile Dominicano de laCiudad de Lawrence está invitando a los miembrosde la entidad y a toda la comunidad a la reunióngeneral que se realizará este lunes, 26 de abril, enCasa Dominicana, en el 225 de la Calle Essex, a las 7de la noche. Celebrando el retornodel Reloj de Bicknell

La celebración de la terminación del proyecto dela restauración del reloj de Bicknell será celebrada elsábado, 8 de mayo de 2004 en el Centro de Visitantesdel Lawrence Heritage State Park, Calle Jackson, a la1:30 P.M.

Quizás este sea el reloj más antiguo de su tipo enMassachusetts, erigido originalmente en 1885 por loshermanos Bicknell de Calle Essex donde estuvoparado por más de 100 años. Roto y abandonado, ungrupo de ciudadanos lo envió a un conservador dondefue limpiado y repintado, como le faltaba el muchachodel redoblante lo substituyeron y un nuevomovimiento fue instalado.

¡Otro desperdicio deComité Escolar!

El año pasado los residentes de Lawrence decían que teníamosel peor Comité Escolar en la historia de la ciudad. Nuestraesperanza estaba con los nuevos que fueron elegidos

pensando que vigilarían a la administración y harían lo que esconveniente para el sistema escolar pero lo imposible sucedió: ¡EsteComité Escolar es aún peor!

Sabíamos que Jorge González es un ente insignificante conun cerebro que no vale nada, empezando por su dificultad con elidioma. Debemos hallar a un candidato en el Distrito B que loreemplace.

Laura Vanderveer en el Distrito D debe renunciar si tiene lomás mínimo de vergüenza. No devuelve llamadas a los padres desu distrito y no presta atención durante las discusiones como si nonecesita que la convenzan antes de votar. Ella muestra falta derespeto a los otros miembros susurrando al oído de Carlos Ramosy pasándole notas. Parece que ya ella logró la meta propuesta alextenderle el contrato al superintendente hasta el 2009; ya puederenunciar.

Hablando de Carlos Ramos, su cerebro debe estar hecho debarro. Debe estar abochornado de ese voto. Para probar suignorancia, él dijo que todavía podemos despedir al superintendentesi hay un motivo. ¿Acaso, nadie le ha dicho lo que pasó con losdos últimos que despidieron con una buena causa? Con un contratode cinco años nos va a costar dos millones si lo intentamos. ¡Quéidiota!

La verdadera sorpresa fue Michael Sweeney. Antes de laselecciones le dijo a todo el mundo que él iba a enderezar aldepartamento escolar y al superintendente, resultando en que sevolvió su aliado. Vendió su alma y a todos nosotros por un empleo.

Al menos Amy McGovern no está sola ahora que tiene a JamesVictorioso para apoyarla.

Last year, Lawrence residents thought that we had the worstSchool Committee in the history of the city. Our hopes werewith the newcomers believing they would keep an eye on

the administration and do what’s right for the school system butthe impossible happened: This School Committee overshadowsthe previous one!

We knew that Jorge González is an insignificant being with aworthless brain, beginning with his language difficulties. We mustfind a candidate in District B to replace him.

Laura Vanderveer in District D should resign if she has aniota of shame left. She doesn’t return calls of parents in her districtand doesn’t pay attention during discussions as if her mind is madeup and needs no convincing. She shows disrespect to the speakersfooling around, whispering and passing notes to Carlos Ramos.Seems that she accomplished her main goal of extending thesuperintendent’s contract to 2009; she can now resign.

Speaking of Carlos Ramos, his brain must be clay. He shouldbe embarrassed for taking that vote. To prove his ignorance further,he declared that we can still fire the superintendent if he doesn’tperform adequately. Hasn’t anybody told him what happened tothe last two that were fired for cause? With a five-year contract,this one will cost us two million if we try. What an idiot!

The real surprise was Michael Sweeney. Before the electionhe told everyone how he was going to straighten out the schooldepartment and the superintendent, turning out to be his ally. Soldhis soul and all of us for a job!

At least Amy McGovern is not too lonely now that she hasJames Vittorioso for support.

La Alianza Cultural de Lawrence(LCA) utilizará estos fondos para producirsus calendarios de primavera y verano. Elcalendario de los acontecimientos de LCAse publica trimestralmente, enumerandolos acontecimientos culturales y étnicosque ocurren a través de la mayor área deLawrence. El calendario se distribuye através del condado de Essex.

Estos fondos han ayudado aorganizaciones locales en sus esfuerzos de

poner eficazmente el norte de la región deBoston como destino del turismo.

CLASS Inc. celebró sus 28 añosenriqueciendo las vidas de individuos conincapacidades con una cena dereconocimientos en el Restaurante FourWinds, en la Greater Lawrence TechnicalSchool en Andover, el pasado 15 de abril.

Recibiendo reconocimientos porlogros individuales estaban Arturo Bifano,Harvey Ball, Jeffrey Croteau, BruceEmery, Daniel La Vigna, Ron Gregoire,Susan Lally y Emily Mugford.

Un premio al Socio Comunitario fuepresentado a Roberto Ogan, presidente deBake’n Joy. Bake’n Joy, situada enAndover, ha utilizado a CLASS comocentro de trabajo desde abril de 2003. EnCLASS, el personal así como losindividuos implicados miran adelante a sutarea diaria de moldes de mollete en lasbandejas de mollete y lo hacen con orgulloy entusiasmo. Bake‘n Joy ha provisto nosólo oportunidades de empleo sinotambién ha proporcionado trabajo en eltaller.

También fue reconocido como SocioComunitario, Morgan “Skip” Dykstar.Skip, es el Coordinador de ActividadesComunitarias de Wal-Mart, llegó aenvolverse con CLASS como parte de unesfuerzo de parte de la empresa deproporcionar ayuda a CLASS. AunqueCLASS no está situado en su distrito, élquedó tan impresionado por lo que vio desus programas durante una gira por eledificio, que tomó un interés personal enayudar a CLASS. Skip es un hombre degran corazón, de excelencia, creativo y conentusiasmo contagioso.

Skip ha exhibido todas estascualidades mientras que ha trabajado conCLASS para ayudarles a recaudar dineropara sus valiosos programas. Él ha sidoinstrumental en el más exitoso torneo degolf de CLASS; él fue el subastador en laSubasta de Arte que tuvieronrecientemente y siempre está pensando ennuevas maneras de recaudar dinero.

Jacqueline Peña fue reconocida comoVoluntaria del Año. Jackie es Instructorade ESL e Instructora de Escritura enNorthern Essex Community College. Elotoño pasado, ella se unió a un grupo deotras mujeres en la comunidad parapromover a CLASS a través de arte ypoesía. Ella rápidamente se hizo laprecursora en una idea de publicar un librode poesías de Bruce Andrews, unindividuo servido por el programatecnológico Assistive Technology.

No recibiendo nada financiero acambio, Jackie se lanzó a la tarea depublicar el libro. “Jackie es una mujer queda mucho a la comunidad y estamos tanagradecidos por lo que ella ha dado a laCLASS,” dijo Bob Harris, el directorejecutivo.

Bruce Andrews fue concedido elpremio de distinción por su logropublicando su libro de poemas. Unhombre intelectual, ingeniosp y de grantalento poético que hasta hace tres años,estas cualidades no eran inmediatamenteevidentes. Bruce sufre de parálisiscerebral, afectando su capacidad de hablary confinándolo a un sillón de ruedas. Lavida de Bruce cambió dramáticamentecuando él vino al programa de latecnología de CLASS, AssistiveTechnology.

Bruce estaba ansioso por ver suspoesías publicadas y confió sus poemas anuestro cuidado. Él es un hombre con uncorazón grande, lleno de fe y de alegría.Le ha hecho frente a los desafíos en suvida con valor y ha enriquecido las vidasde todos a su alrededor incluyendo a lagente de CLASS que ha sido afortunadaen conocerle.

Las Escuelas Públicas de Lawrence yla violencia que rodean las escuelas hanocupado la mayoría de mi atención en mesesrecientes.

Tenemos un superintendente quepiensa que él es rey, un comité escolar queno sabe cuáles son sus deberes (con laexcepción de Amy McGovern) y unpresidente que toca las notas programadaspor el Superintendente Wilfredo T. Laboy.Hay un rumor de que Laboy embruja a lagente a su alrededor de él pero yo no lo creo.Él compra a la gente con empleos.

El Alcalde Michael J. Sullivan, meconfunde de vez en cuando. Él da laimpresión de realmente preocuparse por lascosas pero en lo que sí es bueno es evitandohacerles frente. Cuando la encuesta sobreel comportamiento riesgoso de la juventudpara estudiantes de las escuelas medias fuedistribuida a los estudiantes en 6to, 7mo y 8vo

grados conteniendo preguntas muyexplícitas con respecto a su actividadsexual, le pedí dos veces cara a cara suopinión como padre de cuatro hijos sobrela legitimidad de tales preguntas a los niñosjóvenes. Las dos veces me dijo se pondríaen contacto conmigo de nuevo. Dos vecesle envié por telefax el cuestionario porqueél dijo no haberlo visto y le dejé variosmensajes con Jorge De Jesús y Myles Burke.

Él nunca contestó a mi petición. Ahora,sé lo que estoy arriesgando: No másanuncios de la ciudad serán colocados conRumbo, justo como Laboy ordenó en eldepartamento escolar. Mi mensaje a ambosde ellos es que ciertas cosas no pueden sercompradas y mi silencio no está a la venta.Estoy consternada con las conversacionesdel alcalde en el programa Hotline sobrelos baches en las calles mientras que losproblemas grandes también son tapadoscomo los baches.

La semana pasada, parte del techo delgaraje municipal se cayó por motivo de lalluvia. Había agua por todas partes y FrankMcCann lo sabía pero nunca vino aexaminarlo.

La mesa donde los trabajadores comensu almuerzo tenía una gotera cayendoencima y donde ellos se cambian -incluyendo donde se almacena el aceiteviejo y el aceite nuevo. Hablaron con elrepresentante de la unión y les dijeron quehabían hablado con Kevin Merrill y FrankMcCann. Ellos deben ir a verlo pero hanpasado tres años y está empeorando.Cuando está lloviendo, tienen que dejar detrabajar por temor a un corto circuito.

El garaje completo fue clausuradodesde hace varios años. Las condicioneshan sido deplorables durante mucho tiempo.No solamente las condiciones físicas, perovarios trabajadores están teniendocontinuos problemas respiratorios. Yo

mencioné esto hace un tiempo en otroartículo. Allí almacenan la basura de lascalles, la limpieza de las cloacas a lo largodel Río Spicket, las gomas de automóvilesy los desperdicios peligrosos por variosmeses. Entonces una compañía viene y selleva varios camiones de carga cada vez.

La agencia de protección del medioambiente (Environmental ProtectionAgency - EPA) ha sido llamada variasveces. McCann lo limpia y despuéscomienza de nuevo cuando no estánprestando atención. No hay ventilaciónapropiada; tienen lo que llaman “ungallinero” que contiene un ventilador quetiene que ser invertido como retractor parasacar el aire. Incluso la Occupational Safetyand Health Administration (OSHA) hadeclarado el lugar inapropiado para trabajar,sin embargo, las condiciones persisten.¡Nadie debe verse forzado a trabajar bajotales condiciones!

Durante los últimos años, los tanquesde petróleo subterráneos han estadofiltrándose en la tierra. Hay una compañía,New England Environmental Technology(NEET), la cual viene a supervisarlos confrecuencia. Santo Nicolosi, el ingeniero dela ciudad me dijo que una junta compuestapor el Jefe del Departamento de BomberosJoseph Marquis, un residente de Lawrencey el Sr. Nicolosi examinaron el problema yse le entregaron al inspector de edificios dela ciudad. Como el Sr. Nicolosi no podíacontestar a muchas de mis preguntas, él ledijo al Sr. McCann que debía llamarme peroél rechazó.

En una conversación con Myles Burke,al ayudante ejecutivo del Alcalde Sullivan,él dijo que la ciudad apartó cierta cantidadde dinero de CDBG para las reparacionesen el Garaje Municipal y obviamente, nadase han hecho.

Mi pregunta es: ¿Si estas condicionesafectan a trabajadores de la ciudad, qué esde las personas mayores de edad que vivenen los caseríos de esa área, Central Catholicasí como los residentes y comercios?

Para darles una idea de quién es Eddie,me dicen que McCann le prometió eltrabajo del Director de Recreación. Sí,hubo una época en que McCann intentóapoderarse de los Departamentos deRecreación y de Servicios de Inspecciónpara asumir el control de ambos bajo elDepartamento de Obras Públicas (DPW).Él le iba a aumentar el salario por $10,000adicionales pero, Andrea que hablademasiado, tan amenazadora, lo comentóy los empleados de esos departamentosfueron al alcalde y arruinaron sus planes.¡No he de mencionar que McCann no estáhaciendo nada por DPW, el acueducto o elalcantarillado sino destruyendo lo quetenemos!

Cuando llamé a Eli Bernabé, directorasuplente de personal, me explicó que lasdescripciones de las funciones cambiancon los tiempos. Sus horaspronto fueron aumentadas a tiempocompleto (full-time) y la están elogiandohoy por hacer un trabajo maravilloso. Esafue la pista número uno de que ya ha sidobendecida. Pienso que cuando emplean auna persona para hacer cierto trabajo, esde esperar que sea hecho correctamente yno apenas un funcionamiento mediocre.Ella no debe ser elogiada por hacer untrabajo por el cual le están pagando. Uncheque es toda la admiración requeridaaquí.

A su detrimento, ella es muy arrogantey no tiene ninguna habilidad tratando alpúblico. Éste es el requisito másimportante de quien ha de ocuparse de losderechos y de los beneficios de losempleados de la ciudad. Si el alcalde estáplaneando designarla a esa posición, éldebe escuchar las quejas que ellaacumulando. No nos olvidemos de quecuando ella estuvo a cargo de la horrible“Pared de la Vergüenza” ella no indagó losuficiente antes de exhibir algunaspropiedades y ver que ya no tenían losdueños a quienes ella avergonzó comopropietarios de tugurios.

La pista número dos fue cuando Judienvió un memo a todos los jefes dedepartamentos el 12 de abril de 2004,anunciando que los empleados de la ciudadpueden ganar medio día personalparticipando en una competencia paranombrar un boletín de noticias que ella estáplaneando producir. ¿Quién aprobó estepremio? Ella está regalando el dinero delos contribuyentes. Espero que el AlcaldeSullivan esté enterado de esto y que puedaexplicarlo. ¿Necesitan un boletín denoticias en el ayuntamiento? Llegué a laconclusión de que Judi Perkins estácreando tareas para mantenerse ocupadapara justificar porqué ella debe serotorgada la posición. Déjeme recordarleque la gente va a la escuela para obtenertítulos universitarios en recursos humanosy beneficios. No debemos ser centro deentrenamiento mientras trabaja. Nofuncionó con Larry LeFebre.

CLASS Inc. celebrated its 28 years ofenriching the lives of individuals withdisabilities with an awards dinner at the FourWinds Restaurant, at the Greater LawrenceTechnical School in Andover, on April 15th,2004.

Individual achievement awards weregiven to Arthur Bifano, Harvey Ball, JeffreyCroteau, Bruce Emery, Daniel La Vigne,Ron Gregoire, Susan Lally and EmilyMugford.

A Community Partner Award waspresented to Robert Ogan, president ofBake’n Joy. Bake’n Joy, located in Andover,has been a CLASS worksite since April2003. At CLASS, the staff as well as theindividuals involved look forward to theirdaily task of inserting muffin liners intomuffin trays and do it with pride andenthusiasm. Bake ‘n Joy has not onlyprovided us with worksite opportunities buthave also provided work in the workshop.

Also awarded with a CommunityPartner Award was Morgan “Skip” Dykstar.Skip, the Community InvolvementCoordinator of Wal-Mart, became involvedwith class as part of an effort on the part ofWal-Mart to provide support to CLASS.Although CLASS is not located in hisdistrict, he was so moved by what he saw ashe took a tour of their programs, that he tooka personal interest in helping CLASS. Skipis a man of heart, of excellence, of creativityand contagious enthusiasm.

Skip has exhibited all these qualities ashe has worked with CLASS to help themraise money for valuable programs. He wasinstrumental in their most successful golftournament ever; he was the auctioneer atthe Fine Arts Auction, and he is alwaysthinking of new ways to raise more money.

Rumbo was also awarded for helpingCLASS introduce their work to the Latinocommunity by providing coverage on thework of CLASS and promoting theirservices in the area.

Jacqueline Peña received the Volunteerof the Year Award. Jackie is an ESL andDevelopmental Writing Instructor atNorthern Essex Community College. Lastfall, she joined a group of other women inthe community to promote CLASS throughart and poetry. She quickly became theforerunner in an idea to publish a book ofpoetry for an individual served by theAssistive Technology Program, BruceAndrews.

Receiving nothing financial in return,Jackie took on the task of pulling the booktogether. “Jackie is a woman who gives alot to the community and we are so gratefulfor what she has given to CLASS,” said BobHarris, its executive director.

Bruce Andrews was awarded theDistinguished Achievement Award. A manof intellect, wit and poetic talent but untilthree years ago, these qualities were notimmediately apparent. Bruce was born withcerebral palsy, affecting his ability to speakand confining him to a wheelchair. Bruce’slife changed dramatically when he came intocontact with CLASS’ Assistive TechnologyProgram.

Bruce was eager to see his poetrypublished and willingly entrusted his poemsto our care. He is a man with a big heart,full of faith and joy. He has faced thechallenges in his life with courage and hasenriched the lives of those around himincluding those at CLASS fortunate to knowhim.

Luis contó que le han ofrecido unabuena posición con la compañía KDRganando muy buen dinero pero comose trata de escoltar un convoy en Irak,prefirió no aceptarlo.

The Lawrence Public Schools and theviolence surrounding the schools haveoccupied most of my attention in recentmonths.

We have a superintendent who thinkshe is a king, a School Committee whodoesn’t know what its duties are (with theexception of Amy McGovern), and achairman who plays the notes programmedby Superintendent Wilfredo T. Laboy.Rumor has it that Laboy casts a spell onpeople around him. I disagree. He buyspeople with jobs.

In the case of Mayor Michael J.Sullivan, I get confused, at times. He givesthe impression of really caring and beingconcerned but what he is really good at isavoiding the issues. When the Youth RiskBehavior Survey for Middle Schools wasdistributed to students in 6th, 7th and 8th

grades containing very explicit questionregarding their sexual activity, I asked himtwice face-to-face for his opinion, as a fatherof four on the legitimacy of such questionsto young children. Each time, he said hewould get back to me. Twice I faxed himthe questionnaire because he claimed nothaving seen it and left him a few messageswith Jorge De Jesus and Myles Burke.

He never answered to my request.Now, I know what I am risking: No morecity ads placed with Rumbo, just like Laboyordered in the school department. Mymessage to both is that certain things cannotbe bought out and my silence is not for sale.I am appalled at the mayor’s chit-chat onHotline about pot holes while the big issuesand also receiving a load of tar.

Last week, the roof at the MunicipalGarage was leaking so much that part of theroof fell. There was water everywhere andFrank McCann was aware of it but nevercame to inspect it.

The table where the workers eat theirlunch had a leak falling on it and where onewould change - including where all the oldoil and new oil is stored. They talked to theshop steward representing the union and allthey said is that they talked to Kevin Merrilland Frank McCann. They need to take alook at it but it has been three years and it’sgetting worse. When it is raining, they muststop working because they run the risk ofelectrical shocks.

The entire City Yard was condemnedseveral years ago. The conditions have been

deplorable for a long time. Not onlyphysical conditions, but several workers arecontinually having respiratory problems. Imentioned this a long time ago in a previousarticle. They store the street sweepings,catch basin cleanings along the SpicketRiver, tire disposals and hazardous debrisat the Yard for several months at a time.Then they will have a company come in andhaul away, trailer loads at a time.

The Environmental Protection Agency(EPA) has been called several times.McCann will clean it up and then start allover again when they are not payingattention. There is no proper ventilation;they have what they call “a chicken coop”containing some fans that have to bereversed so it will suck the air out. The citybought them and instead of returning themand getting the proper fans, they kept themand they don’t do an accurate job. Eventhe Occupational Safety and HealthAdministration (OSHA) has declared theplace unfit yet, the conditions remain. Noone should be forced to work under suchconditions!

For the past few years, the undergroundstorage oil tanks have been seeping into theground at the yard. There is a company,New England Environmental Technology(NEET), which comes in to monitor themfrequently. Santo Nicolosi, the CityEngineer told me that a Board of Surveymade up of the Fire Chief Joseph Marquis,a Lawrence resident and himself examinedthe problem and turned it over to theBuilding Inspector. Since Mr. Nicolosicould not answer many of my questions, hewas to ask Mr. McCann to call me but Iheard that he refused.

In a conversation with Myles Burke,Mayor Sullivan’s executive assistant, hesaid that the city put aside monies fromCDBG last year for repairs at the MunicipalGarage and obviously, nothing has beendone.

My question is: If these conditionsaffect the city workers, what about thepeople in the elderly projects in that area,Central Catholic and residents andbusinesses?

As a result of this, morale is very lowat the Municipal Garage. On top of that,there are other complaints of preferentialtreatment, poor communication and abusesfrom supervisors that only make it more

difficult to look the other way.Eddie Baker makes approximately

$80,000 each year and he is only a foreman.He goes during snow storms to sleep andcomes back right before his shift ends topunch out. He goes to Carleen’s EVERYmorning for breakfast DURINGWORKING HOURS. He meets his wifeevery morning for breakfast and he has alsobeen receiving extra overtime for(supposedly) following BFI (TrashContractor) and moonlighting at HomeDepot while on the clock for the City. Hesupposedly is in touch with BFI via cellphone.

Eddie also has a computer at his officeat the City Yard. I’ve heard that when he isup there he does Home Depot work on thiscity computer not linked to City Hall andhe has been caught earning overtime fromDPW while working at Home Depot.

For some background on Eddie: He waspromised the Recreation Director job byMcCann. Yes, there was a time whenMcCann tried to take over Recreation andInspectional Services under the Departmentof Public Works (DPW). He was lookingto raise his salary by an additional $10,000but, Andrea with her big, threatening mouth,let the cat out of the bag and employees ofthose departments went to the mayor andsquashed his plans. Not to mention that heisn’t doing anything with DPW, Water orSewer departments but running them intothe ground!

Next, McCann promised Eddie theRecycling Coordinator position. When theposition was posted at $40,000 instead of$50,000 from the original job when CarolineGanley had this job, Eddie refused it forbeing less than what he was making as aForeman. So, needless to say, Eddie gotscrewed again! But, for some strangereason, he still plays along with McCann.As far as the Recycling position, McCannconducted interviews while Caroline Ganleywas away for her uncle’s funeral.

John DiZazzo quit last year and wentto work at the Salem DPW but did not likeit. Some people say because they actuallywork in Salem and he asked to come back.After two weeks, Kevin Merrill called himand offered him a deal on behalf of FrankMcCann to come back and they would puthim in the garage on the day shift. Some

coworkers say that they threw him in thegarage to hide him and his brother-in-lawsends him out on runs so no one notices him.He is still paid as a Sweeper Operator fromthe Street Department. You would thinkwith the city looking the way it does thatthey would have kept him on the StreetDepartment. Kerri Hughes is paid asWorking Foreman at the Municipal Garagebut does not work. He gets to stay extrahours a week to do paperwork yet, duringthe day he can’t work on any machinebecause he is doing paperwork. Now howmuch paperwork can this person be doing?This is another deal Kevin and McCanndrummed up to give Kerri more money.Kerri and John DiZazzo are brothers-in-law.They are married to two sisters. They takeoff constantly during the day together. So,if Kerri is the Working Foreman ridingaround all day, who is watching the othermechanics and the garage?

Kerri’s story starts a long time agowhen Ralph Quaglietta was still there.Ralph was asked to give somerecommendations and he gave Kerri’s nameand only Kerri’s while the garage had morequalified people having more experiencethan him. When DiZazzo came back fromSalem, he was placed closer to his brother-in-law who had no experience running ashop so he could help him from behind thescenes. DiZazzo tells Kerri what needs tobe done and how and Kerri does it.

A foreman position was placed in lastyear’s budget but never posted because therewere several people with more senioritythan Kerri and his overtime would havestopped and he would come out making lessmoney than more. When this positioncomes up you will see he will get it even ifthere are more qualified people applying.There are other issues such as the changeson job descriptions which many interpret asfavoring potential candidates. Employeesbelieve that it is customary for departmentheads and personnel to customize a jobdescription for the person they have in linefor it before being posted. For example theprior job posting for the position of SewerForeman called for a Hydraulics Licenseand a Commercial Driver’s License yet, ifyou look at the posting for that position thisyear you will see that this was not even a

The North of Boston Convention &Visitors Bureau (NBCVB), the officialliaison for the state of Massachusetts andthe tourism industry has distributed over$40,000 in tourism marketing grants. Grantrecipients received their awards at theAnnual NBCVB Tourism Grant CelebrationBreakfast held Wednesday, January 28,2004 at the Radisson Hotel Woburn.

The Lawrence Cultural Alliance willuse these funds to produce their Spring andSummer Event Calendars. The LCA EventsCalendar is published quarterly, listingcultural and ethnic events taking placethroughout the Greater Lawrence Area. Thecalendar is distributed throughout EssexCounty.

Methuen—April has been designatedas Horse Adoption Month at Nevins Farm.With spring just around the corner, manyhorse enthusiasts are considering buying anew horse to enjoy the riding season. A greatalternative to buying a horse at an auctionor through private sale is adoption.

“When you buy a horse at an auctionor from an individual, you may not knowthe full history,” said Erin O’Bryan, equineadoption center manager. “At Nevins Farmwe assess all horses for health andtemperament. Our goal is to match the righthorse with the right family, so thateveryone’s needs are met.”

Nevins Farm offers a wide variety ofbreeds, ages and ability levels — from juststarting out to ready to hit the trails. Thefarm typically has around 12 horsesavailable for adoption, depending upon theseason. “Breeds range from Morgans toThoroughbreds, Standardbreds to Quarterhorses,” said O’Bryan. “We even have aminiature donkey right now!” Potentialadopters may choose from horsesappropriate for trail riding, flat work, low-level dressage and companion horses.

Upon checking with Eli Bernabé,Acting Personnel Director, job descriptionschange with the times. A position in the‘80s was very different in the ‘90s or today.According to Ms. Bernabé, “hydraulicslicense and Commercial Driver’s Licensehave not been required since 1994.”

It is estimated that the person that gotthe Sewer Foreman position had been theWorking Foreman for the Sewer Departmentfor several years. He was the most qualifiedperson (in house) for this job, but no oneknows if there were any candidates from theoutside that applied. That’s the problem!

Now, the search in on for hisreplacement and the position for SewerWorking Foreman has been posted. MarioLopez, a Water Craftsman with the SewerDepartment for over twenty years is themain contender; a good employee, he goesout at any time repairing broken water mainsand has the requirements for the job. Thistime, they want to give the job to Joe Carrollwho has been working for the city for littleover two years and less than two years inthe Sewer Department. Of course, he is afriend of Andrea Traficanti and FrankMcCann will be making the selection.

A few months ago, when the HumanResources Director position becameavailable, I asked Mayor Michael J. Sullivanto make sure that this time we hire aprofessional personnel director. HumanResources is a separate science for whichpeople go to school to obtain a degree. Ibegged him not to make it another politicalappointment.

Here are some of my concerns: TheBenefits Coordinator position is going to befilled soon. It is a given that Judi Perkinswill get it no matter the qualifications of anyother applicant. The mayor is the appointing

authority because this job does not have tobe approved by the City Council.

Judi was hired at 20 hours a week tostraighten out that office dealing withemployee benefits, including life and healthinsurance. Her hours were soon increasedto full time and today she is being praisedfor having done a wonderful job. That wasclue number one that she has been anointed.I believe that when a person is hired to do acertain job, it is expected that it will be donecorrectly; not just a mediocre performance.She should not be praised for having donea job for which she was being paid. Apaycheck is all the admiration required here.

To her detriment, she is very arrogantand has no people skills. This is the mostimportant requirement when dealing withcity employees’ rights and benefits. If themayor is planning to appoint her to thatposition, he should listen to the complaintsshe is already garnering. Let’s not forgetthat when she was in charge of the infamous“Wall of Shame” she didn’t do herhomework featuring properties no longerowned by the people embarrassed as slumlandlords.

Clue number two was when Judi sentout a memo to all Department Heads onApril 12, 2004, announcing that cityemployees can earn a half-day personal dayoff by entering a contest to name anewsletter she is planning to produce. Whoapproved this prize? She is giving awaytaxpayers’ money. I hope Mayor Sullivanis aware of this and can explain it. Do theyneed a newsletter at City Hall? I came tothe conclusion that Judi Perkins is creatingbusy work for herself in order to justify whyshe should be given the position. Let meremind you that people go to school and earndegrees in human resources and benefits.We should not be training someone on thejob. It didn’t work with Larry LeFebre.

Shihan Lorry F. Giordano, Chief Instructor of the GiordanoFamily Methuen Karate brought students to compete in theTournament of Champions VIII. In 2004, this yearly eventtook place in Everett, MA.

“This is a great tournament for new students, everyonewins here. Work hard and do the best you can!” was ShihanGiordano’s message. “I was impressed by the number ofstudents we had competing today and how they did in thetournament. We even had a student, Anthony Robito, try hisluck in the grappling competition and he placed third!”

White Shihan Larry F. Giordano, ChiefInstructor of the Methuen Karate was in California,Senseis Mike Dipietro and Karl Hilse broughtstudents to compete in Hanchi John Almeida’stournament. Almeida’s Inter-Dojo “GoodwillInvitational” Tournament took place at the UnitedFisherman’s Club in New Bedford, MA.

This is the first tournament of the year for theGiordano Family MKA students. “As with alltournaments, it is not about winning and losing, butparticipating,” Shihan Giordano told his studentsbefore he left for California. “Try your best, give ityour best effort and you will all be winners,” wasthe message he left for his students.

El pasado sábado, 17 de abril, 2004,el Senior Center, localizado en el 155 dela Calle Haverhill, en Lawrence, se violleno de actividad, en ocasión de estarcelebrándose una Fiesta de Salud, conabundante entretenimiento parapequeños y grandes y cuidado médicopara toda la familia.

Los asistentes no solo recibieronexámenes gratuitos de la vista, chequeosde la presión arterial, diabetes, etc., sinoque recibieron lecciones de cómo cocinaralimentos nutritivos y saludables. Paralos peques, caras pintadas, globos ysaltos en la casa lunar.
