That could include warrants, preferred stock, debt or other options. A key and unresolved issue is the price at which war-rants could be converted to stock, according to industry officials.

J.P. Morgan analyst Jamie Baker said Treasury seemed to be letting airlines set the cost of getting grants, at least initially. Negotiations over terms such as equity stakes are likely to follow, but the cost is unclear, he said.

The money would come with other strings, notably a require-ment to avoid laying off or cutting pay for workers through September and a ban on airlines purchasing their own stock.

To get government loans, airlines will have to show that other credit isn’t available — potentially a serious obstacle, because the carriers have lined up billions in private credit in recent weeks.

On Tuesday, the Transportation Department made it easier for airlines to comply with another condition of federal aid — that they keep flying to all U.S. airports they served before March 1. They will be allowed to consolidate flights among nearby cities and in some cases fly less often.

South Dakota. The company said the pipeline would start sending oil to the

U.S. in 2023.Opponents in January asked Morris to block any work. They

said clearing and tree felling along the route would destroy bird and wildlife habitat. Native American tribes along the pipeline route have said that the pipeline could break and spill oil into waterways like Montana’s Missouri River.

The judge in December had initially denied a request from environmentalists to block construction because no work was immediately planned.

TC Energy has filed status reports with the judge about its intentions to start work.

“At this time, we are continuing with our planned activities and will adjust if it becomes necessary,” Cunha said.

The remaining $6.9 billion in construction costs is expected to be funded through a $4.2 billion loan guaranteed by the Alberta government and a $2.7 billion investment by TC Energy.

Once the project is complete, TC Energy expects to buy back the Alberta government’s investment and refinance the $4.2 billion loan.

“We thank U.S. President Donald Trump and Alberta Pre-mier Jason Kenney as well as many government officials across North America for their advocacy without which, individu-ally and collectively, this project could not have advanced,” TC Energy chief executive Russ Girling said in a statement.

this court ruling is particularly insidious and a slap in the face to the hundreds of thousands of workers who keep Dallas run-ning,” Brown said.

Dallas currently has 300,000 employees without access to paid sick leave, according to estimates from the Institute for Women’s Policy Research.

Robert Henneke, who represented two Collin County compa-nies that sued Dallas last year over the law, said the injunction “was expected.”

Interim city attorney Chris Caso told the Dallas Morning News Tuesday via email that he plans to meet with city council members, who can opt to appeal the decision.

been three confirmed cases, and he still has friends in the juve-nile system.

The pandemic carries a heavy emotional toll, he said. Many educational programs have been cut back or suspended,

and visitation from family has been totally cut off in most cases, leaving children feeling isolated and vulnerable. Kids who are locked up already have a far higher risk of suicide than those in the general population, often linked to drug dependency, men-tal illness or traumatic childhood experiences and frequently involving physical and sexual abuse.

“That in and of itself puts a tremendous amount of hardship on their mental health,” said Martinez, who now works for the Youth First Initiative, a nonprofit that aims to close youth pris-ons and end juvenile incarceration.

“There is that fear that you’re going to be caught by the crisis and then ultimately have to deal with it while being away from your family and everyone you love.”
