The proposed pipeline was approximately 230 miles long with an estimated 71 miles over Federal lands and facilities administered by the BLM, United States Forest Service (Forest Service), and Bureau of Reclamation (Reclamation). The FERC and its cooperating agencies produced a Supplemental Environmental Impact Statement (SEIS) for this project in May 2009. On December 17, 2009, FERC issued an order authorizing the Jordan Cove LNG import terminal in Docket No. CP07-444-000 and Pacific Connector pipeline in Docket No. CP07-441-000. Then on April 16, 2012, the FERC vacated those authorizations after the proponent submitted its request to change the facility’s purpose from an import terminal to an export terminal. Pacific Connector amended its ROW request in 2013. In March 2016, FERC issued an order denying both the LNG plant and the pipeline. The applicants filed a request for rehearing, and, in December 2016, FERC issued another order denying the rehearing request. In January 2017, the project proponent, now Jordan Cove LNG, LLC (Jordan Cove), filed its intent to reapply for a certificate of public necessity and convenience and entered pre-filing status with FERC in February 2017. PROJECT NAME: PACIFIC CONNECTOR GAS PIPELINE (OR 63542)

PROJECT SPONSOR: JORDAN COVE LNG, LLC.

This document is intended to define the project team, including the authority, roles, and responsibilities for individual team members for the proposed Pacific Connector Gas Pipeline Project (Project).

ASSIGNMENT

Miriam Liberatore is the assigned Bureau of Land Management (BLM) Project Manager for the proposed Project. Mark Mackiewicz, PMP, Senior National Project Manager with the BLM Washington Office (WO-350), provides senior project management guidance.

Ms. Liberatore is responsible for guiding the Project to a successful conclusion as described in this document. PROJECT OVERVIEW

In 2006, Williams Pacific Connector Gas Operator, LLC, (Pacific Connector) filed with the BLM a Standard Form 299 (SF 299) ROW Application for Transportation and Utility Systems and Facilities on Federal Lands (OR 63542) for its proposal to construct, operate, maintain, and terminate a 36-inch diameter natural gas pipeline. Natural gas would be imported to a terminal in Coos Bay, Oregon, then up to 1 billion cubic feet per day of natural gas would be transported by pipeline to Malin, Oregon, crossing through Klamath, Jackson, Douglas, and Coos Counties. The proposed pipeline was approximately 230 miles long with an estimated 71 miles over Federal lands and facilities administered by the BLM, United States Forest Service (Forest Service), and Bureau of Reclamation (Reclamation).

the previous application. However, as of April 2017, the BLM still holds the active ROW application for the project filed by Pacific Connector.

In 2016, the BLM implemented new Resource Management Plans (RMP) for Western Oregon. This will require that a consistency analysis be conducted to determine whether the pipeline conforms to the RMPs or whether one or more amendments would be necessary to consider the ROW application.

OBJECTIVE

The BLM’s initial objectives are to cooperate with FERC in the preparation of environmental documents in a timely and efficient manner in accordance with applicable laws, regulations, and policies; to determine whether any new RMP amendments are needed and, if so, to reach a decision on any proposed RMP amendments required; and to process the ROW application and to reach a decision to approve, modify, or deny the ROW application if FERC authorizes the project. If the decision is to approve the ROW grant, the secondary objective is to ensure the project is constructed and rehabilitated in accordance with the terms and conditions of the ROW grant and the applicant’s Plan of Development (POD). The BLM then would ensure that the public ROW is maintained according to the stipulations, mitigation measures, and other requirements derived from the analysis provided within the National Environmental Policy Act (NEPA) process and set forth within the ROW grant.

The FERC, as the Lead Federal Agency, will determine whether to produce a new Environmental Impact Statement (EIS) or to supplement the prior document before it can render a decision on the proposed Project. An EIS or SEIS is required by the NEPA and all other applicable laws, Executive Orders, regulations, and direction to disclose new information that was unavailable when the Final EIS (FEIS) was published, including changed existing conditions at the locations of two wildfires that occurred in 2015 and 2016, new Survey and Manage data, and the BLM’s new RMPs. The environmental documents will be prepared by a third-party NEPA contractor funded by the project proponent and directed by FERC. The environmental documents will include the analyses of the Project’s conformance with the applicable land management plans. To that end, the BLM and Forest Service expect to prepare sections of the documents with assistance from its own third-party NEPA contractor (North State Resources), also funded by the project proponent, and directed by the BLM.

JURISDICTIONS

A list of agencies involved in the proposed Project and their respective areas of jurisdiction are summarized in this section.

FERC: Lead Federal Agency

As the lead agency, FERC is responsible for conducting the requirements of NEPA and producing a NEPA analysis document with cooperation of the other affected Federal agencies; a decision; and, if the decision is in favor, a certificate of public convenience and necessity for the project.

BLM

The BLM is responsible for making a decision regarding the adoption of certain plan amendments and for issuing, issuing with conditions, or denying a ROW grant, including a temporary use permit (TUP) for the construction of the pipeline and a grant for the operation, maintenance, and termination of the pipeline. The BLM is also responsible for ensuring that the stipulations and mitigation measures of the grant are implemented during the development phase of the project, under the guidance and direction of the BLM’s Project Manager.

The BLM offices affected by the proposed project are the Klamath Falls Field Office of the Lakeview District and the Medford District, Roseburg District, and Coos Bay District. The Medford District BLM Office is designated as the lead office for this project. The Oregon/Washington State Director would be the Authorizing Officer for the ROW grant, should one be issued.

Cooperating Agencies

Agencies which have jurisdiction or special expertise with respect to an environmental issue were invited to become cooperating agencies in the development of the previous EIS as outlined in the Council on Environmental Quality (CEQ) regulations (Sec. 1501.6) and are expected to cooperate with FERC on the new effort: • Bureau of Land Management • US Forest Service • Bureau of Reclamation • US Fish and Wildlife Service • US Army Corps of Engineers

• Manages project activities, keeping others informed of progress, and manages resources to achieve deadlines.

• Coordinates BLM agency review of environmental documents, consolidates project team comments, and assists in resolving discrepancies.

• Coordinates with the Authorized Officer and BLM staff for the review of the FERC’s environmental documents, the applicant’s POD, and other deliverables.

• Establishes a close-out process and transitions duties and responsibilities to designated field office personnel upon completion of the above duties.

• Alerts Authorized Officer of any conditions that may affect the health and safety of the project team.

• Attends Core Team teleconferences, monthly Project Coordinator meetings, monthly meetings with the proponent, and other meetings and conference calls as requested.

• Responsibilities of the Project Manager shall end upon publication of the final ROD, issuance of a decision letter, issuance of ROW grants (if approved), and preparation of the administrative record. However, should the BLM decision be appealed, the Project Manager shall assist attorneys until the case has been settled. Should duties extend into the construction phase of the project, this document may be amended to include those responsibilities.

Mark Mackiewicz, BLM – Senior Project Manager • Provides technical expertise and strategic assistance to the Project Manager. • Attends teleconferences as requested.

David Krantz, Umpqua National Forest – Forest Service Project Manager • Manages the project for the Forest Service. Engages the Regional Office, affected forests, and

ranger districts in performing work in support of the project. • Develops annual program of work, identifies staffing and prepares budgets to complete work

assigned to the Forest Service. Directs implementation of the Forest Service program of work. • Advises Forest Service line officers and principal staff on project status. Implements direction

from said personnel. • Coordinates with Pacific Connector staff to promulgate Forest Service interests and to resolve

issues affecting the Forest Service. • Represents the Forest Service in engagements with other Federal, state, and local agencies and

entities, including public meetings. • Serves as a member of the BLM, Forest Service, and Reclamation interagency executive team to

Tony Kerwin, Medford District BLM – District Environmental and Planning Coordinator, Wildlife Biologist • Technical consultant and subject matter expert for wildlife issues. • Provides review of biological resources documents and provides comments. • Coordinates with Project Manager on review of FERC’s biological assessment (BA), and the

Draft and FEIS.

Paul Uncapher, North State Resources (Third-party Contractor) – Project Manager • Primary point of contact with the third-party NEPA contractor to the BLM and Forest Service. • Manages all aspects of the third-party NEPA activities for the BLM and Forest Service with

respect to land management plan amendments. • Coordinates identification of affected environment and analysis methodology. • Coordinates identification and strategizes the addressing of inconsistencies in land use planning

Molly Casperson, Roseburg District BLM – Lead Cultural Resource Specialist (CRS) • Serves as the BLM’s lead point of contact for cultural resources issues on the project. • Serves as a point of contact for tribal consultation as indicated on the Tribal Contacts list,

appended. • Works with the Project Manager to ensure that proponent obtains all permits, expertise, and

information necessary to fully comply with cultural resources mandates. • Provides technical assistance to managers to ensure that tribal consultation is conducted in

accordance with BLM Manual 8120 and BLM Handbook H-8120-1. • Works with FERC to prepare any necessary agreement documents for the project to complete the

Section 106 process in consultation with Section 106 Consulting Parties. • Coordinates agency review of cultural or heritage resources documents; consolidates

interdisciplinary team comments; works with proponent and/or representatives to revise documentation to meet BLM standards, if necessary; and assists in resolving discrepancies.

Michael Campbell, BLM Oregon State Office – Communications and Public Relations • Coordinates, develops, and implements public relations and communications plans with respect to

Mary Johnson, Contractor – ROW Grant and TUP • Develops the ROW grant and TUP. • Coordinates the ROW and TUP with the proponent’s POD. • Coordinates with proponent’s ROW staff on road use and other issues related to the ROW and

TUP. • Coordinates with BLM, Forest Service, and Reclamation on development of stipulations and

conditions.

BLM PROJECT COORDINATORS

Aimee Hoefs, Coos Bay District Dorothy Dickey, Roseburg District Tony Kerwin, Medford District Terry Austin, Lakeview District • Actively participate in monthly project coordinator calls and, when requested, in other project

meetings, public meetings, and conference calls. • Assist in identification and resolution of issues and work collaboratively with internal and

external parties to resolve issues. • Submit documents to the administrative record as warranted. • Address team action items. • Work diligently to maintain the project schedule and meet agreed-upon deliverables. When a

particular deliverable or timeframe will not be met, notify the Project Manager immediately • When requested, review and comment on documents in accordance with the project schedule. • When a resource specialist assigned to the project will be unavailable or is no longer assigned to

the project, notify the Project Manager immediately. • Provide recommendations to the Project Manager on ways to better meet project objectives,

deliverables, and the project schedule. • Provide assistance to North State Resource in analyzing resource issues. • Work closely with Forest Service and Reclamation staff to develop ROW Grant and PODs.

• Serve as point-of-contact for local resource issues. • Coordinates with other district specialists to address project impacts on BLM lands. • Attends interdisciplinary team meetings and conference calls.

TIME COMMITMENTS FOR PROJECT TEAM MEMBERS

Staff time and commitments will vary as the project progresses. If BLM personnel are unable to meet the timeframes required to ensure timely completion of the project, their supervisor shall notify the Project Manager. Services of North State Resources, the BLM’s third-party NEPA contractor, may be substituted for BLM personnel, with BLM oversight and approval of the work.

DEADLINES

The Project Manager will provide team members with at least 10 working days to review large documents such as resource reports and drafts of the SEIS. Smaller documents may have shorter review periods, with every effort made to allow at least 5 working days for review. Team members will be notified as far in advance as possible of documents coming out for review so that work schedules and workload can be adjusted to meet review deadlines. Exceptions to this protocol may be requested as needed.

A detailed project schedule will be developed and updated periodically. Project team members will have the opportunity to review and comment on the proposed schedule. Upon completion of this review and negotiation with the BLM, a final schedule will be developed for signature and approval of the respective managers.

CONFLICT AND ISSUE RESOLUTION

Weekly core team meetings and monthly project coordinator meetings, typically held via conference call, will be the primary venue for identifying project issues. Team members and coordinators should contact the Project Manager if there is an issue that should be included as an agenda item. The Project Manager may determine a resource-specific meeting or conference call is required. If a strategy for resolution is not identified in the project coordinator meeting, the core team will identify a strategy for addressing or resolving the issue and will report back to the project coordinators at the next monthly meeting. If more timely attention is needed, project coordinators should contact the Project Manager who will bring the attention of the issue to the core team, where an ad hoc meeting or meetings to address the issue will be scheduled if necessary. Project coordinators may need to attend these meetings to assist in clarifying, addressing, or assisting with development of a strategy to resolve project issues. Issues addressed in ad hoc meetings will be reported in project coordinators meetings.

If issues arise related to the unresponsiveness of the core team or project coordinators, line managers may be contacted to assist with the resolution of conflicts of priorities, workload, communication, or points of view. It is understood that team members will work within the team structure first to identify and resolve issues before elevating the issue to a line manager.
