WHAT was supposed to be a petty incident led to the im-prisonment of a barangay kagawad in Mandurriao, Iloilo City evening of May 20, 2018.

Barangay Kagawad Jafsie Roy Rico of Block 22, PHHC (People’s Home-site and Housing Corporation), Mandurriao was arrested after he acted unruly inside the Mandurriao Police Station.

Rico apparently wanted policemen to release Jonel Lanciola, a passenger jeepney driver who was arrested after almost hitting a motorcycle-riding policeman along Q. Abeto St., Mandurriao.

THE sewage pipe found buried in the sands of Boracay Island contains high coliform bacteria levels, according to the Depart-ment of Environment and Natu-ral Resources (DENR).

DENR-6 regional director Jim Sampulna said the pipe’s coliform level was 74,000 most probable number per 100 mil-liliters (MPN/100ml), which is way higher than the safe level of 400 MPN/100ml.

“Secretary (Roy Cimatu) was worried because hindi niya

ini-expect yun,” he said.Coliforms are a broad class

of bacteria found in our envi-ronment, including the feces of man and other warm-blood-ed animals. The presence of coliform bacteria in drinking water may indicate a possible presence of harmful, disease-causing organisms.

The owner of the pipe has yet to be identified, according to Sampulna, but it is among the 33 sewage pipes that were found buried in the White Beach area.

ROXAS CITY, Capiz – A word war has erupted between two members of the Sanggunian Panlungsod (SP) here relative to the dry run of the “odd-even” traffic scheme which has drawn negative comments from the public.

City Councilor Julius Abela was the subject of negative attacks by fellow Councilor Powell del Rosario after the

former posted and personally reacted via Facebook to the latter’s opposition to the traffic scheme being implemented by the Traffic Management Unit (TMU).

Several netizens and Facebook fol-lowers also attacked Abela, prompting him to allegedly delete the reac-tions.

Under the proposed scheme which started Tuesday last week, tricycles were divided into two groups, odd and even,

based on the last digit of their assigned body numbers.

But after a 3-day dry run, the city government suspended the “odd-even” traffic intervention scheme in due to negative comments from commuters and transport groups who riled at the limited number of tricycles plying the roads.

TMU head Junie June Hervias con-firmed the cancellation of the traffic

plan. He added that since the TMU recommended the scheme, it was proper for him to ask the city government to cancel it after the feedbacks.

The dry run of the traffic plan was supposed to last for two weeks, start-ing May 15.

Rosario has expressed opposition to the traffic proposal saying the mechan-ics and time frame of the dry run were unclear.

A MAKATI-based business-man was arrested recently for an illegal-drugs related case.

Eneki Araneta, who also goes by the name Juan Igna-cio Araneta, 42, was collared around 5:30 p.m. on May 16, 2018, at his bakeshop on Kama-gong Street, San Antonio Vil-lage, Makati City

Araneta’s arrest was relayed to the media late Sunday af-ternoon.

Members of the Aklan Po-lice Provincial Office (APPO) Investigative and Detective Management Branch, Makato Police Station, and the Criminal Investigation and Detective Group (CIDG), served the arrest warrant to Araneta for violation of Section 11, Article II of Republic Act 9165 (Com-prehensive Dangerous Drugs Act of 2002) under Criminal Case No. 10141.

Judge Marietta Homena-Valencia of RTC-6 Branch 1, Kalibo, Aklan issued the arrest warrant on Dec. 11, 2011.

Bail bond for his temporary liberty was set at P200,000.

THE net worth of outgoing Ombudsman Conchita Carpio Morales has increased by more than P17.778 million since her appointment as chief of the anti-graft body in 2011, according to her Statements of Assets, Liabilities, and Net Worth (SALN).

Morales declared a net worth of P58,527,347.84 million as of December 31, 2017, or about P4.4 million higher compared to her 2016 wealth of P54.13 million.

Morales, who retires as Ombudsman in July, started her seven-year term with a net worth of P40.749 million.

The biggest gain in the wealth of Morales came from her per-sonal properties, which increased by more than P9.936 million after seven years.

Morales said her personal properties, which include cars, jewel-ries, books and cash investments, had a total worth of P38.976 mil-lion in 2017. This only amounted to P29.040 million in 2011.

Morales reported in her 2016 SALN that her personal properties had a total amount of P34.49 million.

The bulk of the increase came from Morales’ cash on hand and cash investments inclusive of retirement benefits at the Supreme Court Savings and Loan Association (SCSLA) and other coopera-tives worth P35.028 million.

She had declared her personal properties to be around P25 million seven years ago.

It may be recalled that Morales served as an associate justice of the Supreme Court for eight years before former President Benigno Aquino III appointed her as Ombudsman.

In 2017, the Provident Fund of Morales which was acquired from 2014 to 2017 amounted to P124,787 while her collection of jewelries, books, furniture antiques, and silverware purchased since 1972 had a cost of P3.3 million.

From four motor vehicles seven years ago, Morales only de-clared a car purchased in 2003 worth P390,000 and a P132,850 van acquired in 2011.

REAL PROPERTIESMeanwhile, the worth of the real properties of Morales had

a difference of P5.53 million compared to when she started her term as Ombudsman and her second-to-the-last SALN before retirement.

The latest property purchased by Morales in 2013 is a condo-minium unit in Makati City worth P4.9 million.

She also declared two residential lots and a house in Muntin-lupa City valued at P3.33 million, including improvements. The improvements were not included in 2011.

THE Western Visayas Sanitarium (WVS) in Sta. Barbara, Iloilo will have a new chief on June 1, 2018.

Provincial Administrator and Hospital Management Office head Dr. Raul Banias reported that Provincial Health Officer 1 Dr. Judy Ann Dumayas was chosen as the new WVS chief.

Banias said the Office of the Secretary of the Department of Health has already informed Dr. Dumayas for her appoint-ment.

“She is being requested to submit all necessary documents. After submission, her appointment will be signed by the secretary. We assume that by June, she can be installed already as the new chief of hospital of Western Visayas Sanitarium,”

he said.Dr. Dumayas currently serves as officer-

in-charge of Sara District Hospital. She was only appointed two weeks ago follow-ing the retirement of former SDH chief Dr. Jeremiah Obañana.

Dumayas has very rich experience in hospital management and is academically qualified, according to Banias.

AFTER he fired Tourism Secretary Wanda Teo, President Rodrigo Duterte gave his first instruction

to the new Tourism Secretary Bernadette Romulo-Puyat: “Just don’t be corrupt.” Her reply was just as curt “Yes, of course.”

Her predecessor, Wanda Teo, was told to resign on the suspicion that she and her family had unlawfully gained financially from the P60 mil-lion placement of Department of Tourism advertisement in the government television network, PTV 4. Now she and her husband, Roberto, are facing graft charges for giving unwarranted advantage to a water company in Boracay. Roberto, who had earlier resigned, headed the Tourism In-frastructure and Enterprise Zone Authority that is an agency under DOT.

Teo had initially said she will not resign and waged a media defense of her decision on the placement of ads. She alleged she did not know about the placement but her explanations only raised more questions ending with the President telling her to just resign; now there are more exposition of

her term in DOT.In her farewell speech before the DOT

officials and employees, she admitted she made a mistake by not checking the ads

contract and must take the blame for “command re-sponsibility”. She fell short of saying that her family financially benefited from the deal because her family owned the advertising firm that handled the placement. She also failed to explain why she did not check an expenditure of P60 million. That lapse of discretion can-not exculpate the facts.

She has more now to defend particularly because the new DOT Secretary is digging up more dirt in the department, the latest being a “Buhay Carinderia” project under Cesar Montano. Montano pointed to Teo as the responsible official.

She blamed media for her problems. In her farewell speech, she did not give the reason for pointing at media for her sudden exit, but the issue had initially exploded in the media when she was accused of spend-ing millions in her foreign trips that in-

cluded her hairdresser and make-up artist. It was viewed as an abuse of privilege.

The case opened other issues with the charge involving the ads placement. The rest, as it is said, is history.

Media reports only what had transpired; it cannot be blamed for what people in public office do that contravenes the law. Public officers are responsible for their decisions. An independent media is duty-bound to report their actions.

The best principle in office for public office is the President’s advice to DOT Secretary Puyat, “Just don’t get corrupt”.

The country’s problem is that govern-ment officials seem not to have heard of the phrase, “don’t get corrupt”. They surely have heard God’s command, “thou shall not steal” hundreds of times in school, at home and in church. But how come many are corrupt?

The record of the Philippines, corrup-tion-wise, is known and attempts at curtail-ing it are taking decades, but nothing seems to have stopped this crime against the people. In fact, the Philippine Constitution established the Office of the Ombudsman with the intent of putting an end to corrup-tion or at least minimizing the crime. But

NEW YORK CITY – With 12 months to go before the 2019 congressional elections in the Philippines, Iloilo City Mayor Jose “Joe III” Espinosa III and brother-in-

law, Iloilo City Rep. Jerry P. Treñas, are still adamant to disclose their complete line-up.

Their alleged “quarrel” has already bor-dered on soap opera.

Others swallow the “feud” hook, line and sinker; but some astute analysts think they’re just rerouting the procession which will eventually end up in the church any-way.

Aside from confirming that “I am defi-nitely running in 2019”, Mayor Joe III has continued to keep his followers and critics in suspended terror; the mayor and the congressman have continued to cultivate an air of unpredictability (Law 17 of the 43 Laws of Power).

Although mayoralty aspirant Treñas has revealed his running mate would be Vice Mayor Jeffrey Ganzon, he hasn’t announced his candidate for congressman, a crux that has raised some eyebrows.

Egged by some confused supporters to “stay put” and run for city mayor versus Treñas, Mayor Joe III himself has refused to reveal his political cards for 2019, thus deepening the mystery further.

The million dollar question for Joe III is still: to run for mayor or to run for congressman alongside Treñas and Ganzon?

Their supporters in Iloilo City and abroad want to know.Impatient and excited Ilonggos are hankering for an honest-to-

goodness answer; they want it now, and they want it quick.But even if we can bring the horses to water, still we can’t

force them to drink.

This will give trail horse Councilor Joshua Alim, the most senior among the incumbent oppositions in the city council, the opportunity to woo the Ilonggos and unveil his intention to run for the position to be vacated by Treñas.

Now that Alim has secured the support of businessman and for-mer mayoral candidate Rommel Ynion and probably the Gonzalez political clan, led by matriarch Dr. Pacita Trinidad Gonzalez, he can be a sentimental favorite if he announces his bid soon.

While the Joe III-Treñas-Ganzon camp dilly-dallies on the disclosure of its ticket in the major positions, Alim may start barnstorming the metropolis’ 180 barangays where some of the newly elected officials are fresh faces and incorruptible.

In terms of political upset, Alim may use 1992 political neo-phyte Rafael “Paeng” Lopez-Vito as a model and rallying point.

WE have to strongly and frequently remind ourselves that we are supposed to be another Christ, who as the Son of God, the perfect image that God has of himself,

is the pattern of our humanity, and who as the God-made-man, is the redeemer of our damaged humanity.

We have to do everything to achieve that goal, that ideal, for which Christ has already given us everything. In fact, he has given his own self, and not just some means.

We need to be truly Christian, going beyond just being Chris-tian by name, nor even just being a Christian performer or actor or scholar, quite active in church activities and knowledgeable

about Christian doctrine. Much less should we be contented with being a Christian caricature.

We have to have the mind and heart of Christ, his very own spirit which is given to us this time in the Holy Spirit, such that while we can say that we are so-and-so as our personal, individual identity, we can also say with conviction that we are another Christ.

Our human identity, let us remember, is not complete unless it is merged with the identity of

Christ. And this is possible and achievable because in the first place Christ wants it that way. “You are mine,” we read in the Book of Isaiah (43,1), underlining the fact that as a creature of God, we cannot be without our Creator and Savior.

That is why God continues to beg us to be with him. “My son, give me your heart and let your eyes delight in my ways,” we read in the Book of Proverbs. (23,26) Are we aware of this divine plea and are we doing something about it?

We should try our best to exercise our faith to the hilt, the faith that God himself gives us. We have to be guided by our faith more than anything else so that we can have not only an encounter with God through Christ in the Holy Spirit, but also to enter into vital union with him, such that God and us become one.

This is no pipe dream. It’s true, of course, that while this ideal will only be definitively achieved in heaven, it is also true that it has to be pursued earnestly, without let-up, while here on earth. It can be done. It should be done, what with all the resources Christ has made available for this purpose.

When we have the mind and heart of Christ, we would know how to understand everyone and everything, and would be willing, like Christ, to bear whatever burden there is in our relation with others. We would know how to be patient, compassionate and merciful. Anger, envy and pride would be far from us.

We would prefer to suffer and even die than to compromise our charity. That would the real mark of one who is truly identified with Christ. We would be full of charity. We may have defects and still commit some mistakes, but our charity stays and is lived abidingly.

Everyday let us craft a plan or strategy to keep our vital identification with Christ a reality. This is not falling into some kind of psychological complex, since if we truly try to be another Christ, Christ himself will be the first one to make us humanly simple and humble.

We need to feel at home with this basic truth of our faith that our very consciousness should have Christ as its essential constituent. We have to learn to live this identity with naturalness, one that includes the eminently spiritual and supernatural character of our life. Email: [email protected]

PRESIDENT Duterte takes pride in his being smart on geopolitics. After all, as he more than once told his

But ‘yung boots on the ground, ‘yung pupunta doon tapos makipag-away tao por tao, takot ang America,” he said at the send-off of the scientists who will conduct a study in Benham Rise, renamed Philippine Rise, which has been declared as by the United Nations as part of the Philippines’ extended continental shelf.

“Hindi mo maasahan ang America,” he said.

He said his knowledge of geopolitics is the reason why he does not insist on the Philippines’ claim over features in the

Spratlys which are also being claimed by China.

“So naggaganun-ganun ako. I’m playing geopolitics with everybody. Pag ka wala eh di sabihin ko China pwede ka sigurong magdala ng --- ubos na ang mga sundalo ko, maybe you can replace it with about

Although some “ingrate” Ilonggo consumers did not go all out for Alim in his losing bid for city mayor against Treñas in 2004, the pride of Koronadal, South Cotabato continued to score high in public approval ratings these past years.

Former media colleague Florence Hibionada described Alim as “a very sincere pub-lic servant who visits a vigil for the dead even without the elections.”

He has friends and admirers in all sectors, especially the urban poor, the youth and the senior citizens.

Alim, my former media colleague and kumpare (we are godfathers to the twins, Raymond and Rainier, sons of Iloilo community affairs chief Nereo Lujan), has carved a niche in public service dur-ing his days as a Bombo Ra-dyo Iloilo reporter in the late 80’s until he passed the bar in 1991.

As a newly minted lawyer, he agreed to face his former law professor in the Central Philippine University (CPU),

now Judge Nery Duremdes, in a media labor case, the first controversial case he handled as an associate of Bedona and Bedona Law Offices in 1992 and won.

When I volunteered to enter the Iloilo City Police Office (ICPO) jail (I was ordered by then ICPO chief Dionisio Duco) for “fighting” in 1993, then Atty. Alim, clad in Barong Tagalog, arrived and chided me, “Pre, naga ano ka da sa sulod man? Indi ka da angayan gua da (Buddy, what are you doing inside? You don’t belong there. Get out!).”

If the mayoral contest will be crowded, Alim, who has never been tainted as a public servant, may be ripe to shoot for the congressional seat.

Some of his peers in the law profession in Mindanao and other parts of the country may be waiting for him in Congress.

acts as the people’s investigator and accuser and has been successful in making their countries relatively honest. Why does it fail in the Philippines?

Under the Ombudsman law, the Office of the Ombudsman does not need to be called to act. It can investigate on its own, file a case and prosecute it. A news report or an anonymous letter is sufficient for the Ombudsman to act. Well, that hardly happens. The Ombudsman rarely acts without a complainant unless there is strong public pressure on highly scandalous cases. This dissuades people from complaining considering that they have to hire a lawyer, spend thousands to pursue the case and worst, more money to insure they get justice.

We have had sad experiences with the former Ombudsmen that sent the message - you are wasting your time. Have things changed? Now, for instance, how true are talks that dismissals of recent graft cases were arranged?

President Duterte depends on the person’s virtue not to be cor-rupt, but he can do more by checking how the Ombudsman and the Sandigan dismiss corruption cases.

BACOLOD City – Former congressman Julio Ledesma IV (1st District, Negros Occ.) and his actress-wife Assunta de Rossi, filed separate libel cases against a daily newspaper columnist, its editors, and officers.

The couple, who went to the San Carlos City Prosecutor’s Of-fice on May 18, 2018, filed their separate criminal complaints, asking for a total of P140 million in damages.

The respondents are Philippine Star columnist Victor Agustin; Philstar President Miguel Belmonte; Editor-in-Chief Ana Marie Pamintuan; Managing Editor Romel Lara; and, Business Editor Marian Vego.

Atty. Ranulfo J. Javelosa III of Morales & Justiniano law office is the counsel for former Cong. Jules.

Lawyers Pretty B. Celiz and Stephanie Kate C. Arevalo, both of LMA Law firm, are the counsels for Assunta.

“We confirm the filing before the San Carlos City Prosecutor’s Office on May 18, 2018, of libel cases vs. Victor C. Agustin and his editors in the Philippine Star, for what Agustin wrote and the newspaper published on June 5, 2017,” Celiz said.

It has something to do with the writer’s “Money Go Round” column which we deemed libelous and damaging to our clients. The article of Agustin, ‘Assunta Rescues Ledesma’s Rolls Royce from the hotel caper’, we believe is libelous,” Celiz said.

Celiz, Arevalo, and Javelosa did not elaborate on the contents of Agustin’s article but they said all elements of libel are present in the column published in the daily’s business page.

AUTOMATIC price control was enforced on basic necessities in the Island of Boracay.

The three barangays of Balabag, Manoc-manoc and Yapak (Boracay Island) in the Municipality of Malay have been placed under a state of calamity following the issu-ance of Proclamation No. 475 by President Rodrigo Duterte.

Pursuant to Section 6 of Republic Act 7581 (also known as the Price Act) as amended by RA 10623, prices of basic necessities shall automatically be frozen at their prevailing prices or placed under price control whenever an area is declared

under a state of calamity. The DTI – Aklan is closely monitoring

the prices and supply of basic necessities such as bread, canned fish, coffee, salt, potable water in bottles, processed milk, instant noodles, candles, detergent, laundry soap in these areas to ensure that business establishments comply with the price freeze and basic necessities are available, said OIC PD Iturralde.

The automatic price ceiling (APC) was published in the Daily Guardian on 5 May 2018 and was in effect since then.

The DTI advised the consumers to be

guided by the list of products under the APC which is available in the facebook page of DTI-Aklan at “Dtiph Aklan” and posted at the Negosyo Center Malay locat-ed at Boracay Action Center, Balabag, Bo-racay Island in making their purchases.

CEBU PACIFIC said Monday it broke its own record for the most number of passengers flown in a single day, as summer season demand boosted traffic.

The Gokongwei-led airline said it flew 65,298 on May 7, breaking the previous record of 64,684 on Dec. 27, 2016. The new record was set on 395 flights to 37 domestic and 26 international destinations.

MANILA -- Has Reina His-panoamericana 2017 Winwyn Marquez replaced Miss World 2013 Megan Young in the up-coming comedy “Unli Life?”

On Saturday, entertainment website PEP reported that Mar-quez is now the leading lady of Vhong Navarro in the film.

This is contrary to what the “It’s Showtime” host said in an interview back in February that he would be working with Young.

Aside from Marquez, PEP likewise reported that “Unli Life” will feature “Pilipinas Got Talent” finalist Joven Olvido.

Also included in the cast is Marquez’s father, comedian Joey Marquez.

No other details about the film has been released although based on Marquez’s Instagram post, she and Navarro have already been shooting “Unli Life.”

MANILA – China could soon deploy combat planes in the Spratly Islands that would place the Philippines within the Asian power’s bombing range, an analyst warned Sunday.

In a report on 24 Oras, University of the Phil-ippines Institute for Maritime Affairs and Law of the Sea director Jay Batongbacal said the whole Philippines would be at risk of bombing as China could soon deploy aircraft in the area.

“’Pag nagkaroon ng ganiyang klaseng aircraft doon sa Spratly Islands, ang buong Pilipinas ay nasa loob na ng kayang bombahin ng China,” he said.

“It should be considered as a potential threat,” he added.

Batongbacal made the statement after China announced the landing and taking off of H-6K

long-range bomber planes on Woody Island within the Paracels group.

The Asia Maritime Transparency Initiate had said that the militarization of Woody Island may play a role in China’s supposed plan to build large hangars on all of its outposts in the Spratlys including the Subi, Mischief and Fiery Cross reefs.

It said China’s facilities on the three reefs can accommodate H-6 series bombers and large trans-port, patrol and refueling aircraft.

Batongbacal said the Philippines must request for a dialog between China and the Association of Southeast Asian Nations (ASEAN), of which the Philippines is a member.

In speeches made in Cebu over the weekend, President Rodrigo Duterte said reiterated that he will not engage in war, given the country’s limited resources and considering that China has “always been conciliatory.”

MANILA – Senator Francis Pang-ilinan announced Monday the six candidates the former ruling Liberal Party will field in the 2019 senatorial elections.

Pangilinan, LP President, said in-cluded in their slate are re-electionist Sen. Paolo Benigno Aquino, former Quezon Representative Erin Tañada, Free Legal Assistance Group (FLAG) chairman Chel Diokno, Magdalo party-list Representative Gary Ale-jano, and former Akbayan party-list Representative Barry Gutierrez.

He said they will be part of the Resistance Coalition.

vince actress Agot Isidro to run for the Senate.

He did not say if ousted Chief Jus-tice Lourdes Sereno will be included in the line up but he noted that: “We have to have strong women in our ticket.”

Aside from LP, he said the coalition of opposition parties includes Ak-bayan, Magdalo, and the organization Tindig Pilipinas.

“It can’t be just LP. It should be based on the issues that we’ll be up-holding. We are in talks with Akbayan, with Magdalo...Tindig Pilipinas is part of the talks. And we’re still discussing and reaching out to other groups,” he said.

MANILA – The Consultative Committee (Con-Com) tasked to review the 1987 Constitution for possible amendments proposed on Monday to have three high courts under the eyed federal type of government.

According to a Balitanghali report by GMA News’ Sandra Aguinaldo, former chief justice Reynato Puno, chairman of the 20-member con-sultative body, said there is an ongoing consensus about having a Federal Supreme Court, Federal Constitutional Court, and Federal Administra-tive Court.

Puno said the Federal Supreme Court would handle conflicts within the federal government, issues between the federal government and feder-ated regions, and conflicts among the federation regions.

The Federal Constitutional Court, on the other hand, will deal with cases questioning the con-stitutionality of laws, international agreements, presidential decrees and proclamations, and other laws that will be passed by the legislative assembly of federated regions.

Lastly, the Federal Administrative Court will handle election-related cases.

Puno pointed out that under this proposed sys-tem, cases would be hastily dealt and solved.

IMPEAchMENTThe body also suggested that under the new

Constitution, the impeachment proceedings of impeachable officers would be under the juris-diction of both the Congress and the judiciary branch of government.

Under the proposed system, the articles of impeachment will be submitted to the Constitu-tional Court instead of passing it to the Senate.

Puno said the Concom has been closely moni-toring issues hounding the judiciary branch such as the case of ousted Chief Justice Maria Lourdes Sereno as it wants to preserve the integrity of the justice system in the Philippines.

MANILA – The Senate has elected erstwhile Senate Majority Leader Vicente “Tito” Sotto III Senate President.

Sotto took his oath Monday to replace Senator Aquilino Pimentel III after 16 senators, including the latter, signed a resolution seeking reorganization of the chamber.

No less than Pimentel nominated Sotto to lead the Senate.

Pimentel thanked his colleagues for giving him opportunity to be Senate President.

He said Sotto was the fittest to be the Senate President as he usu-ally solved issues amomg senators whenever there was an impasse on the floor.

Pimentel said senators also con-sulted Sotto whenever they needed guidance on how to proceed in the Senate legislative mill.

He also said that Sotto is an in-stitution in the Senate, in the music industry, in sports, and in his own political party.

“My nominee is always on time and always prepared,” Pimentel said.

Minority Leader Franklin Drilon did not oppose the nomination but did not nominate anyone from their bloc.

IN A MOVE to make Iloilo a resilient city in the country, the National Resilience Council (NRC) held the First Stakeholders Meeting and Launching of Resilient Iloilo City Initiative at the Penthouse of the City Hall on May 10, 2018.

Mayor Jose Espinosa III said the City Government welcomed NRC’s initiative to include Iloilo City as one of pilot resilient cities.

“We are very happy that Iloilo City has been selected as one of the pilot areas in the country so that we can see to it that

we will become a resilient city in terms of environment, human development, local economy, and infrastructure,” Espinosa said.

“Iloilo City was chosen among other cit-ies because despite the risks, the metropolis could still have big contributions to the na-tional economy and development once the risks have been reduced,” NRC president Ma. Antonia Yulo-Loyzaga said.

The three-year initiative is composed of two programs. “One is a leadership in governance wherein there is recognition

of new skills, competencies, knowledge that need to be imparted to LGUs par-ticularly in officials who are in charge of both disasters and development. The other is combined with science and technology that is a set of competencies and skill. These two will be the stepping stones towards the resilience roadmap of each LGU,” Loyzaga said.

THE Philippine Statistics Authority (PSA) in collaboration with the Provin-cial Government of Guimaras hosted the Post 28th National Statistics Month (NSM) Evaluation Workshop on May 18, 2018, at the Provincial Health Of-fice (PHO) Conference Room in San Miguel, Jordan, Guimaras.

A total of 55 NSM Coordinators from various agencies, LGUs, academe, and private institutions in Western Visayas (WV) convened to uphold the said evaluation workshop.

The activity aimed to share the best NSM practices and success in the conduct of the activities, evaluate the strengths and weaknesses, and discuss and resolve issues and concerns that transpired in the conduct of last year’s NSM.

They also recommended improve-ments in the conduct of the 29th NSM in October 2018 and to strengthen the commitment and collaboration of NSM coordinators.

NSM coordinators were also ex-pected to come up with an agreement on what best NSM practices and in-house activities of other agencies/provinces/cities that may be adopted and to elicit stronger commitment and collaborative efforts for the success of the next NSM celebration in the region.

Dr. Cathrelle Nava mentioned in her message that the activity will drive all participants to have better planning and programming for every office.

“Statistics, on the other hand, is an indispensable tool especially in the national development and it’s like a compass that gives direction to navi-gators; statistics give direction to local

planners and we can say that public health reach the benefits of statistics wherein health issues were captured faster and therefore can be addressed immediately, thus we recognized the importance of statistics and its contribu-tion to the achievement of AMBISYON 2040,” Nava said.

FIFTY LIBRARIANS were trained to write books in the dialect by the National Library of the Philippines (NLP) during a Training Workshop on the De-velopment of Children’s Books in Mother Tongue at City Hall Penthouse May 15-17.

The initiative was conducted for the purpose of helping subject teachers to produce books in order to fill the scarce resources in K to 12.

Iloilo City Public Library head Marion Aguirre said the outputs of participants will be compiled, produced, and distributed to various libraries here.

“This is very significant be-cause we are teaching mother tongue to our pupils but due to the scarcity of mother tongue books, we only have limited materials in schools as well as in libraries,” Aguirre said.

The training was funded by the National Commission for Culture and the Arts (NCCA) with the help of NLP.

“Since NCCA witnessed the good results of the project, hopefully, this will be given enough budget and will contin-ue for the next years to come,” said Flordeliza T. Quiñones, assistant chief of NLP’s Refer-ence Division.

“We also wanted to encour-age the private schools in Iloilo and make them aware and I think they will follow this pro-gram,” she added.

5th East Asian Seas Youth Forum: A Call for Young Ocean Leaders

Youth engagement support-ing the sustainability of coasts and oceans has been a critical part of this journey. Youth continue to prove themselves active and dynamic agents, bringing bright ideas, powerful resolve, and the will to facilitate change by shaping the future they want.

With this in mind, the East Asian Seas (EAS) Congress 2018 Secretariat calls for youth applicants to join the Fifth EAS Youth Forum (YF5) to be held at the Iloilo Convention Center, Iloilo, Philippines, on Novem-ber 27-30, 2018.

Launched at the EAS Con-gress 2006, and now entering its fifth session, the YF5 is a key event of the EAS Congress, serving as a platform for young leaders in the region to get involved in coastal and ocean sustainability. Over the past decade, EAS Youth Forums have engaged and enabled over 200 youth, strengthening their capacity to deliver solutions for sustainable development of coasts and oceans in East Asia.

The theme for the Fifth EAS Youth Forum, “Moving as One with the Global Agenda: Active and Engaged Youth in the EAS Region”, invites young leaders in the region to take an active role in driving the sustainable development agenda for coasts and oceans in the region. The event offers youth an opportu-nity to develop their skills and grow as ocean professionals, young leaders, and future in-tegrated coastal management (ICM) practitioners.

learning discussions, team building activities and creative workshops, YF5 will launch the EAS Youth Programme that will provide a more sus-tainable platform for youth engagement on coastal and ocean development efforts in the region. Senior Superintendent Lope Manlapaz, Aklan police chief, said Aklan policemen searched for Araneta after his arrest war-rant was issued but he remained elusive until his arrest.

Members of the Boracay Tourist Assistance Center (BTAC) arrested the then 34-year-old suspect for possession of cocaine while staying in Boracay Island.

According to reports, a po-lice personnel accidentally

caught Araneta in possession of illegal drugs while inside the comfort room of a bar.

Araneta reportedly came out of the comfort room bring-ing along with him a sachet of cocaine and drug parapher-nalia.

She is a graduate of Master in Public Health at the Uni-versity of the Philippines in Manila.

Once appointed, Dumayas will replace Sanitarium OIC-medical center chief Dr. Gary Ong.

The driver’s wife called Rico for help and the latter arrived at the police station several minutes later.

“He was demanding to go inside the investigation room. I told him to just sit outside and wait while the incident is being investigated,” Navales said.

Navales again cautioned and told him not to interfere in the investigation.

But Rico allegedly did not waver in his desire to go inside

This time, the lady cop gave it to him. He was arrested and put behind bars.

He is also facing complaints for alarm and scandal and dis-obedience to lawful order.

MOBBED?While the investigation was

going on, Navales left the po-lice station to conduct another round of patrol operation to check the compliance to the curfew ordinance.

But she later got a call that Fernando Jose “Boyet” Rico, Jafsie’s father, and a certain En-gineer Efren Paredes arrived at the police station with several PHHC residents.

Boyet, a former barangay captain, works as a coordina-tor of Iloilo City lone district Rep. Jerry Treñas. He used to be an executive assistant for barangay affairs at the Iloilo City government.

More or less 50 persons, believed to be PHHC residents, stormed the police station.

Boyet and Paredes alleg-edly berated SPO2 Florence Millama and demanded to talk to Navales.

Paredes reportedly told Millama that he was the one who financed the roof of the building which houses the police station aside from pro-viding the radio antenna of the Mandurriao PNP.

Paredes also purportedly told Millama that he would take back his donation.

Millama later told the en-gineer that he could strip the building of its roof but they

have to wait for Navales.“She was crying when I ar-

rived,” Navales said.But in a subsequent inter-

view, Rico denied that he cre-ated alarm and scandal inside the police station.

He admitted, though, that he was with Paredes who indeed reminded policemen of his donations.

MISUNDERSTANDING Boyet Rico regarded the in-

cident as a petty episode caused by a mere misunderstanding.

“Gin-inform ang bata ko, nga number one kagawad-elect, nga updan ang iya constituent nga nangayo ayuda,” he said.

Boyet said that when he ar-rived at the police station, his son was already in jail.

They eventually bailed out Rico for alarm and scandal (P3,000) and disobedience to lawful order (P5,000).

The release order was signed by Executive Judge Anne Bea-trice Aguana-Balmaceda.

Boyet said they could have settled the incident peacefully if he was present when the con-frontation occurred.

He said emotions ran high, partly owing to the fact that his son is very young.

“I have nothing against Chief Inspector Navales. Maayuhay man kami,” he added.

But if policemen would pursue charges against at them, Boyet said it’s their discretion. But he still hopes that they could talk things over and settle their misunderstanding.

While the police might pur-sue charges against Jafzie, Navales said Millama will have to decide if she will file cases against Boyet Rico and Paredes.

In the event that substantial recoveries will be found in the three pilot provinces, Marañon said the recount will continue with the rest of the protested provinces. Otherwise, the case with the three provinces will be

dismissed.“These three provinces will

determine whether the protest case of Bongbong Marcos will go on or not. It is not necessar-ily that the result will match. Under the rules of the Supreme Court, there should be a sub-stantial recovery. A substantial discovery means it is math-ematically possible for Marcos na maabutan yung lamang ni Robredo,” he said.

Inclement weather during the first day posed problems in the retrieval of the ballot boxes. Marañon reported that five bal-lot boxes in Miagao town were destroyed after the storage fa-cility was damaged by a fallen tree due to heavy rains.

MADRID, Spain – Two Spanish giants bid farewell to their boyhood clubs on Sunday as Andres Iniesta waved goodbye to Barcelona and Fernando Torres went out with a bang at Aletico Madrid.

DUMANGAS, Iloilo is going strong in the Biron Cup Season 2 tournament after capturing victo-ries in volleyball and basketball matches over the weekend.

The men’s volleyball team unleashed the heart of a champion as they rallied from a 0-2 deficit to win in a classic semifinals clash against the municipality of San Miguel, 17-25, 23-25, 25-10, 27-25, 15-8 at the Dumangas covered court, May 20.

With the win, Dumangas will take on Pavia in a Best-of-Three championship series.

In the women’s division, the dream rematch between arch rivals Pavia and San Miguel was sealed after defending champion Pavia eliminated Pototan in straight sets, 25-20, 25-16 26-24.

The municipality of San Miguel also won beat Dumangas in three straight sets, 25-19 25-22 25-12.

In men’s basketball, Dumangas escaped Barotac Nuevo, 80-73, at the Passi City covered court. The losing squad struggled in the hard court after star player Ralph Bajon missed to play the game.

Dumangas is set to face Alimo-dian in the quarterfinals.

Passi also routed San Enrique, 102-83, to advance in the quarter-final round which will be held at Punong gym in Passi City.

TEAM Sky Cable Iloilo retained the crown in the Iloilo Governor’s Cup National Invitational Basketball Championships after eliminating Letran Knights, 92-83, in the second edition of the tournament held at the Pototan Astrodome, May 20, 2018.

Aside from the title, Sky Cable also won the P100,000 cash prize while Letran took home P75,000.

Both teams played superbly early in the game, but Rodriguez Ebondo torched every defender thrown at him with 19 big points.

Letran struggled from the field in the first half,

but Ilonggo cager John Paul Calvo unleashed a 14-point performance, including two treys.

Another Letran Knight, Kier Quinto, contrib-uted 17 points to their losing cause.

In the battle for third place, Centro Escolar University (CEU) Scorpions defeated Mapua Cardinals, 99-84, to win the P50,000 cash prize. The Cardinals, on the other hand, got the P25,000 cash prize.

OAKLAND – Stephen Curry silenced his crit-ics with a 35-point display as the Golden State Warriors thrashed the Houston Rockets 126-85 to take a 2-1 series lead in the NBA Western Conference finals on Sunday.

Curry, targeted relentlessly by Houston as the Rockets levelled the series in game two, overcame a sluggish first-half display to lead a Warriors blowout in game three.

The two-time NBA Most Valuable Player exploded for 18 points alone in a devastating spurt of scoring in the third quarter that took the game away from Houston.

The reigning champion Warriors now have the opportunity to take a commanding 3-1 lead with a further victory in front of their home fans in game four on Tuesday as they chase a fourth straight NBA finals appearance.

Curry was relieved to have rediscovered his scoring touch, even if he had been unfazed by the

criticism of his game two performance.“That’s what I expected to do,” Curry said

afterwards. “My approach to every game is the same -- you don’t get too high on the highs, or too low on the lows.

“I’m just thankful I managed to hit some shots tonight, eventually. But there’s a long way to go. I’m just going to stay focused on that.”

Warriors coach Steve Kerr meanwhile said he had never doubted Curry even after a shaky first half display.
