Welcome to Pathfinder

Dear High School Faculty,

A big warm welcome to new high school instructors and our continuing high school partners to the 2014-15

school year.

You and your colleagues made it possible to achieve the following in Academic Year 2013-14:

12,258 COLLEGE NOW credits were awarded, with a savings of $992,898 dollars to students.

15,119 credits were awarded to high school students when considering all dual credit programs.

We added 9 new COLLEGE NOW course articulations, with more in progress.

On June 11, 2014, Rogue Community College was recognized by the state as having the highest

percentage of unduplicated high school students earning accelerated college credit.

This Pathfinder Handbook for High School Staff outlines the policies and procedures for dual credit as well

as all of the Pathfinder opportunities for high school student at Rogue Community College.

The High School Liaison

In order to ensure that our high school programs run smoothly, the Pathfinder Office requests that one

staff member at each high school be designated as the high school’s liaison with the Pathfinder Office.

This person will help teachers, students, parents and administrators with RCC Pathfinder programs available

at the high school, providing a consistent message. This person will communicate questions directly to the

Pathfinder Office.

Pathfinder Program Overview

Rogue Community College is committed to expanding opportunities for high schools students in

the Rogue Valley.

RCC’s Pathfinder Program refers to all of the dual enrollment programs and high school

partnership agreements between Rogue Community College (RCC) and all Jackson/Josephine

County high schools, including:

STEM Academy is an opportunity for high school students to experience careers in Science,

Technology, Engineering and Math. STEM Academy offers high school students workshops at the

three Rogue Community College campuses, industry tours, and RCC-led presentations to introduce

students to career and educational opportunities in these fields.

Our STEM Academy Coordinator also organizes CTE Learning Series workshops for high school

administrators, counselors, and teachers. The workshops help high school staff understand the many

options available to students in career technical education (CTE) fields.

Three options for accelerated college credit:

1. COLLEGE NOW courses are taught by high school teachers and are free to students. This

dual enrollment program allows high school students to earn college credit in selected high

school classes. Approved COLLEGE NOW high school teachers align the content of their

classes to mirror courses taught on the RCC campus. Students are encouraged to pair COLLGE

NOW classes with traditional RCC courses to complete an RCC certificate or plan of study prior

to graduating from high school; see Extended Options below.

2. EXTENDED OPTIONS refers to high school students taking a combination of COLLEGE

NOW courses and traditional RCC courses with the intention of completing an RCC

certificate or other plan of study. Students typically need traditional RCC courses beyond the

COLLEGE NOW offerings at their high school to complete their selected plan. Traditional

RCC courses taught by RCC faculty are offered at a discounted rate if arranged through the high

school liaison. High schools determine if the traditional RCC courses can be applied to high

school diploma requirements. See section High School Entry Points for suggested plans of

study.

3. Early College Option for High School Juniors and Seniors This dual enrollment

program allows students at participating high schools to become full-time RCC students

during their junior and/or senior high school years. Students first complete the Oregon

Transfer Module before pursuing the AAOT: Associate of Arts Oregon Transfer degree. High

schools oversee course selection and back grant credit toward students’ high school diplomas.

High schools are billed directly at a discounted rate. See www.roguecc.edu/pathfinder for

current list of participating high schools.

The John and Lillian Morris Scholarship is a limited-entry scholarship that is available to

first-generation or low-income students at Butte Falls, Crater, Eagle Point, and Rogue River High

Schools. Students are Extended Options students, utilizing COLLEGE NOW and traditional RCC

courses to complete an approved program; however, the scholarship funds class costs for traditional

RCC courses needed.

Program Entry Points for High School Students

High school students are encouraged to take college courses to complete a certificate or plan of study rather

than courses at random. In this manner, students leave high school not only with a high school diploma but

also with a college credential that will apply to further education and be listed on a resume right away.

Four High School Entry Points

Four entry points have been identified by RCC as ideal for high school students in the Rogue Valley:

1.) Oregon Transfer Module

Completes the freshmen year of college in Oregon and focuses on general education courses for

transfer to 4-year institutions. Completion of the OTM applies and leads to the AAOT:

Associate of Arts Oregon Transfer degree.

2.) Basic Healthcare Certificate. This one-year certificate has the following specialty track areas:

Stackable Credentials

Rogue Community College specializes in stackable certificates that can open doors to employment

opportunities and apply to further education.

Career Pathways Certificates require just a few courses and are self-paced. Such certificates are perfect for

high school students who need a competitive edge when applying for an entry-level position. Each pathway

includes the core entry level courses a student will need to start in that career field.

Students apply the courses they earn in a Career Pathways Certificate (less-than-one-year certificate) to

further credentials, such as one-year certificates, Associate’s Degrees, or Bachelor’s degree and beyond. The

goal is to make a series of obtainable credentials that can build upon each other to give the student greater

career and educational opportunities as they progress through obtainable steps. See RCC’s Career Pathways

STEM Academy

Rogue Community College’s S.T.E.M. Academy introduces local high school students to careers in Science, Technology, Engineering and Math (S.T.E.M). Students participate in hands-on workshops at an RCC campus, industry tours, fun activities, presentations, and career planning.

Some of the S.T.E.M. careers covered in STEM Academy are:

• Electronics Technology • Fire Technology • Industrial Welding • Manufacturing/Engineering • Science - Laboratory Technician

STEM Academy has three components:

Launch Into STEM: This program serves high schools in Jackson and Josephine counties. It is

designed to introduce 9th and 10th grade students to the different career options available to them in

STEM fields. They are invited to attend three sessions at RCC to explore fields in industrial

technologies, health care, science, business and computer systems. During these sessions students

are also introduced to concepts about college budgeting, RCC Career Pathways Certificates and

Roadmaps, and are given tours of the campus.

STEM Connections: This program is designed for 11th & 12th grade students that have attended

Launch Into STEM and have an interest in a specific STEM career path. Three sessions are held

during the year; one for industrial technologies, one for health care and one for business &

computer information systems. They are open to 40 students each with information given about the

industry, growth trends, and career options. Industry leaders and counseling/navigation coaches are

made available to discuss accelerated credits and dual credits.

CTE Learning Series. This program is designed for high school administrators, counselors and

teachers to help them understand the many options available to students in the CTE career fields

and Career Pathway certificates available to them.

If you have a student that is interested in STEM Academy, or if you are interested in the CTE learning

series, please contact your RCC high school liaison at your high school. Our STEM Academy Coordinator

Extended Options

Often a high school student needs a course for an RCC certificate or plan that is not available through their

high school’s free COLLEGE NOW offerings.

Extended Options high school students take both COLLEGE NOW courses taught by high school faculty

and traditional RCC courses taught by RCC faculty with the intention of completing an RCC certificate or

plan. High schools determine if the traditional RCC courses can be applied to high school diploma

requirements.

For example, high school students pursuing RCC’s Basic Health Care Career Pathways Certificate will need to take

HCI120, Introduction to the Health Care Industry, at RCC directly (either in person or online) because there is not a

COLLEGE NOW offering for this required course (currently) at area high schools.

All course prerequisites and placement tests apply to high school students just as they would for any

student. Such requirements are listed in the RCC course descriptions at

http://www.roguecc.edu/CourseDescriptions/.

The traditional RCC courses offered through Extended Options are:

To assist high school liaisons and students, the Pathfinder Office

creates four flyers for each high school, one for each suggested high

school entry point (see section High School Entry Points for suggested

plans of study). Each flyer outlines the dual credit opportunities

available for the required courses through Rogue Community College

and Southern Oregon University. Additionally, courses only available

at RCC are indicated in a helpful calendar format for fall, winter, and

spring RCC terms. Flyers will be released each fall for the coming

academic school year, after the annual COLLEGE NOW fall meeting.

It is the student’s responsibility to apply to the college online, keep

track of their RCC ID and password, register themselves in courses

with permission code provided, take placement tests prior to term,

watch add/drop and other deadlines on the academic calendar, and

work with their high school liaison to determine if the courses will

apply to their high school diplomas. RCC is not responsible for

monitoring Extended Options students’ enrollment.

Junior and senior high school students at Crater, Eagle Point, Rogue River, and Butte Falls high schools

who meet either low-income or first-generation college student status are encouraged to apply for the John

and Lillian Morris Foundation Scholarship each February/March, which pays for the costs for traditional

RCC courses for some programs of study.

Early College Option for High School Juniors and Seniors

This dual enrollment program allows students at participating high schools to become full-time RCC

students during their junior and/or senior high school years. Students first complete the Oregon Transfer

Module before completing the AAOT: Associate of Arts Oregon Transfer degree. High schools oversee

course selection and back grant credit from the student’s RCC record to complete high school coursework

and diploma.

How does it work?

High schools oversee course selection and high school diploma completion. Students first complete

the Oregon Transfer Module before completing the AAOT: Associate of Arts Oregon Transfer

degree.

Students are enrolled in traditional RCC courses taught by RCC faculty, either online or in-person.

The students’ grades in these courses are recorded on their RCC transcript as well as their high

school record.

Students have to meet all course placement and prerequisite requirements.

High schools are billed directly for the students’ courses at a discounted rate, depending upon how

many students at the high school are participating in the program. Inquire with your high school

liaison regarding your school’s current discounted rate.

High schools purchase and order student textbooks. RCC can provide some administrative support

to assist with this process.

RCC has trained advisors, known as Navigation Coaches, available to work with high school liaisons

and students.

A Pathfinder Application is required. High schools must indicate approval of the application.

It is the student’s responsibility to apply to the college online, keep track of their RCC ID and

John and Lillian Morris Scholarship

The John and Lillian Morris Scholarship aims to assist high school students’ complete certain RCC

certificate(s) prior to the student graduating from high school.

Students granted this scholarship are Extended Options students—they are to utilize both free COLLEGE

NOW courses available at their high school as well as traditional RCC courses to complete the certificate

they are pursuing. The scholarship covers all tuition, class fees, and book costs for traditional RCC courses.

Students take classes both in-person and online.

Qualifying Criteria and Application Process

The John and Lillian Morris Scholarship is open to high school students in their junior and senior high

school years at the following high schools:

o Butte Falls High School

o Crater High School

o Eagle Point High School

o Rogue River High Schools

As of the 2014-2015 application cycle, students must meet low-income criteria (qualify for free or reduced

lunch or meet low-income federal standards) or first-generation college student status (parent/guardian

never earned bachelor’s degree).

The scholarship is for students with career interests that align with RCC certificates in the following areas:

Health Care fields (including EMT/Paramedic, Fitness Technician, Health Care Informatics,

Clinical Lab Assistant, Community Health, Nursing, Human Services, Massage Therapy, and

Dental, Medical or Nursing Assisting)

High Technology: Industrial Technology (Manufacturing, Welding, Electronics, Hydraulics)

Business and Information Systems (Business and Computers)

Early Childhood Education

Students apply by completing a paper application, available each spring. The applications are to be turned

into their high school liaison or RCC Admission Recruiter at their high school by the posted spring

deadline, typically in April. The application includes submitting transcripts, a teacher letter of

recommendation form (form provided), and a 2-3 paragraph personal statement of goals. Students must

take placement tests.

Student Responsibilities

Students are responsible to complete the annual Pathfinder Application for the John and Lillian Morris

Scholarship each year by the deadline, complete the online admission process to obtain an RCC

ID/password, self-register for courses each term, take placement tests and communicate with their high

school liaison about how the classes will fit into their schedules and if the courses apply to their high school

diplomas. Students are required to attend an orientation, check-out and return all books, and be aware of the

academic calendar deadlines (especially drop deadlines).

Students must maintain a 2.5 GPA per term in order to remain in the program. Students must also maintain

consistent enrollment throughout the academic year.

Course Selection

The course offerings under this program each term are determined by RCC staff and follow graduation

guides for approved certificates. Courses selected take into account student progress, course availability,

prerequisites, and book cost. Students are provided a registration permission code each term.

Administration and Funding of Scholarship

The John and Lillian Morris Foundation Scholarship is a limited-entry program administered by Pathfinder

Staff in the Department of Educational Partnerships at Rogue Community College.

This scholarship is funded through the generosity of the Morris Family Foundation.

Policies affecting all Pathfinder programs

Drop Policy Students are responsible to drop RCC Pathfinder courses by the drop deadlines for each term if they drop

the class at the high school, or if they decide to no longer pursue earning college credits for the course.

There are two withdraw dates to note:

Deadline to drop courses (Courses dropped prior to this deadline are not recorded on a students’

transcript. Courses dropped after this deadline are recorded as a W on the transcript).

Last day to withdraw (Courses can only be dropped prior to this deadline).

Drop deadlines are posted on the RCC Academic Calendar at

http://www.roguecc.edu/calendar/academic/ and in this handbook for the 2014-15 academic year.

To drop a course, students must log into their myRogue account and click on “Drop/Withdraw from

Classes.” To verify that the course is dropped, students should then check their course schedule. The course

will no longer show on the schedule if the drop was successful.

Financial Aid Implications for Dual Credit Programs The credits high schools students earn through RCC’s Pathfinder programs may be may be a consideration

in their eligibility for future financial aid at RCC at other institutions.

It is important for students to realize that the college transcript they are building in high school is permanent

and can affect the student’s future ability to fund their post-high school education.

This is a good reason for students to be intentional about the courses and grades they allow to post to their

college transcript. We recommend that students only have passing grades of A, B, C and P (passing) on their

college transcript. Students should refer to drop policies and drop (or withdraw from) courses they will not

be successful in prior to the withdraw deadline.

A student with Ds, Fs and W’s on a college transcript may find that they are at risk of not meeting

Satisfactory Academic Progress standards when they apply for aid, which is defined at the federal level for

financial aid awards (federal and state grants, student employment and student loans). Further time and pace

requirements apply to Satisfactory Academic Progress; contact RCC’s Rogue Central Services

(http://www.roguecc.edu/Enrollment/RogueCentral.asp) for assistance with your financial aid questions.

Law Affecting Student Privacy: FERPA FERPA stands for the Family Educational Rights and Privacy Act. FERPA is a Federal law that protects the

privacy of students’ educational records. For purposes of definition, education records are those records

which are:

Directly related to a student

Maintained by an institution or a party acting for the institution.

FERPA gives students who reach the age of 18 or who attend a post-secondary institution the right to

inspect and review their own education records. Furthermore, students have other rights, including the right

to request amendment of records and to have some control over the disclosure of personally identifiable

information from these records. Under FERPA, RCC cannot release to anyone other than the student:

Financial records (accounts, financial aid, etc.)

Grades and GPA information

Class schedules, times, locations

Personally identifying information such as birth dates, RCC ID, and Social Security numbers.

For students enrolled in both high school and college at the same time, FERPA provisions allow the two

schools to exchange information. By completing the RCC online application, students authorize Rogue

Community College and the high school to share educational records. RCC’s Pathfinder Office acts as the

go-between for any sharing of information to ensure security; high school staff are to work through RCC

Pathfinder staff when student information is needed.

Additionally, the online application that students complete provides the option for students to grant another

person (parents, guardians, etc.) access to their educational records.

The public posting of grades either by name or social security number is a violation of FERPA, whether done

via paper source or online. Instructors who post grades should use a confidential system.

Student transcripts Students registered for RCC courses through the various Pathfinder programs receive grades that are

recorded on their Rogue Community College transcript. Grades post to student transcripts on the

Wednesday following the end of the college term.

Students can access their unofficial transcripts for Rogue Community College at any time by accessing their

myRogue account and clicking on “Unofficial Transcript.” Students can also access the official transcript

request form from their myRogue account. Official transcripts cost $5 for one transcript plus $1 for each

additional transcript per order, and have a 10 day processing time.

Student Placement Testing Beginning in the 2014-15 academic year, 1-2 staff members in each high school will be trained as RCC

placement test proctors.

Placement tests may be required for high school students in COLLEGE NOW classes and will be required

for Early College and Extended Options programs prior to enrollment. The test is free. Students must

obtain an RCC ID# by completing the online RCC admission process prior to taking the placement test.

The test is untimed but usually takes about two hours to complete. The test proctor will go over the results

with the student after the test. Placement tests can be repeated once.

Placement test deadlines apply. Students should inquire with their high school liaison to find out more

information about the RCC placement test administered at their high school.

Students who Experience Disabilities High schools and colleges operate under different guidelines for students with disabilities. Students enrolled

in RCC’s various Pathfinder dual credit programs must meet the college requirements to be eligible for the

college credit. Reasonable adjustments in teaching methods and/or assessment delivery that do not alter the

essential content of a course may be possible, but all students must meet the student learning outcomes and

the assessment rigor of the course to be eligible for college credit.

Oregon Dual Credit Standards

Oregon's dual credit programs create the opportunity for our students to take college-level courses while

still in high school. The Dual Credit Task Force found that, in 2005-06, one in seven Oregon juniors and

seniors took advantage of this opportunity, saving approximately $9 million in tuition. Through its pilot

analysis of the subsequent academic performance of these students, the Task Force also found that "in most

cases, dual credit students match or outperform their college-prepared counterparts in both community

college and university settings."

Thus, dual credit is currently a viable option for qualified students to begin post-secondary learning early,

and it can contribute significantly to meeting Oregon's 40-40-20 goal. As dual credit programs grow, it is

important to have a consistent set of standards and ways to ensure the standards are met. This is the

impetus for adopting the Oregon Standards for Dual Credit "COLLEGE NOW" Programs. Guided by

those standards the Task Force specifically recommends:

Strengthening faculty connections

o Regular, collegial interactions between high school faculty and their counterparts at

sponsoring college and universities are key to the success of these programs. Such

interactions characterize some programs already, but they need to be developed and

maintained throughout the state.

o The pool of high school teachers qualified to participate in dual credit programs

should be expanded.

Adopting systematic application and review processes for dual credit programs

o A standardized application process for new programs is needed.

o Individual programs should take advantage of system-level (CCWD and OUS)

studies of the subsequent academic performance of dual credit students. These

biennial studies, which were piloted in AY2007-08, will be supplemented on the “off

year” by more focused analysis of questions or trends that emerge from the data (for

example: persistence of dual credit students in math or writing).

o A sustainable means for verifying program quality is needed.

Enhancing public understanding of dual credit programs

o Dual credit programs should be continued and effectively publicized. They should be

recognized as one of the key paths for academic acceleration.

o Evidence of best practices and student success should be gathered systematically and

shared regularly – both with faculty in the programs and with the public.

The COLLEGE NOW program at Rogue Community College is sincere in implementing these

recommendations and uses them to guide the growth and maintenance of COLLEGE NOW and our other

Pathfinder programs. Pathfinder staff are focusing on streamlining processes for both faculty and students,

working with RCC faculty to add new COLLEGE NOW course articulations and instructors, continuing to

foster relationships with our high school partners, and updating our website and printed materials to align

with these standards.

The Oregon Dual Credit Standards are divided into four categories with expectations listed in each

subcategory as noted below.

College or university courses administered through a dual credit program are catalogued courses

and approved through the regular course approval process of the sponsoring college or university.

These courses have the same departmental designation, number, title, and credits as their college

counterparts, and they adhere to the same course descriptions.

College or university courses administered through a dual credit program are recorded on the

official academic record for students at the sponsoring college or university.

Curriculum 3

(C3)

College or university courses administered through dual credit programs reflect the pedagogical,

theoretical and philosophical orientation of the colleges’ and universities’ sponsoring academic

departments.

Faculty 1

(F1)

Instructors teaching college or university courses through dual credit meet the academic

requirements for faculty and instructors teaching in post-secondary institutions as stipulated by the

respective academic departments.

Faculty 2

(F2)

The post-secondary institution provides high school instructors with training and orientation in

course curriculum, assessment criteria, course philosophy, and dual credit administrative

requirements before certifying the instructors to teach the college/university courses.

Faculty (F3) Instructors teaching dual credit sections are part of a continuing collegial interaction,

through professional development, seminars, site visits, and ongoing communication with

the post-secondary institutions’ faculty and dual credit administration. This interaction

addresses issues such as course content, course delivery, assessment, evaluation, and

professional development in the field of study.

High school students enrolled in courses administered through dual credit programs are officially

registered or admitted as degree-seeking, non-degree or non-matriculated students of the

sponsoring post-secondary institution.

COLLEGE NOW

COLLEGE NOW is one of several Rogue Community College Pathfinder dual enrollment

programs, but is the largest in terms of the quantity of students participating. COLLEGE NOW courses

are taught by high school teachers at the high schools.

Rogue Community College’s COLLEGE NOW program allows high school students to earn college credit

for free in selected high school classes at the same time they are earning credit toward their high school

diploma. High school teachers who have been approved to teach COLLEGE NOW courses align the

content of their courses to mirror courses taught on the RCC campus.

Students are encouraged to utilize both COLLEGE NOW courses available at their high school (taught by

high school teachers) and Extended Options courses (traditional RCC courses taught by RCC faculty,

available at a discount if arranged through their high school) to complete a certificate or other RCC plan of

study while in high school (see Program Entry Points for High School Students, page 6).

Benefits of being a COLLEGE NOW Teacher:

You are helping your students:

o Earn college credit while in high school. Students leave high school with an RCC transcript.

o Save money on college. COLLEGE NOW credits are free.

o Be motivated to pursue more college after high school. Dual credit students are more likely

Tuition Waiver

For professional development, COLLEGE NOW teachers are offered the opportunity to take the

RCC course (that they have been approved to teach for COLLEGE NOW) from a current RCC

instructor, tuition free. See Tuition Waiver, Appendix G.

Step 1: Review:

The instructor qualifications and course requirements necessary for the course you are

interested in articulating. Appendix A contains the current list. (If you don’t see the course you

are looking for, see the New Articulations section below).

o Approved high school instructors are to meet the same hiring criteria as an RCC part-time

instructor. Specific requirements vary depending on the course and department. If you are

not sure if your qualifications meet the requirements as listed, email [email protected] with

o The high school course and corresponding RCC course must cover the same content,

outcomes and expectations (we realize high school courses may be longer and could cover

Step 2. Email [email protected] with your interest and to let us know you plan to apply. Educational

Partnerships will review any questions you may have prior to you officially applying.

Step 3: Apply online to be a COLLEGE NOW Instructor at https://jobs.roguecc.edu/ (Click

“search postings” with position type “COLLEGE NOW”).

Be sure to detail your education background, work experience, certificates, endorsements, etc., and

anything else that would help RCC departments to make a determination that you meet their specific

department hiring criteria.

You will need to upload your transcripts to the application. You do not need to upload a resume or

cover letter. Your application will be evaluated for eligibility by the RCC Department Chair and

COLLEGE NOW staff.

Step 4.) Educational Partnerships will contact you about:

Submitting a syllabus for each course (RCC syllabus template will be provided and must be in this

format). Final approval will not be given until an approved syllabus is approved by the RCC

Department Chair for each course.

Submitting a COLLEGE NOW annual Articulation Agreement.

The details necessary to obtain a faculty online account for class roster and gradebook.

New Course Articulations RCC’s Pathfinder Office is committed to growing COLLLEGE NOW offerings at our local high schools

and expanding early college credit opportunities for students. If you are interested in developing a new

course articulation, review the RCC course descriptions index at

http://www.roguecc.edu/CourseDescriptions/ and look for a class that appears similar to your high school

course. Next, contact us by email at [email protected]. Include your name, school, and educational

qualifications and experience. We will approach the Department Chair with the proposal. Be aware that new

course articulations can take a term or longer to be finalized and approved.

Articulation Agreement Policy Once an instructor and the course are approved, the Pathfinder Office will create an Annual Articulation

Agreement to be signed by the high school instructor, principal, the RCC Department Chair, the RCC

Educational Partnerships Director, and the RCC COLLEGE NOW Coordinator. The agreement states the

responsibilities of both the high school and the college, and outlines the active dual credit courses for the

year. Once signed by all parties, the Articulation Agreement is the formal notification of the approved

articulation. See Appendix H.

Syllabus Requirements COLLEGE NOW Instructors will be given a syllabus template upon applying to teach a COLLEGE NOW

course. All COLLEGE NOW syllabi must be in the approved Rogue Community College format. As

described in the course approval process, syllabi must be approved by the Department Chair for the course

in order for the teacher to be approved. Each syllabus is to include course-specific institutional learning

outcomes (ILOs), course description, course calendar, grading expectations, required materials and activities.

Outcomes must match RCC stated course outcomes, although classroom activities may differ. See Appendix

C for approved syllabus format.

It is the responsibility of the high school instructors, within the first week of class, to provide a copy of their

course syllabus and to inform students of the status of the class as a COLLEGE NOW offering through

RCC (class syllabi should contain this information.) It is recommended that COLLEGE NOW instructors

regularly remind students of that fact.

RCC’s Commitment to COLLEGE NOW RCC’s COLLEGE NOW program is predicated on the collegial interactions between high school teachers

and college instructors. The sharing of content, research, ideas, methods, and assessment techniques all

contribute to the professional development of the instructor and the increased likelihood of success among

students. Pathfinder staff are committed to facilitating relationships with our high school partners, the

continued success of our students, and the growth and continuing improvement of RCC’s COLLEGE

NOW program.

COLLEGE NOW Program Geographical Area Public and private high schools in Jackson and Josephine counties are eligible to participate in Rogue

Community College’s COLLEGE NOW program.

High school teachers outside of Jackson or Josephine County should work with their local community

college to develop dual credit. Out of area teachers will only be considered for RCC’s COLLEGE NOW

program if their local community college does not have an equivalent course offering (regardless of dual

credit availability at that college). A letter from the local community college is required for every course of

interest, and must indicate local course availability and an indication of approval/denial of the teacher

partnering with an out-of-area college for dual credit.

Expectations of COLLEGE NOW Instructors High School Instructors are expected to:

Meet grading deadlines: COLLEGE NOW instructors are expected to submit student grades online during the RCC term the credit is earned (i.e., the end of semester 1 is during RCC winter term); see the RCC academic calendar. It is very important that grades are submitted on time.

Attend mandatory dual credit meetings: COLLEGE NOW instructors are expected to attend yearly dual credit meetings; these meetings are very important. Two mandatory meetings are required: 1.) a fall dual credit meeting held at the high school with Pathfinder staff, and 2.) a half-day department-specific meeting for course content alignment; see COLLEGE NOW calendar. The meetings are an opportunity to clarify any questions or concerns, have meaningful discussions with peers, and discuss curriculum with RCC instructors. Regular topics of discussion include course changes, outcomes, assessment methods, other possible course articulations, etc.

Monitor student registration: Students are required to register themselves online (see student registration process). COLLEGE NOW teachers should make sure that students have first obtained their RCC ID# before registering for the course(s). Instructors should keep students aware of required deadlines and facilitate class registration and drops as necessary. Instructors will be provided with the course permission code that students will need for course registration.

Market program/provide handbook to students: COLLEGE NOW instructors are expected to promote COLLEGE NOW to their students. Students need to be clear about what their responsibilities are in order to earn college credit. Students should view the Pathfinder Handbook for Students on our website at http://www.roguecc.edu/COLLEGENOW/

Give students the required syllabus: COLLEGE NOW instructors will submit their course syllabi in the approved format to be reviewed and approved by the corresponding RCC department (approved format Appendix C). Your course must be approved before you can begin offering college credit. The course syllabus must be given to students within the first week.

Maintain current course content: COLLEGE NOW courses are to cover the same outcomes, content and expectations in the high school classroom as they do in the RCC classroom. Once the instructor and course syllabus are approved, the COLLEGE instructor is responsible for making changes in course content whenever the RCC course is updated. Those updates are discussed at annual dual credit meetings; your syllabi needs to be updated to reflect any changes and resubmitted.

Ask content questions: RCC department contacts are available via email (Appendix F), and it is anticipated that CN instructors will contact them whenever they have course content questions. RCC instructors will respond in a timely manner. If you would like to schedule a visit by a specific RCC department, or would like to bring students to tour a department, please contact the department head directly. In some cases there is a specific RCC teacher contact for a course; see the COLLEGE NOW course list (and associated links) for details.

Alert us with any changes in personnel: If a COLLEGE NOW approved instructor relinquishes their class to another teacher for whatever reason (illness, retirement, etc.), the replacement teacher is not automatically approved. The new teacher must go through the application and approval process. Notify the Pathfinder Office of any changes to the approved course teacher at [email protected].

Follow the processes for students with Disabilities: Make accommodations for IEP and 504 students in accordance with your school’s identified process. See the Students Experiencing Disabilities section of this handbook.

It is also suggested that instructors visit articulated classes at RCC at least once yearly.

Expectations of High School Administration High School Administrators are expected to:

Sign articulation contracts (See Articulation Contracts in this handbook regarding renewal).

Establish a staff member to be the Pathfinder liaison for your school.

Nominate 1 or 2 staff members to be approved placement test proctors.

Update their high school’s COLLEGE NOW course offerings list with the Pathfinder Office at the beginning of each school year, based on prior approval by RCC departments.

Read the Faculty and Student handbooks.

Educate students about the benefits of COLLEGE NOW and the other Pathfinder programs.

Expectations of Students Students are expected to:

Register and enroll themselves in COLLEGE NOW courses through their online myRogue student

account.

Read the Pathfinder Handbook for Students, which detail important information regarding

COLLEGE NOW.

Complete college-level work.

Monitor their RCC academic transcript for accuracy. Students are expected to initiate contact with

their COLLEGE NOW instructor regarding any grade concern.

Know drop deadlines, and drop themselves from any RCC course prior to the published drop

deadline for any course that they feel they will not be successful in. See drop policy, page 11.

High School and RCC Term Alignment High school courses often span the entire year or a semester. RCC terms are 11 weeks. The RCC term that

is chosen for alignment is typically the term that is closest to the end of the high school course. Therefore, if

the high school course ends in June, then the RCC term that would be chosen for the course would be

spring term. With few exceptions, high school courses that end in January choose winter term. High school

teachers must follow the grading deadlines for the published RCC term that their course is aligned with.

Textbooks and Course Materials Ideally the high school course will use the same textbook as the corresponding RCC course. However,

budget restrictions may make it impossible to use the same text. High school content must be the same

regardless of what text is used. Contact [email protected] if you need assistance with books.

COLLEGE NOW instructors and liaisons are expected to assist in the student registration process for each

of their classes. Student registration MUST follow the same deadlines as on-campus courses and be

completed by the 8th week of the term, per new state standards. Late registrations will not be accepted.

The student registration process requires students to obtain an RCC ID# (which they obtain by applying

online for RCC Admission). The RCC ID number is generally applied for during the course of the high

school class with instructor assistance. It is strongly recommended that students use their SSN when filling

out the application for admission. Once students have an RCC ID#, they register themselves for the

appropriate course online using a permission code.

Course Permission Codes

Each COLLEGE NOW course and section will be assigned a unique permission code for each term

offered. COLLEGE NOW instructors will be given the code by the COLLEGE NOW Coordinator.

Note: Permission codes change every term and are created for the term in which a student receives a grade

(e.g., semester classes ending January 15 = RCC winter term).

Grading Policy and Procedures

Grading Policy

Individual RCC courses and departments may have specific criteria that must be met before a student is

eligible to earn college credit, i.e. all COLLEGE NOW math students are required to take the RCC math

final exam. It is the responsibility of the COLLEGE NOW instructor to maintain the integrity of the course

by ensuring that all requirements are met. Requirements for individual courses are available on the

COLLEGE NOW website.

In awarding grades, the college seeks to inform its students of their proficiencies in coursework. As a means

to this end, faculty are asked to establish and communicate on a syllabus for the student:

The evaluation of course achievement.

The type and degree of proficiency anticipated.

The policy of the instructor toward extended study.

Grading method (i.e., A-F or P, NP)

Students likewise have an obligation to measure their own desires and abilities relative to the study tasks

before them. Any time a task seems excessive in this regard, it is recommended that students seek help

through the instructor, high school counselor or the RCC Counseling Department. The quality of student

work is measured by a system of grades consisting of five letter grades which are used in calculating grade

point average.

Current state and college regulations/policy dictate that all students in COLLEGE NOW or other dual

enrollment classes are graded on the same standards and under the same guidelines as any regular college

student. That means that College Now students can earn A - F, W, I, P, Z and NP grades that will show on

the official college transcript. RCC grading policy is at: http://www.roguecc.edu/SASP/CourseGrading.asp

Grading Procedure

COLLEGE NOW instructors are expected to enter their grades electronically through the RCC website and

according to grading deadlines.

Grades can be submitted anytime during the term as soon as your class is over. You do not have to wait until

the end of the term to submit grades for classes that end before the term is over. The deadline for grade

submission is 11:59 p.m. the first Monday following the end of each term. If the first Monday is a holiday,

then grades are due at 11:59 p.m. on the first Tuesday after the term ends. Please refer to the current

academic calendar for the exact due date. Grades can be submitted multiple times; each new submission

overrides the previous submission.

Meeting the submission deadline is necessary so students can access their grades online in a timely manner

and advisors have an accurate record of student progress. Grades are available online to students on the first

Wednesday after the term ends.

Grades Used in Calculating Grade Point Average (GPA):

A Superior 4

B Above Average 3

C Average 2

D Below Average 1

F No credit 0

Instructors may affix a plus or minus (+ or -) to the grades A through D. However, plus or minus does not

affect GPA9.

A "D" grade will not satisfy prerequisite or program requirements at RCC.

Grading definitions:

Pass (“P”) or No Pass (“NP”) is used for most academic skills development classes. A “P” grade

indicates the student has earned a “C” or better.

Generally “P” and “NP” grades may not be used for students in core program courses, nor are "A"

through "F" grades used if students are in academic skills development classes.

Withdrawal (“W”) is assigned when you withdraw from a class after the second Wednesday of the

term. NOTE: Classes can be DROPPED through the second Wednesday of the term and will not

appear on the transcript; after the second Wednesday, a “W” will show on the transcript. Grades of

“W” are not included in GPA calculations.

COLLGE NOW teachers are discouraged from assigning Z or I grades and may do so only on an approved

Incomplete (“I”) is assigned when you have completed at least 75 percent of the coursework but a

prolonged excusable absence causes inability to finish the course by the end of the term.

“Z” indicates no basis for grade (e.g., student did not attend beyond the first third of the scheduled

class meetings). If student attended beyond the first third of the scheduled class meetings a grade for

the class other than “Z” must be assigned.

Entering Grades

The assignment of a grade is the responsibility of the instructor of record, and must be entered by the

published deadline. Faculty must have a RogueNet User Account in order to access Faculty Resources to

submit grades. Paper grade rosters are not accepted. Contact the Pathfinder office for assistance in acquiring

a RogueNet User Account. Grades are to be inputted online at http://www.roguecc.edu/fr and the interface

will be available at the beginning of the term.

Grade Changes

Rogue Community College requires that the instructor of the course authorize any grade changes, and it is

the responsibility of the student to contact the instructor about a grade concern. Grades can be changed by

RCC instructors through their RCC faculty accounts for several terms after the course ends. If you are

unable to change a grade through your faculty online account, email [email protected] with the course

name, term, student name, and correct grade.

Substitute Teachers, Student Teachers, and Personnel Changes A substitute teacher who teaches more than 20% of an articulated course may not offer COLLEGE NOW

credit unless the substitute has the certification requirements in the content area and is approved for

Student teachers may not teach in a COLLEGE NOW class without prior approval in the content area. Such

practice will result in voiding the articulation agreement for that class.

Any change in personnel in a COLLEGE NOW class must be reported by email to [email protected] at

the time of the change. Students will not receive credit if a non-certified instructor is teaching more than

20% of the course.

Frequently Asked Questions

What is the difference between Pathfinder, COLLEGE NOW, 2+2, traditional RCC courses and

Expanded Options terminology? Pathfinder is an overarching term referring to all of our high school programs at Rogue

Community College.

COLLEGE NOW is a Pathfinder program that is distinguished by high school teachers

teaching the courses at high school facilities. COLLEGE NOW classes are free to students.

2+2 is no longer a term that is used. It is the old name for COLLEGE NOW.

Traditional RCC Courses are taught by RCC faculty using RCC facilities, offered at a discount

to high school students if arranged through their high school coordinator.

Extended Options refers to students taking both COLLEGE NOW courses taught by their

high school teachers and traditional RCC courses to progress towards an RCC certificate or plan.

I’ve forgotten my login and password to enter grades for my COLLEGE NOW class. What should I

do?

My high school course has a different timeline than a typical RCC term. How does this work?

The terms typically do not align perfectly, but the closest alignment term is chosen. See page 22.

I’m not sure if my qualifications meet the criteria that is required for the COLLEGE NOW course I

am interested in. Can this be determined before I apply?

Email us at [email protected] with your qualifications and any other experience you think is

relevant. We can discuss it your qualifications with the Department Chair prior to you applying if

you are not sure if you meet the criteria. Keep in mind that high school teachers authorized for

COLLEGE NOW are meeting the same standards that the RCC Academic Department uses

when hiring any part-time faculty member.

Can I submit my grades late or on paper?

No, you must your submit grades online by the published deadline. Pathfinder staff have over

300 COLLEGE NOW courses to track each term during the grading period each term.

Use Change Prior term grades to update and correct any grading issues from previous term. (Note: Please

use discretion as this is audited annually.)

Appendix G. Instructor Tuition Waiver Authorization

TUITION WAIVER AUTHORIZATION

COLLEGE NOW teachers are offered the opportunity to take RCC courses (taught by RCC faculty) for

the same classes they plan to teach at their high school, tuition free, with prior approval from the RCC

department.

High School teacher is responsible for paying associated fees; only tuition will be waived.

Procedure:

Before you can register for a class using this tuition waiver, you must be an admitted RCC student

with an RCC ID#. You may already have attended RCC and have your RCC ID.

Go to the RCC website www.roguecc.edu, click on “myRogue” and sign in using your RCC ID (or

SSN if you don’t know your ID#) and password (MMDD of your date of birth if you are logging in

for the first time).

If you do have an RCC ID, please update your personal information. Skip the next step.

If you don’t have an RCC ID, go to the RCC homepage www.roguecc.edu, go to “start now” then to

“Previous College” and complete the online admission process. You will be given an RCC ID at

completion.

Now that you have an RCC ID, go to the RCC course schedule to find information about the course

you want to take.

Fill out the form below, save it associated with your name (i.e., JonesWaiverCS120), and email to

[email protected]; type “College Now tuition waiver” in the subject line. Put a note in the body of

the email stating that you wish to take the class listed on the form. You will be contacted by
