2011 is well underway, and I don’t ever want to hear anyone say it doesn’t snow in North Carolina! The beginning of this year has given us everything from 70 degree weekends to kids at home for snow-days. I love it. Time marches on, and we are ready with a calendar full of events. Don’t forget to attend our Band of Sisterhood Luncheon as the OWC Ladies of 2d Marine Division entertain and delight us with their performance of Little Black Dress. Also, don’t forget to treat your Valentine to the Après Ski Wine Dinner at the O’Club – a very special evening, indeed. February is a short month, but we have more to fit in. Flocking will begin this month. So if you should see a bright pink flock descended upon your lawn one fine morning, be a sport and help support the Relay for Life OWC Team as we raise funds to fight cancer. I know all of you will enjoy our Relay For Life Kick-Off Happy Hour this month; look out for our next one, coming February 18th. Bring a friend and make some new ones, too. Membership dues are only $15 for those joining the OWC after January. March will bring some movie madness and, best of all, Basket Bingo! But I’ll save all that for next month…. Cheerio!

Legislative Awareness Pay Increase and Extension of TRICARE Coverage On January 7, President Obama signed into law the National Defense Authorization Act for fiscal year 2011 (H.R. 6523). The bill provides a 1.4% pay increase for service members (updated pay charts can be found at www.military.com.) In addition, the bill extends TRICARE coverage to dependents up to age 26. In order to be eligible, young adult beneficiaries must, among other requirements, be under the age of 26 and must not be eligible to enroll in an employer-sponsored plan. Included in the bill’s many other provisions is the moving of retirement pay to the first day of the month so as to eliminate delayed payment when paydays fall on weekends, as well as $30 million in impact aid for local schools with high enrollment of military children and $10 mil-lion in impact aid for local schools with children with severe disabilities. Military Spending Reductions Proposed Defense Secretary Robert Gates, in early January, an-nounced that the Pentagon must cut total spending by $78 billion over the next five years. Although the details have yet to be unveiled, in its cost-saving measures, the Pentagon aims to shave $7 billion from TRICARE by restructuring med-ical departments, identifying ways to limit costs, and poten-tially increasing TRICARE fees for retirees under 65. A pro-posed reduction in troop strength, starting in 2015, would see the Marine Corps cut the number of Marines on active duty by 15,000-20,000 and the Army by 27,000, and yield a poten-tial savings of $6 billion. Adm. Mike Mullen, said, ―the [service] chiefs and I are in complete support of these deci-sions...We helped craft the specifics, and these are our deci-sions, too. . . . We can't hold ourselves exempt from the belt-tightening.‖ Secretary Gates explained that, ―the focus here is on a reduction in the rate of growth as opposed to absolute cuts.‖ Spending increases will slow annually and, by fiscal year 2015, the defense budget will see absolutely no growth beyond the rate of inflation, the first freeze on military spend-ing since September 11, 2001. More precise details are ex-pected to emerge in mid-February when the 2012 federal budget plan is released.
