At switch on:the terminal does not know the "current" configurations of the various networks, in particular the frequency bands associated to the Radio Access Technologies (RAT)
CPC purpose:To broadcast data allowing a terminal to acquire knowledge of the available RATs in the surroundings, without having to sense the spectrum.

Possible solution:the terminal performs sensing of the spectrumProblem: this may consume a lot of time and power if many bands are to be sensed

at frequencies F2.1 and F2.2 respectively
