Message to the Community

Donors to the Outer Banks Community Foundation continue to give generously to meet this community‘s most pressing

current needs and prepare for future challenges. By the end of 2010, the total assets of the Foundation had reached the highest

amount in its history—over $8,990,000. This included contributions last year of more than $255,000 to individual funds

created by donors and to the Community Fund. The total amount given out to help this area has reached to over $3,200,000

since 1982, including $403,000 awarded in grants and scholarships in 2010. Grants included outreach awards to Beach Food

Pantry and Hatteras Island Meals to help the community during tough economic times.

New scholarship funds were established to honor the memories of special individuals—the Catherine Carrington Clawson

Scholarship Fund, Sgt. Earl Murray Scholarship Fund and Robert E. Rollason, Jr. Scholarship Fund. The Sawyer Scholarship

Fund became the third scholarship fund that gives a $5,000 renewable award to a local outstanding student, joining the Jerry

and Arlene Davis Scholarship Fund and the Milton A. Jewell Scholarship Fund.

Events during 2010 included a banquet on the eve of the anniversary of the First Flight to honor Women in Aviation and raise

funds for the four aviation-related funds. Board members served as a Selection Committee to choose recipients of the

Governor‘s Volunteer Service Awards. The Foundation honored David Stick Legacy Society members and individual fund

donors at two events held at the flat top office.

The Board of Directors of the Outer Banks Community Foundation continues to explore opportunities to support the

community and invites residents to share ideas about how we can help connect people who care with causes that matter.

ECB Customer Experience Team

Local artists showed off their talents at an art show in June to raise

funds for the newly established Flat Top Preservation Fund.

More than 25 different artists gathered to paint, sketch or photograph

flat top houses prior to the show. Fifty pieces were sold and one paint-

ing by Phil Cameron was donated and raffled. The art show was held at

ARTspace during the Grand Opening Celebration of the gallery.

The Flat Top Preservation Fund was established to preserve the histori-

cal significance of the Foundation‘s office, an original Southern Shores

flat top. The office was donated to the Foundation in 2007 by generous

anonymous donors who wanted to preserve Frank Stick‘s legacy.

Community organizations and individuals have established Designated Funds whose earnings provide scholarships for outstanding area high school graduates and college stu-

dents to help them pursue higher education. The Foundation provides administrative services for 39 scholarship funds. Thirty– four funds awarded scholarships in the year

2010. Most awards are based on academic excellence, community service and financial need. Some scholarships are renewable each year, for a four-year college period.

Jerry and Arlene Davis share a bowl of ice cream with their grandkids, Sophie and

with the Foundation. The event was held with generous donations from Ocean

Atlantic Rentals and Harris Teeter.

The Outer Banks Community

Foundation Mission

The Outer Banks Community Foundation was organized in 1982 as a public

charity to help meet local needs in Dare County and all of the Outer Banks

communities from Corolla to Ocracoke Island. The Foundation accomplishes

its mission by increasing charitable giving in the area, managing charitable

funds for individuals and agencies, and by targeting grants toward the com-

munity‘s most pressing needs and promising opportunities.

Through its discretionary grants, the Foundation is the venture capitalist of

the charitable community. The Foundation is the only funding source that

can reach out to all of the community service organizations on the Outer

Banks, in the arts, education, health and human services, and choose those

projects which best meet today’s needs. The Foundation is a catalyst, helping

the nonprofit community evolve to take on new challenges and opportunities

as they arise, and the Foundation’s permanent endowments are a resource

for future generations to meet the challenges of their times.

The Foundation is a collection of undesignated assets and charitable funds,

created by different donors at different times for various purposes. Donors

may create funds during their lifetimes or by bequest for general charitable

purposes or for a particular purpose that they specify. The Foundation pro-

vides tailored services to help individuals and families pursue their charitable

interests easily, effectively and with maximum tax benefit.

The Foundation is governed by a Board of Directors composed of leading

local citizens who serve without compensation. The Board administers all of

the funds of the Foundation and approves all grants.

Through the Outer Banks Community Foundation, people who love and ap-

preciate the Outer Banks are able to give something back to the community to

help meet the pressing needs of today while at the same time building a

source of support for the future.

Champion Award Charles Hardy was honored with the Champion Award which is presented to someone

who makes a significant volunteer contribution to the Foundation. Hardy‘s wife Bar-

bara and daughter Eva were part of the audience at the March 10 Annual Meeting

luncheon at Pamlico Jack‘s. The custom-designed and painted engraving of the Foun-

dation‘s office, framed with extra pieces of original paneling used in the flat top house

that is the Foundation‘s office, was made by Crafters of Kitty Hawk. Hardy was hon-

ored for his contributions to the office, including most of the furnishings.

The David Stick Legacy Society has been established to honor those generous

individuals who have included the Outer Banks Community Foundation in their

estate plans through wills or trusts or who have named the Foundation as the ben-

eficiary of other planned gifts such as insurance policies, Individual Retirement

Accounts or other retirement plans. The funds generated from these planned

gifts, large and small, enable the Foundation to meet the local needs in Dare

County and the Outer Banks. This thoughtful estate planning allows individuals

to contribute to this community during and after their lifetime.

The Outer Banks Community Foundation recognizes with gratitude the members

of The David Stick Legacy Society.

An audited financial report is available at the Foundation office after it is

completed by Johnson, Burgess, Mizelle and Straub.

The Foundation makes grants from earnings on undesignated funds to qualified

nonprofit organizations, religious institutions and government agencies. Donor-

established named funds award scholarships to individuals and grants to desig-

nated organizations and for specific purposes.

The Foundation will consider grants that: •Involve a broad segment of our community

•Provide an innovative approach to addressing area needs

•Initiate projects or programs to influence beneficial change

•Attract additional funding from other sources

The Foundation generally will not consider grants for: •Annual operating expenses

•Programs or projects that should be supported by government or other charities

The grant application process is online at www.obcf.org.

Deadlines: Completed applications must be received by the 10th day of February,

May, August and November. The Grants Committee meets quarterly to consider

applications and submits its recommendations to the Board of Directors to con-

sider at its regular meetings in March, June, September and December. The

Board of Directors approves all grants.

Grant-making policies

Children and Youth Partnership for Dare County presented its annual award in No-

vember. The Champion for Children award is designed to acknowledge the out-

standing work of advocates within the community, efforts that impact the heath and

success of all children, and to bring awareness to the importance of investing in chil-

dren. This year‘s group award was presented to the Outer Banks Community Foun-

dation for its long-term support for children and families in Dare County.

The Foundation was honored for being instrumental in the establishment of Children

and Youth Partnership, acting as convener and partial funder of the 1994 ―Make

Kids Count‖ State of the Child Conference, which laid the foundation for the Part-

nership. Since that time the Foundation has been instrumental in developing several

Partnership projects such as Wright Place for Youth, subsequent State of the Child

conferences and several children‘s activities. The Foundation has awarded grants to

the Partnership to further literacy efforts for young children such as Dolly Parton‘s

Imagination Library and the Raising A Reader program. The Partnership praised the

Foundation for its long-term support of a variety of youth programs in our commu-

nity, by providing grants to Dare Education Foundation, scholarships and direct ser-

vice programs such as Food for Thought.

Banks Community Foundation to provide college scholarships to Dare County high

schools‘ graduating seniors who plan to pursue careers in law enforcement. Repre-

sentatives signed the paperwork at the Nags Head Town Hall to create the Fund that

will award its first scholarship in 2011 in honor of the Nags Head police officer who

The Robert E. Rollason, Jr. Memorial Scholarship Fund was established

with the Outer Banks Community Foundation in March to give scholarship

awards starting in 2011 to students graduating from First Flight High

School. Celebrating its creation were, seated, Charles Hardy, President of

the Foundation‘s Board of Directors, and Sherry Rollason, and standing, left

to right, James Cox, Master of Masonic Lodge 521 of Manteo, Jay Hart of

Manteo Lodge 521, Robert Rollason, III, Richard Rollason, Gil Myers,

Manteo Lodge 521. Bobby Rollason, who passed away in February on

2010, was a former Kill Devil Hills Commissioner and member of Masonic

Lodge 521 of Manteo. The family established the scholarship fund to honor

his memory.

in many ways: with their financial gifts, by

serving on the Board or Committees, with

countless volunteer hours, and by contrib-

uting to and establishing Funds to accom-

plish their charitable objectives.

Membership Levels are: Benefactor, a one-

Foundation; Donor, a one-time contribution

Award for Outstanding Volunteer Service. Black was nominated by Dare Respite

Care for her commitment to the organization.

The Medallion Award is given to dedicated volunteers in North Carolina that honor

the true spirit of volunteerism. The award is given each year to amazing individuals,

groups and businesses that make a significant contribution to their community

through volunteer service. Each county can submit five nominations to represent

their community. Each nominee receives a Governor‘s Volunteer Service Award.

Twenty outstanding volunteers are then named Medallion Award winners.

Also recognized for her efforts was Daphne DeGabrielle who received a Governor‘s

Volunteer Service Award. DeGabrielle was nominated by Guardian ad Litem and

recognized for her enormous impact on the lives of children in Dare County.

The North Carolina Marionette Theater was the recipient of a 2010 grant from

the Outer Banks Community Foundation. The newly established organization

needed funds to construct marionette scaffolding and to hire a master puppeteer,

Phillip Huber, to train and certify local puppeteers. The group thanked the Foun-

dation by performing a sneak preview of the performance at the Annual Meeting

for 2010. Guests were entertained by ‗Blackbeard the Pirate‘ and his ‗cabin

boy‘ on their voyage through the Outer Banks of North Carolina. Pictured below

is puppeteer Amelia Kaston and the cabin boy.

Volunteers from Cape Hatteras Secondary School help Coastal Harvesters create

raised beds for the new community garden. Utilizing square foot gardening allows

members of the community to farm their own plots. Produce grown will be shared,

eaten or sold at the Hatteras Island Farmer‘s Market to bring fresh produce to the en-

tire community thanks to a grant from the Foundation.
