Code of Safety
Introduction The Ottawa River Canoe Club (ORCC) endeavors to ensure the safety of individuals who participate in club activities. The ORCC Code of Safety has been developed as a minimum requirement guideline and we welcome further recommendations and suggestions to help ensure the continued safety of our participants, staff and volunteers. All ORCC staff, members and guests will review the ORCC Code of Safety at the beginning of each paddling season. Each ORCC staff member will certify that they have read and understood this document by signing the ORCC Code of Safety Review Form located at the ORCC site. The ORCC bulletin board will contain daily safety notices to address any relevant health and safety concerns and discuss any changes in conditions indicated in the following:

The ORCC coaches will have at least one cell phone with them while on-water or on-site.
All ORCC motorboats will be equipped with a walkie-talkie to ensure communication with on-site staff.
On-Water Emergency Action Plan
If a Minor Incident Occurs
1. Get participant into the motorboat immediately and assess the participant for injury. 2. If needed, a Ziploc first-aid kit is located in the motorboat. 3. Radio for help if assistance is required to rescue club equipment, paddles, or boats. 4. If needed, proceed to ORCC docks to meet others for help.
If a Major Incident Occurs
1. Get participant into the motorboat immediately and assess the participant for injury. 2. Call 911, give them the location 1610 Sixth Line Road, and state they will be met at the
ORCC dock. 3. Radio to other coaches that you need support to get other paddlers/boats and equipment
collected. 4. On-site staff and/or volunteers will implement On-Site EAP procedure. 5. Begin CPR/First Aid if necessary in the boat. 6. Call Land contact by radio and ask them to be ready on the dock or to provide a second
boat to provide further on-water assistance. 7. Monitor and provide support and warmth to the injured participant until emergency
personnel arrive. 8. Have designated people meet the emergency crews at the entry gates to the club and on
the dock to ensure the emergency crews arrive with no delay.

ORCC Safety Equipment
Equipment Location:
Automatic External Defibrillator (AED) is located in the main storage can.
Large First-aid kit is located in the main can.
Small first-aid kits are to be kept in each safety boat
Medium First-aid kit stored in the main storage will be reserved for island excursions with campers and for use at Regatta’s.
Maintenance Responsibilities: Staff
1. Perform a daily review of first-aid supplies and communicate any needs to the safety officer or delegate.
2. Ensure the AED battery light is flashing to indicate adequate charge and pads are unopened.

Staff Safety Qualifications
All ORCC staff, volunteers and board members must have a valid Police Record Check which is renewed every 3 years.
ORCC camp program will have one staff member with the following current certification: National Lifeguard Service (NLS) Standard First Aid, CPR level-C Automated External Defibrillation (AED) training.
ORCC paid coaches will be certified in Standard First Aid, Level C CPR, and AED certified. o Sprint racing program- minimum Coaching Association of Canada (CAC), National
Coaching Certification Program (NCCP) Community Coach Certification
o Recreational Program- Ontario Recreational Canoeing Association certified or Paddle Canada certified
o Dragon Boat Program- CAC, NCCP Community Coach
o Outrigger Program- CAC, NCCP Community Coach
o Para/ Paddle All Program- CAC, NCCP Community Coach
ORCC dock duty staff will be encouraged to obtain their Standard First Aid certification.
Anyone who drives a motor boat must have their Ontario Pleasure Craft Operators Card

Incident Reporting and Follow-up
The ORCC Incident Report Form (Appendix E) is to be used to ensure all incidents are appropriately recorded, filed in the ORCC Incident binder, and reported to the Head Coach, Safety Officer and Board of Directors as appropriate. The ORCC Incident Report is to be completed for:
any injury that requires first-aid care or removal from activity;
any behavioural incidents that violates the ORCC Code of Conduct;
any significant damage or loss incidents Incident reporting and any subsequent follow-up investigation should be viewed as a “Fact-finding” rather than a “Fault-finding” activity. The primary purpose is to determine the cause(s) of the incident so that a recurrence may be avoided.
Concussion A concussion can result from a blow to the head, face or jaw, a whiplash effect to the head and neck, or impact to another part of the body. A concussion is an injury to the brain and most often occurs without a loss of consciousness. If there is loss of consciousness, assume there is a possible neck injury
Initiate the ORCC Emergency Action Plan and call an ambulance.
Monitor airway, breathing and circulation
If there is a suspected concussion but no loss of consciousness
Remove the person from the activity
Do not leave the injured person alone; monitor signs and symptoms
Do not administer medication (i.e. do not give Tylenol for headache)
Inform the coach and the parent or guardian about the injury
The player must not return to activity or practice until they have their physicians approval
The injured person should be evaluated by a medical doctor prior to return to activity There may be a delay in onset of the signs and symptoms of concussion even after the initial symptoms and signs have returned to normal. Participant Safety
Swimming Competency Safety is important to our club and, although no paddling experience is needed, all participants are encouraged to attain a progressive swim competency, following the Red Cross Swim program. The CKC Code of Safety recommends participants be able to swim at the level of the Canadian Red Cross Swim Kids 6, which includes being able to swim 75 metres and tread water for two minutes.
Youth paddlers will have their swimming level assessed prior to going on water as per the ORCC Swim Competency Policy (Appendix C). All campers, regardless of swim ability, are required to wear a life jacket while on or near the water.
ORCC does not assume responsibility for determining an adult paddler's swimming competency.
Personal Floatation Device (PFD) Policy All ORCC participants are encouraged to wear a PFD while engaged in on-water activity. As per the CKC Code of Safety, the following ORCC paddlers must wear a PFD in the manner in which it was intended while engaged in any on-water ORCC activity, which includes training and racing:
All U15 and under athletes (born 2000 or later).
All athletes who do not possess a swimming competency equivalent to Canadian Red Cross Swim Kids 6.
All dragon boat participants.
All paddlers who participate in on-water activity during cold water conditions.
All ORCC paddlers are encouraged to wear a PFD while engaged in on-water activity.
The Canadian Coast Guard requires all paddlers without supervision of a coach boat to carry a PFD and whistle in their boat (including SUP).
Cold Water Policy Cold Water Conditions require special safety precautions. When the water temperature is below 8 degrees Celsius, the following precautions apply:
All paddlers who participate in on-water activity during cold water conditions must wear a Government of Canada approved Personal Flotation Device (PFD) in the manner in which it was intended, while engaged in any on-water activity.
Should participants 18 years of age or older choose not to wear a Government approved PFD during training will do so at their own risk.
Participants will be accompanied by a safety boat during on-water training.
Participants should stay close to shore during on-water training.
All persons shall wear protective clothing appropriate for the conditions and their activity.
Participants must sign the ORCC waiver which includes Cold Water Conditions (see Appendix D)
Failure to abide by the cold water policy will result in removal from the training activity.

Dusk and Dawn On-water practices or competitions, should not take place earlier than one-half hour preceding sunrise, and not later than one half hour after sunset, e.g. if sunrise is 6:30 A.M then practices may not start before 6:00 A.M. If sunset is 8:40 P.M. then practices should be completed (paddlers off the water) not later than 9:10 P.M. If a practice extends beyond these times, the following shall be required:
All boats must be equipped with operating navigation lights, or a watertight flashlight, in accordance with the Office of Boating Safety standards.
All participants must wear approved PFD’s.
Awareness of Risks All participants should know that practising canoe or kayak involves some risks and dangers.
In order for a person of less than 18 years of age to participate in a training program or competition, one of their parents or legal guardian shall sign a waiver form stating that they are aware of the risks of Sprint Racing Canoeing and Kayaking (Appendix D).
In order for a person aged 18 years of age or older to participate in a training program or competition, they shall sign a form stating that they are aware of the risks of Sprint Racing Canoeing and Kayaking (Appendix D).
Responsibilities of the Participant To observe all safety rules that may affect their own safety and/or the safety of their fellow participants.
Paddlers are required to abide by the ORCC Code of Conduct (Appendix A). All paddlers are expected to be on their best behaviour and to conduct themselves in a sportsmanlike manner at all times.
Paddlers are responsible for the care of boats and equipment used during training and competition.
All paddlers are expected to follow any guidelines set down by the coaches and chaperones.
Athletes traveling with the club will be expected to remain with their teammates or designated chaperone at all times unless previous clearly defined arrangements have been made.
Paddlers will inform their coach of any change in their health which may affect their ability to safely participate in ORCC programs, affects their well-being, or may endanger the safety of the other participants.
Inform the coach that he/she is using or under the effect of any medication.
Refrain from smoking, drinking alcoholic beverages and drug use.
Be aware of weather and water conditions, and how to take the appropriate measures and precautions.
Clothing shall be appropriate to the weather conditions: Long sleeves layers, hats and hand pogies during cold weather conditions.
Hats, sunscreen, and water during hot weather conditions.
Paddlers will bring extra clothing to change into post-practice.
High traction footwear should be worn to minimize risk of slips and falls.

Boat Safety The ORCC operates under the regulations of Transport Canada. All users of the ORCC boats should be familiar with the Office of Boating Safety’s “Safe Boating Guide”, which can be accessed at the following internet address: http://www.tc.gc.ca/eng/marinesafety/debs-obs-menu-1362.htm
1. All operators of ORCC safety boats must possess a valid Pleasure Craft Operator Card. 2. All canoes, kayaks, outriggers, and dragon boats will be maintained in a safe and floatable
condition. 3. Racing canoes and kayaks, accompanied by a safety boat or coach boat, have special
exemptions under the Canada Shipping Act, Small Vessel Regulations (see Appendix B for a full description).
4. Racing canoe or kayak paddling without supervision of a coach boat must carry a PFD and a signaling device (whistle). The ORCC assumes no responsibility for providing the above-mentioned equipment or for ensuring its members not training with an on-water coach abide by these carriage requirements.
5. All motor-boats or other craft used for coaching, officiating, or for regatta safety must meet the minimum requirements as set down in the Canada Shipping Act, Small Vessel Regulations. These boats will carry:
a. first aid kit, b. whistle, c. PFD for every person in the
boat, d. map of area, e. basic tools,
f. sufficient fuel supply for return trip,
g. oars/paddle, bailer, h. buoyant throw rope at least
15m long, i. watertight flashlight.

Weather, Water and Site Hazards
Weather Hazards: Climate must always be considered when participating in on-water activities. Staff and
participants will confirm weather conditions prior to going out on water, including: temperature (air & water), water conditions, and wind direction
Paddlers and boats will not go on water in excessively high winds, waves or possible thunderstorms. If these conditions are encountered while on water, paddlers and boats will stay close to shore and take refuge as soon as possible. Do not try to outrun a storm in the boat.
In event of lightning and thunder, the 30/30 rule will be implemented: ie. move to the shore and seek shelter once you count 30 seconds or fewer between lightning and thunder. Remain sheltered for 30 minutes after the last thunder.
Staff, volunteers, and participants must be aware of the risks inherent with exposure to extreme weather. Hot and humid conditions increase the risk of heat stroke, sunburn, dehydration, and fatigue, while cold weather conditions increase the risk of hypothermia.
Water Hazards The ORCC will ensure known rock shoals and other in-water hazards are marked with
buoys. All staff must be familiar with local water hazards and will communicate this information to ORCC paddlers.
ORCC paddlers must be familiar with local water hazards and avoid these marked hazards while on-water.
Continued failure by a paddler to avoid known and marked water hazards will result in removal from the training activity.
The Ottawa River is a managed waterway and therefore water levels do fluctuate on a daily or weekly basis (1 inch – 1 foot). Water conditions (high/low) will vary between visits.
When working near water staff or volunteers will use a buddy system at all times.
Site Hazards The ORCC site is situated on a wooded and grassed slope which has many possible
hazards with a potential for injury. All ORCC site users must use caution and be aware of possible slippery surfaces and uneven terrain.
Proper care should be taken to employ safe work practices and that equipment is secured prior to use.
All staff, volunteers or contractors performing construction and maintenance on the ORCC property (building, mowing, moving docks), must where proper footwear and employ appropriate precautions to ensure everyone’s safety.
If parking in the lower lot, you must apply parking brake as well as angle tires uphill.
If a vehicle is used on the waterfront or around paddle shack, a spotter must be present.
If towing the trailer or boat, inspect hitches, chains, cables, tie-down straps and trailer running gear prior to departure. Ensure all trailer lights are operational.

ORCC Off-Site Safety
Boat Trailer Safety
All trailers must be maintained and licensed to government standards. All drivers must be appropriately licensed. Boats must be securely and individually tied to the trailer. An additional safety rope
should be affixed to encircle the boats on the trailer. Boats should be loaded in such a manner as to be balanced from front to back and left to right.
Trailer hitch and towing ball must be compatible.
Regatta First-Aid Station
An ORCC first-aid station will be identified near the ORCC trailer at the Regatta site The first-aid station will be identified by a red-cross sign with the name and cell number

Appendix A – ORCC Code of Conduct
Ottawa River Canoe Club Code of Conduct
1. Introduction
1.1. Canoe Kayak Canada has a Standard of Conduct policy which all members, campers,
employees and volunteers of the Ottawa River Canoe Club are expected to follow.
1.2. The Ottawa River Canoe Club (ORCC) is committed to providing a respectful, drug free
and safe environment, characterized by honesty, fairness, mutual respect, and open and
clear communication, where all members, campers, visitors, volunteers and staff can feel
accepted and valued.
1.3. The ORCC Code of Conduct sets clear behavioural expectations which all ORCC
members, campers, volunteers, and employees are required to abide by during any ORCC
activities. A violation of the ORCC Code of Conduct will be cause for discipline and may
result in restriction of privileges or immediate dismissal from the camp or club programs.
Interpretation of the application of this code is at the discretion of the ORCC Board of
Directors.
2. Code of Conduct:
2.1. ORCC members, campers, volunteers and employees shall at all times, during any ORCC
activity, competition or training event, conduct themselves in a manner consistent with
ORCC ideals and values:
2.1.1. Their behaviour shall at all times be respectful, professional, responsible and
sportsmanlike
2.1.2. They shall treat others with respect and shall not speak disparagingly of any other
athlete, coach, official, administrator, volunteer or program
2.1.3. They shall not engage in conduct likely to bring the ORCC, competition or sport
into disrepute
2.1.4. They will respect the club equipment and treat it with care and act responsibly
when on and off the water.
2.1.5. They will abstain from underage consumption of alcohol, excessive use of alcohol,
possession and/or use of illicit drugs and narcotics, possession and/or use of banned
performance enhancing drugs or methods.
2.1.6. They shall refrain from, actively discourage, and report any acts of harassment or
bullying behaviour as defined below.

2.2. Harassment
2.2.1. Harassment includes conduct, gestures or comments which are insulting, hurtful,
intimidating, humiliating, malicious, degrading or otherwise offensive to an
individual. The Canadian Human Rights Act prohibits harassment based on race,
ethnicity, colour, religion, age, sex, marital status, family status, disability, pardoned
conviction and sexual orientation.
2.2.2. Harassment creates a hostile or intimidating environment which negatively affects
performance. Harassment may occur between peers or between someone in a position
of authority and someone in a subordinate position.
2.2.3. Some examples of harassment include:
a) Unwelcome jokes, innuendo or teasing about a person's body, looks, race, or
sexual orientation
b) Unsportsmanlike conduct such as angry outbursts or arguing
c) Condescending, patronizing, threatening or punishing actions which undermine
self-esteem
d) Practical jokes which cause awkwardness or embarrassment, or may endanger a
person's safety
e) Degrading or inappropriate hazing rituals
f) Unwanted or unnecessary physical contact including touching, patting, pinching.
g) Unwanted conduct, comments, gestures or invitations of a sexual nature which
are likely to cause offence or humiliation. (This would also constitute abuse.)
h) Sexual assault or physical assault. (This would also constitute abuse.)
2.3. Bullying
2.3.1. Bullying is a form of repeated, persistent, and aggressive behaviour directed at an
individual or individuals that is intended to cause (or should be known to cause) fear,
distress, feeling of isolation, and/or harm to another person’s body, feelings, self-
esteem, or reputation. Bullying occurs in a context where there is a real or perceived
power imbalance.
2.3.2. Bullying can occur between people at any age and can be:
a) Physical (i.e. shoving, hitting, kicking, stealing)
b) Verbal (i.e. name calling, insults, threats)
c) Social (i.e. gossiping or rumours)
d) Cyber bullying (i.e. email, Facebook, Twitter)
2.3.3. Some examples of bullying behaviour includes:
a) Unwarranted yelling and screaming directed at target
b) Continually criticizing the target’s abilities
c) Blaming the target of the bullying for mistakes
d) Making unreasonable demands related to performance
e) Repeated insults or put downs of the target
f) Denying or discounting the targets accomplishment
g) Threats of and actual physical violence

3. Disciplinary Procedures
3.1. Violation of the ORCC Code of Conduct will be documented using the ORCC Incident
Report and kept on file for a period of five years.
3.2. The following disciplinary sanctions may be applied, singly or in combination:
a) verbal reprimand
b) written reprimand
c) verbal apology
d) hand-delivered written apology
e) club service or other voluntary contribution to ORCC
f) suspension and removal from the current program, competition or event
g) loss of member status
h) other sanctions as may be considered appropriate for the offence
This agreement is applicable while you are at the ORCC, or participating in an offsite ORCC event
such as a paddling regatta or training event.
Declaration: I have read and understand the Ottawa River Canoe Club Code of Conduct and agree
to adhere to it during my time at the ORCC or any offsite ORCC events.

Appendix B – Canada Shipping Act

SUBPART 5
EXCEPTIONS FOR HUMAN-POWERED PLEASURE CRAFT
Paddleboats, Watercycles, and Sealed-Hull, Sit-on-Top Kayaks
220. If every person on board a paddleboat, a watercycle or a sealed-hull, sit-on-top kayak
is wearing a personal flotation device or lifejacket of an appropriate size, the paddleboat,
watercycle or kayak is required to carry on board only the following safety equipment:
(a) a sound-signalling device; and
(b) a watertight flashlight, if the paddleboat, watercycle or kayak is operated after
sunset or before sunrise or in periods of restricted visibility.
Racing Canoes and Racing Kayaks
221. (1) A racing canoe or racing kayak that is engaged in formal training, in an
official competition or in final preparation for an official competition that is governed by
safety guidelines and procedures established by the governing body is not required to
carry on board the safety equipment required by this Part if it is attended by a safety
craft that is carrying on board a personal flotation device or lifejacket of an appropriate
size
o (a) for each person on board the canoe or kayak, if the safety craft is
attending only one pleasure craft; or
o (b) for each person on board the canoe or kayak with the most persons on
board, if the safety craft is attending more than one pleasure craft.
(2) However, if the canoe or kayak is not attended by a safety craft, it is required
to carry on board the following safety equipment:
o (a) a personal flotation device or lifejacket of an appropriate size for each
person on board;
o (b) a sound-signalling device; and
o (c) a watertight flashlight, if the canoe or kayak is operated after sunset or
before sunrise or in periods of restricted visibility.

Appendix C – ORCC Swim Competency Policy
1. Introduction
1.1. The Ottawa River Canoe Club (ORCC) is committed to the development of the sport of sprint canoe kayak
in a safe environment.
1.2. The Canoe Kayak Canada 2015 Code of Safety advises that all participants should, as a minimum, be able to
swim at the level of the Canadian Red Cross “Swim Kids Level 6”. This swim competency includes being
able to tread water for 90 seconds and swim for 75 metres.
1.3. The ORCC Swim Competency Policy defines the clubs recommendations for member swim competency,
life jacket use, and the swim screening structure for youth members.
2. Swim Competency
2.1. Adult participants who are over 18 years of age:
2.1.1. Realizing that our campers have varying swimming abilities, the ORCC recommends that all paddlers
strive to attain a progressive swim competency following the Red Cross Swim program.
2.1.2. All ORCC participants are encouraged to wear a PFD while engaged in on-water activity.
2.1.3. All dragon boat participants must wear a Government of Canada approved Personal Flotation Device
(“PFD”) while paddling.
2.1.4. All paddlers without supervision of a coach boat must carry a PFD and whistle in their boat (including
SUP).
2.1.5. Any participant who is over the age of 18 years and who does not have the recommended swim
competency and declines to wear a Government of Canada approved Personal Flotation Device
(“PFD”) does so at their own risk and voluntarily assumes the risks involved and understands they are
solely responsible for any injury, loss or damage sustained.
2.2. Youth participants who are under 18 years of age:
2.2.1. ORCC participants who are under the age of 18 years are strongly encouraged to continue to develop
their swim competency following the Red Cross Swim program.
2.2.2. All U15 and under athletes (born 2000 or later), regardless of swim competency, must wear a
Government of Canada approved Personal Flotation Device (“PFD”) in the manner in which it was
intended, while engaged in all ORCC on-water activity.
2.2.3. Parents of U17 high performance athletes, who choose to train with their PFD in their boat while
accompanied by a safety boat, will sign a separate waiver to accept the risks involved and indicate their
understanding that they are solely responsible for any injury, loss or damage sustained.
3. Youth participants swim screening procedure:
3.1.1. ORCC members and participants who are under the age of 18 years will undergo a swim competency
test during the first day of summer camps which will include:
o 50 meter swim between docks,
o treading water for 90 seconds,
o Tip & Tow from a kayak

3.1.2. Parents of youth participants will receive an evaluation of their swim competency which will indicate
whether they were unable to complete the test, successfully completed the test, or exceeded the test
requirements.
