Under ICAO model, the IR is (was) a natural progression from the PPL
When JAR introduced, IR theory exams became a subset of ‘professional’ training – the ATPL
Minimum flying hours increased from 40 to 50- an increase of 20%
No recognition of previous experience or ratings
