  • ECONOMIC BENEFITS

    • Federal Highway Administration research shows approximately 18 jobs are created for each $1 million dollars spent in highway construction.

    • A ti t ll 11 t i t l 2800 j b i O l• As an estimate - all 11 segments, approximately 2800 new jobs in Osceola County

    • Out of $97 million in construction funds, approximately $77 million goes to pp y glocal vendors.

    • Current construction costs are extremely low: Example :

    Asphalt - 2009 $75/ton vs. 2008 $105/ton

    4

  • R d L l Of S i (LOS) iti ff t d b thRoadway Level Of Service (LOS) capacities are affected by the following conditions:

Roadway Conditions: geometry, alignment, lane width, design y g y, g , , gspeed, number of lanes, facility type (arterial, collector, local) and turn lanes.

Traffic Conditions: percent heavy vehicles directionalTraffic Conditions: percent heavy vehicles, directional distribution (peak hour splits), and lane distribution.

Control Conditions: Signals, Stop signs, on street parking.

    Technology: ITS

  • LOS ratings defined:

A = Free flow: high maneuverability and comfort level traveling at or above theA = Free flow: high maneuverability and comfort level, traveling at or above the posted speed.

B = Reasonably free flow: medium-high maneuverability and comfort level, traveling at the posted speed.

C = Stable flow, medium -low maneuverability and comfort level, traveling at the posted speedthe posted speed.

D = Approaching unstable flow, medium maneuverability and comfort level, traveling at or below the posted speed, Osceola County’s adopted LOS

E = Unstable flow, low maneuverability and comfort level, traveling below the posted speed .

F = Forced or breakdown flow: grid lock, intersections do not clear queued vehicles.

  • Quality of Life Impacts

    • The average cost of congestion per traveler is $983 per year. • Emergencies: blocked or congested traffic may interfere with the passage

    f hi lof emergency vehicles.

    • Spillover effect from congested main arteries to secondary roads and side streets , aka “cut through traffic” may affect neighborhood amenity and real-, g y g yestate prices.

    • Congestion increases time delays, wasted fuel, increased air pollution and carbon dioxide emissions Intersection delay may be 80 seconds orcarbon dioxide emissions. --- Intersection delay may be 80 seconds or more.

    • Congestion causes stressed and frustrated motorists, encourages road rage, increases accidents and reduces the health of motorists.

    10

  • Concurrency Impacts

Current County Approval of Development is based on the adopted three-year CIP roadway projects identified to be funded for construction.

Development affecting these failed roadways will need to either:

Wait for the affected road project(s) to be funded for constructionWait for the affected road project(s) to be funded for construction and/or

Mitigate the affects by constructing road project or other improvements such as intersections or turn lanes to ensure toimprovements such as intersections or turn lanes to ensure to increase capacity; or proportionate fair share.

Of the 23 projects listed which will impact growth with reduced or delayedOf the 23 projects listed which will impact growth with reduced or delayed development :

7 segments are failing today;and if not addressed…..
