Genesis 1964 - Established by Government of India for conducting

training & research in Tribal & Community Development.

1967 - named as Tribal Orientation & Study Centre (TO&SC) under Govt. of Orissa.

1975 - renamed as the State Training Institute of Community Dev. (STICD).

1984 - Onwards known as the State Institute for Rural Development (SIRD) & acts as Nodal Institute of the State for all types of training programme relating to PR & RD.

Challenges we encountered

Limited Locations (SIRD + 3 ETCs) and Reach. Lack of standardized and uniform modules & manuals for both

trainers & trainees Lack of adequate trainers for large scale training… Lack of audiovisual and vernacular resource materials ETCs… poorly equipped for training Practicing of conventional training Methodology, content and

design and packaging of training

Vision…….

The Training Strategy as envisaged and so designed , will not only educate the elected representatives and officials of three-tier PRIs on the functioning of local self governance but also enable them in acquiring the knowledge in implementation of programs of rural and social development.

Goal….

The capacity building training is aimed at fighting ignorance and deprivation, not the ignorant and the deprived.

The approach aims to strengthen the functionaries of the PRIs and elected representatives.

The change within..

The program will also bring about a behavioral change in relationship among the elected representatives and Govt. officials at the grass root level to work for a holistic community development through a culture of good and responsive governance.

Change for Growth..

For these people to become stronger they must change, therefore their attitude must change.

They must do it themselves; we can only guide and stimulate, but not do it for them or give it to them.

Since attitude is everything humans learn, the changes needed to become stronger require attitudinal change.

Growth is change, and we shall let them grow

VISION PLAN------Training Need Assessment of RD functionaries, PRI Members & others for RD Programmes TNA of officials & non-officials working

with Panchayati Raj Department have been undertaken during the year 2008-09 & accordingly 20 training modules and manuals have been developed.

MoPR is undertaking capacity assessment exercise of SIRD as well as State for capacity building strategy document under the MoPR CDLG project during the year 2010-11.

Who Trains ? & Network of Training Institutions

SIRD has an empanelled pool (450) of Resource Persons along with the around 250 nos. of Master Trainers (Govt. officials).

SIRD is having a network of 76 nos. of District Partner NGOs, 3 ETCs and also tied up with a corporate training house Centum Learning Ltd for undertaking the PRI training in PPP mode.

Adopt suitable level of Training All the training programmes of SIRD have been designed and

strategized in such a manner that SIRD has institutional presence in 115 blocks across the state at present and planned to reach / cover all 314 blocks by October, 2010. 

The domain map, faculty development programme, annual training plan are being in built into SIRD annual action plan under the CB support of BRGF, MGNREGS, SGSY & RGSY schemes.

The field level trainings has been planned in collaboration with DP-NGOs & DRDA across the state.

The exposure visit of beacon Panchayat is being worked out especially for PTGs

Digital literacy for e-PRI / role of ITES to facilitate transparency & e-governance is being planned

AV films, appropriate IEC packaging, template based monitoring & evaluation is practiced.

Distance Mode of Education & Networking Video Conferencing & GRAMSAT is being used

Institutional networking with other Govt. training institutes namely SCSTRTI, SIH&FW, IMAGE etc. has been worked out.

SIRD has already a networking with 76 nos. of District Partner NGOs and also tied up with a corporate training house for undertaking PRI CB across the state in a cascading mode.

SIRD has an empanelled pool (450) of Resource Persons along with the around 250 nos. of Master Trainers (Govt. officials).

A cadre of monitors have been identified among the officials from State, District & Block level for monitoring the ongoing training programmes.

SIRD web portal have been designed enabling the we based feedback.

Enhance the quality of training

SIRD has developed 17 Thematic Training Modules, Trainer’s Manual & Resource Book along with DTS module.

Another 3 technical module on PR & RD Programme have been developed.

Posters, AV films / documentaries have been used to add on value to different training.

Module Mapping and designing the course content is being planned.

Participatory case studies directory is being planned.

Training Institutions to develop into a field related knowledge bank and Wide dissemination of knowledge

  The theme based knowledge bank is being

planned with a catalogue of learning lessons and best practices.

ToTs for the SIRD empanelled resource persons as well as Govt. Master trainers are being taken care of through SIRD annual calendar of programme.

Web based Resource Repository, Newsletter, Annual Report are used for dissemination of knowledge

Envisioning exercise in SIRDs & ETCs

To develop the capacities of all elected representatives and all functionaries of Panchayati Raj Institutions and associated agencies for decentralized participatory planning for sustainable development.

Basic Training for all and 100% coverage in certain core areas in a time bound manner with reference to NCBF

To develop standardized core content and approved by state PRD

Computer training (ICT) to all GP level functionaries in 3 years and one round of training to all PRIs (in 5 years) on participatory action plan, gender budgeting & social auditing with annual refresher courses.

Literacy training to elected PRIs with 6 months of election.

Special training of SC/ST women elected PRIs once in every 3 years.

We look forward to….

A training module specifically for the EWRs be made at par with their functional capabilities. Digital Literacy for EPR-Role of IT and ITES to facilitate transparency and

eGovernance. Achieve a mile stone in delivering interactive orientations to the elected PRI

representatives and functionaries on the nuances of governance and program implementation especially on MoRD and MoPR flagship programs at the block level.

Anomalies in the guidelines for capacity building under different schemes of MoRD and MoPR need to be addressed and a uniform and standardized training cost be prescribed.

Convergence in the service delivery relating to capacity building of different agencies of MoPR and MoRD need to be roped in with SIRD in the respective states.

The BRCs under MoPR and Rajiv Gandhi Sewa Kendra under MoRD could be blended for better presence and services.

An effective multi-lingual IEC packaging be designed for the beneficiaries of different schemes of MoRD and MoPR through a special initiative under the leadership of NIRD.

IEC materials should be developed in such a way that the reach is extended and have access to the common mass and primary stakeholder.
