1. Background

Government of Orissa (GoO) proposes to modernize and implement computerized registration and delivery

across 176 registration offices of the State, which would improve administrative effectiveness & efficiency and

accelerate the overall development of the State through improved government interfaces. In this regard, GoO

intends to integrate State Registration Headquarter (HQ) with all District Sub-Registrar offices (DSR), and all

Sub-Registrar offices (SRO) with each other. This provide all kind of property & land registration, deeds and

other services at 176 registration offices of GoO and other locations as may be identified by GoO. The

computerized registration will use state-of-the art technologies and have capability and flexibility to expand and

upgrade to cover other parts of the state. As part of the Physical Infrastructure, the e-Registration Centers has

been prepared and required furniture will be installed at those offices.

Through this document, Orissa e-Governance Services Ltd. (OeSL) invites responses from eligible

Manufacturer/ Authorised Distridutor/ Authorised Dealers interested for supply and installation of Servo

stabilizers at various Registration offices (list attached) across the state of Orissa. District wise locations are

2. Eligibility Criteria

2.1. The Bidder should have submit Rs. 5000/-(non refundable) in shape of DD towards the cost of the

Tender Document.

2.2. The Bidder should have furnished the EMD (refundable) of Rs. 50,000/- (Rupees fifty Thousand) only in

shape of DD.

2.3. The Bidder should be a reputed company in operation for the last 3 Years as on 31st March 2009.

2.4. The bidder must be a Registered Supplier/ registered agency /manufacturer/distributor/dealer of Servo

Stablisers.

2.5. The Servo Stabiliser should have ISO certification.

2.6. The bidder must have experience of supplying and installation of similar type of electrical equipment in

any Ministry/Department /any Central or State Govt. PSU with one project of atleast Rs 10 Lacs or 2

projects of Rs 6 Lacs each or 3 Projects of Rs 4 Lacs each in last three years. Copies of purchase/work orders or completion certificates of each such project should be enclosed with the bid.

2.7. The bidder must have minimum average turnover of INR 25Lakhs (Rupees Twenty five Lakhs) from for

the preceding 3 financial years ended with 31st March 2009. The bidder should have been in profitable

for all these three financial years. Copies of balance sheets/profit & Loss Accounts/ Annual Reports of

last three financial years (upto 31-Mar-2009) should be enclosed.

2.8. The bidder must have Local office in Orissa and service network of atleast 3 Service Centers across the

State with minimum 15 Qualified Service Engineers.

2.9. The bidder should submit copy of PAN, up-to-date VAT clearance certificate and service tax registration

along with service tax return in General bid.

2.10. Consortium is not allowed.

2.11. The bidder has quote for all of the items indicated in Bill of Material

2.12. OeSL, if required at the tender evaluation stage, would visit the manufacturing location & sites

mentioned by bidder as ‘Relevant Experience’ to verify the level of implementation & completeness and

other details related to the project.

2.13. Bidder should not be under a declaration of ineligibility for corrupt and fraudulent practices issued by

Govt. of India/State Govts. A self-declaration certificate should be enclosed. Proforma in Annexure 7.

2.14. The bidder must be an authorized partner of the manufacturer of the items quoted by him. The bidder

should submit tender specific Manufacturer Authorization Forms (MAF) in general bid. This clause is not

applicable to Original Equipment Manufacturers (OEMs)

2.15. OeSL reserves the right to accept or reject any or all responses without assigning any reason.

3. Technical Specification The specifications and quality mentioned below are mere indicative and not exhaustive in nature.. Supply of items will be as per the requirements and subject to verification and approved by competent authority. The bidder is expected to have a deep and pervasive understanding of the power scenario of the State and would have to meet the complete requirements. If required, during evaluation OeSL may ask for sample verification, without which the bids may be cancelled. The bidder should clearly demonstrate in an effective and efficient manner the overall understanding of the requirements and the ability to meet the below mentioned requirements. 4. Scope of Work

4.1. Delivery and installation of Servo Stabilisers as per specification and with established standards at site. 4.2. Providing onsite warranty service/support for a period of 5 years with spare and labor 4.3. Contractual responsibility of the product performance. 4.4. Replacing the defective material/equipment, if found at site, free of cost. 4.5. Proper cabling and casing for the product from the available power source to the DB Box /

MCBs 4.6. The bidder should ensure following maintenance standard

1. Preventive Maintenance

The vendor should provide regular maintenance atleast 2 times a year. Checking and testing of equipment should be done as and when required by OeSL with no additional cost.

2. First Level Technical Support

The vendor should provide Minimum 12 working hours over phone. Timings 8 am to 8 pm.

3. Second Level Technical Support

The breakdown maintenance call should be attended within four hours from the time of call log by OeSL and the equipment should be set functional within eight hours failing which the agency has to arrange for the alternative system till it is repaired. No travel or any type of fees payable to bidder for repair of items during warranty period. All the components required to be replaced, should be of OEM’s make or of equivalent standard quality. In case, if the above condition is not complied with, a penalty @ Rs.500/- per day (including government holidays) per equipment should be levied on the bidder. The penalties should be deducted from the performance security. A login name in OeSL web portal will be provided to bidder for receiving the complaint from different sites. So the bidder has to regularly visit the site for resolving the issues immediately

4. Service Engineers Service Engineers should be deployed at minimum 5 Service Centers across the State. Minimum 2 dedicated service engineers should be deployed for e-Registration Project only.

5. General Terms & Conditions

5.1. Cost of tender documents will be Rs. 5000/- non refundable which will be paid in shape of Demand

Draft in favor of Orissa e-Governance Services Limited, payable at Bhubaneswar.

5.2. Tender document can be downloaded from www.ocac.in; the fee in the form of a demand draft in

favor of Orissa e-Governance Services Limited, payable at Bhubaneshwar should be enclosed with

the Bid Document at the time of submission.

5.3. Refundable EMD Rs. 50,000/- in shape of Demand Draft in favor of Orissa e-Governance Service

Limited, payable at Bhubaneshwar has to be furnished along with the tender document.

5.4. Purchase Order will be issued by OeSL indicating the time frame within, which entire order needs to

be executed to the entire satisfaction of the supervising officer. Delay by the bidder in the

performance of its delivery and service obligations shall render the bidder liable to any or all of the

following sanctions, forfeiture of its performance security, and imposition of liquidated damages to

the maximum of 10% of work order and/or termination of the contract for default. If at any time during

performance of the Contract the bidder should encounter conditions impending timely delivery of the

work and performance of service, the bidder shall promptly notify to OeSL in writing of the fact of the

delay, its likely duration and its causes(s). As soon as practicable after receipt of the notice, OeSL

shall evaluate the situation and may at its discretion extend the period for performance of the

contract in writing after mutual discussion with the bidder. The bidder shall not be entitled for any

escalation, compensation or damages for the period of extension so granted for whatsoever

reason(s). The decision of OeSL in this regard shall be final & binding and no dispute in this regard

can be brought for arbitration.

5.5. The rate must be quoted on comprehensive basis(inclusive transportation and installation) of all

equipments strictly in the format given at Annexure 8.

5.6. Any deviation will be considered as breach of contract and will be dealt accordingly.

5.7. OeSL has all right to reject/accept any/all the tender(s) without assigning any reason.

5.8. Applications received without complete documents/information shall not be considered.

5.9. Each Tenderer shall submit only one Bid. The tenderer who submits or participates in more than one

Bid will be disqualified

5.10. The bidder shall bear all costs associated with the preparation and submission of its Bid and OeSL will in no case be responsible or liable for those costs.

5.11. The bidder would be selected through a transparent bidding process. The Bidding Process is divided in three stages as follows:

5.12.The Bidder may wish to visit and examine the site or sites for implementation of the project at its own

cost.

5.13.Least Cost selection method will be adopted in this tender to select the supplier where in Grand Total of

all type of Servo Stabiliser will be taken in to account

5.14.No negotiation will be undertaken with any tenderer except lowest qualified bidder.

5.15.Failure by the firm to comply with any statutory requirements and terms of agreement during the period of

contract shall result in termination of the contract and subsequent disqualification for participation in any

further tender in OeSL. The security deposit will also be forfeited.

5.16.The evaluation and comparison of responsive bids shall be done on the price of the goods offered

inclusive of levies & taxes etc. as indicated in price schedule of the Bid document. The Tender will be

evaluated for the prices offered.

5.17.Prices shall be quoted inclusive of all taxes, duties, freight and forwarding and cost of labor for installation.

5.18.Printed brochures of items quoted should be enclosed.

5.19.The tenderer should sign and stamp each page of this tender document as a token of having read and

understood the terms and conditions contained therein and submit the same along with the bid. The

tenderer would fill up the information in the Annexure 1 enclosed at the end of this document in clear and

legible terms. Wherever the prices are to be quoted this should be written in figures and words as well.

The quoted prices should also include the impact of all over-heads. Annexure will also have to be signed

and stamped by the firm through its authorized signatory.

5.20. Assigning Of Bid in Whole or Part The Selected Bidder/ shall not assign or make over the contract, the benefit or burden thereof to any

other person or persons or body corporate. No under letting or subletting to any persons or body

corporate for the execution of the contract or any other part thereof is permitted, without the written

consent of OeSL.

5.21. Payment

5.21.1. 90% on delivery at site, installation and physical verification thereof.

5.21.2. Balance 10%, will be released, after installation/integration and successful operation for a

period of 3 months from date of installation and subject to submission of performance

guarantee amounting 10% of quoted cost in shape of Performance Bank Guarantee (PBG)

from any Scheduled Bank. The validity of the PBG should be for the entire warranty period i.e.

5Years.

5.21.3. No claim towards interest can be made by the bidder for some unforeseen delay in release of

payment.

5.22. Inspection

5.22.1. The representative of Orissa e-Governance Services Limited shall have the right to make

inspection during the execution of work at the site

5.22.2. The verification of supplied servo stabilizers shall be done by the authorized representative of

OeSL during final inspection and the bills shall be submitted by the party after such inspection.

5.23. Delay in Completion of the Project

For delay in execution of awarded work, penalty @ 0.5% of work value per week subject to maximum

5% will be imposed on the executants.

5.24. PERFORMANCE SECURITY Within 15 (Fifteen) days of issue of the purchase order the bidder should furnish Performance Security

amounting to 10% of the order value by way of irrevocable and unconditional Bank Guarantee in favour

of OeSL valid for a period of 6 months.

After successful delivery and installation of the equipment, this BG can be utilized for the release of

10% payment if it covers for the entire warranty period.

5.25. Purchaser’s Procurement Rights

Without incurring any liability, whatsoever to the affected bidder or bidders, the Purchaser reserves the

right to:

5.25.1. Amend, modify, or cancel this tender and to reject any or all proposals without assigning any

reason.

5.25.2. Change any of the scheduled dates stated in this tender.

5.25.3. Reject proposals that fail to meet the tender requirements.

5.25.4. Increase or decrease the quantity of the items during issue of purchase order

5.25.5. Should the Purchaser be unsuccessful in negotiating a contract with the selected bidder, the

Purchaser will begin contract negotiations with the next best value bidder in order to serve the

best interest.

5.25.6. Make typographical correction or correct computational errors to proposals

5.25.7. Request bidders to clarify their proposal.

6. General Information for Bid Submission

6.1. Envelope “A” will be sealed and marked as follows as per Annexure-2: “GENERAL BID FOR SUPPLY AND INSTALLATION OF SERVO STABILIZERS AT REGISTRATION

6.3. Envelope “C” will be sealed and marked as follows as per Annexure-8:

6.4. The sealed envelopes shall be addressed to the following address:

6.5. The Bidders shall seal the envelopes into one main Envelope as follows; “TENDER DOCUMENT

SUPPLY AND INSTALLATION OF SERVO STABILIZERS AT REGISTRATION OFFICES UNDER

e-REGISTRATION PROJECT”

6.6. Bids must be received at the address specified, not later than 14 hrs of 05.11.2009. In the event of

the specified date for the submission of Bid being declared a holiday, the Bids will be received up

to the appointed time on the next working day.

6.7. OeSL shall not be responsible for any delay whatsoever, in submission of Bids by the Bidders.

6.8. Any Bid received after the deadline for submission of will be rejected.

6.9. OeSL has the right to directly invite any organization to Bid for the project and evaluate them on a

competitive basis along with other bidders.

6.10. Failure to furnish all information required by the Document, or submission of a Bid not substantially

responsive to the Bid Documents, will be at the Bidder's risk and may result in rejection of the Bid.

6.11. For each eligibility criteria, the documentary evidence is to be produced duly attested, serially

numbered and enclosed with the Bids. If the documentary proof is not enclosed for any/all criteria

the Bid is liable for rejection.

6.12. OeSL reserves the right to award the contract to more than one Bidder and fix the number of

location to different bidders based on the financial, technical and service capability of the Bidder.

6.13. Incase of a bidder quoting the lowest bid, OeSL would reserve the right to award the whole

contract or part of the contract to the second lowest bidder either on the lowest bid amount or on a

negotiated mutually acceptable rate.

6.14. OeSL will appoint an Evaluation Committee for evaluation of the Bids including representatives of

OCAC, GoO. The Evaluation Committee’s decision would be binding on the Bidder

6.15. Envelope B (Technical Bid) would be opened by the Evaluation Committee only for those bidders

who have qualified their eligibility criteria in general bid.

6.16. Envelope C (Financial Bid) would be opened by the Evaluation Committee only for those bidders

who have qualified during the Technical Evaluation.

6.17. The evaluation methodology is purely internal to OeSL and would not be informed to any of the

bidders. Information relating to the examination, clarification and comparison of the Bids and

recommendations for the award of the contract shall not be disclosed to bidders or any other

persons not officially concerned with such process until the award to the successful Bidder has

been announced.

6.18. Although the Commercial Bid will be submitted at the same time with Technical Bid, it will be

opened only after completing the evaluation of Technical Bids.

6.19. The Evaluation committee will select that Bidder, who has quoted the lowest total Price(inclusive of

taxes).

6.20. Negotiations, if any, will be held with the selected bidder at the office of OeSL.

5. Preventive Maintenance

The vendor should provide regular maintenance atleast 2 times a year. Checking and testing of equipment should be done as and when required by OeSL with no additional cost.

arrange for the alternative system till it is repaired. No travel or any type of fees payable to bidder for repair of items during warranty period. All the components required to be replaced, should be of OEM’s make or of equivalent standard quality. In case, if the above condition is not complied with, a penalty @ Rs.500/- per day (including government holidays) per equipment should be levied on the bidder. The penalties should be deducted from the performance security. A login name in OeSL web portal will be provided to bidder for receiving the complaint from different sites. So the bidder has to regularly visit the site for resolving the issues immediately

8. Service Engineers

Service Engineers should be deployed at minimum 5 Service Centers across the State. Minimum 2 dedicated service engineers should be deployed for e-Registration Project only.
