Position Summary: Deputy Director, Division of State Technology The Division of State Technology (DST) is seeking a highly professional leader to motivate a high-performing team and provide guidance and support to DST’s leadership team, Department of Management Services (DMS) executive leadership, and across the enterprise. This position’s primary responsibilities include budget and financial management; procurement; strategic planning and project management; and customer service. This position is responsible for leading DST in operational excellence and sound fiscal management. This position is responsible for the direction and coordination of all functional area activities of DST’s Business Support Services. This includes directly overseeing the day- to-day operations of the Bureau of Customer Service, Bureau of Financial Operations, and Contract & Project Management section. ❖ Position Responsibilities:This position is responsible for the direction and coordination of all functional area activities of DST’s Business Support Services. This includes directly overseeing the day-to-day operations of the Bureau of Customer Service, Bureau of Financial Operations, and Contract & Project Management section.

Financial OperationsOversees the financial activities for the division including the spend plan, financial models and costs allocations for the data center services, plans for changes in budget appropriations to meet service requirements, assures appropriate invoicing and billing to the data center customers and maintains detailed information and analytical data related to the Working Capital Trust Fund.

Contract & ProcurementOversees the procurement and contract management activities for the division including ensuring all actions are conducted in compliance with Florida Statutes, the General Appropriations Act, State and Federal rules, applicable codes of ethics, and instructions from the Governor.

Project ManagementOversees the development of division-wide long-range strategic and business plans, data analytics, performance reporting and high-profile project management. This includes partnering with the DST leadership team the DMS’ executive leadership to develop data-driven decision-making strategies, create aligned and successful strategies and operational directions to formulate changes and improvements, and lead a team of dedicated project managers and strategists. This position is also responsible for guiding the annual reporting efforts for the division on performance measures, return on investment, performance evaluations, and ensuring division efforts align with the Department's strategic plan and objectives. Additionally, this position will lead the division in identifying key data elements and providing thoughtful analysis and presentation of key data elements.

Customer ServiceOversees the management of service orders, service deployment, service maintenance and operations associated with the DST. These functions require high level skill in exercising executive leadership while incorporating customer sentiment into the design of new and existing products. In addition, these functions require demonstrated executive leadership with government movement necessary to manage the integration of the customer experience across many channels - including in-person, web, and phone, and to integrate government services and enhance service delivery.

Leadership• Serve as a member of DST’s leadership team. • Effectively communicate and exhibit the agency’s mission, vision and values.• Responsible for the measurement and effectiveness of internal processes. Provides timely and

accurate analyses and reports on the operating condition of the division.• Provide leadership and support to all program areas within DST.

Strategy• Develop and maintain strong working relationships with the DST’s leadership team, DMS’ executive

leadership, Executive Office of the Governor, sister agencies, members of the Florida House and Senate, internal and external customers, and other stakeholders.

• Develop and maintain tools to educate and inform customers on all programs under DST’s Business Support Services.

Communication• Clearly and timely communicate pertinent information to DMS executive leadership related to

challenges in subject areas that affect customers or relate to high priority projects and legislation.

• Ensure team members in DST and throughout DMS have updated information about priority projects and challenges, communicating up, down, and across the agency.

• Coordinate with DMS executive leadership to provide timely and accurate information to legislators and legislative staff regarding priority projects and programs.

Operational Support• Evaluate and advise DST’s leadership and DMS’ executive leadership regarding all fiscal,

budgetary and contractual issues impacting the division. • Work closely with DST’s leadership and DMS’ executive leadership to develop and prepare the

division’s legislative budget requests.• Oversee the development and implementation of sound policies and procedures that create

efficiencies and advance the division’s goals and collaborate with appropriate staff to develop and implement plans for operational systems and processes.

• Recognize and anticipate issues and risks, gather appropriate information and proactively resolve issues, build consensus among pertinent stakeholders, and escalate issues as appropriate.

• Assist with proactively identifying program needs and best practices and provide viable operational solutions.

• Provide general operational support to internal and external customers.

Team Development• Recruit, develop, and lead an effective and highly motivated team.• Foster a culture of empowerment, accountability, recognition, innovation, customer service

and excellence.• Promote a healthy and productive work environment. • Develop and maintain a plan that provides for succession and continuity in the most critical

❖ Candidate Profile Experience:The Deputy Director should possess the following qualifications.• Experience working in Florida state government is highly desired• Understanding of the legislative process• Knowledge and experience in business case development for budget requests• Understanding of cost recovery/cost allocation• Excellent verbal communication skills• Extremely proficient and prolific writing skills• Excellent problem solving and trouble shooting skills• Ability to make decisions rapidly• Ability to manage budgets• Ability to work in a multi-disciplinary team environment• Ability to positively and successfully interact with customer agency leadership and program

area managers to continuously improve customer service• Progressively responsible experience in finance, business management, public administration,

or budget administration• Management and supervisor experience• Professional experience with Florida’s budgetary process• Successful leadership of financial management and fiscal integrity work units• Demonstrated ability to manage multimillion-dollar budget with numerous funding sources• Experience with Florida’s public procurement rules and regulations• Successful management of numerous large-scale projects or programs
